地质灾害风险区划是地质灾害风险管理与防治的有效手段之一,对于科学防治地质灾害具有重要意义。基于自然灾害风险理论,从致灾因子危险性,承灾体暴露性和脆弱性以及防灾减灾能力(恢复力)等入手,选取评价指标,构建省级地质灾害风险评价模型,对全省地质灾害进行风险区划。该模型在吉林省地质灾害风险区划中应用表明,评价结果合理,与野外调查情况吻合,可以为规划和地质灾害防治等工作提供依据。  相似文献

Recent investigations have sought to understand the spatial-temporal distribution of landslides in Teziutlán, Puebla, a municipality historically affected by landslides. The latest initiative, under the umbrella of the ICL-IPL Project “Landslide disaster risk communication in mountain areas,” was the publication of a book of Atlas type comprising a collection of 142 maps and their corresponding explanatory texts that included a context analysis of landslide disaster risk drivers at various scales, from regional to local. This paper aims to recognise and address the necessity to further enhance the guiding principle of the Sendai Framework for Disaster Risk Reduction to focus on the understanding of disaster risk drivers at local level, for the determination of measures to reduce disaster risk. We present an initial contribution to promote landslide disaster risk awareness in the urban area of Teziutlán by providing to the community direct access to maps of landslide disaster risk at local scale; this is a first step towards the establishment of a robust strategy to communicate landslide risk in the long term. Effective implementation calls for decreasing vulnerability and exposure. Beyond contexts of vulnerability reflected by social, economic, cultural, political, and institutional conditions, it may be difficult to picture the spatial interactions of exposure of communities, assets, and the environment because the means of analysing spatial relationships between society and nature are not commonly available in mountain areas. Therefore, for people to better understand risk, maps of landslide susceptibility and risk exposure present a good way for the inhabitants to familiarise themselves with the spatial context of the dynamics in which they are immersed.  相似文献

This study presents a discriminant analysis-based method for prediction of agriculture drought disaster risk. We selected the Chaoyang city in the Northeast China as the study area. We employed multi-scale standard precipitation index (SPI) to reflect drought hazard. We used the yield losses to indicate the drought disaster risk, which was divided into no, low, or high drought risk. We used the multi-scale SPI and drought disaster risk as the input factors for the discriminant analysis-based risk prediction model. The results showed that the model’s prediction accuracy varied between 40 and 82.4 %. The accuracy of high drought disaster risk category was higher than low and no drought disaster risk category. The prediction accuracy of the milky maturity stage was highest. We use leave-one-out cross-validation method to validate the model’s accuracy. And the results showed that the model validation accuracy of high drought group could reach 70.6 % in milky maturity stage. This study showed discriminant analysis is an effective and operable method for disaster risk prediction. This model can provide timely information for decision makers to make effective measures for drought disaster management and to reduce the drought effects to yields at the minimum level.  相似文献

Landslide is a serious natural disaster next only to earthquake and flood, which will cause a great threat to people’s lives and property safety. The traditional research of landslide disaster based on experience-driven or statistical model and its assessment results are subjective , difficult to quantify, and no pertinence. As a new research method for landslide susceptibility assessment, machine learning can greatly improve the landslide susceptibility model’s accuracy by constructing statistical models. Taking Western Henan for example, the study selected 16 landslide influencing factors such as topography, geological environment, hydrological conditions, and human activities, and 11 landslide factors with the most significant influence on the landslide were selected by the recursive feature elimination (RFE) method. Five machine learning methods [Support Vector Machines (SVM), Logistic Regression (LR), Random Forest (RF), Extreme Gradient Boosting (XGBoost), and Linear Discriminant Analysis (LDA)] were used to construct the spatial distribution model of landslide susceptibility. The models were evaluated by the receiver operating characteristic curve and statistical index. After analysis and comparison, the XGBoost model (AUC 0.8759) performed the best and was suitable for dealing with regression problems. The model had a high adaptability to landslide data. According to the landslide susceptibility map of the five models, the overall distribution can be observed. The extremely high and high susceptibility areas are distributed in the Funiu Mountain range in the southwest, the Xiaoshan Mountain range in the west, and the Yellow River Basin in the north. These areas have large terrain fluctuations, complicated geological structural environments and frequent human engineering activities. The extremely high and highly prone areas were 12043.3 km2 and 3087.45 km2, accounting for 47.61% and 12.20% of the total area of the study area, respectively. Our study reflects the distribution of landslide susceptibility in western Henan Province, which provides a scientific basis for regional disaster warning, prediction, and resource protection. Perception about people’s behaviour during emergencies defines, to a large extent, the course of planning and resource allocation for community emergency response as well as development of mitigation measures. During the past decade, there has been a paradigm shift in the approach to disaster management. A recent trend has been to encourage more community participation as opposed to the top-down approach of the past. It is believed that community participation will bring about a comprehensive and accurate appreciation of people’s perception regarding hazards, risk, vulnerability, and resilience, and this research is an attempt to achieve just that. In order to accomplish our goal, we engaged a group of women that would typically fall into the category of “vulnerable group” in a focus group interview setting. The participants were mainly over 40 years old, the majority with little education, unemployed, facing language barriers, of low income, and reliant on public transit. Many participants identified that they lived in the vicinity of rivers, lakes, railways, or power plants, but did not seem to be aware of their exposure to potential threats—indicating a lack of education and awareness. The most common hazards and mitigation measures they were aware of, included floods (including basement flooding), fire, fire alarm, and smoke detectors. Additionally, illness and loneliness were mentioned as factors contributing to their increased vulnerability, hence reduced resiliency. With the help of the focus group members’ participation, we were able to discuss the importance of communities being aware of their surroundings, available resources and help, and permit them to voice their concerns in order to be able to cope during emergencies. We trust and hope that more community participation will lead to stronger and more resilient cities.  相似文献

