This paper reviews the experience of discovering, abandoning, and rediscovering elements of the work of political ecologist Piers Blaikie from the period spanning 1992-2006. In the process, we analyze the cyclic fate of critical ideas in the field of political ecology, including especially the “chain of explanation,” during a tumultuous period where materialist and constructivist theorists encountered one another. The paper concludes with a specific discussion of the power of traditional tools in political ecology for addressing current socio-ecological crises, specifically HIV/AIDS in southern Africa.  相似文献

The dominance of “ecosystem services” as a guiding concept for environmental management – where it appears as a neutral, obvious, taken-for-granted concept – hides the fact that there are choices implicit in its framing and in its application. In other words, it is a highly political concept, and its utility depends on the arena in which it is used and what it is used for. Following a political ecology framework, and based on a literature review, bibliometric analyses, and brief examples from two tropical rainforest countries, this review investigates four moments in the construction and application of the ecosystem services idea: socio-historical (the emergence of the discourse), ontological (what knowledge does the concept allow?), scientific (difficulties in its practical application), and political (who wins, who loses?). We show how the concept is a boundary object with widespread appeal, trace the discursive and institutional context within which it gained traction, and argue that choices of scale, definition, and method in measuring ecosystem services frustrate its straightforward application. As a result, it is used in diverse ways by different interests to justify different kinds of interventions that at times might be totally opposed. In Madagascar, the ecosystem services idea is mainly used to justify forest conservation in ways open to critique for its neoliberalization of nature or disempowerment of communities. In contrast, in the Brazilian Amazon, the discourse of ecosystem services has served the agendas of traditional populations and family farm lobbies. Ecosystem services, as an idea and tool, are mobilized by diverse actors in real-life situations that lead to complex, regionally particular and fundamentally political outcomes.  相似文献

This paper assesses the key contributions made by Piers Blaikie to the field of political ecology. Those contributions relate to the way in which this scholar has sought to dismantle barriers to thought by: (1) integrating the insights of political economy with those from environmental science, (2) opening up theoretical space in political ecology by engaging fruitfully with post-structural critiques, (3) moving beyond a narrow area-studies and development studies focus, and (4) helping to internationalise the research field beyond its core American base. The paper also highlights ambiguity in the role played by Blaikie in political ecology, as stances that he has taken in his work have provoked wider debate over the field’s purpose and coherence. Ensuing tensions over theory and practice as well as single versus multiple truths persist yet, pace Blaikie and others (e.g. Robbins), a robust political ecology is nonetheless able to consider what people ‘do’ from a healthy diversity of theoretical positions. The multiple contributions of Piers Blaikie underpin a reputation for having produced a pioneering body of work that has inspired scholars across theoretical, empirical and disciplinary boundaries, thereby ensuring that his will be a reputation that is interpreted and re-interpreted for many years to come.  相似文献

Reconstituting nature conservation: Towards a careful political ecology   总被引:1,自引:0,他引:1  
This paper is about the relationship between nature conservation in theory and nature conservation in practice. I argue that in theory nature conservation is concerned with revealing presence and rendering the present eternal. In practice, the spaces and times of conservation are less clear. Conservationists work with matters of concern that are neither self-evident nor unproblematically co-present. Presence has to be made and re-made. These matters of concern, like rare species, do not always announce themselves to political ecology and they do not always perform to type. Such difficulties are analysed through discussion of practical work conducted in a UK city with field ecologists and nonhuman inhabitants. It is argued that a careful political ecology is one that is intent on making spaces for others that are not simply about presence, inclusion or accumulation. It also involves uncertainties, precautionary measures and looser forms of assemblage.  相似文献

Environmental conservation is increasingly operated through partnerships among state, private, and civil society actors, yet little is known empirically about how such collectives function and with what livelihood and governance outcomes. The landscape approach to conservation (known also as the ecosystem approach) is one such hybrid governance platform. Implemented worldwide over the past decade by international NGOs, the landscape approach employs the ‘ecosystem principles’ of the Convention on Biological Diversity (CBD). In spite of its prominence as a conservation and development strategy, little political ecology scholarship has considered the landscape approach. This article offers a case study of a conservation landscape in the Congo Basin, the Tri-National de la Sangha (TNS), which connects tropical forests in Cameroon, Republic of Congo, and Central African Republic. Led by NGOs, the TNS has since 2001 relied on partnerships among logging companies, safari hunters, the state, and local communities. Although the landscape approach purports to facilitate re-negotiations of user rights, resource access patterns in the TNS appear to have molded to pre-existing power relations. Rather than incorporating local concerns and capabilities into management, local knowledge is discredited and livelihoods are marginalized. As a result, management occurs through spatially-demarcated zones, contrasting the fluidity of interactions among diverse groups: both human (loggers, hunter-gatherers, safari guides, NGOs) and non-human (trees, elephants). These findings are situated within a burgeoning literature on neoliberal environmental governance, and suggest that ensuring ecologically and socially positive outcomes will require careful and iterative attention to linkages between ecological processes and evolving power dynamics.  相似文献

