We describe the development, implementation, and first analyses of the performance of a debris-flow warning system for the Illgraben catchment and debris fan area. The Illgraben catchment (9.5 km2), located in the Canton of Valais, Switzerland, in the Rhone River valley, is characterized by frequent and voluminous sediment transport and debris-flow activity, and is one of the most active debris-flow catchments in the Alps. It is the site of an instrumented debris-flow observation station in operation since the year 2000. The residents in Susten (municipality Leuk), tourists, and other land users, are exposed to a significant hazard. The warning system consists of four modules: community organizational planning (hazard awareness and preparedness), event detection and alerting, geomorphic catchment observation, and applied research to facilitate the development of an early warning system based on weather forecasting. The system presently provides automated alert signals near the active channel prior to (5–15 min) the arrival of a debris flow or flash flood at the uppermost frequently used channel crossing. It is intended to provide data to support decision-making for warning and evacuation, especially when unusually large debris flows are expected to leave the channel near populated areas. First-year results of the detection and alert module in comparison with the data from the independent debris-flow observation station are generally favorable. Twenty automated alerts (alarms) were issued, which triggered flashing lights and sirens at all major footpaths crossing the channel bed, for three debris flows and 16 flood flows. Only one false alarm was issued. The major difficulty we encountered is related to the variability and complexity of the events (e.g., events consisting of multiple surges) and can be largely solved by increasing the duration of the alarm. All of the alarms for hazardous events were produced by storms with a rainfall duration and intensity larger than the threshold for debris-flow activity that was defined in an earlier study, supporting our intention to investigate the use of rainfall forecasts to increase the time available for warning and implementation of active countermeasures.  相似文献

Integrated multispectral, geologic, mineralogic, and geochemical studies of the Santa Teresa district, Sonora, Mexico, were used to map the lithology and identify zones of alteration characteristic of known gold deposits within the area. Forty sedimenthosted, bulk-mineable, leachable, fine-grained, disseminated gold prospects have been identified. These deposits vary in size and grade from 1.5 million tons of ore averaging up to 2.8 grams Au/ton to less than 2,000 tons of ore averaging less than 1.0 gm Au/ton. A variety of deposit types exist in the district, having the characteristics of hot-spring sinter, skarns, epithermal high-level veins, bonanza silver veins, granite and porphyry-related mineralization, and sedimenthosted disseminated deposits. The latter is presently the most important economically and is characterized by decalcification, silicification, argillic alteration, and anomalous Au, Ag, As, Hg, and Te.

Digital image processing techniques were used with Landsat 5 Thematic Mapper data to enhance lithologies and to detect alteration associated with the mineral deposits. Thematic Mapper imagery was combined with field mapping and laboratory analysis into a geographic information system. Pertinent information was integrated in order to produce lithologic and alteration maps for regions of interest within the Santa Teresa district to aid exploration.  相似文献

传统的观点认为山区泥石流灾害的形成主要取决于降水,其产汇流运动的过程是可采用水文过程模拟的物理过程。基于目前泥石流灾害集中分布于地震带和干旱河谷的现象以及现有的泥石流形成与防治研究基础,我们发现在人类居住与活动的山区,其坡度和降水极易满足泥石流灾害的形成条件,因此物源控制着泥石流灾害的孕育、形成和演化,主宰了灾害性泥石流的过程。物源的动态变化改变了泥石流发育的难易程度,主导了泥石流的规模和频率变化。泥石流物源在内外动力作用下经历松散化或密实化两个不同的演化过程,不同密度的土体通过剪缩或剪胀形成不同规模、频率与性质的泥石流。此外物源也控制了泥石流的规模放大过程。实践证明基于物源控制理论的区域预测、分级多指标预警和工程调控技术是科学有效的。因此,灾害性泥石流是一个地质作用主导的地质过程,该过程的特征描述需要更多地考虑基于地质环境条件的经验模型,且高效能的灾害预测预警与调控需要基于物源控制的机理和过程而进行。  相似文献

The frequency in occurrence and severity of floods has increased globally. However, many regions around the globe, especially in developing countries, lack the necessary field monitoring data to characterize flood hazard risk. This paper puts forward methodology for developing flood hazard maps that define flood hazard risk, using a remote sensing and GIS-based flood hazard index (FHI), for the Nyamwamba watershed in western Uganda. The FHI was compiled using analytical hierarchy process and considered slope, flow accumulation, drainage network density, distance from drainage channel, geology, land use/cover and rainfall intensity as the flood causative factors. These factors were derived from Landsat, SRTM and PERSIANN remote sensing data products, except for geology that requires field data. The resultant composite FHI yielded a flood hazard map pointing out that over 11 and 18% of the study area was very highly and highly susceptible to flooding, respectively, while the remaining area ranged from medium to very low risk. The resulting flood hazard map was further verified using inundation area of a historical flood event in the study area. The proposed methodology was effective in producing a flood hazard map at the watershed local scale, in a data-scarce region, useful in devising flood mitigation measures.  相似文献