Based on the analysis and calculation of the hazard intensity of typhoon rainstorms and floods as well as the vulnerability of flood receptors and the possibility of great losses, risk scenarios are proposed and presented in Wenzhou City, Zhejiang Province, China, using the Pearson-III model and ArcGIS spatial analyst tools. Results indicate that the elements of risk scenarios include time–space scenarios, disaster scenarios, and man-made scenarios. Ten-year and 100-year typhoon rainstorms and flood hazard areas are mainly concentrated in the coastal areas of Wenzhou City. The average rainfall across a 100-year frequency is 450 mm. The extreme water depth of a 100-year flood is 600 mm. High-vulnerability areas are located in Yueqing, Pingyang, Cangnan, and Wencheng counties. The average loss rate of a 100-year flood is more than 50%. The greatest possible loss of floods shows an obvious concentration-diffusion situation. There is an area of about 20–25% flood loss of 6–24 million Yuan RMB/km2 in the Lucheng, Longwan and Ouhai districts. The average loss of a 100-year flood is 12 million Yuan RMB/km2, and extreme loss reaches 49.33 million Yuan RMB/km2. The classification of risk scenario may be used for the choice of risk response priorities. For the next 50 years, the 10-year typhoon rainstorm-flood disaster is the biggest risk scenario faced by most regions of Wenzhou City. For the Yueqing, Ruian, and Ouhai districts, it is best to cope with a 100-year disaster risk scenario and the accompanying losses.  相似文献

The direct damage caused by earthquakes, such as impaired buildings, may interfere with normal business operations and disrupt the function of the industrial chain. Such economic impacts can be evaluated using the input–output analysis developed by Leontief. In this paper, two scenario earthquakes in northern Taiwan both with a return period of 475 years—the Hsinchu Hsincheng and the Yilan Nan-ao earthquakes—are simulated. The results show that the economic impact caused by the Hsincheng earthquake is greater than that resulting from the Nan-ao earthquake, which should be the major scenario considered for the disaster reduction plan. The industries affected the most are the manufacturing, food services and entertainment, storage and retail trade, and public and construction industries. The Nan-ao earthquake causes relatively more losses in the food services and entertainment industries. Most of the repercussion effects of these industries are in the central and southern parts of Taiwan. The loss to the manufacturing sector and its repercussion effects are enormous. Therefore, the government should make it a first priority to encourage the manufacturing sector to implement earthquake mitigations, such as a seismic retrofit, or to provide a seismic evaluation, which can enable firms to engage in mitigation voluntarily. The measure needed to reduce the loss in agriculture is that the government can purchase agricultural products in central and southern Taiwan following the disaster and offer them to survivors in northern Taiwan.  相似文献

