Using ecosystem models (Ecopath, Ecosim, and Ecospace), we assessed the structure and function of the Tongyeong marine ranching ecosystem and compared changes in various ecosystem components before and after marine ranching activities. An ecosystem structure model, Ecopath, was used to estimate the changes in biomass and trophic level of major species or groups, the relative contribution of target species or groups to the total flow of energy (throughput), and niche overlaps and impacts of competition between major species or groups. It showed that the Tongyeong ecosystem had 4 trophic levels. A large amount of energy flows occurred at trophic levels 3 and 4, and jacopever rockfish (Sebastes schlegelii) and black rockfish (S. inermis) that were target species for stock enhancement belonged to trophic level 3, indicating that those two species played an important role in the ecosystem. Using an ecosystem dynamic model, Ecosim, the mechanism of dynamic changes in the quantity of target species or groups was investigated to identify the effects of stock enhancement activities and impacts of fishing intensity. After marine ranching activities, the biomass of two target species had increased, while those of most other fish groups decreased. Assuming that fishing mortality was double the current level, the biomass of most fish groups decreased but jacopever rockfish maintained its current stock level due to excessive stock enhancement and low fishing mortality in recent years. An ecosystem space model, Ecospace, was employed to simulate the temporal and spatial dynamics of the biomass of organisms in order to examine how resource enhancement activities have changed the distribution and abundance of target species or groups in the ecosystem. The distribution pattern of jacopever rockfish and black rockfish showed stronger aggregations around reefs and rocky areas with high stock densities after ranching. However, most of the other fish groups exhibited lower densities in the marine ranching area, while they showed higher densities outside the marine ranching area. Thus, it would be necessary to take appropriate holistic management actions based on the ecosystem-based approach to keep the ranching ecosystem healthy and to maintain the fishery production of the ecosystem at the maximum sustainable level.  相似文献

Recreational fishing mortality can have a major impact on coastal fish populations, bringing recreational fishers into conflict with commercial fisheries. This article reviews exclusion zones for commercial fishing, or ‘recreational fishing areas’ as a solution to the conflict between commercial and recreational fisheries. Recently designated recreational fishing areas in the state of Queensland, Australia are examined as a case-study. The goal of recreational fishing areas is to enhance recreational fishing and provide economic opportunities through charter fishing. However, recently designated recreational fishing areas in Queensland have not been thoroughly assessed for their social, economic and environmental impacts and they are not integrated within existing management frameworks for fisheries. The designation of recreational fishing areas is thus a shift away from evidence-based management in Queensland's fisheries and has likely occurred solely for political reasons – there are more voters in the recreational fishery than commercial fishery. In Queensland, excluding commercial fishing on its own is unlikely to result in long-term benefits to recreational fisheries because recreational harvest is a major component of fish harvest for some key species and there is no legislated limit to recreational harvest. Current political attention on recreational fishing areas provides an opportunity for fisheries managers, politicians, conservation groups and the public to discuss what is needed to manage sustainable coastal fisheries. In particular, recreational fishing areas need to be combined with efforts to enhance stewardship among recreational fishers if they are to be successful in the long-term.  相似文献

Marine protected areas (MPAs) have become a common conservation and management tool for reducing exploitation from the commercial and recreational fisheries sectors. However, the recreational fisheries sector has the potential to be compatible with no-take MPAs when catch-and-release angling is practiced because, in theory, no fish are actually harvested. This presumes that the effects of catch-and-release angling and related activities do not cause appreciable declines in fish populations as a result of direct mortality, sub-lethal effects, or indirect effects on fish habitats, or other problems contrary to the goal of a given MPA. Here, we explore the idea that recreational catch-and-release angling may be compatible with some no-take MPAs provided there are no substantive negative ecological consequences. We argue that it is not currently possible to answer definitively the question of whether recreational catch-and-release fisheries can be compatible with no-take MPAs. Mortality rates of released fish vary extensively (between zero and near 100%) and are influenced by a number of factors including environmental conditions, fishing gear, angler behavior, and species-specific characteristics. Nevertheless, research in the field of catch-and-release is beginning to show that certain handling techniques can significantly reduce post-release mortality in fish. With appropriate regulation and angler education, catch-and-release could help enhance conservation and management goals associated with MPAs while maintaining public support and providing alternative tourism-based revenues for displaced fishers. Until sufficient data are available, research should focus on contrasting the fish community characteristics in regions with no fishing and those that permit catch-and-release fishing (i.e., opportunistic observations and controlled manipulations) as well as population-level mathematical modeling to assess the effects of angling on long-term population viability and ecosystem dynamics. Additional efforts should focus on education and outreach that provide anglers and fishing guides with the best available information to reduce catch-and-release mortality, sublethal angling-induced impairments, and broader effects on aquatic environments.  相似文献

