This study examined the use of Individual Transferable Quotas (ITQs) to effectively manage fishing impacts on all ecosystem components, as required under Ecosystem Based Fisheries Management (EBFM) principles. A consequence of changing from input controls to output-based (catch) management is that the control of the regulating authority tends to be reduced, which may affect the outcomes for ecosystem management. This study reviewed the use of input controls across six fishing methods in 18 ITQ fisheries, which have been independently accredited as ecologically sustainable by the Marine Stewardship Council (12 fisheries) or under Australian environmental legislation for Wildlife Trade Operation (six fisheries). Input controls were retained across a range of ITQ fisheries, with non-selective fisheries such as trawl, gillnet and line employing more input controls than selective fisheries such as purse-seine, pot/trap and dredge. Further case-studies confirmed the widespread and recent use of input controls (spatial and temporal closures) with the aim of managing ecosystem impacts of fishing. The retention of input controls, particularly closures affects the security (quality of title) characteristic of the fishing use right and the theoretical ability of fishers to manage their right for their future benefit. The security characteristic is weakened by closures through loss of access, which undermines industry trust and incentive for long-term decision making. By reducing the security of ITQs, individual fisher incentives and behaviour may separate from societal objectives for sustainability, which was one of the foremost reasons for introducing ITQ management. 相似文献

After many years of Common Fisheries Policies in the European Union, 88% of stocks are still being fished beyond their Maximum Sustainable Yield. While several Member States and the European Commission are moving toward Individual Transferable Quotas as a solution, France has declared its opposition to such marketization of fishing access rights and a national law has classified fisheries resources as a collective heritage. This paper discusses the evolution of the French system, principally its distribution of access rights by the Producer Organizations instead of the market. However, the Producer Organizations, which are more linked to the industrial fleet organizations, have not always modified their sharing formulae to include small-scale fisheries, resulting in a demand for more transparency and equity. 相似文献

There is a demand for a management mechanism that can reduce the discarding problems of EU fisheries. Catch quota management (CQM) seems to be a promising candidate for such a mechanism. Drawing on a principal–agent model, the objective of this study is to develop and test a method for investigating if the CQM mechanism is efficient in providing fishers with incentives for participating in CQM and complying with the rules. The study uses the 2011 Danish CQM trial project as its empirical basis. The results indicate that CQM fishers have a higher average gross income compared to fishers harvesting according to the conventional rules. Hence, there is an incentive for fishers to participate in the trial. However, with the possibility to cheat, CQM fishers may achieve even higher gross income. It is not obvious that the CQM mechanism׳s payoff structure (incentives) is attractive enough to ensure that the fishers comply with the rules. The empirical data illustrate that without discarding the CQM fishers achieve a lower average price for their catches. Therefore, to make the CQM mechanism sufficiently attractive to fishers, the participating fishers must be compensated. 相似文献

The California market squid is ecologically and economically important to the California Current Ecosystem and coastal communities. However, the population undergoes periodic and large-scale fluctuations on the order of magnitudes, largely as a result of warm ocean temperature and reduced ocean productivity related to cycles in El Niño Southern Oscillation. These fluctuations can lead to cascading trophic effects on the ecosystem, market uncertainty, and substantial revenue losses for fishing communities. In order to investigate the role that spawning behavior may play in mitigating the detrimental environmental effects on the population as well as allowing the species to capitalize during favorable ocean conditions, surveys for market squid paralarvae were conducted three times per hatching season from 2012 to 2019. The specific objectives were to (a) assess whether there was a large-scale synchronous peak in paralarval abundance each season, (b) investigate whether market squid paralarvae were found at certain locations in similar abundances throughout the duration of a hatching season, and (c) to understand the influence of oceanographic parameters, such as zooplankton availability, sea surface temperature, and chl-a on paralarvae abundance during each hatching season. Adaptable spawning strategies that varied over time were observed. Market squid displayed large-scale synchronous spawning during cool and productive oceanographic conditions; protracted spawning was observed during warm and oligotrophic conditions. No overall site fidelity was observed across all effort, but during two seasons where habitat compression was possible, market squid consistently spawned in certain areas. Generalized additive models were used to explore the effects of a small set of oceanographic variables on paralarval density on a seasonal basis. Sea surface temperature and geographic variables were generally the most important variables. These findings indicate that market squid spawning behaviors and habitat are adaptable and dependent on oceanography and population density. 相似文献

