Accelerated sea-level rise and the effects on coastal areas represent one of the most important impacts of global climate warming as a large part of the world's population and food production is situated along low-lying coasts. Coastal nations of the world should now be planning for one-half to a meter rise in sea level during the next century. While the actual extent of sea rise realized may be larger or perhaps smaller, this amount establishes a reasonable baseline for coastal zone planning activities. With respect to actual measures, priority should be given to projects that are beneficial to presently existing problems in coastal areas.The lowlands along the world's seas will be the areas most vulnerable to impact. They include the deltaic, barrier island, atoll, and marshy coastlines. Increased storm-induced flooding represents the major danger in developing countries because of loss of life. In western countries, beach erosion will be a primary concern, requiring substantial expenditure of public funds to maintain existing recreational beaches. Marshlands will probably be left to their own destiny, which signals a marked decline in most places.The responses to accelerated sea-level rise must be based on more than a simple cost-benefit ratio; a host of important considerations cannot be expressed in simple dollar terms. Each area must be considered on a site-specific basis as there is considerable geographic variation in the environmental (e.g., hydrologic, geologic) and cultural (e.g., population, human development) factors. The problem is further compounded by the time lag of several decades that exists between public recognition of the problem and actual construction and full operation of major coastal protective devices. It may be necessary to retreat from the eroding shore in some areas, while fortifying and even reclaiming land in others. Clearly a global response is required in that international research and cooperative efforts represent the only reasonable approach.  相似文献

Abstract

Changes to the Beaufort Sea shoreline occur due to the impact of storms and rising relative sea level. During the open‐water season (June to October), storm winds predominantly from the north‐west generate waves and storm surges which are effective in eroding thawing ice‐rich cliffs and causing overwash of gravel beaches. Climate change is expected to be enhanced in Arctic regions relative to the global mean and include accelerated sea‐level rise, more frequent extreme storm winds, more frequent and extreme storm surge flooding, decreased sea‐ice extent, more frequent and higher waves, and increased temperatures. We investigate historical records of wind speeds and directions, water levels, sea‐ice extent and temperature to identify variability in past forcing and use the Canadian Global Coupled Model ensembles 1 and 2 (CGCM1 and CGCM2) climate modelling results to develop a scenario forcing future change of Beaufort Sea shorelines. This scenario and future return periods of peak storm wind speeds and water levels likely indicate increased forcing of coastal change during the next century resulting in increased rates of cliff erosion and beach migration, and more extreme flooding.  相似文献

Sea level has been rising for the past century, and coastal residents of the Earth will want to understand and predict future sea level changes. In this study we present sea level changes from new simulations of the Goddard Institute for Space Studies (GISS) global atmosphere-ocean model from 1950 to 2099. The free surface, mass conserving ocean model leads to a straightforward calculation of these changes. Using observed levels of greenhouse gases between 1950 and 1990 and a compounded 0.5% annual increase in CO2 after 1990, model projections show that global sea level measured from 1950 will rise by 61?mm in the year 2000, by 212?mm in 2050, and by 408?mm in 2089. By 2089, 64% of the global sea level rise will be due to thermal expansion and 36% will be due to ocean mass changes. The Arctic Ocean will show a greater than average sea level rise, while the Antarctic circumpolar region will show a smaller rise in agreement with other models. Model results are also compared with observed sea level changes during the past 40 years at 12 coastal stations around the world.  相似文献

Global warming may result in substantial sea level rise and more intense hurricanes over the next century, leading to more severe coastal flooding. Here, observed climate and sea level trends over the last century (c. 1900s to 2000s) are used to provide insight regarding future coastal inundation trends. The actual impacts of Hurricane Katrina (2005) in New Orleans are compared with the impacts of a similar hypothetical hurricane occurring c. 1900. Estimated regional sea level rise since 1900 of 0.75 m, which contains a dominant land subsidence contribution (0.57 m), serves as a ‘prototype’ for future climate-change induced sea level rise in other regions. Landform conditions c. 1900 were estimated by changing frictional resistance based on expected additional wetlands at lower sea levels. Surge simulations suggest that flood elevations would have been 15 to 60 % lower c. 1900 than the conditions observed in 2005. This drastic change suggests that significantly more flood damage occurred in 2005 than would have occurred if sea level and climate conditions had been like those c. 1900. We further show that, in New Orleans, sea level rise dominates surge-induced flooding changes, not only by increasing mean sea level, but also by leading to decreased wetland area. Together, these effects enable larger surges. Projecting forward, future global sea level changes of the magnitude examined here are expected to lead to increased flooding in coastal regions, even if the storm climate is unchanged. Such flooding increases in densely populated areas would presumably lead to more widespread destruction.  相似文献