With the development of the ecosystem approach to fisheries, improving fishing selectivity has increasingly been put forward as an objective for management. The aim of this paper is to clarify the limits of fishing selectivity and its use in fisheries management. Fishing selectivity would be better apprehended if restricted to the catching process only, not to the utilisation that is made of the catch once onboard, which falls under catch utilisation. Confusion would be further limited if fishing selectivity is restricted to the fishing operation scale, while exploitation pattern, i.e. the distribution of fishing mortality at the population or community level, applies to larger scales. Fishing selectively is minimizing bycatch – catching primarily the fishing trip targets. Since the ecological consequences of maximising the target catch relative to bycatch remain unknown at integrated scales, fishing selectivity cannot be used as an objective in itself. However, its small scale, high manageability and good understanding make it a convenient instrument to reach management objectives at large scales. Selectivity can serve to manage what is extracted from the ecosystem and thus what can be used, and/or to manage what is left in the ecosystem and how fishing impacts it. Different factors affect fishing selectivity, catch utilisation and exploitation patterns, some of them are manageable and thus can be used to move towards these objectives. Management tools are diverse, but need to be integrated to meet large-scale objectives. The complexity of dealing with large scales incurs a need to develop the available knowledge on exploitation patterns and catch utilisation to be able to adequately manage and monitor progress toward selectivity-related objectives.  相似文献

Given the increasing competition for marine resources, regulatory strategies that benefit multiple stakeholders are increasingly important. Offshore wind power generating facilities are becoming more common in the marine environment and alter the characteristics of the fisheries in the surrounding area. Floating wind turbines can act as fish aggregating devices (FAD), thereby increasing the catchability for some species. Many marine recreational fisheries are open access without effort restrictions; therefore, control of total harvest is difficult. Creating a limited entry recreational fishery and excluding commercial fishing from the area surrounding offshore wind turbines may aid in controlling total harvest and may benefit several important stakeholder groups: (1) recreational and commercial fishermen in terms of higher recreational catch rates and potentially higher overall yield, (2) fisheries managers in terms of more precise control of recreational fisheries harvest, and (3) owners of offshore wind power facilities in terms of reduced risk of damage to infrastructure due to fishing activity. We discuss the compatibility of wind power facilities and fisheries, conditions conducive to this compatibility, and provide an example from a proposed offshore wind power facility in the Adriatic Sea and its potential to affect the fisheries management there, particularly for bluefin tuna (Thunnus thynnus).  相似文献

In Florida, United States, the Caribbean spiny lobster, Panulirus argus, supports an important commercial fishery and also perhaps the most intensive recreational fishery of any lobster species, with sales of recreational lobster fishing permits exceeding 100 000 annually. For the past decade, we have used mail surveys of recreational lobster license holders to estimate spatially explicit landings and fishing effort when recreational fishers are most active—during the state's “Special Two‐Day Sport Season”, which takes place just before the opening of the commercial season, and during the first month of the regular recreational season, which coincides with the commercial season. From 1993 through 2002, fishing effort during the Special Two‐Day Sport Season has ranged from 60 000 to 112 000 person‐days, and landings have ranged from c. 112 to 255t. Both fishing effort and landings have varied without trend. Fishing effort during the regular season over the same period has ranged from 261 000 to 514 000 person‐days, and landings have ranged from 434 to 825 t. Fishing effort has shown a marginally statistically significant decreasing trend, the result of a progressive decrease in effort since 1999. The largest proportion of both fishing effort and landings was concentrated along the south‐east coast. Despite the recent decrease in landings, the proportion of total landings made by the recreational fishery has increased. From 1993 through 1998, the fishery was responsible for c. 30% of commercial landings; by 2001, that percentage increased to nearly 40%. Such a shift in landings away from the commercial trap fishery toward the recreational fishery was recognised as a potential but unintended effect of the ongoing management plan of restricting effort in the commercial trap fishery. Our 2001 surveys revealed that recreational lobster fishers spent more on a person‐day basis than the general visitor to the Florida Keys did, but less than those visitors using the region's coral reefs. Consequently, managers must establish management strategies that allow the coexistence of this resource's user groups and also incorporate the social and environmental concerns of nonuser groups.  相似文献

