Mining seafloor massive sulfides for metals is an emergent industry faced with environmental management challenges. These revolve largely around limits to our current understanding of biological variability in marine systems, a challenge common to all marine environmental management. VentBase was established as a forum where academic, commercial, governmental, and non-governmental stakeholders can develop a consensus regarding the management of exploitative activities in the deep-sea. Participants advocate a precautionary approach with the incorporation of lessons learned from coastal studies. This workshop report from VentBase encourages the standardization of sampling methodologies for deep-sea environmental impact assessment. VentBase stresses the need for the collation of spatial data and importance of datasets amenable to robust statistical analyses. VentBase supports the identification of set-asides to prevent the local extirpation of vent-endemic communities and for the post-extraction recolonization of mine sites.  相似文献

This study investigates the distribution and evolution of seafloor seepage in the vicinity of the salt front, i.e., the seaward boundary of salt-induced deformation in the Lower Congo Basin (LCB). Seafloor topography, backscatter data and TV-sled observations indicate active fluid seepage from the seafloor directly at the salt front, whereas suspected seepage sites appear to be inactive at a distance of >10 km landward of the deformation front. High resolution multichannel seismic data give detailed information on the structural development of the area and its influence on the activity of individual seeps during the geologic evolution of the salt front region. The unimpeded migration of gas from fan deposits along sedimentary strata towards the base of the gas hydrate stability zone within topographic ridges associated with relatively young salt-tectonic deformation facilitates seafloor seepage at the salt front. Bright and flat spots within sedimentary successions suggest geological trapping of gas on the flanks of mature salt structures in the eastern part of the study area. Onlap structures associated with fan deposits which were formed after the onset of salt-tectonic deformation represent potential traps for gas, which may hinder gas migration towards seafloor seeps. Faults related to the thrusting of salt bodies seawards also disrupt along-strata gas migration pathways. Additionally, the development of an effective gas hydrate seal after the cessation of active salt-induced uplift and the near-surface location of salt bodies may hamper or prohibit seafloor seepage in areas of advanced salt-tectonic deformation. This process of seaward shifting active seafloor seepage may propagate as seaward migrating deformation affects Congo Fan deposits on the abyssal plain. These observations of the influence of the geologic evolution of the salt front area on seafloor seepage allows for a characterization of the large variety of hydrocarbon seepage activity throughout this compressional tectonic setting.  相似文献

Marine minerals such as manganese nodules, Co-rich ferromanganese crusts, and seafloor massive sulfides are commonly seen as possible future resources that could potentially add to the global raw materials supply. At present, a proper assessment of these resources is not possible due to a severe lack of information regarding their size, distribution, and composition. It is clear, however, that manganese nodules and Co-rich ferromanganese crusts are a vast resource and mining them could have a profound impact on global metal markets, whereas the global resource potential of seafloor massive sulfides appears to be small. These deep-sea mineral commodities are formed by very different geological processes resulting in deposits with distinctly different characteristics. The geological boundary conditions also determine the size of any future mining operations and the area that will be affected by mining. Similarly, the sizes of the most favorable areas that need to be explored for a global resource assessment are also dependent on the geological environment. Size reaches 38 million km2 for manganese nodules, while those for Co-rich crusts (1.7 million km2) and massive sulfides (3.2 million km2) are much smaller. Moreover, different commodities are more abundant in some jurisdictions than in others. While only 19% of the favorable area for manganese nodules lies within the Exclusive Economic Zone of coastal states or is covered by proposals for the extension of the continental shelf, 42% of the favorable areas for massive sulfides and 54% for Co-rich crusts are located in EEZs.  相似文献

An industry to recover mineral resources on the abyssal plains is emerging. Albeit at an explorative stage in areas beyond national jurisdiction, the commercial mining of seafloor non-living resources containing strategic metals is a realistic proposition, spurred by the demand for renewable, low-carbon energy infrastructure. The achievement of worldwide techno-economic growth must, under the principle of sustainable development, be coupled with the protection of the marine environment and its natural resources. Overall, this presents not only challenges to the development of mining technologies, but also tests the resilience of international standards governing the regulation of mining activities at great depths, including the development of the highest standards of environmental protection ab inito. This paper explores the approach being taken by the International Seabed Authority in advancing the legal regime for the regulation of mining activities in the Area, and in particular the tools and mechanisms targeted toward the protection of the marine environment.  相似文献

