This paper analyses the concept of ‘co-management’ and tries to explain why co-management has recently become important to different types of fisheries administration. A preliminary analytical framework is sketched, before going on to describe the Norwegian co-management system, known as ‘centrally directed consultation’, where fishermen's representatives are established on a wide range of organisations that exert a direct influence on fisheries policy, including not only quota management but grant aid, sales, research and education. The final section is devoted to the lessons that may be learned from the Norwegian experience, bearing in mind the particular background of Norway and its historical setting.  相似文献

The EU's bilateral fishing policy towards developing third countries has evolved over the years to increasingly emphasise sustainability, culminating in 2002 with the release of a ‘fisheries partnership approach’. The Community has begun to operationalise the policy in various West African coastal states, where its new fisheries partnership agreements are intended to function as ‘development vectors’. This paper introduces the EU's new policy, examines its potential implications for the role of sustainability in future bilateral fishing relations and highlights the impetus for it with reference to analysis of the EU's most recent agreement with Senegal based on empirical research.  相似文献

Over the past two decades profound changes have taken place in the European Union's (EU) fisheries policy. Partly these changes have occurred within the EU's Common Fisheries Policy itself, but partly policy change has been effected by the application of environmental legislation and policy instruments to fisheries issues. This article argues that the process of policy change in EU fisheries policy can best be understood in terms of the interaction of policy images and policy venues that is at the core of the punctuated equilibrium theory of policy-making. As a result of the rise of a biodiversity perspective on fisheries issues, environmental policy-makers have become active in fisheries issues, which has led to profound changes in both the content of fisheries policies and the institutional organisation around this issue area.  相似文献

The industrial fisheries of Fiji have had mixed fortunes. The fresh fish export industry has grown rapidly in importance so that fisheries is now the third most valuable export industry; its positive effect on the economy is mainly in the increase in the purchase of goods and services, such as air freight. The present ‘hands off’ policy by government in the fresh fish export industry should continue until the industry matures. In the longer run, ad valorem royalties should be considered as a mean of capturing resource rents. The government-owned export cannery has been in financial decline, and the maintenance of the social benefits of regional employment generated by the cannery has come at a high cost to government coffers. The future of the cannery, now leased to a private operator, is clouded by the uncertainty of the continuity of concessional access to European markets beyond the year 2000. The main task faced by government is the management of fisheries and fish stocks. The management of the inshore fisheries — vital to the needs of a large proportion of the population — needs additional resources. The capability for management of the industrial fisheries, necessary to maximise long term public benefits, would be enhanced by full cost recovery through a user pays policy. In the past decade, the European Commission has developed the Marine Strategy Directive and the Maritime Policy. Both policies aim at governing the marine environment; yet the two policies have a differing signature in policy formulation and implementation. From a fisher's perspective these policies present a change in institutional setting; major policy measures no longer descend from the EU Common Fisheries Policy alone, but increasingly are derived from general environmental policy developments. In this paper, the policy arrangement approach is used to analyse the differences between the two maritime policies, and the way in which they can affect fisheries management.  相似文献

On 22 April 2009 the European Commission published its ‘Green Paper on the Reform of the Common Fisheries Policy’. The Green Paper points out a contradiction in policy, noting on one hand that public financial support to the Community's fisheries sector is substantial, but on the other hand such support is often incompatible with other Common Fisheries Policy (CFP) objectives, particularly the need to reduce overcapacities. Providing an analytical framework to better understand the effects of subsidies as well as an overview of existing funding schemes under the CFP, this article aims at answering some of the questions posed by the European Commission within its Green Paper. Answers are based on two ideas: the exploitation of marine capture resources ultimately depends on the level of available fish stocks and that a large share of subsidies fuels the race to fish by inducing investment incentives for the fisheries sector. Policies that have ignored this tend to encourage inefficient and unsustainable fishing as well as the misallocation of public funds. Although support schemes under the CFP have changed in recent years, some problematic support schemes persist. A future reform will have to continue the course taken towards sustainable and efficient approaches to supporting the fisheries industry.  相似文献