Political Ecology (PE) has been retrospectively created from a history of wide ranging work of different disciplines, cultural settings and epistemological foundations. Its conceptualization was and remains expansive, eclectic and inclusive which has brought both innovative thinking and charges of incoherence. A review of these paradoxical views on the quality of knowledge and its effectiveness in promoting justice and other aspects of political progress concludes that PE can fulfil these criteria in spite of challenges involved in understanding an exceptionally wide range of different disciplines in the natural and social sciences, technical detail and cultural settings. Also, the production of PE both shapes and is shaped by the structures of the academy and daily practice of teaching and research in a reflexive way. There are particular rewards and penalties in academic production which make it difficult to undertake long term PE research, to write overall integrative PE work other than edited and multi-author works, and to engage with wider audiences outside the academy. There is also an enduring stand-off between PE and policy matters. The growth of PE courses in anglophone universities is encouraging more comparison, coherence and communication between political ecologists and promises increasing stabilization and legitimacy of the field.  相似文献

During the past two decades biodiversity conservation has become the major focus of international interventions by donor organizations and nongovernment organizations (NGOs) working in Madagascar. Despite these efforts, biodiversity losses continue unabated and the conservation activities undertaken to date appear ineffective. This paper summarizes the findings of a research study conducted on the central highlands of Madagascar that sought to examine possible reasons for the continued erosion of biodiversity in the country. A political ecology research framework is used to identify different social actor groups vying for access to natural resources and the extent to which their actions influence biodiversity on the island. The application of this framework reveals three major findings: (1) the existence of tensions between groups of social actors vying for access to and use of natural resources; (2) the characteristics and role of power differs greatly by actor group and it is the maldistribution of power, and its manifestations of use, that have detrimental effects on regional biodiversity; and (3) there are numerous aspects of the `conventional wisdom' that have permeated the thinking of staff from extralocal actor groups (especially NGOs, donors, and government agencies) and are largely false. Such `wisdom,' perpetrated by discourse and media, lacks understanding of local livelihood patters and local needs. However, endowed with political power and financial influence, this wisdom dominates local knowledge and ultimately leads to the conception and realization of conservation projects that fail to achieve their stated objectives. The behaviors of all of the actors in this situation perpetuate the status quo, including current patterns of biodiversity elimination.  相似文献

Political ecology (PE) is experiencing a renaissance and embrace similar to that of Geography itself. Just as there is a rediscovery of the importance of place and thus Geography, Geographers and others are discovering that this critical approach to the human-environment dialectic provides unique theoretical, methodological, and practical insights for unravelling the complexities of this contentious nexus. The host of new volumes that introduce students and the larger academic community to PE each emphasize different theoretical and thematic confluences. This volume is organized around the life-long work and intellectual history of a leading political ecologist, Piers Blaikie, and as such it is both a tribute to that work, and an alternative means to discover what PE is today. Piers Blaikie’s life-work also encompasses research and writing on natural disasters and risk, development policy and practice, international environmental policy, conservation and biodiversity, AIDS in Africa, livelihoods, and books on India and Nepal. By assessing Blaikie’s long and productive career, from pioneering foundational texts, through transdisciplinary exchanges in the fields of Geography, Development Studies, and policy, to constructive and critical engagement with the post-modern turn, and questions of epistemology and methodology, the contributions to this themed issue provide a diverse yet coherent set of insights. The three sessions of the Association of American Geographers (AAG) Conference in Denver in 2005 and group of articles that emerged from them to form this collection serve to clarify the major convergences and dissonances in the field and its ongoing vitality. In Piers Blaikie’s case, as a central actor in both the theory and practice of PE, a collection based upon a critical overview of his contributions to PE provides a new window into seeing and understanding the past, present, and future of the field.  相似文献

