The years since 2000 have seen a constant stream of high-profile scandals relating to food safety and food labeling in Japan. One response of Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) has been to promote food traceability as a mechanism to improve food safety and to provide reliable information to consumers about their food. MAFF’s main approach to traceability promotion, however, has not involved making traceability mandatory (as has been done in the EU) but encouraging private companies to adopt it. These actions constitute, I argue, an example of the public promotion of private governance. When viewed against the literature on the private governance of food safety and quality, MAFF’s traceability activities are surprising for three reasons: their forms and extent, the relative lack of interest the Ministry has shown in third-party certification, and the way MAFF has responded to concerns about the safety of imported food by focusing almost entirely on domestic traceability. I also argue, however, that looking at the literature from a Japanese perspective suggests that public encouragement is more central to the rise of private governance in the global agri-food system than is usually appreciated.  相似文献

In this new globalised era there is an increasing demand in the developed world for environmental certification (Forestry Stewardship Council) of furniture and timber products. The imposition of this requirement has major implications for producers in developing countries. This paper examines this issue from a value chain perspective, exploring how certification requirements are driven through the links of the global furniture value chain. It does so by focusing on the dynamic underlying the spread of FSC certification through the furniture and timber industry in South Africa, and investigates the role of the various organisational ‘drivers’ of the system. In doing so it explores how developing country firms relate to these opportunities and pressures, drawing out the logistical implications, the costs and benefits, as well as the future for FSC certification. It concludes with a discussion of the role of buyers, agents, certification agencies and manufacturers in driving FSC certification through the wood products value chain in South Africa.  相似文献

Wetland mitigation banking is an American neoliberal environmental policy that has created a functioning market in `ecosystem services', commodities defined using the holistic measures of ecological science. The development of this market is discussed as a project of environmental governance, defined as the nation-state's regulation of ecological relations within its territory towards stabilizing capitalist relations of power and accumulation. I argue that the wetland banking industry serves as a bellwether that presages problems that other strategies of neoliberal environmental governance will experience. Ethnographic, economic and ecological data from the Chicago-area wetland banking industry inform a discussion of two major obstacles to neoliberal strategy: the problem of relying on ecological science to define the unit of trade, and the problem of aligning the somewhat independent relations of law, politics, markets and ecosystems across an array of spatial scales. Theoretical guidance is sought from recent work on `social natures' and from the Regulationist approach to institutional political economics.  相似文献

Local Environmental Action Plans (LEAPs) are a useful starting point for the theoretical and empirical unravelling of the global post-Fordist socio-economic drive, within the framework of environmental policy devolution in Transition. Accordingly, this paper aims to identify the interconnected economic, social and political specifities involved in the formulation and institutionalisation of such projects in the Republic of Macedonia. Seven LEAPs - broadly representative of the immense micro-scale physical and social diversity of the country - have been selected for detailed review, so as to provide more fine-tuned insights that should be relevant for the wider LEAP process in Macedonia and beyond. Preliminary evidence about the realisation of these initiatives indicates that comprehensive implementation is highly dependent upon the realistic political and economic abilities (and interests) of local and national elites, plus international organisations. In May of 2000, thousands of residents of the town of Walkerton, Ontario became ill from drinking municipal water contaminated by Escherichia coli and Campylobacter jejuni bacteria. Seven people died, while many suffered debilitating injuries. A highly unusual and risk prone local hydrological regime, coupled with manure spreading on farms near municipal wells, and lax oversight by municipal water utility officials, were quickly blamed by Ontario government figures, including then premier Mike Harris. However, the scandal surrounding Walkerton's tragedy and a subsequent public inquiry into the incident also implicated neoliberal reforms of environmental governance introduced by Harris's government subsequent to its election in 1995. This paper examines the Walkerton incident as an important example of a “normal accident” of neoliberalism, one that can be expected from neoliberal environmental regulatory reforms arising from systematic irresponsibility in environmental governance. This irresponsibility is promulgated by an overarching hostility to any regulatory interference with free markets, as well as specific regulatory gaps that produce environmental risks. The paper also serves as a case study of the extent to which neoliberalism is constituted by environmental governance reform, and conversely, how environmental governance reform is reconfigured as part of the emergent neoliberal mode of social regulation.  相似文献