A feasibility study was conducted on the impacts of the new Common Fisheries Policy (CFP) rules requiring catches in regulated fisheries to be landed and counted against quotas of each Member State - the landing obligation (LO), and that catch of species subject to the LO below a minimum conservation reference size (MCRS) be restricted to purposes other than direct human consumption. The aim was to estimate the level of discarded fish likely to be covered by the new rules, the impact of the rules on EU fisheries and the regulatory challenges and responses to them. Data from EU's Scientific, Technical and Economic Committee on Fisheries (STECF) database were analysed to estimate the volume of unwanted catches produced by EU fisheries. Views were sought from policy officials and fisheries scientists through a questionnaire on the implications of the LO and the control of fisheries across Member States, and the potential adjustments that might be needed. Findings show that 11% (44,000 t) of the total catches of EU countries from which data were available are of fish under MCRS. The species with the highest volume of undersized discards associated with the lowest quota, which would potentially restrict the fishing opportunities for other quota species (i.e. choke species), are plaice and haddock with 18,000 and 14,000 t of undersized fish respectively, followed by whiting and cod with 5000 and 6000 t of undersized fish respectively. Discards data shows that the Netherlands, United Kingdom, France and Belgium will be most affected by landings for non-human markets. Findings also show that existing infrastructure at landing ports in all Member States is limited because there are currently limited facilities in place to handle animal by-products produced by the catching sector. Policy officials maintained that while they could support the fishing industry through funding programmes, it is the responsibility of fishers to ensure they have the right infrastructure to handle unwanted catches. The expectation is that the LO combined with the restriction to non-human consumption purposes will encourage fishers to internalise the costs of catching unwanted fish and motivate them to avoid unwanted catch. This will be realised if sufficient flexibility is given to fishers to find their own solutions to reducing unwanted catches. It is concluded that gear technology measures exist to enable the regulated fisheries to increase gear selectivity.  相似文献

The European fisheries management is currently undergoing a fundamental change in the handling of catches of commercial fisheries with the implementation of the 2013 Common Fisheries Policy. One of the main objectives of the policy is to end the practice of discarding in the EU by 2019. However, for such changes to be successful, it is vital to ensure stakeholders acceptance, and it is prudent to consider possible means to verify compliance with the new regulation. Remote Electronic Monitoring (REM) with Closed-Circuit Television (CCTV) has been tested in a variety of fisheries worldwide for different purposes and is currently considered as one possible tool to ensure compliance with a European ban on discards.This study focuses on Danish fishery inspectors and on fishers with REM experience, whose opinions are less well known. Their views on the landing obligation and on the use of REM were investigated using interviews and questionnaires, and contrasted to some fishers without REM experience. 80% of fishery inspectors and 58% of REM-experienced fishers expressed positive views on REM. 9 out of 10 interviewed fishers without REM experience were against REM. Participation in a REM trial has not led to antipathy towards REM. Fishery inspectors saw on-board observers, at-sea control and REM as the three best solutions to control the landing obligation but shared the general belief that the landing obligation cannot be enforced properly and will be difficult for fishers to comply with. The strengths and weaknesses of REM in this context are discussed.  相似文献

A landing obligation was formally implemented in the European Union (EU) for the first time, as part of the recent reform of the EU Common Fisheries Policy (CFP). Given the reasonable success of the landing obligation in some countries such as the Faroe Islands, Iceland and Norway, this policy is seen as a viable approach to tackle the long-recognized discarding problem in EU waters. However, there has been some debate on whether there is sufficient evidence to support the feasibility of such a measure in the EU-CFP. The EU landing obligation will implicitly include all small-scale fisheries (SSF) provided the species captured are subject to catch limits or minimum sizes (in the case of the Mediterranean). SSF were included irrespective of the fact that the discarding problem in the EU has been historically associated with medium- to large-scale fleets (in particular largely mixed species trawl fisheries). Additionally, past experiences with a discard ban policy are still limited to specific countries and/or specific fisheries. This paper examined the appropriateness and feasibility of the recently implemented EU landing obligation in SSF. The effects in the long-term are unpredictable, but available evidence suggests that in the short to medium-term a landing obligation is likely to bring more negative social, economic and ecological impacts than benefits.  相似文献

The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance of fishing activities for specific local communities emerges more clearly in respect of previous studies. The map of fisheries dependent coastal communities identifies in 2010, 388 communities, out of 1697, with dependency ratios above 1%. Around 54% of total fishery employment is estimated in these areas. In terms of policy support, identifying and mapping these local fishing coastal communities is of key importance considering the strong priority assigned by the new European Union's Common Fishery Policy to fishery management at the regional level.  相似文献