随着全球化石能源消费的不断增长,常规砂岩与碳酸盐岩大中型油气田的勘探举步维艰,砂砾岩这种粗粒沉积的特殊油气藏再次走进勘探家的视野。近年来,中国砂砾岩储集层展现出巨大的油气潜力,尤其是新疆准噶尔盆地玛湖大型砾岩油藏的发现,亟待开展针对性的研究。作者梳理了全球粗粒沉积研究的发展历程,将其划分为: 概念形成的萌芽(1885-1947)、成因分析的快速发展(1948-1987)以及理论形成的工业应用(1988至今)3个主要阶段,每个阶段均表现为科学家对粗粒沉积的热点与瓶颈问题进行了聚焦分析与探讨,由实际现象或油气田的发现引发出问题,开展成因探讨,形成理论后再指导实践的科学发展过程。综合每个阶段的研究主题以及代表性文章和事件,并结合作者长期研究过程中的思考,提出了当前粗粒沉积所面临的关键性热点问题与今后研究方向的建议,主要包括: 古地形特征与坡度、沉积成因机制、相带与微相划分、水槽模拟实验、砾岩成岩作用、测井解释瓶颈、地震处理与解释以及定量地质知识库建立的需求等。  相似文献

Carbon markets have gained traction worldwide as an ostensibly win–win solution to climate change, providing low-cost emission reductions in the Global North and sustainable development in the Global South. However, sustainable development and livelihood co-benefits have largely failed to materialize in a range of carbon offset projects, particularly those in forest communities. While some scholars explain this failure as an outcome of fundamental tradeoffs between market efficiency and sustainable development, others argue that institutions of common property land tenure can resolve tradeoffs and generate important co-benefits for local communities. Using a political ecology approach, integrating insights of Karl Polanyi and Noel Castree on the commodification of nature and evidence from a carbon forestry project in Chiapas, Mexico, this article grapples with the ways in which carbon market requirements shape forest governance within common property tenure arrangements. I argue that the centralization of forest governance and decision making into the hands of project implementers and brokers, the necessity for legible land rights and boundaries, and the technical requirements for measurement, calculation, and monitoring of carbon have reshaped forest governance in ways that have undermined the social and ecological benefits often associated with common property management schemes. This research therefore demonstrates that so-called tradeoffs between market efficiency and equitable sustainable development goals may not be inherent to carbon forestry and calls into question the reliance on disembedding market mechanisms for climate change mitigation in forest ecosystems. This paper integrates insights from political ecology with a politics of scaling to discuss the construction and transformation of scalar topographies as part of the politics and power dynamics of natural resource management. The paper details two case studies from Community Based Natural Resource Management in the forest and wildlife sectors of Tanzania to: (1) analyse the devolution of power from the state to the local level; and (2) investigate the constant renegotiations and scalar transformations by actors across multiple levels in attempts to manipulate the governance system. The paper highlights the sociospatial aspects of the struggles and politics of natural resource management, and emphasises that whilst these processes of scalar negotiation and struggle are distinct between the two examples, they both revolve around the same political struggle over power. This indicates an important structuration element of power and scale as they are shaped by both the structural configuration of power within each sector alongside the agency of different actors across multiple levels.  相似文献

From 1990 to 1996, the National Park Service and residents living near the Ozark National Scenic Riverways in south-central Missouri clashed over the federal agency’s intention to remove 25-30 wild horses from the protected area. The struggle was carried out in various legal and legislative arenas, the media, and in community protests and meetings. The dispute ended only with Congressional approval of the 1996 Omnibus Parks and Public Lands Management Act, which included an amendment ordering an end to any removal efforts.This article focuses on the contested social constructions of the horses themselves. To government scientists and managers, the animals represented a feral and exotic species with no legitimate place in agency-mandated ecosystem management and restoration scenarios. To many local members of the Missouri Wild Horse League, which contested the removal, the horses had critical historical and cultural importance as icons of regional identity, history and personal experience, and as core symbols of communities increasingly politically and economically marginalized.Local disputes with environmental groups and agencies concerned with Ozark ecosystem preservation and restoration have become more pronounced and numerous over the past two decades. This article approaches citizen opposition to environmental agendas not as an anti-environmental movement, but as a contemporary effort of marginalized groups to identify sources of economic, political, and social loss, and symbols of local identity and power. The wild horse issue reveals wider structural divides, and thus speaks to the question of which social groups shall have the power to impose their visions of the landscape and political economy.  相似文献

