In offshore waters of the German North Sea multiple stakeholder activity is increasing in both type and intensity. Newcomers such as wind farms make for additional claims and exclude, due to current legal constraints, other sectors, such as traditional fisheries. In this context, integrating marine aquaculture with designated wind farm areas might provide chances to combine two industries in the frame of a multiple-use concept. This paper takes up concerns and possible management framework requirements as expressed through interviews with the wind farm industry and the mussel harvesting sector when inquiring about such a multiple-use setting. The article closes with a discussion on two co-management strategies that might be appropriate for governing potential interacting wind farm–mariculture activities.  相似文献

The offshore wind sector in the UK is expanding rapidly and is set to occupy significant areas of the coastal zone, making it necessary to explore the potential for co-location with other economic activities. The presence of turbine foundations introduces hard substrates into areas previously dominated by soft sediments, implying that artificial reef effects may occur, with potential benefits for fisheries. This review focuses on the possibilities for locating fisheries for two commercially important decapods, the brown crab Cancer pagurus and the European lobster Homarus gammarus, within offshore wind farms.Existing understanding of habitat use by C. pagurus and H. gammarus suggests that turbine foundations have the potential to act as artificial reefs, although the responses of these species to noise and electromagnetic fields are poorly understood. Offshore wind farm monitoring programmes provide very limited information, but do suggest that adult C. pagurus associate with turbine foundations, which may also serve as nursery areas. There was insufficient deployment and monitoring of rock armouring to draw conclusions about the association of H. gammarus with offshore wind farm foundations. The limited information currently available demonstrates the need for further research into the ecological and socio-economic issues surrounding fishery co-location potential.  相似文献

The European Blue Growth strategy aims to expand the new maritime sectors of aquaculture, energy, biotechnology, coastal tourism and mineral mining. Growth of these sectors will increases pressure on the seas, particularly on those areas that are densely used by traditional sectors such as fisheries and transport. This has triggered interest in developing multiuse of space and multiuse platforms at sea. This paper assesses the feasibility of offshore mussel production project in wind farms by design and ex-ante evaluation of a mussel aquaculture system in the North Sea. A system for mussel cultivation in the Dutch Borssele offshore wind farm was designed, producing both mussel seed and consumption-sized mussels with semi-submerged longlines. Based on the economic model and the risk assessment, this paper concludes that mussel aquaculture is an appealing commercial model for increased returns in offshore wind farms. The economic models shows that the internal rate of return and net present value are positive and based on the sensitivity analysis, it can be concluded that these results are robust.  相似文献

在多风机风电场中,通过主动调节上游风机的偏航角度,抑制上游风机尾流对下游风机的影响,减少风力机机组之间的尾流相互干扰,以达到提高整个风电场效率的目的。采用基于开源平台Open FOAM自主开发的FOWT-UALM-SJTU求解器中风电场求解模块ALMWindFarmFoam,将致动线模型与CFD方法相结合,利用大涡模拟(LES)计算研究当上游风机处于不同偏航角度时,两风机之间的复杂尾流干扰效应。对比分析偏航角度改变时,上下游风机气动功率的输出特性,尾流速度变化以及风机的尾涡结构。数值模拟结果表明:在上下游风机沿流向方向距离保持不变的情况下,随着上游风机偏航角度的变化,上下游风机的尾流干扰现象以及下游风机的入流条件会发生明显改变,并会对下游风机的气动功率输出以及两风机风电场的整体流场产生显著影响。  相似文献

Given the increasing competition for marine resources, regulatory strategies that benefit multiple stakeholders are increasingly important. Offshore wind power generating facilities are becoming more common in the marine environment and alter the characteristics of the fisheries in the surrounding area. Floating wind turbines can act as fish aggregating devices (FAD), thereby increasing the catchability for some species. Many marine recreational fisheries are open access without effort restrictions; therefore, control of total harvest is difficult. Creating a limited entry recreational fishery and excluding commercial fishing from the area surrounding offshore wind turbines may aid in controlling total harvest and may benefit several important stakeholder groups: (1) recreational and commercial fishermen in terms of higher recreational catch rates and potentially higher overall yield, (2) fisheries managers in terms of more precise control of recreational fisheries harvest, and (3) owners of offshore wind power facilities in terms of reduced risk of damage to infrastructure due to fishing activity. We discuss the compatibility of wind power facilities and fisheries, conditions conducive to this compatibility, and provide an example from a proposed offshore wind power facility in the Adriatic Sea and its potential to affect the fisheries management there, particularly for bluefin tuna (Thunnus thynnus).  相似文献

The transmission of wave energy passing an offshore wind farm is studied. Three effects that can change the wave field are analysed, which is the A) energy dissipation due to drag resistance, B) wave reflection/diffraction from structures, and C) the effect of a modified wind field inside and on the lee side of the wind farm. The drag dissipation, A), is quantified by a quadratic resistance law. The effect of B) is parameterised based on 1st order potential theory. A method to find the amount of reflected and transmitted wave energy is developed based on the panel method WAMIT™ and a radiation condition at infinity. From airborne and Satellite SAR (Synthetic Aperture Radar) a model has been derived for the change of the water surface friction C) inside and on the lee side of the offshore wind farm. The effects have been implemented in a spectral wind wave model, MIKE21 SW, and a parametric study to compare the 3 different processes has been carried out. The method to study reflection/diffraction can be used for any type of offshore structure, vessel or a number of structures, as long as the assumptions for the use of potential wave theory are valid, and the effect of the modified wind field on the water surface friction is known.  相似文献

