Public perceptions of rainfall change in India   总被引:1,自引:1,他引:0  
People’s perceptions of changes in local weather patterns are an important precursor to proactive adaptation to climate change. In this paper, we consider public perceptions of changes in average rainfall in India, analyzing the relationship between perceptions and the instrumental record. Using data from a national sample survey, we find that local instrumental records of precipitation are a strong predictor of perceived declines in rainfall. Perceptions of decreasing rainfall were also associated with perceptions of changes in extreme weather events, such as decreasing frequency of floods and severe storms, increasing frequency of droughts, and decreasing predictability of the monsoon. Higher social vulnerability—including low perceived adaptive capacity and greater food and livelihood dependence on local weather—was also associated with perceptions of decreasing rainfall. While both urban and rural respondents were likely to perceive local changes in precipitation, we show that rural respondents in general were more sensitive to actual changes in precipitation. Individual perceptions of changes in local climate may play an important role in shaping vulnerability to global climate change, adaptive behavior, and support for adaptation and mitigation policies. Awareness of local climate change is therefore particularly important in regions where much of the population is highly exposed and sensitive to the impacts of climate change.  相似文献

从农户个体微观视角,研究农业的活动主体--农户的气候变化适应行为。选择陕北黄土丘陵沟壑区,采用问卷调查和半结构式访谈相结合的方法研究农户气候变化感知与适应行为,运用二元逻辑回归模型分析影响该地区农户适应行为的因素。结果表明:农户对气候变化趋势感知比较一致,认为近5 年夏季和冬季气温升高,降水减少,但与实际观测存在一定偏差。农户应对气候变化采取适应行为的比重并不高,只有57.8% 的农户表示采取了相应的措施来应对气候变化。农户适应行为受气候变化感知的影响,此外,家庭社会经济属性对农户采取适应行为的概率影响显著,而性别、年龄、文化程度等人口属性因素与农户采取适应行为的概率关系不大。  相似文献

There is growing recognition of the importance of ecosystem-based approaches for adaptation to climate change—it is a cost-effective measure that has multiple benefits and can overcome many of the drawbacks of more common engineering adaptation options. Viet Nam has a rich biodiversity and is also one of the most vulnerable countries impacted by climate change. Climate change policies have been adopted at national and local levels as well as by sector, making Viet Nam one of the nations to most systematically fulfill their obligation under the United Nations Framework Convention on Climate Change. Consequently, we have used Viet Nam as a case study, to assess the integration of ecosystem-based approach to adaptation to climate change. We found that ecosystem-based adaptation is being implemented in some projects but, overall, is inadequately considered by Viet Nam’s climate change policies. Instead, policies predominantly rename infrastructure projects as climate change adaptation and focus on hard solutions for disaster reduction, rather than responding to long-term climate change through ecosystem-based adaptation. Moreover, ecosystem-based adaptation projects have focused on only a few relevant types of ecosystems. Viet Nam should revise its existing climate change policies and sectoral strategies to integrate ecosystem-based adaptation across different scales of governance. As other nations develop adaptation policies at different scales, the lesson from Viet Nam is that engineering measures need to be balanced with ecosystem-based adaptation for more affordable and effective responses to climate change.  相似文献

Most investigation into climate adaptation to date has focused on specific technological interventions and socio-economic aspects of adaptive capacity. New perspectives posit that socio-cognitive factors may be as or more important in motivating individuals to take adaptive actions. Recent research indicates that incorporating insights from motivation theory can enhance theorization of adaptive capacity. Yet unexplored, and what we propose here, is the addition of social identity to models of adaptive capacity and adaptation. To apply this conceptual framework, the first author undertook in-depth interviews with a sample of farmers who had participated in broader surveys the previous year to explore their perceptions of their social identity, climate-related information and its sources, and climate risk. These interviews elicited compelling evidence that social identity mediates between risk perception and adaptation through its influence on motivation. Interviews revealed significant links between social identity and perception of information, risk perception and adaptation, of which the most salient were the relative credibility and legitimacy of information sources (related to us vs. them social group differentiation); the role of coffee organizations; and ethnicity and geographic marginalization. Strong in-group identity and perceptions of potentially influential out-groups such as the scientific community appear to particularly influence perception and use of information. These findings have rich policy implications for adaptation management and merit further investigation to identify how, where and why social identity plays a role in climate-risk perception, motivation and adaptation in other geographic areas of vulnerability worldwide.  相似文献