The influence of globalization on the future study of political geography is investigated through research on world cities. It is argued that political geography, like most social science, has been excessively state-centric in its organisation and that this will not help in understanding new transnational processes within contemporary globalization. Study of the state should not be abandoned, of course, but it must be set in a new context where much politics takes place beyond the state. This is illustrated through using the world city network as an alternative spatial framework to the world political map. The political geography of the twenty first century will have to incorporate traditional concern for political areas with new concerns for power networks in more subtle geographies than heretofore.  相似文献

Academics across disciplines are increasingly employing political ecology lenses to unpack conflicts related to resource extraction. Yet, an area that remains under-researched and under-theorised is how environmental impact assessments (EIAs) are embedded in politics and imagined as sites of power relations. Drawing on long-term fieldwork in Zimbabwe engaging small-scale gold miners, EIA consultants and government officials, this article examines the changing social significance of EIAs during and after a nationwide police operation that was framed by authorities as targeting non-compliance with environmental policy, illegal mining and illicit trading. Among other articulations of dissent, small-scale miners associations protested that EIA enforcement rhetoric served unjustly as a rationale for halting livelihoods and extracting rent from miners in times of economic difficulty. The article challenges EIA narratives that focus narrowly on risk management or governance failure, exploring technocratic obfuscations and how enforcement rhetoric was perceived in relation to criminalisation and coercion, expert environmental consultancy cultures and adapted legacies of colonial practice in contemporary dynamics of rule. Heavy-handed policing under the banner of enforcing order impinged on livelihoods and had counterproductive effects in addressing environmental problems, while complying with expensive EIA report-producing requirements was far beyond the means of most small-scale miners. The article rethinks how technical EIA rhetoric becomes entangled in spaces of contentious politics, the perils of looking only at particular scales of relations to the exclusion of others, and what it means to re-engage Donald Moore’s notion of “shifting alignments and contingent constellations of power.” Suggesting future directions in political ecology theorising in relation to extractive sectors, it calls for careful attention to the situated politics of EIAs – situated in time and space, amid varying relations of power – and how multiple hegemonic practices are conceptualised and challenged.  相似文献

We investigated the historical ecology of Elkhorn Slough, a 1,200 ha tidal wetland system in central California. The goal of this study was to identify patterns of change in the extent and distribution of wetland habitats during a 150-yr period and to investigate the causes of these changes. Using a geographic information system (GIS), we interpreted historic maps, charts, and aerial photographs. We created a series of summary maps to illustrate and quantify changes in tidal flow and habitat types at six representative historical periods. With the aid of custom software tools, we performed semi-automated spatial analysis of historic aerial photographs to quantify changes in marsh cover at fixed quadrats and tidal creek width at fixed cross sections. Our multiscale analysis documents dramatic shifts in the distribution of habitat types resulting from anthropogenic modifications to the hydrology of the slough. More than half of the marshlands were diked, and more than two thirds have either degraded or been converted to other habitat types. The construction of an artificial mouth abruptly transformed the wetland system from depositional to highly erosional, enlarging channels, widening creeks, and converting marsh to intertidal mudflat or open water. Increased tidal amplitude and velocity are the likely causes. In recent decades, levee failure and intentional breaching have restored the acreage under tidal influence to nearly historic levels, but recolonization of former wetlands by salt marsh vegetation has been minimal. Degraded former marshland and unvegetated mudflat are now the dominant habitat types at Elkhorn Slough. The rate of habitat change remains high, suggesting that a new equilibrium may not be reached for many decades. This study can help tidal wetland managers identify patterns and mechanisms of habitat change and set appropriate conservation and restoration goals.  相似文献