Offshore wind energy development can have major economic implications because of the potential impact on coastal recreation demand – particularly for countries that are characterised by high offshore wind power potential while also being popular tourist destinations. In this context, the impact of offshore wind farm projects on beach recreation demand in Catalonia (Spain) during the 2012 summer season was examined. A combined revealed and stated preference approach, which allows joint modelling of actual and hypothetical demands, was applied. The results demonstrate a significant welfare loss up to €203 million per season. The results further show that the installation of a wind farm mainly will cause a shift in trips to Catalan beaches without wind farms, which implies that the estimated negative economic impacts will occur mostly in areas where wind farms are located. From a political economy point of view, this may call for the design and implementation of re-distributive instruments to offset the negative impacts caused by wind farms.  相似文献

针对国内海上风电基础设计没有统一的规范及标准,为提升海上风电基础设计建设的水平,通过对东南沿海某海域海上风电基础的设计进行了有限元计算分析论证,验证了群桩高承台结构设计方案的设计方法和设计参数。分析结果表明该设计的最大应力主要发生在塔筒底座与承台接触部位及钢管桩与承台连接段,应在连接部位加强措施处理;基础竖直位移较小,水平位移相对较大;分界部位应力较集中,刚度不能顺畅过渡,可考虑填充碎石土等方法加强。本研究对海上风电基础设计技术的研究与探索,可为将来制定中国海上风电行业标准提供可靠的依据,对中国未来大批量的海上风电能源的开发有着重要意义。  相似文献

The paper considers the WTO negotiations on fisheries subsidies and the implications that envisaged disciplines will have on coastal developing countries. This is considered in relation to fisheries access agreements in the Central and Western Pacific where several least developed but resource rich island states such as Kiribati and Tuvalu are highly exposed to the risks associated with new WTO fisheries subsidies disciplines that do not consider their particular vulnerabilities. The paper considers some of the issues that coastal developing countries should incorporate into their emerging negotiating positions at the WTO. State-to-Sate fisheries access agreements which are often highly subsidised but where fishing vessel owners pay the equivalent of lump sum tax are paradoxically, the least distortionary and damaging to the environment. Strategies for managing the possible new disciplines are considered.  相似文献

Managing marine fisheries using output controls in the form of individual transferable quotas (ITQs) can be an attractive alternative to more traditional input controls. There are now a number of examples of where ITQ-managed fisheries have been able to reduce the impact of the major management problems in global fisheries, namely, gross over-capitalisation and effort. However, ITQs are not the perfect management tool and one of the lesser known consequences of ITQ-managed fisheries where ITQs consist of a harvest right is the implicit relationship between ITQ property rights and rights of access to the fishing grounds. This implicit spatial right to the grounds can provide obstacles in the way of allocating water-space within fishing grounds for alternative uses such as marine-protected areas, large-scale aquaculture, and wind farms. These lesser-known consequences of ITQ-managed fisheries are discussed here.  相似文献

A coupled wave and hydrodynamic model was applied to the Kingston Basin of eastern Lake Ontario, a region with bathymetric variability due to channels and shoals, to assess the potential impacts on surface waves and wind-driven circulation of an offshore wind farm. The model was used to simulate a series of storm events with time-varying wind forcing and validated against wave, current and water level observations. The wind farm was simulated by adding semi-permeable structures in the surface wave model to represent the turbine monopiles, and by adding an energy loss term to the fluid momentum equations in the hydrodynamic model to represent the added drag of the monopiles on the flow. The results suggest that the wind farm would have a small influence on waves and circulation throughout the wind farm area, with spatial variability due to focussing of wave energy and re-direction of the flow. Overall, the results indicate that the wave height in coastal areas will be minimally affected with changes in significant wave height predicted to be < 3%. Larger changes to the strength of circulation occur inside the wind farm region with localized changes in current magnitude of up to 8 cm s 1. The results of this study may help to understand the impacts of future offshore wind farms and other offshore structures in the Great Lakes.  相似文献

Ocean acidification appears as another environmental pressure associated with anthropogenic emissions of carbon dioxide. This paper aims to assess the likely magnitude of this phenomenon in the Mediterranean region. This involves translating expected changes in ocean chemistry into impacts, first on marine and coastal ecosystems and then, through effects on services provided by these to humans, into socio-economic costs. Economic market and non-market valuation techniques are needed for this purpose. Important sectors affected are tourism and recreation, red coral extraction, and fisheries (both capture and aquaculture production). In addition, the costs associated with the disruption of ecosystem regulating services, notably carbon sequestration and non-use values will be considered. Finally, indirect impacts on other economic sectors will have to be estimated. The paper discusses the framework and methods to accomplish all of this, and offers a preliminary, qualitative overall assessment.  相似文献