Community-based fisheries management is being widely promoted as an alternative to centralized systems based on the familiar bioeconomic models that have manifestly failed to prevent a near catastrophic overexploitation of fish stocks worldwide. The Pacific Island Region probably contains the world’s greatest concentration of still-functioning traditional community-based systems for managing coastal-marine fisheries and other resources.It has been frequently asserted that many such traditional systems provide both a firm foundation for future coastal fisheries management in the Pacific Islands Region, as well as a conceptual framework for managing fisheries elsewhere. Although now seemingly self-evident to fisheries development “experts”, such assertions remain largely unverified.Whereas it is a relatively straightforward task to distil basic “design principles” from a sample of systems, it is far more complex to analyze the multi-sectoral national environment in which they function, especially when their history is taken into account. In other words, it is far less widely appreciated that many contemporary community-based fisheries management systems are the end products of a long process of change and adaptation to external pressures and constraints.In this article I address some of the broader contextual issues that should be appreciated in policymaking with respect to a potential modern role for traditional management systems in general, and in the analysis of a future role for any given system. First, the principal external factors that have caused change in systems are described and exemplified. The recognition of the potential role of existing community-based fisheries systems, and attempts to act on it, is summarized for some Pacific Island nations, with a focus on the complex problem of reconciling customary and statutory legal systems. In the final section I examine three principal national policy alternatives regarding the potential role of existing local fisheries management systems, together with three main criteria for determining whether or not a system can be adapted to fulfill modern requirements.  相似文献

The European fisheries policy has undergone a substantial reform. The reform process was initiated by a Green Paper published by the European Commission in 2009. It was recently finalised with an agreement on a new Basic Regulation between the European Commission, the Council and the Parliament in October 2013. The reform of the Common Fisheries Policy will be an important step towards a more sustainable fisheries policy in Europe. The most important reform steps are the introduction of maximum sustainable yield as the new management target, a landing obligation for bycatch and a governance shift towards regions. Although the mentioned reform elements are in generally very promising, their concrete design does not always meet existing expectations.  相似文献

Despite evidence of a broadening of the science base for European fisheries policy with the incorporation of an ecosystem approach and increasing use of economic modelling, the contribution of the social sciences to policy related research remains less conspicuous. Progress has occurred in the understanding of institutional structures and the theory of fisheries governance, but analysis of EU funded research in the 6th Framework Programme (2002–2006) points to the absence of social science except in multi-disciplinary projects. The diasporic nature of fisheries social science and the absence of clearly articulated social objectives from fisheries policy are among the more plausible explanations for this unconformity. Prospects for reform of the CFP in 2012—including a redistribution of responsibilities between central and regional institutions—offer enhanced opportunities for the social sciences in interdisciplinary and specialist areas of policy related research. Responding to the challenge will necessitate the building of stronger networks within the family of social sciences and across disciplinary boundaries with the natural and economic sciences.  相似文献

Fishing limitations to protect fish stocks can develop to different types of property rights. A move towards full private rights is promoted by some authors. The article questions whether such a move is desirable and it also investigates whether private rights are indeed becoming more important in EU fisheries. A study on property rights in the Danish, Dutch and UK fishery (WP Davidse, ed., Property Rights in Fishing, LEI-DLO, The Hague, 1997, OV159) sector forms the background of this approach.Bromley’s definition of property rights (D W Bromley, Environment and Economy: Property Rights & Public Policy, Blackwell, Oxford, 1991), including ‘a right to a benefit stream’, has been used to identify rights in these three EU fishing sectors. These property rights regimes vary from a domination of state property, the Danish one, to a complete system of individual rights, the Dutch case. The UK position is between these extremes, showing characteristics of common property, apart from kinds of state- and individual property of fishing rights.The article ends with a consideration of the review of the Common Fisheries Policy (CFP) in 2002 from the viewpoint of property rights. Negotiations in the run up to 2002 will demonstrate conflicts between views on state property and on private property rights. This regards the tension between the principle of relative stability of quota allocations and the EU principle of free movement of capital, goods and services. Finally, two possibilities are suggested to combine both these principles.  相似文献

