The tuna industry in the Western and Central Pacific Ocean (WCPO) is one of the most valuable fisheries in the world. Taiwan has a long fishing history and is one of the major distant water fishing nations in the surrounding area. This study aimed to review the historical cooperation structure between Taiwanese purse seiners and Pacific Island Countries (PICs). Data were collected by literature analysis and semi-standardized in-depth interviews with experts. The results showed that since 1982, the Taiwanese purse seiners have developed and signed bilateral access agreements with seven PICs under a variety of formats. The fisheries access and licensing arrangements have been transformed to a Vessel Day Scheme (VDS); as a result, the access fees have increased rapidly since 2010. Taiwanese industries have invested in facilities and share ownership with some PICs. Moreover, the Taiwanese purse seiner industries have proclaimed their willingness to follow the Western and Central Pacific Fisheries Commission conservation measures and stated that they will cooperate with PICs. They hold conservative views, however, regarding the further transfer of ownership to PICs. For the conservation of tuna resources in the WCPO, distant water fishing nations and PICs should cooperate to limit fishing capacity and ensure that the access fee benefits PICs.  相似文献

Most fisheries management studies have concentrated on understanding resource dynamics and have paid less attention to understanding the dynamics of those who use the resources. This situation limits the knowledge about the fisheries system as a whole and specifically about the viability of management schemes. It is vital to understand how the actors within the fishing sector (fishing firm owners/managers, fishers, fisheries managers, and traders) may respond to changes in fishing resources trends, market dynamics, and fisheries policies before they are implemented. These issues are explored in this paper by applying a longitudinal analysis of the Yucatan Mexico's fishing industry. The analysis is presented within the framework of the theory of change and coping strategies. The study primarily involved interviews during 2008 with the main owners of companies in the fishing industry and with fisheries managers and other stakeholders. Time-series catch data on the main fishing resources are also reviewed to evaluate changes across three historical periods and describe how the actors have perceived and responded to those changes. Given conditions of uncertainty in resource availability, changes in market demand and changes in institutional arrangements, the viability of traditional business and resource management practices are discussed. The analysis presents different kind of triggers that have modified the conditions of the fishing sector and had had impacts on the socio-economic–ecological system in which fisheries are embedded. The need for adaptive strategies in the whole chain of the fisheries business and resource management is stressed, given the current changes and conditions of fisheries. The discussion states a series of actions that could improve the relationships between business practices and fisheries management.  相似文献

Including collaboration with industry members as an integral part of research activities is a relatively new approach to fisheries research. Earlier approaches to involving fishers in research usually involved compulsory accommodations of research, such as through compulsory observer programs, in which fishers were seen as subjects of rather than participants in research. This new approach brings with it significant potential benefits but also some unique issues both for the researchers and the participating industry members.In this paper we describe a research project involving the Queensland Coral Reef Finfish Fishery that originated from industry and community concerns about changes in marketing practices in an established commercial line fishery. A key aspect of this project was industry collaboration in all stages of the research, from formulation of objectives to assistance with interpretation of results. We discuss this research as a case study of some of the issues raised by collaboration between industry and research groups in fisheries research and the potential pitfalls and benefits of such collaborations for all parties.A dedicated liaison and extension strategy was a key element in the project to develop and maintain the relationships between fishers and researchers that were fundamental to the success of the collaboration. A major research benefit of the approach was the provision of information not available from other sources: 300 days of direct and unimpeded observation of commercial fishing by researchers; detailed catch and effort records from a further 126 fishing trips; and 53 interviews completed with fishers. Fishers also provided extensive operational information about the fishery as well as ongoing support for subsequent research projects. The time and resources required to complete the research in this consultative framework were greater than for more traditional, researcher-centric fisheries research, but the benefits gained far outweighed the costs.  相似文献