Recent research on environmental conflict in New Mexico has focused on racial and ethnic conflict between environmentalists and Hispanic loggers as a means to explain the trajectory of environmental struggle and the failure of Hispano/environmentalist coalitions opposing Forest Service management policies. This paper seeks to extend this explanation by considering the constraining role of federal legislation, institutional management and commercial resource exploitation that limited opportunities for Hispano/environmental collaborative challenges to federal resource management arrangements. I analyze the foundations of sustained yield forestry on the Carson National Forest in northern New Mexico though a focus on the legal construction of sustained yield policies and the practices of implementing sustained yield on the Vallecitos Federal Sustained Yield Unit, a special timber production sub-unit of the Carson. The paper illustrates how the deployment of sustained yield forestry in New Mexico produced not only conditions of production favorable to commercial timber operators, but also established a complex and contradictory regulatory environment that effectively constrained collaborative efforts between environmentalists and small-scale loggers in their efforts to construct alternative futures for resource management in the region.  相似文献

EU-US (European Union-United States) interactions in relation to the regulation of genetically modified organisms (GMOs) have been examined in detail in recent years. To do this scholars have tended to focus on a small number of high profile processes, such as the formal complaint of the US to the World Trade Organisation regarding the regulation of GMOs in the Europe. It is important to analyse developments of this kind but overemphasis on them has also lead to a distorted view of the case and a failure to appreciate the significance of other, less visible, types of interaction. In this paper we focus instead on trying to understand the roles played by various EU-US transnational networks—The Transatlantic Business Dialogue, The Transatlantic Economic Partnership, The Transatlantic Consumer Dialogue, The Transatlantic Environmental Dialogue and the EU-US Consultative Forum on Biotechnology. These networks have been trying to shape the regulation of GMOs in both jurisdictions since the mid 1990s. By analysing them through a ‘governance lens’ we find that we can better understand EU-US interactions and the dynamics and influences around the regulation of GMOs. This gives us valuable insights into processes of contemporary governance.  相似文献

The growing field of urban political ecology (UPE) has greatly advanced understandings of the socio-ecological transformations through which urban economies and environments are produced. However, this field has thus far failed to fully consider subjective (and subject-forming) dimensions of urban environmental struggle. I argue that this can be overcome through bringing urban political ecology into conversation with both post-structural political ecology and critical geopolitics. Bridging these literatures focuses attention on practices of socio-ecological exclusion and attachment through which environmental subjectivities are formed. This argument is drawn out through a case study of the politics of local economic development and conservation within the watershed of the Big Darby Creek near Columbus, Ohio. This struggle was driven by a preservationist movement that coalesced around a shared understanding of socio-ecological hybridity as a source of metaphysical insecurity. Hybridity appears here as a site of political and ethical struggle over social and ecological exclusions produced in the pursuit of security. This case study demonstrates a paradox of environmental politics: the non-human is at once a site of constituent possibilities for identity and subjectivity as well as forces which seek to foreclose this radical openness. Recognizing the paradoxical nature of environmental struggle allows for a more complex and nuanced account of the multifarious forces that shape the formation of environmental subjectivities.  相似文献

‘Renewable electricity certificate’ trading systems that have been established to promote renewable energy in the UK are a form of neoliberal environmental governance introduced to assimilate environmental objectives with neoliberal hegemony. However, in this case, neoliberal ideological objectives have not been translated into practice since the British Renewable Obligation is not performing as efficiently as its proponents hoped. By contrast, so-called ‘Renewable Energy Feed-in Tariff’ (REFIT) systems which involve the fixing of tariffs for renewable energy by governmental intervention, are regarded as producing more efficient outcomes. The use of the REFIT system in Germany is associated with an institutional tradition that places emphasis on giving competitive opportunities to new market entrants in order to break up concentrations of market power by incumbents.  相似文献

This paper explores a series of maxims, widely known in policy and academic circles as the ‘principles of good governance’, which state that policymaking in the European Union (EU) should be participatory, conducted as close to citizens as practicable, transparent, accountable, effective and coherent. These maxims were introduced into EU fisheries management as part of a radical reform of the Common Fisheries Policy (CFP) in 2002. This reform was instituted in response to criticisms of a prevailing management regime alleged to be inefficient, undemocratic, and potentially responsible for an environmental crisis: the exhaustion of key fish stocks. The research for this work has found that there are limits to the actual achievement of good governance in EU fisheries. In practice governance innovations are very often contradictory and rife with tensions. I reason that such problems result not merely from policy implementation failures; they constitute a more endemic feature of the CFP reforms. We can begin to understand these limits to good governance principles by looking to Agamben’s permanent state of exception thesis. Agamben’s theory helps to show how these contradictions and tensions occur under new governance regimes, because the relationship between democratic norms (like good governance) and political power is no longer clear. I argue that this blurring has been exploited by groups seeking influence in these new regimes. They do this through citing a supposed need for emergency measures to mitigate crisis. Although this research broadly supports the state of exception thesis, my analysis leads me to question some aspects of its application in contemporary governance spaces.  相似文献