While increasing research is focusing on the effective adaptation to climate change in richer (developed) countries, comparatively little has focused specifically on this subject in poorer (developing) countries such as most in the Pacific Islands region. A significant barrier to the development of effective and sustainable adaptive strategies for climate change in such places is the gap between risk and perceived risk. This study looks at a vulnerable location in Fiji—the densely populated Rewa River Delta where environmental changes resulting from shoreline retreat and floods are expected to increase over the next few decades and entail profound societal disruption. The numbers of people living in the Rewa Delta who know of climate change and could correctly identify its contributory causes are few although many rank its current manifestations (floods, riverbank erosion, groundwater salinization) as among their most serious environmental challenges. While lack of awareness is a barrier to adaptation, there are also cultural impediments to this such as short-term planning perspectives, spiritual beliefs, traditional governance structures. One way forward is to empower community leaders in places like the Rewa Delta to make appropriate decisions and for regional governments to continue working together to find solutions that acknowledge the variation in sub-regional trans-national vulnerability to climate change.  相似文献

Local government has a crucial role to play in climate change adaptation, both delivering adaptation strategies devised from above and coordinating bottom-up action. This paper draws on a unique longitudinal dataset to measure progress in adaptation by local authorities in Britain, comparing results from a national-scale survey and follow-up interviews conducted in 2003 with a second wave of research completed a decade later. Whereas a decade ago local authority staff were unable to find scientific information that they could understand and use, we find that these technical-cognitive barriers to adaptation are no longer a major problem for local authority respondents. Thanks to considerable Government investment in research and science brokerage to improve the quality and accessibility of climate information, local authorities have developed their adaptive capacity, and their staff are now engaging with the ‘right’ kind of information in assessing climate change risks and opportunities. However, better knowledge has not translated into tangible adaptation actions. Local authorities face substantial difficulties in implementing adaptation plans. Budget cuts and a lack of political support from central government have sapped institutional capacity and political appetite to address long-term climate vulnerabilities, as local authorities in Britain now struggle even to deliver their immediate statutory responsibilities. Local authority adaptation has progressed farthest where it has been rebranded as resiliency to extreme weather so as to fit with the focus on immediate risks to delivering statutory duties. In the current political environment, adaptation officers need information about the economic costs of weather impacts to local authority services if they are to build the business case for adaptation and gain the leverage to secure resources and institutional license to implement tangible action. Unless these institutional barriers are addressed, local government is likely to struggle to adapt to a changing climate.  相似文献

This paper investigates whether and to what extent a wide range of actors in the UK are adapting to climate change, and whether this is evidence of a social transition. We document evidence of over 300 examples of early adopters of adaptation practice to climate change in the UK. These examples span a range of activities from small adjustments (or coping), to building adaptive capacity, to implementing actions and to creating deeper systemic change in public and private organisations in a range of sectors. We find that adaptation in the UK has been dominated by government initiatives and has principally occurred in the form of research into climate change impacts. These government initiatives have stimulated a further set of actions at other scales in public agencies, regulatory agencies and regional government (and the devolved administrations), though with little real evidence of climate change adaptation initiatives trickling down to local government level. The sectors requiring significant investment in large scale infrastructure have invested more heavily than those that do not in identifying potential impacts and adaptations. Thus we find a higher level of adaptation activity by the water supply and flood defence sectors. Sectors that are not dependent on large scale infrastructure appear to be investing far less effort and resources in preparing for climate change. We conclude that the UK government-driven top-down targeted adaptation approach has generated anticipatory action at low cost in some areas. We also conclude that these actions may have created enough niche activities to allow for diffusion of new adaptation practices in response to real or perceived climate change. These results have significant implications for how climate policy can be developed to support autonomous adaptors in the UK and other countries.  相似文献

Analysis of human adaptation to climate change should be based on realistic models of adaptive behaviour at the level of organisations and individuals. The paper sets out a framework for analysing adaptation to the direct and indirect impacts of climate change in business organisations with new evidence presented from empirical research into adaptation in nine case-study companies. It argues that adaptation to climate change has many similarities with processes of organisational learning. The paper suggests that business organisations face a number of obstacles in learning how to adapt to climate change impacts, especially in relation to the weakness and ambiguity of signals about climate change and the uncertainty about benefits flowing from adaptation measures. Organisations rarely adapt ‘autonomously’, since their adaptive behaviour is influenced by policy and market conditions, and draws on resources external to the organisation. The paper identifies four adaptation strategies that pattern organisational adaptive behaviour.  相似文献

Primary producers, including graziers, crop farmers and commercial fishers are especially vulnerable to climate change because they depend on highly climate-sensitive natural resources. Adaptation to climate change will make a major difference to the severity of the impacts experienced. However, individuals (resource users) can erect sometimes seemingly peculiar barriers to potential adaptation options that need to be addressed if adaptation is to be effective. Our aim was to understand the nature of barriers to change for cattle graziers in the northern Australian rangelands. We conceptualised barriers as adverse reactions where resource users are unlikely to contemplate adaptations that threaten core values or perceptions about themselves. We assumed that resource users that were more sensitive to climate change impacts—or more dependent on the resource—were more proximate to thresholds of coping and thus more likely to erect barriers, especially people with little adaptive capacity. Given that climate sensitivity and adaptive capacity are important components of vulnerability, our approach was to conduct a vulnerability assessment to identify potential but important barriers to change. Data from 240 graziers suggest that graziers in northern Australia might be especially vulnerable to climate change because their identity, place attachment, low employability, weak networks and dependents can make them sensitive to change, and their sensitivity can be compounded by a low adaptive capacity. We argue that greater attention needs to be placed on the social context of climate change impacts and on the processes shaping vulnerability and adaptation, especially at the scale of the individual.  相似文献