Salmon fishing used to be the primary source of income in many rural areas of Arkhangelsk oblast in northwest Russia. People who settled in the area received a name Pomory, from Russian po moriu, meaning by sea, because their subsistence activities became marine fishing and hunting and seafaring. Local fisheries have undergone significant changes as post-Soviet Russia embraced the market economy and the state introduced fishing concessions. The current Russian law only allows fishing for salmon through officially registered recreational or commercial fisheries. Both these options are often either unavailable or unaffordable to rural dwellers, which leaves them with limited or no legal access to their traditional salmon fisheries. There has been a growing concern for protecting communities’ fishing rights among wider society in Arkhangelsk oblast. City activists promoted Pomory identity and appealed to the Russian government to grant Pomory an indigenous status to secure their access to fisheries. Although Pomor activism did not reach most of its proclaimed goals, it has contributed to promoting the image of Arkhangelsk oblast as a homeland to Pomor fishing. This image has played an important part in what Arkhangelsk authorities have called socially-oriented fisheries management. Officials have made good attempts to better accommodate rural communities’ access to fishing resources. Yet, these attempts have failed to include fishermen as active participants in the process. This paper looks at constraints on community participation in fisheries management in Russia. It considers both historical and contemporary reasons for the low participation of local community in fisheries management.  相似文献

The Narragansett Bay in Rhode Island is a complex mosaic of human activities and environmental features and while spatial distributions of physical, chemical, and biological elements are well documented in the Bay, there are limited data on spatial distributions of human activities. In this study, human uses of coastal waters in the upper Narragansett Bay are examined using an approach for characterizing and analyzing fine scale spatial and temporal data on human activities. Shipboard transect surveys of active water activities were conducted in the upper Bay on 50 days during the summer months of 2006–2007. The composition and configuration of different vessel types (recreational motor, recreational sail, row boat, commercial fishing, industrial, service, and official) were analyzed, and the impacts of proposed changes in land use policies and wastewater treatment technologies were investigated. Results indicated that recreational boaters comprised almost two-thirds of the upper Bay's users and used over one-half of the study area. Industrial activity was concentrated near Providence where RI's main port is located, and there was an active commercial fishery in the southern portion of the study area. Conditions like increasing cloud cover, weekend days, and the July 4th holiday were related to increased recreational use, while the closure of an upper Bay beach to swimming was associated with fewer commercial fishing vessels and more official boats, recreational motor boats, and service vessels. Findings indicated that upper Bay waters near land converted from industrial zones to zones where residential housing or marinas are encouraged are likely to see a change in composition of vessels, with fewer industrial and official boats and more recreational motor boats, row boats, and service vessels. Enhanced wastewater treatment technologies and the resulting improvements in water quality are likely to make more waters in the upper Bay available to shellfish harvesting, spreading out existing fishing grounds and potential pressures on the ecosystem and on other users. By characterizing the spatial and temporal heterogeneity of human uses in the marine environment and analyzing how these uses relate to the complex human and natural systems in which they are embedded, this study and others like it can positively contribute to marine spatial planning and management efforts designed to achieve ecological, economic, and social objectives.  相似文献

Management of tropical reef ecosystems under pressure from terrestrial and extractive marine activities is not straightforward, especially when the interests of extractive and non-extractive marine resource sectors compete. Before implementing management actions, potential outcomes of alternative management strategies can be evaluated in order to avoid adverse or unintended consequences. In tropical reef ecosystems the continued existence of the cultural and recreational fishing activities and the economically important dive-based tourism and recreation industry rest on sustainably managed marine resources. Through a case study of Guam, an ecosystem model was linked with human behavior models for participation in fishing and diving to evaluate future socio-ecological impacts of different management options. Ecosystem indices for reef status and resilience, and extraction potential were identified to evaluate the performance of alternative management scenarios. These marine ecosystem indices link the natural system to human uses (fishing and dive-based tourism and recreation). Evaluating management scenarios indicate that applying a single management tool, such as input controls or marine preserves, without also managing the watershed, is suboptimal. Combining different management tools has negative near-term costs, particularly for the fishing sector, but these are likely to be outweighed by the long-term benefits obtained from greater species abundance. Adopting watershed management measures in addition to fishery regulations distributes the burden for improving the reef status across multiple sectors that contribute to reef pressures.  相似文献