This study presents an extended framework for the analysis of economic effects of natural disaster risk management. It also attempts to define and evaluate the optimal insurance arrangements. A model, the economic utility constrained-maximization model, is proposed. The purpose of this study is to establish a strategy for determining an insurance and risk control plan in which consideration is given to balancing the economic effects (e.g., decrease in costs due to damage) by disaster mitigation. Furthermore, these values are compared with risk control actions for purposes of prioritization, to provide data to help evaluate the benefit of each risk control action. Disaster insurance policy premiums in contrast are based on actuarial data taken from situations in which risk control measures are not employed. This can make such contracts unfair to responsible enterprise managers who must take risk control measures. This represents an unfair aspect of insurance policies. Enterprise managers should be able to determine the optimum arrangement between natural disaster risk control and insurance given their budget limitations. The optimal strategies aim at the best applicability and balance between risk control and insurance capability for the enterprise manager. Risk control measures can generate several risk control options for enterprise managers. Premium discounts by insurers are given in this model.  相似文献

Poland, like other EU countries, is obliged to implement the Water Framework Directive (2000/60/WE) by the end of 2015. The main objective of the Directive is to provide normative quality of all water resources (surface, underground and coastal sea waters). To reach this goal, reduction of water pollutant emission to the environment is needed. Our project focuses on pollution from agricultural sources which share in global pollution, which is high and growing. This is due to both intensification of agricultural activities and ignoring Agricultural Good Practice Code rules by farmers. In view of the above, this project is expected to provide analysis of selected catchments; especially those exposed to agricultural pollution risk, and propose adjustment strategies for new trends, still keeping in mind environment protection. Our project concerns the area further called “sensitive area” (according to the rules of Regional Water Management Board in Warsaw). A part of Zglowiaczka river catchments in central Poland was defined as sensitive area (125.3 km2) where reduction of nitrogen and phosphorus run-off from agricultural land to water resources is especially needed. This is a typical agricultural district characterized by good soil quality (predominance of black swampy soil with deep and fertile humus layers). Due to this, it is the first and foremost high quality agricultural land, and almost forestless. The main topic of the research, with the use of the SWAT model, is to propose different means for reduction of migration of P and N to surface waters. Another problem is retention of water for actual and future irrigations. After model verification, calibration and validation, several climatic changes and reclamation strategies will be tested and simulated by the model to find the most effective and profitable solutions. The project focuses on supporting administration and self-governmental organization in the implementation of effective strategies of catchments management based on a modeling approach. This method enables analysis of trends and early warning system against excessive pollution load. Enhancement of the ecological education level and activation of local population for implementation of EU directives are also very important factors.  相似文献

Recent work on the beach ridges at Santa, Peru (9° s latitude) upholds an earlier hypothesis, based on sedimentary evidence, that the ridges were formed by massive sediment pulses during rains associated with major incursions of the warm water El Niño countercurrent. The ridges can therefore be used to date major El Niño events. The alternate hypothesis for the Santa ridge origin cited minor sequential uplift as the causal factor; this hypothesis has been disproven, though one previously unreported uplift event at about 4200 years B.P. has been identified at Santa. In general, landscape alteration processes such as El Niño floods and tectonic uplift affect human populations, and accurate chronologies of these events are necessary to interpret the archaeological record. Geoarchaeological research offers the key to constructing landscape alteration chronologies, which are also of use to geologists for studies of earthquake prediction, sedimentation processes, and paleoclimatology.  相似文献

Water management in the Andarax river basin (Almeria, Spain) is a multi-objective, multi-participant, long-term decision-making problem that faces several challenges. Adequate water allocation needs informed decisions to meet increasing socio-economic demands while respecting the environmental integrity of this basin. Key players in the Andarax water sector include the municipality of Almeria, the irrigators involved in the intensive greenhouse agricultural sector, and booming second residences. A decision support system (DSS) is developed to rank different sustainable planning and management alternatives according to their socio-economic and environmental performance. The DSS is intimately linked to sustainability indicators and is designed through a public participation process. Indicators are linked to criteria reflecting stakeholders concerns in the 2005 field survey, such as fulfilling water demand, water price, technical and economical efficiency, social and environmental impacts. Indicators can be partly quantified after simulating the operation of the groundwater reservoir over a 20-year planning period and partly through a parallel expert evaluation process. To predict the impact of future water demand in the catchment, several development scenarios are designed to be evaluated in the DSS. The successive multi-criteria analysis of the performance indicators permits the ranking of the different management alternatives according to the multiple objectives formulated by the different sectors/participants. This allows more informed and transparent decision-making processes for the Andarax river basin, recognizing both the socio-economic and environmental dimensions of water resources management.  相似文献

