People vary considerably in terms of their knowledge, beliefs, and concern about climate change. Thus, an important challenge for climate change communicators is how to most effectively engage different types of audiences. This study aimed to identify distinct audience segments that vary in terms of their values, beliefs, and responses to climate change and determine for each segment which specific message attributes increased motivation to engage in climate adaptation. A sample of 1031 Australian residents (aged 18–66 years) completed an online survey assessing their values, beliefs, and behaviors related to climate change, and recording their responses to a broad range of climate change adaptation messages. Latent profile analysis identified three distinct audience segments: alarmed (34.4%), uncommitted (45.2%), and dismissive (20.3%). Sixty climate change adaptation messages were coded in terms of the presence/absence of six attributes: explicit reference to climate change, providing specific adaptation advice, strong negative emotive content, emphasis on collective responsibility, highlighting local impacts, and underscoring financial impacts. Participants viewed a random sample of six messages and rated the extent to which each message motivated them to seek out more information and immediately respond to the climate change threat portrayed in the message. Multilevel modeling indicated messages that included strong negative emotive content or provided specific adaptation advice increased adaptation intentions in all three audience segments. Omitting any mention of climate change and emphasizing local impacts increased adaptation intentions in dismissive audiences. Implications for tailoring and targeting climate change adaptation messages are discussed.  相似文献

Despite it being the most studied and arguably most profound of global environmental change problems, there is relatively little research that explores climate change as a security issue. This paper systematically explores the range of possible connections between climate change and security, including national security considerations, human security concerns, military roles, and a discussion of the widely held assumption that climate change may trigger violent conflict. The paper explains the ways in which climate change is a security issue. It includes in its discussion issues to do with both mitigation and adaptation of climate change.  相似文献

Does ??climate change?? seem like a less serious problem than ??global warming?? to Americans and Europeans? Does describing the costs of climate change mitigation in terms of ??higher taxes?? instead of ??higher prices?? reduce public support for such efforts? In an experiment embedded in an American national survey, respondents were randomly assigned to rate the seriousness of ??global warming,?? ??climate change,?? or ??global climate change.?? Contrary to predictions made by a leading political strategist, the full sample and political Independents perceived ??climate change?? and ??global warming?? to be equally serious. Among Republicans, ??climate change?? was perceived to be more serious than ??global warming,?? whereas the reverse was true among Democrats. A similar experiment embedded in a survey of residents of 31 European countries showed that ??global warming?? and ??climate change?? were perceived to be equally serious problems. And an experiment embedded in an American survey showed that describing the increased costs of climate change mitigation legislation via ??higher taxes?? instead of via ??higher prices?? did not reduce popular support for such legislation, also contradicting a political strategy memo. Thus, word choice may sometimes affect public perceptions of the climate change seriousness or support for mitigation policies, but a single choice of terminology may not influence all people the same way, making strategic language choices difficult to implement.  相似文献

While scenarios are used extensively for communication about climate change mitigation, little is known about the interpretation of these scenarios by citizens. We conducted a cross-country empirical evaluation of scenario visualizations for global mitigation, using online surveys in Germany (N = 379), Poland (N = 223), and France (N = 225). Each respondent received visualizations of the required changes in global carbon dioxide emissions and composition of electricity supply (fossil fuels, nuclear, and renewable sources) for limiting global warming to 1.5 °C. We evaluated the effects of respondents’ demographics, prior beliefs, numeracy, and graph literacy on the reading accuracy and knowledge gains from the visualizations. We also included an experimental between-groups design on visualization format, where four groups received different graph formats (steep or gradual graphs with depictions of uncertainty ranges or scenario ensembles) and the fifth group received a table. Results showed that higher education level, numeracy, and graph literacy increased reading accuracy in all countries, while age reduced them. Respondents with prior beliefs about climate change mitigation that matched the information in the visualizations had also higher reading accuracy and knowledge gains. While the effects of different visualization formats were comparatively minor, customizing formats according to demographic and country differences was used to reduce adverse effects from these differences. These results emphasize the need to design visualizations that match characteristics of the intended audience and could inform better communication of climate change mitigation scenarios to non-expert audience.  相似文献