Sea-level rise (SLR) due to climate change is a serious global threat: The scientific evidence is now overwhelming. Continued growth of greenhouse gas emissions and associated global warming could well promote SLR of 1 m in this century, and unexpectedly rapid breakup of the Greenland and West Antarctic ice sheets might produce a 3–5 m SLR. In this paper, we assess the consequences of continued SLR for 84 coastal developing countries. Geographic Information System (GIS) software has been used to overlay the best available, spatially disaggregated global data on critical impact elements (land, population, agriculture, urban extent, wetlands, and GDP), with the inundation zones projected for 1–5 m SLR. Our results reveal that tens of millions of people in the developing world are likely to be displaced by SLR within this century; and accompanying economic and ecological damage will be severe for many. At the country level results are extremely skewed, with severe impacts limited to a relatively small number of countries.  相似文献

The threat of an abrupt and extreme rise in sea level is widely discussed in the media, but little understood in practise, especially the likely impacts of such a rise including a potential adaptation response. This paper explores for the first time the global impacts of extreme sea-level rise, triggered by a hypothetical collapse of the West Antarctic Ice Sheet (WAIS). As the potential contributions remain uncertain, a wide range of scenarios are explored: WAIS contributions to sea-level rise of between 0.5 and 5 m/century. Together with other business-as-usual sea-level contributions, in the worst case this gives an approximately 6-m rise of global-mean sea level from 2030 to 2130. Global exposure to extreme sea-level rise is significant: it is estimated that roughly 400 million people (or about 8% of global population) are threatened by a 5-m rise in sea level, just based on 1995 data. The coastal module within the Climate Framework for Uncertainty, Negotiation and Distribution (FUND) model is tuned with global data on coastal zone characteristics concerning population, land areas and land use, and then used for impact analysis under the extreme sea-level rise scenarios. The model considers the interaction of (dry)land loss, wetland loss, protection costs and human displacement, assuming perfect adaptation based on cost-benefit analysis. Unlike earlier analyses, response costs are represented in a non-linear manner, including a sensitivity analysis based on response costs. It is found that much of the world’s coast would be abandoned given these extreme scenarios, although according to the global model, significant lengths of the world’s coast are worth defending even in the most extreme case. This suggests that actual population displacement would be a small fraction of the potential population displacement, and is consistent with the present distribution of coastal population, which is heavily concentrated in specific areas. Hence, a partial defence can protect most of the world’s coastal population. However, protection costs rise substantially diverting large amounts of investment from other sectors, and large areas of (dry)land and coastal wetlands are still predicted to be lost. Detailed case studies of the WAIS collapse in the Netherlands, Thames Estuary and the Rhone delta suggest greater abandonment than shown by the global model, probably because the model assumes perfect implementation of coastal protection and does not account for negative feedbacks when implementation is imperfect. The significant impacts found in the global model together with the potential for greater impacts as found in the detailed case studies shows that the response to abrupt sea-level rise is worthy of further research.  相似文献

The MIT 2D climate model is used to make probabilistic projections for changes in global mean surface temperature and for thermosteric sea level rise under a variety of forcing scenarios. The uncertainties in climate sensitivity and rate of heat uptake by the deep ocean are quantified by using the probability distributions derived from observed twentieth century temperature changes. The impact on climate change projections of using the smallest and largest estimates of twentieth century deep ocean warming is explored. The impact is large in the case of global mean thermosteric sea level rise. In the MIT reference (“business as usual”) scenario the median rise by 2100 is 27 and 43 cm in the respective cases. The impact on increases in global mean surface air temperature is more modest, 4.9 and 3.9 C in the two respective cases, because of the correlation between climate sensitivity and ocean heat uptake required by twentieth century surface and upper air temperature changes. The results are also compared with the projections made by the IPCC AR4’s multi-model ensemble for several of the SRES scenarios. The multi-model projections are more consistent with the MIT projections based on the largest estimate of ocean warming. However, the range for the rate of heat uptake by the ocean suggested by the lowest estimate of ocean warming is more consistent with the range suggested by the twentieth century changes in surface and upper air temperatures, combined with the expert prior for climate sensitivity.  相似文献