The Pampa de Chaparrí (Pampa) in hyperarid northwest coastal Peru is an ideal area to study late prehispanic agricultural technology and production because irrigation canals and furrowed fields have been preserved since abandonment approximately 500 years ago. We collected 55 samples for soil characterization, fertility, and micromorphic analyses and compared these results to a noncultivated control soil previously sampled in an adjacent valley. Natural soil fertility levels for maize, cotton, and bean production were generally high during late prehispanic cultivation in the Pampa. Maintaining adequate nitrogren levels for production, however, would have required external inputs from livestock manure, guano, or leguminous plants. The management of low soil salinity levels was possible because of rapidly permeable soils and irrigation waters low in salt. Based on available water capacity and climate conditions, the Blaney‐Criddle Equation yields evapotranspiration rates indicating that irrigation frequency was necessary in a range of every 10–16 days during the growing season. © 2004 Wiley Periodicals, Inc.  相似文献

Storms of high-intensity rainfall, including hurricanes, occur about once every 3 years in small areas of the mountains of the eastern United States posing a high debris-flow hazard. Reported casualties and monetary losses are often an insufficient and inadequate means for comparing the impact from debris flows. A simple GIS technique was used to characterize the distribution and density of debris flows for making a preliminary assessment of risk of impact on roads. This technique was used for comparison of three major severe storms resulting in numerous debris flows: August 10–17, 1940, near Deep Gap, North Carolina; August 19–20, 1969, in Nelson County, Virginia; and June 27, 1995, in Madison County, Virginia. Based on the criteria of the number of debris flows and area covered by debris flows, the August 19–20, 1969, Nelson County, Virginia, event was the most severe of the three storms and posed the greatest risk of debris-flow impact on roads.  相似文献

In Mediterranean coastal catchments, water management for preservation of pine forests and other natural areas faces particular challenges. Limited rainfall, water consumption by vegetation as well as subsidence, drainage and salt water intrusion all play an important role. Traditionally forest and water management are carried out independent of one another and do not consider water budget calculations. We show with this study that is very important to have quantitative information of all the components of the water budget as well as the size of the fresh water lenses in the aquifer to be able to integrate the water- and forest management. We use an integrated hydrologic-ecologic methodology based on easily attainable data to assess the monthly water budget of a coastal catchment, Marina Romea (Ravenna, Italy). We present detailed monthly water table records, rainfall data, drainage data, tree density and tree perimeter and use published sap flow measurements of single pine trees (Pinus Pinea) to quantify the actual transpiration of single pine trees in different periods of the year. Transpiration amounts to 10–30 l per day per tree. These values are confirmed by independent estimates of tree transpiration based on our water budget calculations: 9–34 l/tree/day. Because typically there are so many trees in planted pine forests, the total transpiration rates over the whole watershed take up a large percentage (up to 200 %) of the precipitation. In Marina Romea, four monitoring periods out of twelve, the tree transpiration is larger than precipitation. In nine monitoring periods, drainage in the watershed is larger than precipitation or tree water transpiration. The measurements and calculations show that not much freshwater is left to recharge the fresh water lens underneath Marina Romea. Monthly monitoring of groundwater table elevation and salinity in the pine forest of Marina Romea from March 2007 to February 2008 shows that the groundwater table strongly fluctuates and groundwater salinity is constantly very high (up to 17.7 g/l). Analytical calculations based on the Ghyben Herzberg Dupuit principle suggest that even a small continuous annual recharge of 15 mm could form a 2-m deep freshwater lens in the unconfined aquifer. This freshwater lens is not present in the study area and this is due to the fact that tree water transpiration and drainage take out most of the fresh water coming into the watershed. In catchments like Marina Romea, water consumption by the (natural) vegetation and seasonal differences as well as the fact that fresh water lenses are limited in salty surroundings should be taken into account in water and forest management.  相似文献