Human systems will have to adapt to climate change. Understanding of the magnitude of the adaptation challenge at a global scale, however, is incomplete, constrained by a limited understanding of if and how adaptation is taking place. Here we develop and apply a methodology to track and characterize adaptation action; we apply these methods to the peer-reviewed, English-language literature. Our results challenge a number of common assumptions about adaptation while supporting others: (1) Considerable research on adaptation has been conducted yet the majority of studies report on vulnerability assessments and natural systems (or intentions to act), not adaptation actions. (2) Climate change is rarely the sole or primary motivator for adaptation action. (3) Extreme events are important adaptation stimuli across regions. (4) Proactive adaptation is the most commonly reported adaptive response, particularly in developed nations. (5) Adaptation action is more frequently reported in developed nations, with middle income countries underrepresented and low-income regions dominated by reports from a small number of countries. (6) There is limited reporting on adaptations being developed to take advantage of climate change or focusing on women, elderly, or children.  相似文献

适应气候变化在国际公约谈判及国内适应实践中成为重要的关注内容,明晰适应相关的术语含义具有科学参考价值和实践指导意义。本文通过比较适应相关术语认为,适应是行为方式或对策措施的界定,可不需量化数据支持;适应能力需有明确评价指标体系,并最终产生量化性评价结果;适应性更偏重于能力属性,其基本结论是有或无、强或弱的判断,在适应性有量化结论支持或明确强弱确定时则等同于适应能力。脆弱性评价中,暴露度体现主体对象与气候变化相关的基本处境概况,敏感性表明气候变化对主体对象的影响,适应能力则是经济资本、自然资源、技术水平、社会保障四大要素的综合评价,各要素涵盖的具体指标需要酌情依据适应主体属性予以判别和遴选。适应气候变化与灾害风险管理在主体范畴、驱动因子、行动目的上有所区别,但两者共同关注提高对气候变化/气候灾害风险的抵御、承受、恢复能力,以降低不利影响,实现可持续发展为共同目标。  相似文献

Agriculture is both vulnerable to climate change impacts and a significant source of greenhouse gases. Increasing agriculture’s resilience and reducing its contribution to climate change are societal priorities. Survey data collected from Iowa farmers are analyzed to answer the related research questions: (1) do farmers support adaptation and mitigation actions, and (2) do beliefs and concerns about climate change influence those attitudes. Results indicate that farmers who were concerned about the impacts of climate change on agriculture and attributed it to human activities had more positive attitudes toward both adaptive and mitigative management strategies. Farmers who believed that climate change is not a problem because human ingenuity will enable adaptations and who did not believe climate change is occurring or believed it is a natural phenomenon—a substantial percentage of farmers—tended not to support mitigation.  相似文献

International cooperation on climate change adaptation is regarded as one of the major avenues to reduce vulnerability in developing countries. Nevertheless, it remains unclear which design properties of international arrangements match with specific problems in local adaptation processes. This paper analyses conditions and institutional design options under which international cooperation can facilitate climate adaptation in urban areas in developing countries. We conduct a qualitative meta-analysis of empirical evidence from 23 cases. Using the archetype approach, we identify re-appearing barriers and change factors in urban squatter settlements and municipal public sectors in developing countries. We characterise five generic modes of international cooperation for climate adaptation based on UNFCCC documents, process observation, and literature review. Combining these analyses, we develop testable propositions that explain how specific design options of international arrangements can alleviate barriers and make use of change factors for urban adaptation in developing countries. We find, first, that international cooperation has the most potential to tackle adaptation barriers in squatter settlements if its institutional mechanisms support improvements of procedures and rights in localised state–society interactions. Second, national or regional centres of competence may foster endogenous dynamics in municipal public sectors. Third, national adaptation policies can enable and incentivise municipal adaptation. Fourth, flexible indicators of adaptation benefits are instruments to tailor international decision making and monitoring systems to local needs. We conclude that these insights, the archetypes approach, and a multi-level study design can be used to advance research on international cooperation, barriers, and success factors for climate change adaptation.  相似文献