This paper assesses the views of various environmental groups on access control in fisheries, as stated in documents prepared by these groups. The views range from outright opposition to tentative promotion. Differing views on the definition of conservation, the appropriate make-up of the fishing industry and the likely make-up with and without access control, and the appropriate nature of property rights for fisheries are highlighted. An important aspect of the last issue is the concern over potential ‘takings’ problems under the Fifth Amendment to the US Constitution when management is imposed in rights-based fisheries regimes.  相似文献

Promoting and attaining sustainable use of resources through community participation is a central tenet of the European Union's (EU) 2013 Reform of the Common Fisheries Policy. A systematic review approach was used to identify participatory fisheries management arrangements within the EU. Following this, the participatory arrangements were categorized based on the nature of the decision-making arrangement, influence and empowerment of the fishing industry. The study identified 40 management arrangements distributed through 8 member states, with a variety of fisheries and institutional settings for participation in fisheries management in the EU. The majority of the partnerships identified are “Functional participation”, i.e., the participatory arrangement is based in pre-determined goals encouraged by higher decision-making levels in order to increase efficiency of management decisions. Interactive partnership was the highest level of participation identified in the systematic review, and is usually more conducive with local arrangements in coastal and small-scale fisheries targeting low mobility species.  相似文献

Following the enactment of the Constitution in 1996, the South African government undertook a process of legal reform in the fishing sector. This led to the publication of a new fisheries policy endorsing equity and sustainability, as reflected in the Marine Living Resources Act. This paper examines efforts to implement the policy, particularly the objective of “transformation”, against the background of law reform in fisheries over the last decade. The discussion is located within the context of related domestic legal developments and current trends in international fisheries law. The failure of the command and control approach to fisheries management has encouraged governments to look for new ways of balancing the requirement to conserve fish stocks and yet maintain a flow of benefits that will meet economic and social targets. In the quest to establish a system for sustaining production in the Common Pond, the European Union (EU) has begun to investigate alternatives to the current management system. This research paper examines the problems associated with the current management regime operating in the EU in the light of alternatives for managing the fisheries. The research seeks to establish whether, given the serious problems confronting the EU's fishing industries, fishermen would be prepared to accept change and offer their ideas and support to develop an alternative management system. The research draws on the opinions of fishermen from Shetland and discusses the findings gained from interviewing key informants in conjunction with the results of an opinion survey of skippers and boat owners.  相似文献

Marine Stewardship Council (MSC) certification is a market-based incentive program recognizing well-managed fisheries. Currently, four Argentine fisheries are involved in the MSC program. Using in-depth, semi-structured interviews with fishery stakeholders, the study surveys their perceptions regarding MSC certification. MSC certification is positively perceived because stakeholders focus on knowledge of the process. Most respondents consider certification as encouraging effective fishery stakeholders’ participation: access to information, increased communication, and reaching consensus. Market/political/social realities will prove whether a more intense participation of Argentine fisheries in the certification initiative is useful. Because some markets in the EU and USA are demanding MSC certified products, there is a need to work towards a governance structure that helps link certification with policy market outcomes to ensure exportation of Argentine fish. MSC certification may suggest improved management of participatory bottom-up planning. This bottom-up approach provides an opportunity to establish feedback mechanisms and organizational changes.  相似文献

This article discusses inequality in the Icelandic cod fishery, focusing on changes in the actual distribution of fishing quotas and the ways in which Icelanders currently talk about equity and ownership. The individual transferable quota (ITQ) system, introduced in 1984, divided access to an important resource among those who happened to be boat owners at that time. Statistical findings with respect to the cod fishery - based on a database (the ‘Quotabase’) constructed using detailed information on all vessels that have been allotted ITQs from the onset of the system - show that ITQs have been increasingly concentrated in the hands of the biggest companies. Many of the small-scale boat owners that still hold ITQs are increasingly compelled to enter into contracts that involve fishing for larger ITQ holders. It is suggested that the distribution of ITQs, as well as their evaluation in social discourse, represents an important field of research. In Iceland, public discontent with the concentration of fishing rights and the ensuing social repercussions is increasingly articulated in terms of loaded metaphors, including ‘profiteering’, ‘tenancy’ and ‘lords of the sea’. It is argued that the ultimate efficiency of management programs may be jeopardized if managers ignore the history and culture of the fisheries involved and the likely social and ecological consequences of their programs.  相似文献
