走向区域协同：协调草地生态功能与牧草生产服务（英文）

畜牧业和种植业在西藏高原不同地区长期处于分离发展状态,这种分离的格局导致了土地利用强度加剧和草场与农田生态系统的退化。农牧结合可通过行业间生态位互补提高粮食和饲料生产力,并有效提升复合生态系统的弹性,因此,通过协调畜牧业和饲料作物生产,走向区域协同成为农牧业发展和退化生态系统恢复的综合解决途径。通过区域耦合,协调专业化畜牧业和集约化农业,是解决放牧系统牧草不足和畜牧业生产瓶颈的有效办法。目前,要实现农牧业发展的区域协同,还必须从局域农场向区域层面推进。为此,从2016年起,国家重点研发计划项目"青藏高原退化高寒生态系统恢复与重建与技术示范"开始实施,旨在通过建立生产和生态功能相协调的草牧业技术体系,协调生态-草-牧关系,实现遏制草地退化和转变畜牧业发展方式的双赢目标。面对青藏高原草地退化的严峻威胁,迫切需要通过生态功能与生产功能相协调的方式实现区域协同。本专辑组织发表草地生态和管理的相关论文,以期促进高寒生态系统的管理和可持续利用。     

高寒牧区草地沙化问题研究——以玛曲草原为例

 针对玛曲草原草地退化问题,运用Cobb-Douglas生产函数和Chow分割点检验定量分析原料型畜牧业和制度对草地沙化的影响,并得出制度是导致草地沙化的根本原因;针对存在的问题,运用环境机会论探索可持续的生产、经营和管理模式。通过优化发展模式,实现经济发展与草原生态的良性循环,为其他高原牧区畜牧业经济发展提供借鉴意义。     

中国草畜平衡状态时空演变指示的草地生态保护格局

中国草原牧区作为重要生态安全屏障和草地畜牧业生产基地,其草畜平衡状态直接影响草地退化与恢复,进而影响草地生态系统服务能力的强弱。本文分析了2000—2015年主要草原牧区草地植被覆盖、牧草供给、草畜平衡状态的时空变化特征,深入探讨草地退化与恢复及载畜压力下草地生态系统保护与恢复空间格局。结果表明：过去16年主要草原牧区草地面积净减少约163万hm²,6.7%的草地出现植被覆盖退化,而5.4%的草地呈现植被覆盖明显恢复。天然草地牧草供给量以增加为主,年增率约0.3 kg/hm²,然而其载畜压力亦持续增加,不考虑补饲的载畜压力指数高达3.8,除内蒙古东北部、青藏高原中部仍有载畜潜力,其余多处于超载状态;考虑实际冷季补饲的载畜压力指数约3.1,内蒙古中东部有所缓解;假设冷季全额补饲则载畜压力指数减至1.9,内蒙古、青藏高原等区域明显缓解。叠加上述数据,本文针对自然保护地、牧区、半农半牧区和农区等不同区域的草地生态保护格局,提出了平衡草地生态保护与畜牧生产利用的不同发展策略。     

江河源区的草地资源特征与草地生态变化

通过对江河源区草地生态类型与分布、草地资源特征及其利用现状的研究和生产力的评价，并根据70年代以来3期遥感资料和区域调查结果，分析了江河源区草地生态变化态势，结果表明：现状江河源区草地以高寒草原化草甸为主要草地类型，其分布面积占江河源区总草地面积的53.78%。组成草地牧草的主要植物种类的粗蛋白含量超过10%，粗脂肪含量在2%以上，能值储量在9.34KJ.g^-1以上；自70年代以来，由于区域畜牧业的迅速发展，江河源区冷季草场严重过牧，超载牲畜量达理论载畜量的1-5倍，大部分地区夏季草场亦超载，导致江河源区草地生态严重退化，年退化速度达6.64%-34.35%。合理利用草地资源，保护该区域脆弱生态环境已迫在眉睫。     

概论川西北地区草场的退化与保护问题

川西北地区草场面积辽阔,水草丰茂,牧草资源丰富,不仅是四川得天独厚的畜牧业基地,也是我国的五大重要牧区之一。但近若干年来,草场退化日趋严重,退化面积和范围不断扩大,已成为影响畜牧业发展的重要障碍因素之一。因此,保护草场,防治     