Stakeholder consultation is being adopted as standard practice in the planning and management of natural resource management programs. While the utility of stakeholder participation has been investigated for the evaluation and implementation phases of natural resource management programs, few studies have examined the utility of stakeholder consultation during the initial phases of developing such programs. This paper presents a case study from a project developing a marine and coastal monitoring program for the Pilbara and Kimberley region of northern Western Australia. Via a series of workshops held in the region, stakeholders were asked to prioritise future research needs using several voting procedures. During the analyses of the results from the different voting procedures, it became apparent that there were high levels of inconsistency, poor correlation, and contradiction, between participants’ responses. Despite the rigour of the selection process used to identify ‘suitable’ stakeholders for the workshops, these results show that stakeholders did not have the technical or broader contextual knowledge about marine ecosystems to effectively and objectively contribute to the research prioritisation and planning process. Based on the outcomes of this study, we argue that project designers need to be clear about why they are involving stakeholders in a project, particularly in light of the costs involved (financial, time, resources, costs to the stakeholder) in stakeholder consultation. Stakeholder involvement may be appropriate in later stages of developing natural resource management programs (implementation and management), however, stakeholder involvement is not appropriate in the initial phases of such programs, where scientific expertise is essential in formulating scientific concepts and frameworks.  相似文献

Under the impression of decreasing ore grades and increasing production costs in conventional mining, seafloor minerals came into focus. Having gained a basic understanding of geological settings, there is still a lack of tools to assess and plan future mining projects in the deep-sea. This paper contributes to a mining concept which is inspired by the high-tech farming industry: strip mining. Potential mining fields are identified using image filters in conjunction with hydroacoustic backscatter data and slope angles and are portioned into long, narrow strips. In the framework of the EU-funded Blue Mining project, these methods were applied to a part of the eastern German exploration area, located in the manganese nodule belt of the Clarion Clipperton Zone, Pacific Ocean. Both, the mapping technique and the mining concept presented in this paper can be used in early-stage feasibility studies to derive estimates on production key figures for seafloor manganese nodule mining.  相似文献

Macroalgae has numerous commercial uses and the potential to create large carbon sinks. The study reviewed the legal context, including environmental and social aspects, for the setting up of a seaweed farm in the UK. A lease is required to use the seabed and a Marine Licence is required from the national regulator. There is no need for new legislation, however, the existing guidance should be updated. There is a major need to clarify what level of assessment is required as part of the marine licensing process. The environmental and social considerations to licensing were also reviewed. Changes to the hydrodynamics and sediment transport are expected in and around the farm. These may lead to changes in seabed siltation and light levels. The addition of hard substrate (from the anchors) and a macroalgae canopy lead to attraction of benthic animals, fish, marine mammals and birds. These, in addition to potential changes in organic matter and nutrients reaching the seabed from exudate and detritus, could create changes in existing benthic communities on the seafloor. No reason for major population-level impacts were seen. However, numerous knowledge gaps where identified. Scale appears to be an important consideration. A small farm on its own is unlikely to have a large effect on the marine environment. However, a very large farm, or multiple small farms next to each other could have a more notable effect. Knowledge gaps were identified and recommendations were provided that can assist the development of the UK macroalgae farming industry.  相似文献

For much of the last century, the prerequisites for establishing a new primary industry were property rights to secure access to the required natural resources, the appropriate technology, brood stock and labour, and a willing investor. In contrast, in many western nations although all these prerequisites have been in place for the establishment of new coastal marine farming sectors, fledgling aquaculture operations have failed to establish. A prime reason for this is that under increasingly consultative integrated coastal zone management regimes, local stakeholders are expressing a desire for prospective aquaculture operations to demonstrate that they will be sustainable. Many potential marine farmers and regulatory authorities have stumbled on this demand and the work presented here aims to elucidate the nature of sustainability in a coastal aquaculture context and provide a framework for investigating these critical ‘non-traditional’ factors limiting the establishment and development of coastal aquaculture activities.  相似文献