The discussion on the social-ecological dimensions of hazards is constantly evolving. This paper explores the trajectory of research relating to hazards and their impact on vulnerable human populations. Interpretations of disaster risk have included estimating losses in terms of human life and property, and analyzing the social mechanisms in place that exacerbate or mitigate a population’s sensitivity to hazard events. In keeping with recent trends in research relating to disaster risk, the paper focuses on the social dimension of vulnerability and the contribution of social structures and relationships in building community resilience. Institutional frameworks and policies in particular determine the quantity and quality of resources and services available to people that contribute to resilience over time. The hazard-risk-location-model (HRLM) is proposed that is based on re-specifying disaster risk in terms of exposure and coping ability to capture the focus on social vulnerability and resilience. The framework of the HRLM incorporates the following components: (1) linkages within existing social capital; (2) spatial variation in social and institutional frameworks; (3) positive and negative feedbacks; and (4) characteristics of the hazard event. The model contributes to the range of place-based assessments designed to address the human-environmental impacts of hazards and disasters.  相似文献

A series of empirical studies involving typhoon rainstorm and flood risk scenario analysis were carried out on a medium spatial scale, covering Pingyang County. Considering a rainstorm/water-logging conversion process, active flooding submergence and per unit area values (million yuan/km2), two typical risk scenarios (50- and 100-year frequency) were simulated and analyzed. The study revealed that high-risk areas distributed across the towns of Aojiang, Qiancang and Xiaojiang, with a maximum submerged depth of 4.61 m for a 100-year flood hazard. In the case of a disaster loss rate >65 %, the potential maximum loss could be more than 10 million yuan/km2. For medium-scale disaster risk, more attention must be paid to catastrophic events, which have a low probability of occurrence but would induce great losses. An amended risk formula could determine the degree of priority for responses to hazards of equal risk value better. In Pingyang County, the 50-year flood risk for Kunyang, Aojiang, Qiancang and Xiaojiang is greater than that of 100-year events for the next 50 years. However, these areas should give priority to their responses to 100-year disaster events during the next 100 years. In addition, the attention of disaster risk should vary in different spatial regions.  相似文献

The migration of these groups to the towns, especially to Greater Khartoum, involves a drastic change of cultural norms and values. Flood disaster has become one of the most damaging natural disasters for the highway transportation all around the world, especially its destructive effects on highway infrastructures. In order to better understand the ruinous influence of flood disaster on highway transportation in China, this paper proposes an alternative evaluation index of highway flood disaster risk from three aspects, namely the disaster-causing factors, disaster-inducing environment, and disaster-bearing subjects. This paper also puts forward some targeted suggestions for the risk management, including two aspects: physical protection measurement and organization and management measurement. Moreover, this paper develops a highway flood disaster risk management system by using the ArcGIS technology.

This study presents an extended framework for the analysis of economic effects of natural disaster risk management. It also attempts to define and evaluate the optimal insurance arrangements. A model, the economic utility constrained-maximization model, is proposed. The purpose of this study is to establish a strategy for determining an insurance and risk control plan in which consideration is given to balancing the economic effects (e.g., decrease in costs due to damage) by disaster mitigation. Furthermore, these values are compared with risk control actions for purposes of prioritization, to provide data to help evaluate the benefit of each risk control action. Disaster insurance policy premiums in contrast are based on actuarial data taken from situations in which risk control measures are not employed. This can make such contracts unfair to responsible enterprise managers who must take risk control measures. This represents an unfair aspect of insurance policies. Enterprise managers should be able to determine the optimum arrangement between natural disaster risk control and insurance given their budget limitations. The optimal strategies aim at the best applicability and balance between risk control and insurance capability for the enterprise manager. Risk control measures can generate several risk control options for enterprise managers. Premium discounts by insurers are given in this model.  相似文献

Prioritization of disaster risk was carried out for a community in Toronto, Canada. Geographic information systems (GIS) were used for spatial analysis, including spatial overlays and clipping for extracting spatial and attribute information related to people’s vulnerability, critical infrastructure and landuse. In order to determine disaster risk, the overall community vulnerability was evaluated by combining social, economic, physical and environmental vulnerabilities. This paper uses the propane explosion incident as the case in point to demonstrate the methodology and procedure used to evaluate risk using GIS techniques. City of Toronto spatial data have been integrated with the study area to gather landuse information, identify risk zones based on the propane storage facility location and evaluate risks. Statistics Canada 2006 census data have been used for area demographics and people’s social and economic status. Vulnerability indicators were determined based on the GIS-derived spatial and attribute data for the hazard and evacuation zones followed by a quantitative spatial risk estimation and ranking. The methodology of this study, based on the risk evaluation and prioritization conducted, can be applied to future decision making in effective landuse planning and the development of risk management strategies.  相似文献