This paper details Australian research that developed tools to assist fisheries managers and government agencies in engaging with the social dimension of industry and community welfare in fisheries management. These tools are in the form of objectives and indicators. These highlight the social dimensions and the effects of management plans and policy implementation on fishing industries and associated communities, while also taking into account the primacy of ecological imperatives. The deployment of these objectives and indicators initially provides a benchmark and, over the life of a management plan, can subsequently be used to identify trends in effects on a variety of social and economic elements that may be objectives in the management of a fishery. It is acknowledged that the degree to which factors can be monitored will be dependent upon resources of management agencies, however these frameworks provide a method for effectively monitoring and measuring change in the social dimension of fisheries management.Essentially, the work discussed in this paper provides fisheries management with the means to both track and begin to understand the effects of government policy and management plans on the social dimension of the fishing industry and its associated communities. Such tools allow the consideration of these elements, within an evidence base, into policy arrangements, and consequently provide an invaluable contribution to the ability to address resilience and sustainability of fishing industries and associated communities.  相似文献

The paper presents the results of a major assessment of Code adoption and implementation in nine fishing countries in Asia (China, Thailand, Vietnam), Africa (Senegal, Guinea Bissau and Guinea) and in the Caribbean (Jamaica, Dominican Republic and Trinidad & Tobago), which are part of the international research project ECOST. The main findings are that the Code as an international policy instrument remains relevant and adaptable to the current international fisheries context, and that its guiding principles and provisions have been endorsed and adopted in almost unanimous fashion by the countries covered, and integrated into fisheries policy letters and legal frameworks. However, results also suggest that tackling the truly difficult issues in fisheries, such as combating illegal, unreported and unregulated (IUU) fishing or adjusting fishing overcapacity has been a lot less successful. The design and implementation of necessary measures often remains very weak in domains with important economic and political dimensions. The causes for this are attributed to a mix of administrative inertia, lack of political will and stamina, and short-sighted economic considerations.  相似文献

China(herein referred as China’s mainland,and excluding Hong Kong,Macao and Taiwan)ranks as the world’s leading fishing nation,with approximately 11.1 million tons of domestic marine catch acquired in 2017.Marine fisheries resources in China are mainly exploited by its 11 coastal provinces and municipalities,and the development of fishing industry varies among them.However,few studies have examined the exploitation history of the 11 coastal provinces and municipalities.In this paper,we systematically quantified the exploitation history of marine fishery resources in China and then measured the vulnerability of the 11 coastal provinces and municipalities of China to a reduction in marine catches.Our analysis suggested that Chinese marine fisheries experienced rapid growth from the mid-1980 s to the end of the 20 th century,and this rapid increase in marine catches were mainly promoted by increased fishing effort.The total primary production required level amounted to approximately 80%of the average primary productivity in 2017,and Zhejiang,Fujian,Shandong,Hainan and Guangdong provinces were the main fishing provinces in China.By assessing three dimensions of vulnerability(exposure,sensitivity and adaptive capacity)to the impacts of a reduction in marine catches in the 11 coastal provinces and municipalities,we found that Hainan,Guangxi,Zhejiang and Fujian provinces had high or very high vulnerability,while the municipalities of Shanghai and Tianjin had low vulnerability.Identifying suitable adaptation policies and management plans based on the differences in vulnerability among coastal provinces is important in sustainable fisheries management.  相似文献

The purpose of this article is to analyze the legal status of fisheries in the East China Sea (ECS) pursuant to these fisheries agreements, focusing on the legal issues of the Current Fishing Pattern Zone (CFPZ) which is provided for in the Fisheries Agreement between Korea and China. The CFPZ is a zone or area in which Korean and Chinese fishing patterns that existed before the agreement are respected. Although the legal status of fisheries in the CFPZ appears to be very simple, it is in fact very complex due to the overlapping jurisdictions of Korea, China and Japan. Therefore, the fisheries regime is rather vulnerable with the possibility of increasing legal conflicts. However, it is noteworthy that fisheries conflicts come up rarely in these relevant waters. This article explores the bilateral fisheries agreements and EEZ laws of the respective states, and thereafter deals with the legal issues that arise in the execution of these agreements regarding the area of overlapping waters.  相似文献

Taiwan has developed its fisheries since the 1950s and become one of the major fishing nations in the high seas. Facing overcapacity and strong criticism by related Regional Fisheries Management Organizations, Taiwan did not only formulate lots of regulations to limit fishing capacity, but also spent around US$350 million from 1991 to 2008 to scrap 30% capacity of large scale longline fishing vessels and 18% of coastal fishing vessels. This study provides the insight that efficient use of budget and communication with fisherman, and coping with comprehensive stock assessment, would be the key issues in establishing a successful fishing capacity management.  相似文献