The most important Namibian linefish species, the silver kob Argyrosomus inodorus, is currently heavily exploited, and in order to ensure its survival catch restrictions are being introduced. However, kob are exploit ed oth by recreational anglers and by commercial vessels, and it is important to examine the economics of these fisheries in order to determine where catch restrictions will do the least harm to the economy. Data from a survey of commercial fishing vessels are compared with results from earlier surveys of recreational anglers to determine economic values and impacts from both fisheries. The economic benefits are shown to be greatest in recreational angling, less in commercial fishing by large vessels and least in commercial skiboat fishing. This sudy also shows that catch restrictions would do less harm to the economy if applied to the commercial linefishing sector rather than to recreational angling.  相似文献

Polycyclic aromatic hydrocarbon (PAH) distributions and sources are characterized in 96 sediment samples from 24 210Pb-dated cores collected at locations in the greater Puget Sound. The highest PAH concentrations are found within a few kilometers of several sources including industrial facilities in northern Puget Sound, urban areas in central Puget Sound, and river systems draining coal-bearing strata. Regional patterns of combustion-derived PAH in surficial sediments indicate little atmospheric or waterborne exchange of PAH between different regions of the Sound. Significant subsurface maxima in combustion-derived PAH concentrations (210Pb dated at the 1950s) occur only in sediment cores collected near urban centers. Perylene apparently derives from erosion of a terrestrial source with little or no evidence of in situ production at depth in sediment cores. Coal fragments are carriers of a characteristic suite of alkylated phenanthrene, chrysene, and picene derivatives concentrated near river mouths in central and southern Puget Sound.  相似文献

California sea lions (Zalophus californianus) off the coast of Southern California are known to damage both commercial and recreational fishing activities, causing decreases to fish catch and damage to gear. Their increasing population has intensified the potential for conflict between sea lions and anglers, likely requiring changes to current legislation. The recreational fishing community in Southern California is a valuable and largely underutilized source for information and potential solutions to management and legislative problems. This recreational fishing survey-based study conducted in 2013 utilized personal interviews, conducted in the field with recreational anglers and commercial passenger fishing vessel (CPFV) crews in Southern California, to gather data on: (a) the occurrence and impact of sea lion depredation on the local fishing, (b) angler awareness and opinions on current legislation, and (c) the conflict between fishing activities and conservation efforts. Results show that surveyed CPFV operators and private boaters had the most conflict with sea lions and perceive them as more of a problem than anglers on piers, jetties or kayaks. The conflict was also reportedly more prevalent in San Diego County compared to the other counties surveyed (Orange, Los Angeles and Ventura). Participating CPFV operators were overwhelmingly in support of a government culling program for sea lions, while recreational angler respondents did not feel that a control program was necessary. These CPFV operators reported more money lost, and were willing to pay more for an effective deterrent device. There was also a consensus among respondents that fish catch is declining, yet anglers were unsatisfied with the effectiveness of current legislation designed to increase fish stocks. These data will provide a better understanding of California sea lion depredation in Southern California and its effect on recreational anglers in order to aid future mitigation efforts. Additionally, these results provide stakeholder feedback on local marine protected areas and other fisheries management legislation, and build a foundation for future conservation and education programs.  相似文献