Even without internationally concerted action on climate change mitigation, there are important incentives for countries to put a price on their domestic emissions, including public finance considerations, internalizing the climate impacts of their own emissions, and co-benefits, such as clean air or energy security. Whereas these arguments have been mostly discussed in separate strands of literature, this article carries out a synthesis that exemplifies how policies to put a price on emissions can be conceptualized in a multi-objective framework. Despite considerable uncertainty, empirical evidence suggests that different countries may face quite different incentives for emission pricing. For instance, avoided climate damages and co-benefits of reduced air pollution appear to be the main motivation for emission pricing in China, while for the US generating public revenue dominates and for the EU all three motivations are of intermediate importance. We finally argue that such unilateral incentives could form the basis for incremental progress in international climate negotiations toward a realistic climate treaty based on national interest and differentiated emission pricing and describe how such an agreement could be put into practice.  相似文献

Quantitatively estimating the potential health impacts of climate change is facilitated by multi-determinant models that integrate micro- to macro-level exposures and processes that influence disease occurrence, including the public health responses, in order to identify regions and population groups that may be more vulnerable. Although progress has been made in constructing systems-based models, considerable work is required to address key issues of quantification of the climate-health associations and the factors that affect those associations; specification of model(s) appropriate to incorporate climate change, adaptation, and mitigation policies; incorporation of thresholds; incorporation of pathways of public health development; and quantification of uncertainties.  相似文献

Individual action and support for policy to tackle climate change have been linked to perceptions of political and scientific controversy and consensus concerning the issue. Recent media effects research indicates that presentation of agreement or conflict between actors’ opinions influences how audiences respond to news about climate change and policy. While some national case studies have investigated portrayals of actors’ positions on important questions regarding climate change in the media, they are largely absent from comparative research. This study addresses this gap by analysing portrayals of actor-issue-positions and the emerging patterns of controversy and consensus in German, Canadian, and US coverage. Studying a sample of occurrences of climate change-related issues (N = 902) in-depth, the results show German media present political consensus about the need to limit emissions and societal controversy about the efficacy of specific mitigation measures. Presenting mainly consensus, Canadian media report more on climate change’s impact, leaving aside the issue of efficacy. In the US, media emphasise political controversy — about the need to limit emissions and occasionally about climate change’s impact on humans. The findings, consistent with other recent publications, can best be explained by journalists selectively indexing of seemingly relevant actor-issue-positions.  相似文献

Recently, in the United Kingdom, two issues have dominated the energy policy agenda: effective climate change mitigation and energy security. Whilst evolving government policy has led to government support for new build nuclear power as part of the nation's future energy mix, limited attention has been devoted to examining how arguments were constructed to lead ‘naturally’ to nuclear new build as an option for addressing these two issues. Using Critical Discourse Analysis this paper analyses the struggles within the climate change mitigation and energy security discourses in generating and/or replacing meanings. In particular, it examines how construction of the dominant (hegemonic) discourses led ‘naturally’ to the necessity of new build nuclear power. This paper draws upon 24 stakeholder interviews to examine the hegemonic and counter-hegemonic discourses. It outlines how climate change and energy security were perceived as motivators for energy policy; it shows how the combination of the dominant construction of climate change as an environmental issue and the construction of energy security as a ‘gas gap’ lent weight to the argument for nuclear new build. Struggling against these discourses is a counter-hegemonic discourse centred around climate change as a symptom of unsustainability and energy security as a lack of energy diversity. The latter, rather than ‘naturally’ proposing an urgent need for nuclear new build, lead to the argument for readdressing the focus of, and use of resources by, society - reducing energy demand and increasing energy supply diversity.  相似文献

Public scepticism surrounding climate change is an obstacle for implementing climate change mitigation measures in many countries. However, very little is known about: (1) the nature and sources of climate change scepticism; and (2) its influence on preferences for climate change mitigation policies. In this paper, we investigate these two issues using evidence and analysis from an Australian public survey and choice experiment. The study has three key findings. First, the intensity of scepticism varies depending on its type; we observed little scepticism over the cause, trend and impact of climate change and widespread scepticism over the effectiveness of mitigation measures and global co-operation. Second, cause and mitigation scepticism play significant roles in determining public support for climate change abatement. Respondents who believed in human-induced climate change were significantly more supportive of mitigation. Likewise, respondents who believed that mitigation would be successful in slowing down climate change were significantly more likely to be supportive. Third, the general public tend to give the benefit of the doubt to supporting mitigation. Those who expressed higher uncertainty about climate outcomes were more supportive of mitigation than others with similar expectations but lower uncertainty.  相似文献