Cross-border cooperation in environmental matters has become much more evident since 1989 because open frontiers facilitate contact while common tasks emerge as protected areas in frontier zones lose their isolation. Pollution hazards have been discussed more openly since 1989 while further stimuli arise from the harmonisation process in the run-up to EU enlargement and the finance available from Brussels and other international donors to solve pollution problems and create international ecological networks. The paper examines the progress made in the Danube Valley and the Carpathians which together constitute the core of East Central Europe. Particular attention is paid to the role of environmental non-governmental organisations (ENGOs) – and especially the World Wide Fund for Nature (WWF) – in the progress of conservation. Along with the World Conservation Union (IUCN), WWF has demonstrated the value of floodplain wetlands and ensured that wetland restoration is an important part of the Strategic Action Plan for the Danube. And by involving local ENGOs in specific projects the role of the non-governmental sector in environment matters is enhanced. Also, with momentum growing for a pan-European ecological network ('Natura 2000'), WWF has attracted the support of international donors for a ecoregion-based conservation (ERBC) in the Carpathians where priority areas have now been identified. Ecological and diplomatic capacities are thus deployed to maximise the scope for biodiversity conservation commensurate with sustainable socio-economic development. This paper focuses on the extent to which recent infrastructure-oriented urban developments in Stockholm concord with various aspects of the ‘splintering urbanism’ thesis of Graham and Marvin. This contextualisation allows us to extend their work empirically and conceptually. In the first instance, we study a particular case of the decline of a unitary networked city (in an urban context largely absent from their book). In the second instance, we develop their notion of ‘unbundling’ to capture not just core changes in the organisation of infrastructure provision, but an overarching disjunction of the established nexus between networks, planning and social welfare in the city. This disjunction operates through interlinked transformations concerning, for example, privatisation and outsourcing in network services, separation of infrastructure planning from broader urban planning, contradictions between the environmental and social mandates of infrastructure, and a (prospective) curtailment of the redistributive, social role of essential network service provision. We conclude nonetheless that this ‘destructive’ moment of unbundling has not so far been pursued by more explicitly ‘creative’ urban fragmentation strategies, due largely to the vestiges of a socio-political consensus based around redistribution and equality. In this respect, the Stockholm case pleads for a conception of ‘splintering’ as a dynamic and multi-stage process which is not only always ongoing, unstable and incomplete, but also non-linear and open to resistance/regulation.  相似文献

The functioning of karst systems in the Tlemcen Mountains, Algeria, was studied using environmental isotopic and chemical parameters. The weakly enriched values of 18O suggest a fast infiltration of water through the karst systems. The deuterium (2H) excess in groundwater and tritium (3H) in precipitation show that the region is subjected to Mediterranean and Atlantic influences with a predominance of the former. The isotopic gradient, in combination with topographic and geologic criteria, allows the recharge areas of the main karst systems to be estimated. The results of 13C, 14C and 3H analysis show that the majority of present waters come from perched systems and mixture waters influenced by three clusters (“ante-thermonuclear” waters, “thermonuclear” waters, and present waters) that generally emerge from semi-confined systems. The oldest waters are relatively rare and are stored in deeply confined systems. These results are consistent with the hydrochemical and the hydrogeological findings. The results have important implications in groundwater protection.  相似文献

Surface water samples from the Drake mining area show elevated metal concentrations, notably cadmium, iron and zinc. A detailed study of a sphalerite /quartz vein from Strauss Pit and chalcopyrite and pyrite from the Adeline mine and Strauss Pit indicate that micro-scale analyses of ores are necessary for environmental management of mine sites. Analyses show that Cd is elevated, up to 2.1 % by weight, and is associated with sphalerite, replacing Zn, or to a lesser extent replacing Pb within small galena grains. High concentrations of Cu are also associated with the Strauss Pit ore as small chalcopyrite grains along the margins of the sphalerite vein, within the central quartz zone of the vein system, and as replacement rims on sphalerite grains. Chalcopyrite from the Adeline mine area, is by comparison, metal poor, but still contains elevated heavy metal concentrations. Whereas, pyrite and chalcopyrite, from Strauss Pit have variable heavy metal concentrations, with chalcopyrite from within sphalerite veins having higher Cd and Zn concentrations than chalcopyrite distal to the veins. Cadmium and other heavy metals within the ores are mobilised during sulphide weathering and enter the drainage network; precipitation of secondary oxidation minerals act as temporary stores for many heavy metals. The complexity of the mineral and heavy metal associations at Strauss Pit suggest that a detailed knowledge of these associations and distributions within ore bodies, and associated waste rocks, are needed by environmental managers of mine sites because the presence of havy metals may greatly affect the decision making process, and management strategies employed. Governance has become an iridescent concept in recent years. The term is widely used in almost all social-science disciplines as well as in the political process. The intention of this paper is not so much to clarify these sometimes vague meanings but to highlight some characteristics of environmental governance connected with the restructuring of the spatial dimensions of politics. It starts from the assumption that the quest for multi-level decision making is particularly pressing for environmental governance. However, multi-level governance raises concern about the constitution of various spatial levels and their relationships with each other, as discussed under the term of “politics of scale”. Moreover, it is argued that for environmental governance the spatial reference is strongly connected with another challenge, which concerns the question of how to deal with the biophysical conditions of particular places. The term landscape governance is introduced to tackle this question without referring to an ontologically given space. Thus, landscape governance deals with the interconnections between socially constructed spaces (the politics of scale) and “natural” conditions of places. For this task, the concept of societal relationships with nature is introduced and applied to the term “landscape” as a bridging concept between social and natural sciences. The paper illustrates the approach of landscape governance with examples of problem-oriented interdisciplinary research at the UFZ-Centre for Environmental research in Leipzig, Germany.  相似文献