The sea level history of the northern Gulf of Mexico during recent geologic time has closely followed global eustatic sea level change. Regional effects due to tectonics and glacio-isostasy have been minimal. Over the past several million years the northern Gulf coast, like most stable coastal regions of the globe, has experienced major swings of sea level below and above present level, accompanied by major shifts in shoreline position. During advances of the northern hemisphere ice sheets, sea level dropped by more than 100 m, extending the shoreline in places more than 100 km onto the shelf. For much of the period since the last glacial maximum (LGM), 20,000 years ago, the region has seen rates of sea level rise far in excess of those experienced during the period represented by long-term tide gauges. The regional tide gauge record reveals that sea level has been rising at about 2 mm/year for the past century, while the average rate of rise since the LGM has been 6 mm/year, with some periods of abrupt rise exceeding 40 mm/year. During times of abrupt rise, Gulf of Mexico shorelines were drowned in place and overstepped. The relative stability of modern coastal systems is due primarily to stabilization of sea level approximately 6,000 years ago, resulting in the slow rates of rise experienced during historic time. Recent model projections of sea level rise over the next century and beyond may move northern Gulf coastal environments into a new equilibrium regime, more similar to that experienced during the deglaciation than that which has existed during historic time.  相似文献

Future sea level rise arouses concern because of potentially deleterious impacts to coastal regions. These will stem not only from the loss of land through inundation and erosion, but also from increased frequency of storm floods, with a rising base level, even with no change in storm climatology, and from saltwater intrusion and greater amounts of waterlogging. Current sea level trends are important in formulating an accurate baseline for future projections. Sea level, furthermore, is an important parameter which integrates a number of oceanic and atmospheric processes. The ocean surface demonstrates considerable variability on diurnal, seasonal, and interannual time scales, induced by winds, storm waves, coastal upwelling, and geostrophic currents. Secular trends in sea level arise from changes in global mean temperature and also from crustal deformation on local to regional scales. The challenge facing researchers is how best to extract the climate signal from this noise.This paper re-examines recent estimates of sea level rise, discusses causes of variability in the sea level records, and describes methods employed to filter out some of these contaminating signals. Evidence for trends in long-term sea level records and in extreme events is investigated. Application of satellite geodesy to sea level research is briefly reviewed.  相似文献

Due to complexities of creating sea-level rise scenarios, impacts of climate-induced sea-level rise are often produced from a limited number of models assuming a global uniform rise in sea level. A greater number of models, including those with a pattern reflecting regional variations would help to assure reliability and a range of projections, indicating where models agree and disagree. This paper determines how nine new patterned-scaled sea-level rise scenarios (plus the uniform and patterned ensemble mean rises) influence global and regional coastal impacts (wetland loss, dry land loss due to erosion and the expected number of people flooded per year by extreme sea levels). The DIVA coastal impacts model was used under an A1B scenario, and assumed defences were not upgraded as conditions evolved. For seven out of nine climate models, impacts occurred at a proportional rate to global sea-level rise. For the remaining two models, higher than average rise in sea level was projected in northern latitudes or around populated coasts thus skewing global impact projections compared with the ensemble global mean. Regional variability in impacts were compared using the ensemble mean uniform and patterned scenarios: The largest relative difference in impacts occurred around the Mediterranean coast, and the largest absolute differences around low-lying populated coasts, such as south, south-east and east Asia. Uniform projections of sea-level rise impacts remain a useful method to determine global impacts, but improved regional scale models of sea-level rise, particularly around semi-enclosed seas and densely populated low-lying coasts will provide improved regional impact projections and a characterisation of their uncertainties.  相似文献

