浅析建德市矿产资源与矿业经济发展

建德市位于浙江中西部丘陵山区，矿产资源较为丰富，石灰石、方解石、纯白大理岩、铜等矿产资源具有得天独厚的优势。境内铁路金千线及320、330国道线斜贯而过，水路沿新安江、富春江、兰江可通行100吨以下的机船至杭州、兰溪。优越的自然条件及水陆交通网络为建德矿业经济的发展创造了良好的环境。

Assessment of Sustainable Development System in Suihua City, China

Sustainable development is a complex and systemic issue. It is essential to study it by the component analysis method from the view of system science. The urban developmental sustainability is one of focuses that people has paid more attention to, however, little common understanding how to measure and evaluate the sustainability has been gotten. In this paper, a framework is designed to evaluate the developmental sustainability of Suihua City, Heilongjiang Province in China from the aspects of economy, society, population, resources and environment. We adopt the Principal Components Analysis (PCA) to decrease dimensions and simplify the original indexes into 12 indexes. Also, the hierarchy and comprehensive multiple-criterion evaluative methods are employed to assess the sustainable development system in Suihua City. Then, the weights of indexes are attained by Analytic Hierarchy Process (AHP) method. Furthermore, urban comprehensive development level, developmental sustainability, coordinate degree are calculated and analyzed. By analyzing, we know the fluctuation of development level of subsystem, especially resources and environment subsystem, is acute. The comprehensive development level of sustainable development system in Suihua has been on the rise since 1999. That results from the effect of traditional economic development mode with high energy-consumed being decreased in the city after 1999. At the same time, it is obvious that there was an instability of development level in Suihua City during 1990-2002, with a turn in 1998, and the development could be sustainable, the status trend was more harmonious in 1999-2002.     

Industrial transformation of Shenyang city

Industrial transformation represents a unique economic phenomenon in China‘s regional economy,and old industrial city reconstruction has long been a key problem that affects state security. As a typical old indus-trial city in China, Shenyang established its heavy industrial city position in the First Five-year Plan period (1953-1957), and this industrial structure has been consolidated for a long time. After 1978, Shenyang began its long last-ing industrial reconstruction in an all-round way by 3 main initiatives including restructuring economic system, up-grading traditional industrial technology and developing high-tech industry. In the end of the 1990s, it could be i-dentified that remarkable structural changes took place in city economy at large as well as individual industrial sec-tor. According to the GDP proportion change, Shenyang is on the way to a high level industrial structure. The sec-ondary industry also engendered significant shifting as smelting and textile industry declined sharply but IT industry increased largely. Although the ratio of the heavy industry to the light industry changed periodically, the heavy in-dustrial output value most time kept a high proportion over 60% of the gross industrial output value in the past five decades. Shenyang has favorable conditions for developing equipment manufacturing industry, but it should carry out the program by establishing its leading role in urban economy plan, building “Theme Industrial Parks“, improv-ing Tiexi Industrial Zone, removing any kind of system barrier, enlarging private and other ownerships economy and improving technology, marketing and management by IT application. In response to economy globalization,Shenyang needs to expand the cooperation worldwide and improve the cohesion with surrounding cities.

AGGLOMERATION AND RADIATION EFFECT OF THE PULL OF URBANIZATION

In order to explore the train of thought for China‘s urbanizing development and coordinated rural eco-nomic development, and to find good ways of solving rural problems through urbanization, this paper absorbs the push-and-pull forces theory and the systematic dynamic theory in the traditional population migration theories, views urbanization as a dynamic system, makes research on the push-and-pull mechanism of urbanization. The pulling power of urbanization is analyzed according to two aspects, the agglomeration effect and the radiation effect of cities. The agglomeration effect provides continuous propelling force for urbanization, and the radiation effect further accelerates the urbanization process by pushing forward the development of rural economy. Of course, the slow de-velopment of urbanization can result in the hindrance to rural economic development.