Among the fastest‐growing applications of high‐precision GPS positioning are those which are kinematic in nature. Carrier phase‐based GPS positioning of a moving antenna—for example, attached to a ship, an aircraft, or a land vehicle—is now commonplace. Recent software innovations make use of advanced ambiguity resolution “on the fly” and real‐time kinematic data processing algorithms to emulate the ease of operation of conventional differential GPS (DGPS) based on transmitted pseudo‐range corrections. However, as much higher accuracy must now be assured compared to DGPS, greater attention must be focused on the quality control aspects of GPS positioning. This study describes two methods for detecting failures or changes of small magnitude in real time in GPS measurements. Examination of the overlap or disjointedness of robust and conventional confidence intervals and studentized normal variates have been used as failure detection tools. These methods are based on testing the performance of the differences between the conventional (nonrobust) Kalman state estimates and the robust Kalman filler estimates. Detection of cycle slips in carrier phase data, outliers in phase rate or in code ranges, or any other type of disorder in the measurements of the GPS system can be addressed with these failure detection methods. Application and evaluation of the algorithms has been carried out using raw carrier‐phase and phase‐rate GPS measurements. It has been demonstrated that these failure detection tools provide powerful and efficient diagnostics for detecting small changes in the measurements of the GPS system. 相似文献

A total of 25 surface sediment samples, collected along a North-South transect (from 9.69° N to 55.01° S and from 80° E and 40° E) in the south western Indian Ocean, were used to study the coiling direction patterns in foraminifera planktonic species Neogloboquadrina pachyderma, Globigerinita glutinata and Globigerina bulloides. Comparison between the coiling direction and mean proloculus size (MPS) revealed that all these profiles along N-S transect were not in tandem and thus indicated non-existence of any relationship between the coiling direction and reproductive modes expressed in terms of mean proloculus size. 相似文献

The density of macrobenthos was evaluated in the nursery grounds for flatfish of six estuarine systems along the coast of Portugal by comparison with adjacent non-nursery areas. The dry weight and density of macrobenthic fauna were significantly higher in the nursery grounds. Polychaeta, Bivalvia, Oligochaeta and Isopoda were found to be significantly more abundant in the nursery than in the non-nursery grounds. For Isopoda and Bivalvia, total dry weight was also significantly higher in the nursery areas. Correspondence analysis based on density showed that the nursery areas of the different estuaries grouped together relative to non-nursery sites, with a relative similarity in the abundance of Oligochaeta, Spionidae, Amage spp., Scrobicularia plana and Cerastoderma edule. Taking into consideration the generally opportunistic feeding ecology and low dietary selectivity of the flatfish species, the results indicated higher prey availability in the nursery grounds of the Portuguese estuaries, an important factor contributing to the quality of these areas. The relatively high macrobenthic productivity in the nursery areas might be linked to physical and biological interactions favouring the recruitment and maintenance of the communities. 相似文献

Despite their apparent economic benefits to harvesters, individual fishing quotas (IFQs) have only been adopted in three US fisheries: Mid-Atlantic surf clam and ocean quahog; South Atlantic wreckfish; and, North Pacific halibut and sablefish. During the 1996 reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act, Congress temporarily blocked implementation of additional IFQ programs in US fisheries. In this paper, we argue that because of the emergence of an alternative, the cooperative, it is unlikely that new IFQs will be adopted in federally managed US fisheries. From an economic perspective, cooperatives offer the advantage of eliminating production externalities that may remain under an IFQ program with relatively large owner classes. More significantly, development of IFQ programs appears to be increasingly overwhelmed by the proliferation of both equity concerns and seemingly interminable rent-seeking behavior — both issues that can effectively block adoption of IFQs. Ironically (and paradoxically?), by reducing the scope of the equity issues acknowledged, the cooperative alternative narrows the pool of claimants and modifies the behavior of the remainder, making implementation more likely. A further irony exists in that IFQs are widely thought to be best designed at the local/regional level while part of the appeal of the cooperative model is that it appears to shortcut the often protracted nature of the local/regional political process by relying on direct intervention from Washington, DC, in the form of actions by Congress or the Justice Department. 相似文献

