地震科学是一门以观测为基础的科学 ,地震预报的根本突破取决于地震观测技术、观测方法及科学水平的不断完善与提高。因而 ,要想提高地震预报的水平和能力 ,首先要提高观测技术系统的现代化水平。地震前兆是与地震的孕育和发生有着密切联系的科学事实的总称 ,对这些科学事实及其与地震联系的研究是前兆研究的基本内容。地震前兆观测技术系统就是用以获取地震孕育、发展、发生全过程中前兆异常信息的技术系统 ,它对地震前兆信息的观测是地震预报和防震减灾工作的基础。辽宁省地震前兆观测技术系统是七十年代建立起来的 ,基本都是观测精度较低…