Vietnam's marine fisheries are considered to be small scale and are concentrated in coastal near-shore waters. This has resulted in heavy pressure on near-shore fisheries resources. Near-shore fisheries are considered by fishers and the government to be over-exploited, causing hardship for many coastal communities. This paper reviews and analyzes changes in policy towards small-scale fisheries in Vietnam over the last two decades. The primary issues facing the small-scale fisheries in Vietnam are to restructure the near-shore fisheries and to address over-capacity. Recommended actions include improved fisheries statistics, resources for provincial fisheries staff, and a coordinated and integrated approach involving a mixed strategy of resource management; resource restoration; economic and community development; and new governance arrangements.  相似文献

Increasing attention by consumers to the social and environmental dimensions of the food they eat has generated many different responses, including certification programs, watch lists and local/slow food movements. This article examines the more recent entry of seafood into these consumer social movements. Although a concern with the family farm—as well as tendency to equate national security with food security—has long connected terrestrial food production with other cultural concerns, fisheries have tended to be regarded more as natural resources. Considering seafood as part of the “food system” would enhance the management of fisheries, while the long engagement in fisheries with co- and adaptive management and the politics of knowledge would enrich the debate in the agri-foods literature. The article also offers suggestions on how fisheries management could better govern for sustainable food systems, and provides further ideas about food, sustainability and governance.  相似文献

This paper outlines the benefits of using the framework for an ecosystem approach to fisheries management (EAFM) for dealing with the inevitable yet unclear impacts of climate change and ocean acidification on coastal fisheries. With a focus on the Asia-Pacific region, it summarizes the projected biological and socio-economic effects of increased emissions of carbon dioxide (CO2) for coastal fisheries and illustrates how all the important dimensions of climate change and ocean acidification can be integrated into the steps involved in the EAFM planning process. The activities required to harness the full potential of an EAFM as an adaptation to climate change and ocean acidification are also described, including: provision of the necessary expertise to inform all stakeholders about the risks to fish habitats, fish stocks and catches due to climate change; promotion of trans-disciplinary collaboration; facilitating the participation of all key stakeholders; monitoring the wider fisheries system for climate impacts; and enhancing resources and capacity to implement an EAFM. By channeling some of the resources available to the Asia-Pacific region to adapt to climate change into an EAFM, developing countries will not only build resilience to the ecological and fisheries effects of climate change, they will also help address the habitat degradation and overfishing presently reducing the productivity of coastal fisheries.  相似文献

This article presents the first bottom-up analysis of the proportion of global marine fisheries subsidies to small-scale fisheries (SSF). Using existing data, the reported national subsidy amounts are split into the fraction that goes to small- and large-scale fishing sectors. Results reveal a major imbalance in subsidy distribution, with SSF receiving only about 16% of the total global fisheries subsidy amount of $35 billion in 2009. To bring this into perspective, a person engaged in large-scale fishing received around 4 times the amount of subsidies received by their SSF counterparts. Furthermore, almost 90% of capacity-enhancing subsidies, which are known to exacerbate overfishing go to large-scale fisheries, thus increasing the unfair competitive advantage that large-scale fisheries already have. The developmental, economic and social consequences of this inequity are huge and impair the economic viability of the already vulnerable small-scale fishing sector. Conclusions indicate that taxpayers' money should be used to support sustainable fishing practices and in turn ocean conservation, and not to foster the degradation of marine ecosystems, often a result of capacity-enhancing subsidies. Reducing capacity-enhancing subsidies will have minimal negative effects on SSF communities since they receive very little of these subsidies to begin with. Instead, it will help correct the existing inequality, enhance SSF economic viability, and promote global fisheries sustainability.  相似文献

Stock enhancement or “assisted recruitment” for fisheries management in Australia is at an experimental R&D phase. Development of the science has focused largely on finfish targeted by the recreational sector; however it is considered that high value invertebrates will be the best candidates for commercial scale fisheries enhancement. Three main ingredients are required; technical capacity, governance capability, and the ‘correct’ species. The technical capacity needed is in the area of hatchery production and wild release methodologies, whilst the governance capability needed is informed policy that accounts for the complexities and interdisciplinary nature of stock enhancement. In particular, the appropriate articulation of policy to support economic development and integration into wild fisheries is currently lacking. If successful stock enhancement is implemented, the nature of fisheries management changes because the recruitment side of the fisheries equation is under substantial control, rather than just the production side. Management responses will require significant innovation, with a renewed emphasis on understanding the stock, rather than policing the fishers. By way of illustration, recent initiatives and key challenges encountered in Australian invertebrate fisheries are investigated through case studies. An example of a commercially-viable enhancement fishery that reflects solutions to the key challenges is also presented. The review ends with an argument to re-establish the context of stock enhancement in the discipline of ecological enhancement. This is a crucial and positive step forward for it recognises that, in principle, any renewable aquatic ecosystem has the potential to be enhanced instead of just depleted.  相似文献