Climate change activism has been uncommon in the U.S., but a growing national movement is pressing for a political response. To assess the cognitive and affective precursors of climate activism, we hypothesize and test a two-stage information-processing model based on social cognitive theory. In stage 1, expectations about climate change outcomes and perceived collective efficacy to mitigate the threat are hypothesized to influence affective issue involvement and support for societal mitigation action. In stage 2, beliefs about the effectiveness of political activism, perceived barriers to activist behaviors and opinion leadership are hypothesized to influence intended and actual activism. To test these hypotheses, we fit a structural equation model using nationally representative data. The model explains 52 percent of the variance in a latent variable representing three forms of climate change activism: contacting elected representatives; supporting organizations working on the issue; and attending climate change rallies or meetings. The results suggest that efforts to increase citizen activism should promote specific beliefs about climate change, build perceptions that political activism can be effective, and encourage interpersonal communication on the issue.  相似文献

Climate change impacts on marine environments have been somewhat neglected in climate change research, particularly with regard to their social dimensions and implications. This paper contributes to addressing this gap through presenting a UK focused mixed-method study of how publics frame, understand and respond to marine climate change-related issues. It draws on data from a large national survey of UK publics (N = 1,001), undertaken in January 2011 as part of a wider European survey, in conjunction with in-depth qualitative insights from a citizens’ panel with participants from the East Anglia region, UK. This reveals that discrete marine climate change impacts, as often framed in technical or institutional terms, were not the most immediate or significant issues for most respondents. Study participants tended to view these climate impacts ‘in context’, in situated ways, and as entangled with other issues relating to marine environments and their everyday lives. Whilst making connections with scientific knowledge on the subject, public understandings of marine climate impacts were mainly shaped by personal experience, the visibility and proximity of impacts, sense of personal risk and moral or equity-based arguments. In terms of responses, study participants prioritised climate change mitigation measures over adaptation, even in high-risk areas. We consider the implications of these insights for research and practices of public engagement on marine climate impacts specifically, and climate change more generally.  相似文献

Unlike many other environmental problems, the terms used to describe the phenomenon of increasing atmospheric concentrations of anthropogenic greenhouse gases are many, with multiple and sometimes conflicting meanings. Whether there are meaningful distinctions in public perceptions of “global warming,” “climate change,” and “global climate change” has been a topic of research over the past decade. This study examines public preferences for these terms based on respondent characteristics, including climate change beliefs, political affiliation, and audience segment status derived from the “Global Warming’s Six Americas” classification. Certainty of belief in global warming, political affiliation and audience segment status were found to be the strongest predictors of preference, although “I have no preference” was the modal response. Global warming appears to be a more polarizing term than climate change, preferred most by people already concerned about the issue, and least by people who don’t believe climate change is occurring. Further research is needed to identify which of these two names promotes the engagement of people across the spectrum of climate change beliefs in constructive dialogue about the issue.  相似文献

Climate change is increasingly becoming the hotspot issue of global attention. On the basis of review of the process responding to climate change of international community, this paper introduces the status of carbon emissions of the world and China, and the technology potential for China to mitigate carbon emissions. At the same time, this paper explores the macro-impacts of China's mitigation of carbon emissions, the equity of global mitigation of climate change, and the impacts of international cooperation in the field of climate change. Furthermore, this paper puts forward the ideas and countermeasures of mitigating climate change in China, indicating that China should positively adapt to the trends of international politics, economy and trade pattern changes and bring the strategies of mitigating climate change into national social and economic development strategy, planning to promote comprehensive, coordinated and sustainable development of national economy and society under the situation of global response to climate change.  相似文献

The main purpose of this article is to evaluate the extent to which the Cohesion Policy of the EU contributes to its climate change mitigation effort. While climate change mitigation and the EU Cohesion Policy have been both thoroughly studied theoretically, the novelty of the present article lies in an analysis of their mutual relationship. Also, a unique feature of this research is an analysis of the contribution of the Cohesion Policy to climate change mitigation over a period of 20 years, including a comparison of the three last programming periods (2000–2006, 2007–2013 and 2014–2020). The results of this research suggest that, while the beginning of the new millennium saw the Cohesion Policy neglecting the issue of climate change mitigation, the current programming period (2014–2020) placed it among its key priorities. This conclusion is supported by a comprehensive set of data on five selected indicators. This article also displays the results against the perspective of the overall climate change mitigation objectives of the EU.