中亚地区草地生态承载力及牧业可持续性（英文）

草地生态系统是地球上最重要的陆地生态系统之一,中亚地区拥有世界上最大的连片草原,具有发展畜牧业的良好条件。但是近30年来中亚草地生态系统出现了显著的退化,同时畜牧业也出现了整体衰退,畜产品转而依赖进口。研究采用生态足迹方法,分析了中亚地区草地生态承载容量及其生态占用的变化趋势及特征,发现中亚地区草地生态容量远高于全球水平,尚有较大的开发利用潜力。通过对中亚各国畜产品国际贸易的分析发现,各国畜产品国际贸易呈现逆差,且净进口量逐年增加。畜产品对外依存度持续增加,不利于中亚地区畜牧业持续性发展。未来,中亚国家应从产业政策、生态治理、科技创新等要素着手,进行系统优化和提升,提高草地畜牧业生产率,同时加强草地生态保护,实现草地生态经济系统的协调性和可持续发展。     

基于PRA方法的农户对干旱区草原生态保护政策的认知分析

自2000年以来,中国草原牧区实施的一系列草原建设和保护工程引起了草地利用方式和农牧民传统生产模式的改变。农牧户作为生产经营活动的直接参与者和草原生态保护政策的实施主体,其认知态度与行为选择将直接影响政策实施效果,对草原生态环境有着直接影响。以黑河上游肃南县干旱区草原为例,选取了自由放牧区、半农半牧区和舍饲养殖区三个不同类型牧区,采用参与式农户评估方法（PRA）,分析了农牧民对草原生态保护政策的认知情况和实施效果及其在当前政策背景下倾向性的草原放牧措施。结果表明：（1）相对宽松的草地资源约束使自由放牧区内农牧民的草原保护政策认知水平较高,58.1%的农牧户对季节性休牧和补贴数额有较高的认同度,但存在超载放牧现象。（2）半农半牧区和舍饲养殖区农牧民对草原保护政策的认知水平偏低,同时,舍饲养殖导致的生产成本上升使该趋势进一步加剧,71.7%的农牧户响应禁牧政策的积极性不高且认为禁牧补贴数额不合理。建议从增加非农就业机会、完善农村金融服务体系、细化草原补奖标准和调整草地资源约束的角度因地制宜采取配套措施,实现保护生态和农牧民增收双目标。     

藏北高原高寒草地草畜平衡评估方法比较（英文）

放牧是世界各国利用草地的主要方式之一,其中草畜平衡又是畜牧业可持续发展的核心问题。然而,草畜平衡评估方面的方法相对较少,而且往往忽略了非生物因素对牧草产量的动态影响。本研究将长期的野外数据与遥感数据以及温度和降水的气候记录相结合,量化了2000–2016年期间气候变化和人类活动对藏北高原高寒草地草畜平衡的影响。我们采用了两种不同的方法,分别是基于平衡理论的静态方法和基于非平衡理论的动态方法,同时还讨论了这两种方法在制定草地可持续管理潜在政策时的不确定性和缺陷。静态算法的结果表明,2000–2016年,除尼玛县(包括双湖县)外,所有县的草地都存在严重的过度放牧现象。相比之下,动态方法结果显示,2000–2016年仅有8年过度放牧,其余9年整个藏北高原高寒草地有盈余。此外,动态方法还发现藏北高原东南和西南地区县域的高寒草地过度放牧,而中部地区县域的高寒草地放牧较少,草地有盈余,这与实地调查结果一致。然而,对于受到人类不合理活动严重干扰的高寒草地,静态方法仍然值得推荐。     

论我国牧区气候与草原畜牧业的关系

本文以年湿润度0.6和≥0℃积温3000℃为界把我国牧区和农区分开。牧区集中了我国的干旱、半干旱和高寒地区,水、热、土的配合有较大缺陷,农业生产受到很大限制.草原畜牧业流动性大,牧草和家畜的适应性又比较广,并能利用多种多样的气候资源进行牧业生产。本文根据大量的草畜调研材料和气侯资料,论述了我国牧区形成的气候原因,草场类型、季节草场、产量和品质以及家畜活动、畜产品与气侯条件的关系,由此提出了我国草原畜牧业生产中的主要牧业气候问题和解决对策。     

对于东乌珠穆沁草地的生态保护研究

东乌珠穆沁草原是欧亚大陆温带草原的东翼,是全国四大天然草原组成之一,对于整个华北地区生态环境保护具有十分重要的战略地位。但由于人为原因和自然因素的综合作用,东乌珠穆沁旗近几十年来草原生态系统不断恶化,主要表现为草地退化、沙化和盐渍化现象日趋加重。维护草地生态安全,实现可持续发展,是东乌珠穆沁旗面临的重要任务。天然草原是畜牧业可持续发展与牧民稳定增收的基本保障,如何在草原生态不被破坏的前提下建设草原的问题日趋重要。本文提出了东乌旗草地退化的原因,并对其进行分析研究,总结出对于东乌珠穆沁旗草地的生态保护对策。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