 Single zircon U–Pb dating combined with 207Pb/206Pb ages obtained by the evaporation method constrains the emplacement of tonalitic, trondhjemitic, and granodioritic orthogneisses of the Moldanubian zone in the Black Forest between 500 and 510 Ma. Two detrital zircon populations of 1.9 and 1.6 Ga indicate Early-Middle Proterozoic material in the former setting of the basement. The initial eNd values range from –0.1 to –3.4 and mean crustal residence ages of 1.0–1.4 Ga are consistent with involvement of Early-Middle Proterozoic crust, and a subordinate juvenile component probably originating from subduction-related melting of the mantle. The orthogneisses have fractionated REE patterns and slightly higher K2O/Na2O ratios than typical low-K tonalite–trondhjemite–granite suites. The chemical data are interpreted as evidence for melting of amphibolite and contributions from evolved crust. The emplacement of the orthogneisses was superceded by a high-temperature metamorphic event at ∼480 Ma which we interpret as a result of lithospheric thinning in a marginal basin behind a Cambrian magmatic arc. Despite extensive research, the environmental and temporal significance of microbial lamination is still ambiguous because of the complexity of the parameters that control its development. A 13 year monitored record of modern fast‐accreting calcite stromatolites (mean 14 mm year?1) from artificial substrates installed in rapid flow in the River Piedra (north‐east Spain) allows comparison of the sedimentological attributes of successive six‐month depositional packages with the known climatic, hydrophysical and hydrochemical parameters of the depositional system. The stromatolites are formed of dense, porous and macrocrystalline composite laminae. The dense and porous composite laminae, which are composed of two to eight laminae consisting largely of calcified cyanobacteria, are characterized by: (i) dense composite laminae, up to 15 mm thick, mostly with successive dense laminae and minor alternating dense and porous laminae; and (ii) porous composite laminae, up to 12 mm thick, consisting mainly of porous laminae alternating with thinner dense laminae. Most of the dense composite laminae formed during the warm periods (April to September), whereas most of the porous composite laminae developed in the cool periods (October to March). Each dense and porous composite lamina represents up to or slightly longer than six months. The alternation of these two types of composite laminae parallels seasonal changes in temperature. The dense and porous laminae result from shorter (for example, intraseasonal) variations in temperature, insolation and hydrological conditions. The macrocrystalline laminae, with crystals >100 μm long, occur isolated and grouped into composite laminae up to 1·7 mm thick. Their occurrence suggests the absence or poor development of microbial mats over periods of weeks to several months. Thus, stromatolite lamination can record different‐order, periodic and non‐periodic changes in the magnitude of environmental parameters over a single year. These results hold important implications for the temporal and environmental interpretation of lamination in microbial structures.  相似文献

As recently as 1990, few people in the global South received their water from US or European water firms. But just 10 years later, more than 400 million people did, with that number predicted to increase to 1.2 billion people by 2015, transforming water in Africa, Asia, and Latin America into capitalized markets as precious, and war-provoking, as oil. This article explains how this new global water policy became constituted so quickly, dispersed so widely, with such profound institutional effects. It highlights the prominent role of transnational policy networks in linking environment and development NGOs and the so-called global water policy experts with Northern high-end service sectors, and the ways in which the World Bank facilitates their growth, authority, and efficacy. This phenomenon reflects the World Bank’s latest and perhaps most vulnerable development regime, which I call “green neoliberalism.”  相似文献