POLICY RELEVANCE

The present article shows how a policy, which used to be considered rather distant from climate change, progressively adopted climate change mitigation as one of its principal objectives. As such, it provides a practical guidance on the integration of climate change mitigation in other policy areas, which may be applied not only in a supranational organisation but also on a national, regional or local level.  相似文献

Much research has now been conducted into the representation of climate change in the media. Specifically, the communication of climate change from scientists and policy-makers to the public via the mass media has been a subject of major interest because of its implications for creating national variation in public understanding of a global environmental issue. However, to date, no study has assessed the situation in India. As one of the major emerging economies, and so one of the major greenhouse gas emitters, India is a key actor in the climate change story. This study analyses the four major, national circulation English-language newspapers to quantify and qualify the frames through which climate change is represented in India. The results strongly contrast with previous studies from developed countries; by framing climate change along a ‘risk-responsibility divide’, the Indian national press set up a strongly nationalistic position on climate change that divides the issue along both developmental and postcolonial lines.  相似文献

Climate change will injure vulnerable communities. In response, coordinated global action has emerged to mitigate climate change, to gauge and map climate-related risks, and to plan for adaptation, which in turn has opened new avenues of funding, power, knowledge and opportunity. The identification of climate risks, analysis and diffusion of ‘impact’ scenarios, incorporation of carbon into economic regimes, and interventions to enhance adaptive capacity will necessarily be experienced differently by different groups. As climate-related crises produce winners and losers, so may discourses and plans made to avert such crises. In the process both the bio-physical events and the social responses shape and reshape social stratification and the distribution of risk. They produce new inequalities and needs for new kinds of responses to guard against injustice. From the emergence of desalination water projects and contested water access, to relocation planning in the Arctic and the South Pacific due to sea-level rise, to increasingly centralized forest management; mitigation and adaptation responses and interventions create their own critical outcomes. This essay and the articles in this special issue examine some new opportunities and risks associated with climate-change discourses and interventions. This special issue shows that vulnerable communities may be at risk of material injury following climate change or climate change intervention; and, be further insulted and injured by lack of representation and recognition, and by misrecognition as simplified, stereotyped victims in local, national and international climate conversations. Using a mixture of theoretical insight and case study research, this collection of articles explores the injuries of climate change as it applies to both direct physical stress scenarios and exposure to adaptation and mitigation policies and planning, as well as the discursive insults of being discounted, stereotyped, or ignored.  相似文献

采用哥本哈根学派提出的安全化方法,对中美气候安全化水平进行对比,结果表明:安全是一种主体间现象,通过中美气候安全化水平的对比,可以清楚地识别出中国处于由政治权威、科学权威作为安全化主体的高强度“安全化”过程中,而美国正处于由政治权威引导的“反安全化”过程。“主体间性”是安全化主体之间对存在性威胁的认同程度,中国气候安全化的主体间性与气候安全化进程不协调,表现为中国政治高层的气候安全化水平较高,而公众的安全化水平相对较低。气候安全存在性威胁表达是制约中国公众气候安全化水平的重要因素,表现为安全化视角和媒介单一。建议通过引入全球视角和图形化等方式增强存在性威胁表达效果,以提升中国气候安全化水平。  相似文献

This article contributes to the existing literature by investigating the importance of value orientations for the Norwegian public's climate change concern, by analysing data from a national Gallup Poll from 2003 to 2011. Logistic regressions were conducted to investigate the importance of individualistic and egalitarian values for climate concern, and whether the groups of different value orientations have polarized in their climate concern over time. Respondents who hold less individualistic values and those holding egalitarian values are found more likely to be concerned about climate change than are those holding individualistic and less egalitarian values. Furthermore, the analyses find polarization in climate concern in the period for both value orientations. Increased focus on policy instruments in the political debate may be one explanation for values being increasingly salient. Future research should focus on studying ways to formulate policies given variations in values. One way would be to develop solutions that have co-benefits across groups of different value orientations. However, not all mitigation policies have immediate co-benefits for everyone. Research on how changes in the institutional setting may enhance the logic of social responsibility seems crucial.

Policy relevance

It is an important social science contribution to increase our understanding of public positions on climate change for developing effective responses to this vexing problem. This study identifies polarization over time between subgroups of different value orientations in their climate change concern. This may have implications for policies, as political solutions may be increasingly dependent on the composition of political leadership. Society and politicians should look for mitigation policies that have co-benefits across groups of different value orientations when possible. However, not all mitigation policies have immediate co-benefits for everyone. One option then is to change the institutional settings from enhancing the logic of individual benefits to enhancing the logic of social benefits for behaviour crucial for mitigating climate change. Finally, narratives about a low-emitting society that are attractive for all groups of value orientations should be emphasized.  相似文献