This paper examines an apparent ‘early stage’ governance transformation in the Tam Giang Lagoon, Vietnam. In this context, the role of key policy windows for innovative governance practice is assessed (e.g., changes to Land and Fisheries Laws). Also examined is the emergence of recent initiatives to catalyze a wider shift in governance practice in the region, including the formation of co-management institutional networks that contribute to trust building and learning, and the allocation of collective territorial use rights for fisheries. While these changes are consistent with experiences in other coastal marine contexts, the paper shows that place-based and longitudinal research is necessary to explain and predict the conditions and incentives that catalyze governance shifts. Differences between a governance change and more fundamental transformation are difficult to discern using point-in-time analysis. Moreover, the results show that current declines in ecological conditions in the lagoon may not be reversed by changes to access rights or the emergence of co-management. Rather, these governance changes may simply help to stabilize the situation and buy time until other livelihood opportunities arise. Assessments of governance transformation thus need to be linked to ecological outcomes (i.e., reversing degradation of coastal marine systems, avoiding biophysical tipping points) which may not be easily identified in the short-term. Despite uncertainty, the emergence of policy windows, evidence of institutional innovation, and small-scale rights allocation experiments, all suggest important shifts in the trajectory of governance are underway in the Tam Giang Lagoon. 相似文献

Coastal areas, and their small-scale fisheries, are important targets for both internal and transboundary migration partly because high mobility is an inherent feature of many artisanal fisheries livelihoods. As climatic changes are forecast to occur, environmental changes may trigger increased flows of migrant fishers. Policies that seek to promote development in ways that do not extensively degrade natural resources will thus have to deal with likely increases in flows of people across administrative boundaries. However, to date little attention has been directed at this issue and little is known about how policies related to coastal resources and development address these issues. This paper addresses this knowledge gap by analyzing policies and legal documents related to coastal resource management and development to examine the extent to which they recognize and integrate fishers' migration in their provisions. Migrant well-being and vulnerabilities are also addressed by examining the extent to which existing policies dealing with socio-economic development and environmental management address migrants and their needs. The analysis shows that policies related to governance of marine resources and coastal development lack an acknowledgment of fishers' migration issues and suggests that this signals an important gap in policy. The implications of this are discussed. The paper also highlights the fact that the invisibility of the issue in policy means that institutions developed to deal with coastal management at the community level may not have sufficient support from legal and policy documents, and may not be developed or equipped to handle the possible conflicts and difficult trade-offs that need to be addressed as a result of current and potentially increasing fishers’ mobility. 相似文献

Offshore petroleum activities are the focus of highly politicised debates globally. Typically, public debate is sparked by catastrophic events, such as the 2010 oil spill in the Gulf of Mexico, and decision-making processes fuelled by the assessment of ‘worst-case scenarios’. However, everyday ‘routine’ petroleum operations also impact the marine ecosystems and adjoining socio-economic sectors, but the extent and severity of the impacts are uncertain. This paper takes as its point of departure routine operations and their surrounding uncertainties. Particularly, it focuses on the debates of whether to extend routine petroleum operations in vulnerable and valuable parts of Norway, such as the Lofoten area and the Sula Ridge. These conflicts draw on important and for some, epistemological uncertainties that surround the impacts of routine operations. The paper argues that it is necessary to first highlight these uncertainties, rather than marginalise them, and second, recognise that uncertainties are not simply a scientific challenge, but can be a powerful political tool. This paper unpacks and explores uncertainties associated with three phases of routine operations, that are used to steer political actions: (i) the impacts of seismic surveys on fish and marine mammals; (ii) the impacts of drilling mud and drill cuttings on benthic communities such as deep-sea coral reefs; and (iii) the impacts of produced water on the marine environment. The paper discusses the importance of transparency in addressing these uncertainties, and emphasises the need to implement the precautionary principle in a more participatory way. It thus proposes participatory exercises in order to allow the recognition of the epistemological nature of uncertainties. 相似文献

The conservative potential of arsenic in the relatively pristine waters of Galway Bay, an estuarine system in the west of Ireland, is examined through the inter-seasonal variations in the distribution of its total, hydride and non-hydride fractions. The arsenic concentrations in Galway Bay and local fresh water sources at all seasons were lower than what is considered the natural seawater concentration of 2 μg L−1 (27 nM). The effects of physical mixing, biological uptake and regeneration of arsenic on its distribution are considered. The degree of biological uptake and regeneration of the element are determined by a first order speciation between total arsenic (a small part of which should be of organic origin) and hydride arsenic (mostly of inorganic origin). The structural similarity of arsenic species to phosphate in seawater causes arsenic to be taken up by biota, which then have to detoxify it, so results are presented against phosphate to determine the degree of biological transformation of arsenic at different seasons. An in-house, batch type system of hydride generation coupled to electro-thermal atomic absorption spectrometry is used for the analysis of arsenic; this is preceded by UV-digestion prior to the measurement of total arsenic. Results show only a small association of arsenic with phosphate but a near linear, positive distribution pattern between arsenic and salinity in Galway Bay (R2 ∼ 0.6), which is reproducible among seasons, indicating that in this environment the biological uptake of arsenic is likely to be a much slower process than the physical mixing of the water masses. 相似文献