The paper analyses the causes of flood occurrence in the Gran La Plata, Buenos Aires Province, Argentina, and the changes that have occurred since the 1970s. The area is characterized by serious deficiencies in the use and management of water resources. The main factors are: (1) flood risk information is not updated; (2) urban building organization does not consider the flood risk; (3) the topography and other physical features are not taken into account in urban development. This research considers some specific problems, especially in data availability, and suggests ways to solve them, including improved analytical methodology. One of the main objectives is to analyse flood risk in social terms, producing a map of flood risk from the “human social vulnerability” point of view. The results suggest that flood risk has increased since the 1980s and that this is associated with changes in precipitation patterns that have also been aggravated by lack of controls on urban development. The poorer areas with the lowest level of infrastructure and public services, many of them developed over the last quarter-century, are especially vulnerable.  相似文献

河南关山国家地质公园于2005年9月被国土资源部批准成立,该公园位于河南辉县市西北的太行山区。地质公园由关山、八里沟、回龙、万仙山和宝泉5大园区组成,地质环境条件复杂。随着景区建设的大力进行,地质灾害频繁发生,类型众多,主要有地面崩塌、滑坡、泥石流等,严重威胁人民生命财产的安全,给公园建设、地区经济发展造成了重大损失。文章在野外大量调查和室内分析研究的基础上,以关山、八里沟园区为例详细阐述了地质灾害特征,从地形地貌、地层岩性、人类工程活动、气象等方面探讨了地质灾害形成机理;基于公园地质灾害评估工作的特殊性,提出了相关建议,为关山国家地质公园及周边其它景区的地质灾害防治工作提供科学依据。  相似文献

The connection between the removal of native vegetation, rising water tables and increasing stream salinity has been established for many catchments across Australia. However, the West Moorabool River in south west Victoria is an example of a catchment where there has been little discernable effect on groundwater levels following land clearing. Over the past 150 years, a significant portion of the catchment has been cleared of dense forest for agricultural development. Historic standing water-level records from 1870–1871 and 1881 are compared with contemporary measurements (1970s to 2007) recorded in the government bore databases. The data show that the earliest recorded groundwater levels are well within the seasonal range of values observed today. By integrating geology and hydrogeology with historical observations of groundwater levels, climate data and land use, the contemporary field observations of stream salinity are linked to the changed water use and shift in rainfall. In contrast to the normally accepted axiom, reafforestation as a management strategy to mitigate the rising salinity in the West Moorabool River catchment would seem inappropriate.  相似文献

The valley of Kashmir is blessed with abundant water resources. However, high population growth and concentration of population at favorable locations have resulted in increased demand for water. The problem is further aggravated in Lidder catchment where unplanned tourism development has resulted in deterioration of water quality. Multi-Criteria Evaluation (MCE) approach is adopted using IRS P6 LISS III satellite data 2010, geological map published by Geological Survey of India, toposheets prepared by Survey of India, 1961 and field observation. Seven thematic layers (slope, lineament density, drainage density, soil, geology, geomorphology and land use land cover) are generated in GIS environment and weighted according to their relative relevance to groundwater occurrence. Knowledge-based weights and ranks are normalized, and a weighted linear combination technique is adopted to determine the groundwater potential (GWP). The catchment is divided into five zones of very high, high, medium, low and very low GWP. The results show that 50.22% of the total catchment area, which is uninhabited, has very low GWP. However, the densely populated southern part of the catchment has moderate to very high GWP. The study demonstrates that MCE using remote sensing and GIS technology could be efficiently employed as a very useful tool for the assessment and management of groundwater resources especially in regions where data is poor.  相似文献

对青海共和盆地内的达连海湖泊流域54个样点进行植被调查及表土花粉分析,研究了植被与表土花粉之间的关系. 结果显示: 表土花粉组合可反映出该区植被的总体特征;达连海湖泊流域花粉沉积来源于整个流域植被,花粉与主要植被类型之间相关性良好,但不能完全反映出群落的建群种、优势种和盖度等. 蒿属和藜科花粉具有超代表性,禾本科表现为低代表性,蒿/藜比具有区域植被生态特点与气候指示意义,在不同的植被区域A/C变化明显;影响达连海湖泊流域表土花粉组合的主要控制因素是风力作用.  相似文献

In this paper, we build an event-based seismic hazard assessment and financial analysis model for Hi-Tech Fabs in Taiwan. As we know, the low occurrence rate, tremendous loss and high uncertainty are characteristics of earthquake disasters. To handle the above issues, the model integrates knowledge from many fields including earth science, seismology, geology, risk management, structural engineering, the insurance profession, financial engineering and facility management. The portfolio of data from the site survey indicates that the model can be used to calculate the event losses (including buildings, contents and business interruption losses); furthermore the average annual loss and loss exceeding probabilities also can be calculated. The total earthquake risk cost, which includes earthquake insurance premiums, average annual retained loss and equivalent annual retrofit cost, is defined as an indicator for selection of optimal risk management strategies.  相似文献