Coupled Model Simulations of Climate Changes in the 20th Century and Beyond   总被引:10,自引:1,他引:9  
Several scenario experiments of the IPCC 4th Assessment Report (AR4) are performed by version g1.0 of a Flexible coupled Ocean-Atmosphere-Land System Model (FGOALS) developed at the Institute of Atmospheric Physics, Chinese Academy of Sciences (IAP/CAS), including the "Climate of the 20th century experiment", "CO2 1% increase per year to doubling experiment" and two separate IPCC greenhouse gases emission scenarios AIB and B1 experiments. To distinguish between the different impacts of natural variations and human activities on the climate change, three-member ensemble runs are performed for each scenario experiment. The coupled model simulations show: (1) from 1900 to 2000, the global mean temper- ature increases about 0.5℃ and the major increase occurs during the later half of the 20th century, which is in consistent with the observations that highlights the coupled model's ability to reproduce the climate changes since the industrial revolution; (2) the global mean surface air temperature increases about 1.6℃ in the CO2 doubling experiment and 1.5℃ and 2.4℃ in the A1B and B1 scenarios, respectively. The global warming is indicated by not only the changes of the surface temperature and precipitation but also the temperature increase in the deep ocean. The thermal expansion of the sea water would induce the rise of the global mean sea level. Both the control run and the 20th century climate change run are carried out again with version g1.1 of FGOALS, in which the cold biases in the high latitudes were removed. They are then compared with those from version g1.0 of FGOALS in order to distinguish the effect of the model biases on the simulation of global warming.  相似文献

Global average sea levels are expected to rise by up to a metre by the end of the century. This long-term rise will combine with shorter-term changes in sea level (e.g. high tides, storm surges) to increase risks of flooding and erosion in vulnerable coastal areas. As communities become increasingly exposed to these risks, understanding their beliefs and responses becomes more important. While studies have explored public responses to climate change, less research has focused on perceptions of the specific risks associated with sea-level change. This paper presents the results of a mental models study that addressed this knowledge gap by exploring expert and public perceptions of sea-level change on the Severn Estuary, a threatened coastal environment in the southwest of the United Kingdom. A model was developed from the literature and expert interviews (N = 11), and compared with public perceptions elicited via interviews (N = 20) and a quantitative survey (N = 359). Whilst we find a high degree of consistency between expert and public understandings, there are important differences that have implications for how sea level risks are interpreted and for what are perceived as appropriate mitigation and adaptation practices. We also find a number of potential barriers to engaging with the issue: individuals express low concern about sea-level change in relation to other matters; they feel detached from the issue, seeing it as something that will happen in future to other people; and many perceive that neither the causes of nor responses to sea-level change are their responsibility. We point to areas upon which future risk communications should therefore concentrate.  相似文献

The production of sediments by carbonate-producing ecosystems is an important input for beach sediment budgets in coastal areas where no terrigenous input occurs. Calcifying organisms are a major source of bioclastic carbonate sediment for coastal systems. Increased levels of CO2 in the atmosphere are leading to an increase in the partial pressure of CO2 on ocean seawater, causing ocean acidification (OA), with direct consequences for the pH of ocean waters. Most studies of OA focus on its impact on marine ecosystems. The impact of OA on carbonate-producing ecosystems could be to reduce the amount of sediments supplied to temperate coastal systems. The aim of this study was to quantify the effect of the predicted OA on the long-term sediment budget of a temperate Mediterranean mixed carbonate beach and dune system. Based on projections of OA we estimated a fall of about 31% in the present bioclastic carbonate sediment deposition rate, with the biggest decreases seen in the dunes (? 46%). OA is also expected to affect the carbonate sediment reservoirs, increasing the dissolution of CaCO3and causing net sediment loss from the system (~ 50,000 t century?1). In the long-term, OA could also play a primary role in the response of these systems to sea-level rise. Indeed, the reduction in the quantity of carbonate sediments provided to the system may affect the speed with which the system is able to adapt to sea-level rise, by increasing wave run-up, and may promote erosion of dunes and subaerial beaches.  相似文献

This study presents an assessment of the potential impacts of sea level rise on the New Jersey, USA coastal region. We produce two projections of sea level rise for the New Jersey coast over the next century and apply them to a digital elevation model to illustrate the extent to which coastal areas are susceptible to permanent inundation and episodic flooding due to storm events. We estimate future coastline displacement and its consequences based on direct inundation only, which provides a lower bound on total coastline displacement. The objective of this study is to illustrate methodologies that may prove useful to policy makers despite the large uncertainties inherent in analysis of local impacts of climate and sea level change. Our findings suggest that approximately 1% to 3% of the land area of New Jersey would be permanently inundated over the next century and coastal storms would temporarily flood low-lying areas up to 20 times more frequently. Thus, absent human adaptation, by 2100 New Jersey would experience substantial land loss and alteration of the coastal zone, causing widespread impacts on coastal development and ecosystems. Given the results, we identify future research needs and suggest that an important next step would be for policy makers to explore potential adaptation strategies.  相似文献