世界范围内,海洋渔业资源广泛面临着过度捕捞的压力.鱼类的不同生活史特征可表征不同的生活史对策,其变化可揭示鱼类种群对渔业捕捞压力的响应.台湾海峡及其邻近海域的主要渔场30多年来面临着过度捕捞的压力,导致了鱼类群落结构发生改变.本研究分析了该海域51种主要经济鱼类的生态参数,系统研究了其生活史特征及其变化.采用主成分分析法可将51种鱼类分成5个不同的生活史对策组,分组结果表明超过60%的鱼类被归纳入第5组,即近r对策组,且多为中上层鱼类.在此基础上收集相关历史数据,对其中25种经济鱼类进行生活史变化分析,讨论不同鱼类种群对渔业开发的响应.分析结果表明,在长期的渔业开发活动下多数鱼类表现出小型化、低龄化、早熟和生长率加快等趋势.此外,本研究计算了每种鱼类的开发率以进一步研究渔业捕捞压力对鱼类种群的影响,发现其中4种底层和近底层鱼类的生活史特征变化显著,提示某些物种可能对捕捞压力更敏感.本研究可为渔业管理和保护提供重要的科学依据.  相似文献

Precious corals (Coralliidae) have been a part of numerous aspects of human life and culture for several millennia. They differ from reef-building corals and primarily inhabit deep waters. Their characteristics of a slow renewal rate and high commercial value make them a frangible resource that is easily overexploited. Proposals to manage the main species with high commercial value through trade controls and listing in Appendix II were submitted to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) in 2007 and 2010. Two of the main arguments for the northern Pacific precious coral CITES proposal were the more than 60–80% decline of Corallium secundum and C. sp. nov. in landings since 1980s and lack of proper management. Although both proposals were rejected, they have sparked debates regarding the benefits of managing coral resources through trade controls and fisheries management. In this study, several arguments related to this topic on northern Pacific precious corals are presented, in the following three dimensions: (1) a reconstructed historical landing series from official FAO data and information on the history of coral fishing have scientifically indicated that the substantial decline in landings in the late 1980s was caused by the abandonment of fishing grounds and a shift in the target species; (2) enhanced management plans, which incorporate effective monitoring, control, and surveillance (MCS) measures, have been implemented in the two main countries that fish precious coral; and (3) the influence of socioeconomic factors must be considered when assessing CITES listing applications. Recommendations for achieving sustainable coral resource conservation are also provided.  相似文献

By reviewing the history of fishery exploitation in the coastal waters of west Canada and east Korea, related with contrasting life history strategies of the dominant species, the fishery management challenges that each country would face in the upcoming decades were outlined. In the ecosystem of the Canadian western coastal waters, the dominant oceanographic feature is the coastal upwelling domain off the west coast of Vancouver Island, the northernmost extent of the California Current System in the eastern North Pacific. In the marine ecosystem of the eastern coasts of Korea (the Japan/East Sea), a major oceanographic feature is the Tsushima Warm Current, a branch of the Kuroshio Current in the western North Pacific. Fishes in the Canadian ecosystem are dominated by demersal, long-lived species such as flatfish, rockfish, sablefish, and halibut. During summer, migratory pelagic species such as Pacific hake, Pacific salmon, and recently Pacific sardine, move into this area to feed. In the late 1970s, Canada declared jurisdiction for 200 miles from their coastline, and major fisheries species in Canadian waters have been managed with a quota system. The overall fishing intensity off the west coast of Vancouver Island has been relatively moderate compared to Korean waters. Fishes in the ecosystem of the eastern Korean waters are dominated by short-lived pelagic and demersal fish. Historically, Korea has shared marine resources in this area with neighbouring countries, but stock assessments and quotas have only recently (since the late-1990s) been implemented for some major species. In the Korean ecosystem, fisheries can be described as intensive, and many stocks have been rated as overfished. The two ecosystems responded differently to climate impacts such as regime shifts under different exploitation histories. In the future, both countries will face the challenge of global warming and subsequent impacts on ecosystems, necessitating developing adaptive fisheries management plans. The challenges will be contrasting for the two countries: Canada will need to conserve fish populations, while Korea will need to focus on rebuilding depleted fish populations.  相似文献

Transforming fisheries into tourism has become a global trend. It arises mostly due to a decline in income generated by traditional fisheries, and fishers thus turn to seek alternatives by engaging in marine tourism activities. Taiwan has practiced this transformation policy for more than two decades, and fishing tourism has developed as a major outcome. This paper aims to investigate Taiwan's experience with developing this activity, with an emphasis on the emerging concerns it faces and anglers’ perception of trip quality and potential management measures. The results show that anglers had a general satisfaction with the service delivered by operators. However, concerns regarding sustainable development of this activity were identified, mostly involving ineffective enforcement of regulations against illegal fishing, conflicts of interest between commercial fishing and recreational fishing, lack of statistics on harvest, improper angler behavior, and competition from yachts. Lastly, management implications for sustainable fishing tourism were discussed, highlighting suggestions to alleviate the concerns, including strengthening management of the harvest, encouraging dialogue between commercial and recreational sectors, enhancing marine environmental stewardship among anglers, and improving coordination of management to create a fair and balanced environment for recreational fishing vessels and yachts.  相似文献