The push for catch shares is on in the United States, nationwide generally, and in the western Pacific specifically. The prevailing understanding of catch shares emphasizes individual private property rights and changes in fisher behavior are understood to result from changes in rights in accordance with a long-established canon in fisheries economics. It is argued that this orthodoxy misses the causal factor in catch shares and thus constricts the range of policy options for catch shares. Moreover, this standard understanding of catch shares fosters opposition. Opposition to catch shares in the western Pacific can be understood as a specific variant of a generic pattern of opposition that is often centered on concerns for distributional impacts. Blind to the fact that their own misunderstanding fuels opposition, proponents of privatization resort to explaining opposition in terms of a simple, but inaccurate, for-or-against-catch-shares dichotomy. Perpetuation of this dichotomy has become a tool in the promotion of one particular ideological conception of catch shares and is a disservice to the public policy process. A possible path forward in the context of the western Pacific is presented that is based on diminishing the role of outside policy experts while encouraging local design of programs to meet local goals. Such an approach is consistent with the nature of development as local people adopt and adapt outside influences on their own terms. 相似文献

Against the backdrop of Indonesian President Widodo's expressed intention to turn his country in to a maritime nation again, this article examines the way in which the Indonesian state understands and utilises the concept of maritime security. The article achieves this aim by discussing the results of a Training Needs Analysis of key Indonesian state maritime security actors, conducted as part of the first phase of a multi-stakeholder project examining how Indonesia's maritime security capacity can be improved.The article illustrates how key maritime actors within the Indonesian state demonstrate a diverse understanding of what maritime security is, and argues that there is a demonstrable willingness on their part to look beyond a narrow conceptualisation of security in the maritime domain, which is solely focused on military threats and the defence of the state, towards something more comprehensive. Here the Indonesian approach to maritime security mirrors in practice conceptual trends encapsulated in the emergence of maritime security studies. The article concludes that there is the potential for a more comprehensive maritime security agenda to take hold in Indonesia but that this will require continued strategic and policy focus on the maritime domain within the country, alongside an emphasis on partnership building both within the state and between the state and non-state actors.Consistent dialogue around how maritime security is conceptualised would be helpful in supporting these two conditions the article posits, elaborating the value of the human security lens for those interested in a more comprehensive approach to maritime security. 相似文献

The movement toward catch shares by NOAA Fisheries and fisheries managers worldwide responds to dysfunctional fisheries plagued by a host of interrelated problems including radically shortened seasons, a race to fish, supply gluts, lowered product quality, increased bycatch, safety issues, excess capacity, and lack of profitability. However, the NOAA Catch Shares Policy recognizes that catch shares are not appropriate for every fishery, and others have agreed that the success of catch shares programs depends on their fit with ecological, economic, and social characteristics. This article describes the characteristics of the Hawaii-based deep-set longline fleet, identified by NOAA Fisheries as a possible candidate for catch shares because it operates under a bigeye tuna quota instituted by the Western and Central Pacific Fisheries Commission. One of the main concerns in the fishery is the potential for closing during the holiday season, a culturally important time for fish consumption in Hawaii. An evaluation of the fishery suggests that many of the problems leading to development of catch shares programs in other fisheries are not present, but that some warning signs exist which could be addressed by catch share programs or other management alternatives. 相似文献

A review of a major community-based marine protected area programme (CB-MPA) in an Indonesian island archipelago is the point of departure for this article. Despite a well-designed institutional structure to facilitate local participation, local knowledge about the CB-MPA is found to be low and resource access and influence on decision-making in the programme is negligible for the majority of islanders. At the same time, most of those who know about the programme consider it as pertaining to the public authority only. These findings stand in contrast to evidence on non-formal ways of protecting and managing marine areas in the same geographical area but outside the formal MPA institutional framework. In particular, the article identifies a number of emergent rules-in-use in marine management, which operate parallel to legally established MPAs. It is argued that emergent forms of marine area protection such as non-formal self-organising island exclusion zones (IEZ) offer as yet mostly unused potentials for formal MPA development, particularly in those coastal and marine areas without traditional forms of marine and coastal management. 相似文献