The fisheries sector is a significant contributor to the Egyptian economy. Recently, issues relating to fishing ports have been highlighted in port planning, availability of facilities, management, and environmental issues. Additional problems include Egypt's lack of specific guidelines for planning and design of fishing ports. This paper aims to assess the current status of five fishing ports (both natural and artificial) located along the Mediterranean coast of Egypt. Data were collected via a questionnaire supplied directly to the fishermen. The questionnaire contains two sections that cover information regarding the fishermen and fishing vessels. There are sections to assess the degree of satisfaction of the fishermen regarding economic, environmental, planning, facilities, and managerial issues. 250 fishermen received the questionnaire. The data were analyzed quantitatively and qualitatively. The results confirm that the fishing ports are negatively affected by a number issues, as well as management deficiencies, resulting in several weaknesses. The main issues include pollution, sedimentation, deterioration of infrastructure, and lack of port facilities. It is recommended that decision-makers should develop monitoring tools and improve infrastructure and services. Recommendations are made for future development to enable the expansion in the fishing industry and improve the sustainability of fishing ports.  相似文献

This study presents the response of fisheries management to the extreme climatic events that affect marine capture fisheries and mariculture in Taiwan. Two regional approaches that can be applied universally to help capture fisheries and mariculture adapt to extreme weather events are also proposed. In the winter of 2008, an anomalously strong and continuous northeasterly wind caused by a La Niña event drove the cold China Coastal Current southward to penetrate the southern Taiwan Strait, and a portion of this current intruded eastward to the southern Penghu Archipelago. The cold current intrusion appreciably damaged marine aquaculture and the wild fish population, causing the death of more than 73 t of wild fish and 80% of cage aquaculture fish at the Penghu Islands. This extremely cold seawater event occurred between late January and the beginning of February 2008. To recover fishery resources around the waters of Penghu, fishery-related agencies adapted recovery measures over 3 years starting in April 2008 that included hatchery juvenile release, environmental monitoring, fishery subsidies, and ecological field investigations. This study suggests that responding to extreme climatic influences on fisheries and mariculture should include (1) establishing an early warning system by connecting fisheries agencies and marine research institutions to assist decision makers in performing time-adaptive measures, (2) temporarily suspending fishing activities after the occurrence of a natural disaster to help recover fishery resources and ecosystems, (3) altering the governance of farming fishing right so that fish farmers can temporarily transfer their aquaculture cages from high-risk areas to waters outside the influence of extreme weather events, and (4) continually filing surveys to understand the recovery status of marine ecosystems.  相似文献

This paper reviews the socio-economic and ecological context of Fijian reef fisheries. This review is deemed necessary because improved understanding of the state and trends of Fiji's coral reef fisheries on a national level is required for designing an effective management plan for Fiji's inshore reef fisheries. The most important point that emerges from our review is that despite numerous studies of Fiji's reef fisheries, the current status of reef-associated fisheries at the national level is still uncertain due, mainly, to the lack of dependable data on the subsistence fisheries. This in turn leads to uncertainty about how the continuation of fishing, in particular, fishing focused on target species for the coral reef resources trade, will affect fishing communities and the ecosystem.  相似文献

It is widely recognized that fishing states are obliged to exercise flag state responsibility over their vessels. In an attempt to become a responsible fishing actor, Taiwan has endeavored to manage its distant water fishing fleet in accordance with international fisheries management. However, the long-standing problems of illegal, unreported and unregulated (IUU) fishing, fish laundering, and fishing overcapacity, which remained unsolved during the 1990s and early 2000s, brought its management capability into doubt. Failure to address these problems undermined the credibility of all management measures and ultimately resulted in a recommendation adopted by International Commission for the Conservation of the Atlantic Tunas (ICCAT) in 2005. This recommendation significantly affected Taiwan's distant water fishing policy. This paper examines how Taiwan assimilated this outside force into its fishing policy as a new response to international fisheries management and how fishers perceived this response. It shows that Taiwan's efforts in controlling distant water fisheries marked a big change, specifically manifest in three noticeable actions - reducing excessive bigeye-targeted efforts, deterring IUU fishing, and strengthening fisheries management. The study advises that management of small tuna vessels be effectively exercised and recommends future actions on providing subsidies for fishers to partially offset costs incurred by rule compliance, streamlining their administrative work, enhancing communication with them, putting more enforcement and meaningful penalties in place. Finally, the study indicates the existence of an interaction in the international fisheries management scheme, potentially favoring Taiwan to bargain for fishing rights and a favorable status in the participation of regional fisheries management organizations (RFMOs) in the future if it continues to exercise effective control of distant water fisheries.  相似文献