In order to enable effective management of marine protected areas (MPAs), desired MPA achievements need to be identified as early as possible for the development of relevant and clear management goals, objectives and conservation targets. As the definition of MPA success is a social construct, the involvement of multiple groups in this process including government agencies, stakeholders, and other interested parties is increasingly advocated. This study investigates diverse groups’ opinions on the performance of a proposed National Marine Conservation Area (NMCA) on the West coast of Canada prior to its establishment. In order to analyse and quantify the importance of MPA performance criteria among multiple stakeholder groups, the Analytical Hierarchy Process (AHP) is applied. Findings reveal that marine stakeholder groups have distinct preferences for future MPA performance. Most differences are obvious between user and non-user groups. The study also finds that respondents’ characteristics other than stakeholder groups affiliations influence expectations towards the proposed MPA including livelihood dependency on the marine environment, amount of time spent in the area, and engagement in fishing activities.  相似文献

A code of practice for ocean mining has been developed by the International Marine Minerals Society. The code provides general guiding Principles for development of marine mineral resources and delineates Operating Guidelines for application, as appropriate, at specific mining sites. In total 11 operating guidelines are provided to serve as benchmarks for industry and targets for regulatory agencies and other stakeholders. They include the following commitments: •To sustainable development, •To environmentally responsible corporate ethics, •To the development of effective community partnership, •To implementation of environmental risk management, •To the integration of environmental management into all phases of development, •To the establishment of corporate environmental performance targets, •To timely environmental improvements and upgrading, •To responsible rehabilitation of operations sites and decommissioning of facilities, and •To accurate and timely, reporting and documentation, archiving, and performance review.  相似文献

The New Zealand region contains untapped natural mineral, oil, and gas resources while also supporting globally unique and diverse faunal communities that need to be managed sustainably. In this paper key information from the international literature is reviewed that can underpin an Environmental Mining Management System which includes elements of Environmental Risk Assessment, Environmental Impact Assessment and Environmental Management Planning. This paper focuses on four developing areas of seafloor mining activities presently being undertaken or planned in the New Zealand region: hydrocarbons (oil and gas), minerals, ironsands and phosphorite nodules. A number of issues with the implementation of environmental management systems are identified including the difficulty of assessing new marine activities or technologies and the need for standardised reporting metrics. Finally, the development of ecosystem-based management and marine spatial planning is discussed which will be required to enhance environmental mining management frameworks in New Zealand.  相似文献

Information about spatial patterns of recreational boating is important for managing environmental, safety, and social impacts. However, traditional spatial mapping techniques such as remote sensing are often unable to project entire vessel routes or to link with other important data such as demographics, activities, or purpose of trip. This study, conducted in a part of Canada’s southern Strait of Georgia, uses an on-the-water-questionnaire to map recreational boating distribution/density in a complex, multiple-use marine setting. Goals of this study were to explore an on-the-water questionnaire as a means of capturing boating distribution and density, explore the potential contributions of such information to marine spatial planning, and assess the strengths and limitations of the method. Boaters (n=519) were intercepted while engaged in boating trips and were asked to plot the route of their trip on a map of the region. Information was imported into ArcGIS for analysis and display of vessel distribution and density. The resultant spatial dataset has a number of applications for marine spatial planning and management. Strengths of this method include collection of entire vessel routes, linking spatial data to questionnaire variables, and a high response rate. Limitations include some bias towards sample sites and issues of respondent accuracy, as well as cost and effort. Recommendations for management and research are made.  相似文献

In recent years, several experiments to assess the potential impacts due to deep-sea mining in the Pacific as well as the Indian Oceans have indicated the immediate changes and restoration patterns of environmental conditions in the marine ecosystem. The large volume of sediment(~ 500 × 107 m3 per year) estimated to be resuspended would be the major influencing factor in environmental impact in the mining area, leading to changes in availability of certain nutrients and composition of biomass, followed by gradual restoration. Important results have been obtained from these experiments, but in order to have a better understanding of the impacts and restoration processes, it will be necessary to improvise future experiments to resemble actual deep-sea mining in terms of scale and methodology.  相似文献