Marine Recreational Fishing (MRF) is an important activity in Europe, with 9 million fishers and generating annually € 6 billion in direct expenditures. However, there is a lack of data and understanding of MRF in Europe, particularly in Southern countries, which prevents a number of fish stocks from being effectively assessed and managed. In November 2016, a participatory workshop on MRF was held in Vigo (Spain) to identify challenges and opportunities for data collection, and to diagnose key research gaps and management issues for MRF in the Southern European Atlantic. Experts from a wide range of disciplines (researchers, policy makers, fisheries managers and commercial and recreational fishers) highlighted that the management of MRF is a challenge due to complex and dispersed legal frameworks, with multiple administrations involved, and overlapping uses of space with commercial fishing, aquaculture, navigation and tourism, among others. The lack of strong and representative fishing associations hampers research and management initiatives. Effective communication between recreational fishers, researchers and fisheries managers is also lacking. Despite the ecological, social and economic relevance of MRF, there is no systematic and comprehensive collection of information on fishing effort, recreational catches, expenses, social profile and access conditions of European recreational fishers. These data would be useful to avoid biases in the assessment of recreational fisheries due to the great diversity of ecosystems, species and typologies of users. Strategic recommendations and research priorities were also identified to address knowledge gaps and are discussed in the context of the management of MRF across Europe.  相似文献

Many top predators in the Benguela ecosystem feed on prey species targeted by commercial fisheries. Their roles as indicators of the state of exploited prey resources, as competitors with commercial fisheries for resources, and as susceptible to impact from commercial fishing on those resources are briefly considered. Trends in the occurrence of anchovy Engraulis capensis and pilchard Sardinops ocellatus in the diet of Cape gannets Morus capensis off South Africa's west coast are related significantly to survey estimates of the abundance of these fish species, and they provide useful confirmation of those estimates. In the 1980s, anchovy decreased in the diet of Cape gannets, but pilchard increased. In both the northern and southern portions of the Benguela system, groundfish were thought to eat most (66–73%) of the total quantity of cephalopods and vertebrates consumed by predators and man in the 1980s. South African fur seals Arctocephalus pusillus pusillus, predatory pelagic fish and man removed roughly equal amounts, with squids, seabirds and cetaceans having a smaller impact. In the 1980s, man and seals removed about two million tons live mass more than in 1930. Indices of the rate of natural mortality of anchovy and pilchard attributable to Cape gannets are not related to biomass of the prey species. That for anchovy was high in 1989 when a poor anchovy year-class was formed. Decreased abundance of anchovy led to poor breeding by Cape cormorants Phalacrocorax capensis in 1989 and 1990. A model linking the Cape cormorant population with anchovy is used to explore the impact of possible exploitation strategies for anchovy on Cape cormorants.  相似文献

To address long-standing allocation conflicts between the Pacific halibut commercial fishing sector and recreational charter (for-hire) sector in Alaska, an Alaska halibut catch sharing plan (CSP) is being implemented in 2014 that has a provision allowing the leasing of commercial individual fishing quota to recreational charter businesses. This one-way inter-sectoral trading allows for the charter sector to increase its share of the total allowable catch while compensating commercial fishermen. This type of catch shares program is novel in fisheries. In this paper, the literature on non-fisheries tradable permit programs (TPPs) that have similarities to the Alaska halibut CSP program is examined. Several successful TPPs are discussed, including ones from emissions trading programs, water quality trading programs, water markets, and transferable development rights programs. They are then evaluated in terms of their similarities and differences to the Alaska CSP program. Characteristics not part of the current CSP that other TPPs have used and that may increase the likelihood for the CSP to be effective in achieving its primary goals (if they are implemented) are identified, such as allowing more flexible transfers (e.g., internal transfers), intertemporal banking, cooperative structures, and multi-year leasing.  相似文献