The literature on catch shares is dominated by analyses of programs in developed countries. To address this research gap, this paper identifies and discusses programs in developing countries. The paper also investigates differences between countries that have and have not implemented programs across a number of relevant dimensions, including governance and resource value, and characterizes the relationship between catch share type (e.g., quota-based or space-based systems) and the species characteristics. The paper identifies programs in about 20 percent of coastal and developing countries and finds that countries with catch shares have higher governance rankings, stronger economies, more valuable fishery export industries, and fewer people employed in fisheries. For example, the average governance effectiveness rank is 38.7 for all coastal and developing countries and 60.8 for countries with quota-based fishing rights. Species managed under quota-based systems are also found to have the potential for strong recruitment externalities. The results support ideas from the fisheries economics literature on the pre-conditions that are more likely to lead to the adoption of a catch share program.  相似文献

Many coastal communities have strong links to fishing that span generations where fishing is a way of life that goes beyond the means to earning a living. Fishing's influence is not confined to those activities that take place at sea, but spills over onto land to create a particular identity and sense of place in coastal towns inherently linked to fishing. Using Hastings in south-east England, with Britain's largest beach-launched fleet, as a case study, this paper considers how marine fishing contributes to place-making. Through an examination of the physical environment and semi-structured interviews, the study found that fishers have deep attachments to the fishing beach, called the Stade, which also defines their identity as individuals and as a fishing community. Non-fishers also value the contribution that fishing makes to the character of the town and its importance for related industries such as tourism. A deeper understanding of the attachments that fishers and non-fishers form with fishing places is needed to inform both local planning and regeneration strategies and, more broadly, fisheries and marine policy.  相似文献

The science and management of marine resources is increasingly grappling with the use of ecosystem-based fisheries management. Though ecosystem-based fisheries management seeks to unite biological and sociocultural concerns into a holistic framework, people are often seen simply as external drivers of change. The technical questions that are often posed, such as the delineation of boundaries or the strategies of governance, are however more broadly questions concerning the social production of nature. This paper explores these issues by analyzing both the spatial fishing practices of different fishermen and the results of a series of workshops held in New England to solicit opinions about ecosystem-based fisheries management. The paper emphasizes teasing apart the human dimensions of fishing embedded in predominant notions such as fishing effort through more explicit consideration of spatially based resource dependencies and mutual constitution of society-nature.  相似文献

Solutions to the problem of discarding in fisheries have been debated for decades. Despite this attention, measures to ameliorate discarding have had limited success. Regulators, researchers, and industry continue to struggle with fisheries management and foregone yield in the face of the continued wastage of valuable resources due to discarding.Waste minimization and by-product utilization are powerful imperatives in other sectors that are also reliant on the harvest of natural resources. This paper considers the performance of these sectors in waste minimization and by-product utilization, with the aim of identifying practices and processes that may be applied to ameliorate discarding in fisheries.This paper describes the handling, utilization, and mitigation of discards and waste in the livestock farming, agriculture, mining, and waste management industries, and in particular, in forestry. In terms of biological impact, economic objectives, and management approaches the harvesting of trees has substantial similarities to industrialized fishing. However, the forestry sector has found ways to utilize almost 100% of the natural product harvest by establishing markets and new products. Analogous developments within the fishing industry could substantially improve sustainability through reduced levels of discarding and wastage. Based on the experiences of these sectors it is suggested that evaluations of potential Management Strategies are developed to specifically examine discard mitigation approaches on a broader scale than previously conducted.  相似文献