The size of individual mining blocks for polymetallic nodule extraction seems to be rather small, not more than 100 km2 in the French mining claim. Even when adding an additional resedimentation zone to the directly impacted area, the size of the affected seabed would remain below 200 km2. We assume that even rare species in the abyss inhabit larger areas and propose discussions of the International Seabed Authority and other stakeholders for the different subregions on mining strategies from the perspective of exploitation versus species extinction and conservation. Although impacts of waste disposal at the abyssal seafloor are different from those of nodule mining, the 200 km2 concept may also be applied.  相似文献

This paper reports on a study of the oyster industry in the Eyre Peninsula, South Australia, where oyster farming has become a significant component of the economy since the late 1980s. Whilst the environmental and economic impacts of this industry have been studied, there is a lack of research on the social impacts of oyster farming on the communities and the individuals who reside therein. The study extends a Five Capitals Framework (environmental, produced, social, institutional and human assets) for assessing rural sustainability by applying it to address the social impacts of the oyster industry in the Eyre Peninsula’s five principal oyster farming communities. The study combines quantitative and qualitative data collection techniques, with triangulation of the data, to demonstrate that oyster farming has had a predominantly positive effect on the social fabric. More young people are staying in the communities because of the availability of oyster-related employment. This is generating more participation in local sporting teams alongside other benefits, including more government funding for infrastructure, better educational opportunities, increased community spirit, being ‘on the map’, global oyster sales and tourism, as well as economic growth. There are also more social network linkages, increased community pride, and strengthened social capital, though competition for employment from the state’s fast-growing mining sector may threaten the industry’s future. Success has been due to workers in the oyster industry as well as business owners and managers having long-term membership of the local community. The results have implications for future consideration of social factors as a key to success of this industry in small communities.  相似文献

The value of applying a regional level, Ecosystem Based Fisheries Management (EBFM) framework, which is a step-wise, hierarchical, risk-based approach, was tested on the West Coast Bioregion of Western Australia. With structured stakeholder input, over 600 ecological, social, economic and governance issues were initially identified for the region. This complexity was reduced to a level useful for management by consolidating the individual risks into 60 regional-level risks, with a multi-criteria analysis used to integrate the ecological, social and economic risks into just 24 Departmental-level priorities, which ranged from very low to urgent. Given this success, EBFM-based priorities now form the basis for the Department’s budget planning process, plus the framework is providing a critical link between fishery level issues and the broader processes undertaken by other marine based agencies. The EBFM framework is a significant step forward for the integrated management of natural resources by enabling all assets and issues relevant to stakeholders and government to be holistically considered at a regional level.  相似文献

Ecosystem-based management is more successful when a great diversity of stakeholders is engaged early in a decision-making process. Implementation of the California Marine Life Protection Act (MLPA) has been stakeholder-based, coordinating the participation of a wide range of people including divers, fishermen, conservationists, local officials, business owners and coastal residents. Although commercial and recreational fishermen have actively participated throughout the MLPA implementation process, and research related to California’s sport and commercial fisheries has been integrated into the process, pier and shore anglers have been relatively unengaged as stakeholders. This study was completed to generate information about pier angler understanding and sentiment towards marine protected areas (MPAs), as well as to educate anglers on the MLPA implementation process in southern California and inform them on involvement opportunities. Of the 3030 pier anglers surveyed over 12 months, 78% only fish for subsistence from piers and from shore (never from boats); 84.6% are of non-White/Euro-American ethnicity and speak English as a second language; and 82% indicated that they were supportive of establishing a strong network of MPAs in southern California, specifically fully-protective no-take marine reserves. This study is an example of an alternative and customized method of outreach designed to reach a unique and previously unengaged stakeholder group, which stands to be affected by the implementation of the MLPA in California. Engaging such non-traditional stakeholders in public policy may be critical for decision makers to gauge all views from those standing to be affected by a policy—not just the views of those that regularly attend policy meetings—and for the ultimate success of policy implementation and community support.  相似文献