Climate change poses a significant risk for communities, and local governments around the world have begun responding by developing climate adaptation policies. Scholarship on local adaptation policy has proliferated in recent years, but insufficient attention has been paid to operationalization of the unit of analysis, and methods employed are typically inadequate to draw inferences about variation across cases. This article seeks to contribute to the conceptual and methodological foundations of a research agenda for comparative analysis of local adaptation policies and policy-making. Synthesizing insights from policy studies literature and existing adaptation research, the article identifies and operationalizes two aspects of public policy—policy content and policy process—which are salient objects of comparative analysis that typically vary from one community to another. The article also addresses research design, outlining a comparative case study methodology that incorporates various qualitative analytical techniques as the vehicle to examine these policy elements in empirical settings.  相似文献

Adaptation is a complex, dynamic, and sometimes unequal process. Stemming from social ecological systems theories of climate change adaptation and adaptive capacity, this case study introduces the concept of ‘divergent’ adaptation. Adaptation is divergent when one user or group's adaptation causes a subsequent reduction in another user or group's adaptive capacity in the same ecosystem. Using the example of pastoral and agricultural groups in northern and southern rainfall zones of Niger, this study illustrates the concept of divergent adaptation by identifying changes to the adaptive capacity of users who are currently engaged in conflicts over access to natural resources. Similar to other studies, we find that expansion of farmland and the consequent loss of pastoral space are restricting pastoral adaptation. Divergent adaptations favoring agricultural livelihoods include cultivating near or around pastoral wells or within pastoral corridors, both of which limit the mobility and entitlements of pastoralists. Institutions rarely secure pastoral routes and access to water points, a problem that is compounded by conflicting modes of governance, low accountability, and corruption. The case study illustrates the need to enhance the adaptive capacity of multiple user groups to reduce conflict, enhance human security, and promote overall resilience.  相似文献

通过系统梳理日本适应气候变化法律政策的发展历程,分析日本多主体适应气候变化的框架机制,结合其目前具体的适应实践进展,总结出可供中国借鉴的经验启示。研究发现,日本适应气候变化法律政策的发展经历了由重减缓、轻适应,到上升至国家战略,再到立法这3个阶段,形成了以国家、国立环境研究所、地方公共团体、地区气候变化适应中心、企业和居民为主体的多主体适应框架,从科研成果与决策应用转化、适应信息“共享—反馈—更新”有效循环、建立跨地区合作平台、适应资金支持、实施进度监测管理等5个方面构建了多主体适应气候变化机制。目前日本各适应主体逐步开展适应气候变化实践,但适应工作仍处于初期阶段,适应信息共享体系、跨地区合作细则以及适应政策实施效果评价体系有待进一步完善。结合日本的法律政策经验和中国具体情况,提出了中国应科学定位适应气候变化法律地位、加快立法进程,完善“监测评估—信息共享—适应行动—效果评价”多主体适应框架的机制体制,引导企业采取气候风险管理和适应性商业活动,提高居民的适应认知和适应能力的政策建议。  相似文献

In this paper we develop economic measures of vulnerability to climate change with and without adaptation in agricultural production systems. We implement these measures using coupled, site-specific ecosystem and economic simulation models. This modeling approach has two key features needed to study the response of agricultural production systems to climate change: it represents adaptation as an endogenous, non-marginal economic response to climate change; and it provides the capability to represent the spatial variability in bio-physical and economic conditions that interact with adaptive responses. We apply this approach to the dryland grain production systems of the Northern Plains region of the United States. The results support the hypothesis that the most adverse impacts on net returns distributions tend to occur in the areas with the poorest resource endowments and when mitigating effects of CO2 fertilization and adaptation are absent. We find that relative and absolute measures of vulnerability depend on complex interactions between climate change, CO2 level, adaptation, and economic conditions such as relativeoutput prices. The relationship between relative vulnerability and resource endowments varies with assumptions about climate change, adaptation, and economic conditions. Vulnerability measured with respect to an absolute threshold is inversely related to resource endowments in all cases investigated.  相似文献

Urban water systems need to serve increasing numbers of people under a changing climate. Studies of systems facing extreme events, such as drought, can clarify the nature of adaptive capacity and whether this might support incremental (marginal changes) or transformative adaptation (fundamental system shifts) to climate change. We conducted comparative case studies of three major metropolitan water systems in the United States to understand how actions taken in response to drought affected adaptive capacity and whether the adaptive capacity observed in these systems fosters the preconditions needed for transformative adaptation. We find that while there is ample evidence of existing and potential adaptive capacity, this can be either enabled or diminished by the specific actions taken and their cascading effects on other parts of the system. We also find social dimensions, such as public acceptance, learning, trust, and collaboration, to be as critical as physical elements of adaptive capacity in urban water systems. Finally, we suggest that changes in practices initiated during drought, combined with sustained engagement, collaboration, and education, can lead to substantial and long-lasting changes in values around water, a precursor to transformative adaptation.  相似文献