Although overexploitation of commercial fish stocks in European waters has been in the public debate now for more than 20 years, the European Union has so far failed to implement sustainable fisheries management. Millions in subsidies paid to the fishing industry have led to significant excess capacity in the fishing fleet. Various feeble attempts to stop overexploitation of marine resources have failed. The cause is that fishing policy is highly dominated by short-term socioeconomic interests. There is an urgent need for a new fisheries management system in Europe that supports reductions in the fishing fleet, increases responsibility among fishers and guarantees long-term conservation of natural marine resources.Transferable rights to fish have proved a reliable and effective means of creating incentives to conserve marine resources. By strengthening individual fishing rights under flexible quota management systems, the EU Member States could, within the Common Fisheries Policy, make a significant contribution to conserving fish stocks, to reducing excess capacity and to raising the profitability of the fisheries industry. A closer look at existing reservations against a flexible management system shows most of the objections to be overstated or capable of resolution.  相似文献

The use of ITQ management in multi-species fisheries has been the subject of much debate and the complexities and difficulties of managing multi-species fisheries are well known. A major problem is that the species mix in fishery catches may not necessarily match the mix in combined TACs or in quota holdings. While a number of solutions have been proposed or implemented to improve transferability of quota and other incentives to reduce over-quota fishing and discarding, it is surprising that there has been little focus on TAC-setting itself and coordinating this across multiple species/stocks as a means of dealing with some of these issues. In this paper, data were analysed from the trawl sector of the Australian Southern and Eastern Scalefish and Shark Fishery to determine the relationship between primary species and companion species and the implications this has for TAC setting. The primary species is the species being considered when setting an individual species TAC. The companion species are ones that should also be considered when setting the TAC of the primary species, because a considerable proportion of the primary species catch is taken as a companion species non-target catch. The target species in each fishing operation was determined and was used to characterize recent multi-species catch data into primary and companion components. This approach provides an empirical means to examine the impact of individual species TAC decisions across all of the quota species in a fishery.  相似文献

New Zealand fisheries legislation provides commercial fishing rights to holders of individual transferable quota (ITQ). The settlement of fisheries claims against the Crown by Mäori, New Zealand's indigenous people, brought about the transfer of ITQ holdings to Mäori, and an obligation on the Crown to recognise and provide for indigenous (customary) fishing rights over fishing grounds and other areas that have been of special significance to Mäori. Some types of customary fishing areas exclude commercial fishing and could affect recreational fishing. Fisheries legislation requires that regulatory measures be put in place to avoid, remedy or mitigate the adverse effects of fishing. The Government also aims to protect marine biodiversity by having 10% of New Zealand waters in some form of protection by 2010. The legislative processes for protecting the marine environment and establishing customary fishing areas include assessment of effects on fishing rights. This paper explores the conflicts that arise from legislative obligations to uphold the rights of fishers, to sustain fishstocks and to protect the marine environment. The paper concludes that inconsistent legislative obligations and their disparate processes have led to spatial conflicts and a race for the allocation of space. Legislative obligations need to be integrated to maintain a balance between use of fisheries resources and protection of the marine environment.  相似文献

Conventional top-down, exogenous approaches to fisheries management have been ineffective in more traditional and small-scale fisheries. Yet, there remains little understanding of the effectiveness of alternative approaches. This case-study of small-scale fisheries in the Comoros examines how effective local fishing associations are at managing common fisheries resources, and provides some understanding of the underlying characteristics of effectiveness. Emphasis is placed on assessing governance effectiveness according to characteristics appropriate within the local context, and on suggesting ways to enhance local institutional strength and capacity to manage resources. Qualitative methods were used to collect data on local governance structures and management tools, fishers’ knowledge and beliefs, and perceptions of the status of fisheries resources in four major fishing villages on the island of Ngazidja. Results show that fisheries management in the Comoros is informally shared between the State fisheries department, a national fishing syndicate, and village fishing associations. Village fishing associations play an active role in fisheries management by collectively designing, monitoring, and enforcing local regulations. Compliance with local regulations is high, primarily due to participatory decision-making, community-monitoring, and strong feelings of solidarity among fishers. Perceptions of the benefits of these regulations are also high. This suggests that by working within these pre-established informal management systems, collective governance of common pool resources can be achieved within communities, and feelings of empowerment and shared responsibility among resource users can lead to effective management practices.  相似文献