This paper introduces and summarizes a series of articles on the potential impacts of sea level rise on Florida??s natural and human communities and what might be done to reduce the severity of those impacts. Most of the papers in this special issue of Climatic Change were developed from presentations at a symposium held at Archbold Biological Station in January 2010, sponsored by the Florida Institute for Conservation Science. Symposium participants agreed that adaptation to sea level rise for the benefit of human communities should be planned in concert with adaptation to reduce vulnerability and impacts to natural communities and native species. The papers in this special issue discuss both of these categories of impacts and adaptation options. In this introductory paper, I place the subject in context by noting that that the literature in conservation biology related to climate change has been concerned largely about increasing temperatures and reduced moisture availability, rather than about sea level rise. The latter, however, is the most immediate and among the most severe impacts of global warming in low-lying regions such as Florida. I then review the content of this special issue by summarizing and interpreting the following 10 papers. I conclude with a review of the recommendations for research and policy that were developed from group discussions at the Archbold symposium. The main lesson that emerges from this volume is that sea level rise, combined with human population growth, urban development in coastal areas, and landscape fragmentation, poses an enormous threat to human and natural well-being in Florida. How Floridians respond to sea level rise will offer lessons, for better or worse, for other low-lying regions worldwide.  相似文献

The national version of FUND3.6 is used to backcast the impacts of climate change to the 20th century and extrapolate to the 21st century. Carbon dioxide fertilization of crops and reduced energy demand for heating are the main positive impacts. Climate change had a negative effect on water resources and, in most years, human health. Most countries benefitted from climate change until 1980, but after that the trend is negative for poor countries and positive for rich countries. The global average impact was positive in the 20th century. In the 21st century, impacts turn negative in most countries, rich and poor. Energy demand, water resources, biodiversity and sea level rise are the main negative impacts; the impacts of climate change on human health and agriculture remain positive until 2100.  相似文献

The United Nations Framework Convention on Climate Change requires nations to implement measures for adapting to rising sea level and other effects of changing climate. To decide upon an appropriate response, coastal planners and engineers must weigh the cost of these measures against the likely cost of failing to prepare, which depends on the probability of the sea rising a particular amount.This study estimates such a probability distribution, using models employed by previous assessments, as well as the subjective assessments of twenty climate and glaciology reviewers about the values of particular model coefficients. The reviewer assumptions imply a 50 percent chance that the average global temperature will rise 2 °C, as well as a 5 percent chance that temperatures will rise 4.7 °C by 2100. The resulting impact of climate change on sea level has a 50 percent chance of exceeding 34 cm and a 1% chance of exceeding one meter by the year 2100, as well as a 3 percent chance of a 2 meter rise and a 1 percent chance of a 4 meter rise by the year 2200.The models and assumptions employed by this study suggest that greenhouse gases have contributed 0.5 mm/yr to sea level over the last century. Tidal gauges suggest that sea level is rising about 1.8 mm/yr worldwide, and 2.5–3.0 mm/yr along most of the U.S. Coast. It is reasonable to expect that sea level in most locations will continue to rise more rapidly than the contribution from climate change alone.We provide a set of normalized projections which express the extent to which climate change is likely to accelerate the rate of sea level rise. Those projections suggest that there is a 65 percent chance that sea level will rise 1 mm/yr more rapidly in the next 30 years than it has been rising in the last century. Assuming that nonclimatic factors do not change, there is a 50 percent chance that global sea level will rise 45 cm, and a 1 percent chance of a 112 cm rise by the year 2100; the corresponding estimates for New York City are 55 and 122 cm.Climate change impact assessments concerning agriculture, forests, water resources, and other noncoastal resources should also employ probability-based projections of regional climate change. Results from general circulation models usually provide neither the most likely scenario nor the full range of possible outcomes; probabilistic projections do convey this information.