The aim of this article is to analyse the influence of commodified cotton production on soil fertility in southern Mali. From the late 1950s and until recently, production of both cash-crop cotton and food crops have increased rapidly in this region, giving it a reputation of being an African ‘success story’. The flip side of this economic success is, however, said to be environmental degradation especially in terms of loss of soil fertility. We collected 273 soil samples in 19 villages located in various zones of land use intensity. In each village, the samples were collected on up to six different land use types varying with intensification. The analysis of the soil samples showed that soil fertility was highest in the sacred groves that have been protected and never cultivated. However, comparing soils under continuous cultivation and soils under fallow no clear trends in soil fertility were found. Cotton yields have declined since the early 1990s, while the total use of fertilisers has increased. This is often interpreted as proof of soil exhaustion, but there is no clear indication in this study that cotton-cereal rotation as practiced by smallholders in southern Mali reduces soil fertility. We argue that the decline in yields has been caused by an extensification process. Cotton fields expanded rapidly, due to attractive cotton prices in the 1990s, leading to falling investments per ha and cultivation of more marginal lands. These findings also have implications for a political ecology of commodity production and lead us to argue for an open-ended and empirically based ‘critical political ecology’.  相似文献

This paper traces changes in the political ecology of insects and chemicals in US public housing since Congress founded public housing in 1937. Drawing upon the literature of critical geographies of home, urban political ecology, and medical history, it argues that the constitution of “public” and “private” space within public housing was deeply entangled with pest control practices there. Prior to 1945, reformers treated the housing as a commons, in part compelled by the mobility of bedbugs and the pesticide used to combat them, both of which were seen as serious health threats. Managers were also motivated by social welfare ideologies, while residents eagerly assisted with communal control policies in order to achieve freedom from the health insults of bedbugs. Following 1945, however, new synthetic pesticides like DDT seemed to stay safely within one apartment unit, encouraging housing managers to abandon community-oriented pest control practices. Meanwhile, curtailed budgets, particularly after the Housing Act of 1949, left the infrastructure of public housing to decay, rendering units more physically permeable even as managers neglected the communities there. The new pesticides nearly eradicated bedbugs, but tenacious populations of German cockroaches blossomed thanks to the permeable buildings and synthetic pesticides. Residents grew increasingly resistant to pesticide use as they observed that cockroach populations went unabated. The paper serves as a case for applying political ecology frameworks to domestic spaces, and also argues that housing quality and domestic pesticide use are not merely private responsibilities but should be regarded as environmental justice issues.  相似文献

This study presents the evaluation of 1 year of operational lightning forecasts provided for Europe, using the Weather Research and Forecasting model coupled with a cloud-top height-based lightning parameterization scheme. Three different convective parameterization schemes were employed for parameterizing sub-grid cloud-top heights and consequently driving the lightning scheme. Triggering of the lightning scheme was controlled by means of a model-resolved microphysics-based masking filter, while the formulation for deriving lightning flash rates was also modified, assuming a single “marine” equation instead of the original equations discriminating between continental and marine lightning. Gridded lightning observations were used for evaluating model performance on a dichotomous decision basis. Analysis showed that the lightning scheme is sensitive to the parameterization of convection. In particular, the Kain–Fritsch convective scheme was found to outperform the Grell–Devenyi and Grell–Freitas schemes, showing a statistically significant better performance with respect to lightning prediction. This was most evident during the warm season, while smaller differences among the schemes were recorded during the cold season. Further, for all examined convective schemes, it was found that the application of the masking filter is desirable for improving model performance in terms of lightning forecasting. Last, the reported results revealed that the refinement of the formulation of the lightning parameterization scheme, adhering to a “global” marine equation instead of distinguishing between land and sea lightning, may be necessary in order to obtain reliable lightning forecasts.  相似文献

The US Department of Agriculture Forest Service and the Wisconsin Department of Natural Resources coordinate the distribution of urban forestry grants to nonprofits and citizen groups. These granting agencies increased state funding during a period of neoliberal, fiscal austerity in order to channel ecosystem services provided by urban forests. Increased funding is an instance of rollout neoliberalism whereby the fiscally austere state builds market capacity to harness these services as part of an ecologically modernist agenda. A Gramscian perspective and data gathered from 20 in-depth interviews with foresters are used in this paper to theorize how rollout policy is deployed through urban forestry to extend market hegemony to new geographies. This is anything but a smooth process because the public’s perception of urban trees is highly varied. State bureaucracies must build civil sector capacity to educate people about the ecosystem services trees provide as market commodities. In doing so the state’s market-oriented regulatory legitimacy is consolidated through the apparently benign act of promoting urban forestry. This dialectical process limits participation in urban forestry because markets are inherently selective. Yet it potentially gives rise to an alternative political ecology of praxis beyond market ideology when grant recipients participate in the production of urban ecology and recognize their relationship with nature.  相似文献
