The understanding of the role of nature conservation (NC) is used to illustrate how an integrated and sustainable approach to decision-making could be developed for planning and managing activities in the marine environment. The need for NC to be integrated in the marine spatial planning (MSP) decision-making process is highlighted in various initiatives around the world. However none of these initiatives describes a commonly applicable framework to achieve this goal. The plethora of interpretations regarding the meaning, role and position of NC in planning, makes such an attempt more complex. A good starting point in order to develop such a process is to answer the question: how NC can contribute to the achievement of sustainability in the context of MSP? In the present study the different ways that NC has been interpreted over time are explored and several definitions are analyzed, concluding that there is currently no common approach to NC in MSP initiatives. Therefore it is indicated that NC should be treated as a means to achieve good environmental status of the ecosystem, based on its spatial, economic and conflict resolution dimensions, characteristics that are common among all marine uses. Consequently, it is proposed that NC at sea should be put in a central position during the MSP processes. A schematic presentation of the concept is provided in this paper.  相似文献

The expansion of offshore activities and the increasing need to meet international and national commitments to biodiversity conservation have led to an enhanced interest in marine spatial planning (MSP) as a tool for sea use management. Several European countries, on their own initiative or driven by European legislation and policy, have taken global leadership in implementing MSP. This article will discuss the Belgian experiences with MSP. It will give a short historical overview based on legal developments and review the implementation process of a ‘Master Plan’ as a spatial management policy for the Belgian Part of the North Sea. Additionally, this article will reflect on the research that has been done in Belgium to apply a land-use planning approach to the marine environment. The MSP process in Belgium shows that a spatial approach to sea use management is possible despite the lack of a legal zoning framework. However, it concludes that a legal basis for MSP, in addition to the current permit system, would provide a more strategic and integrated framework for ecosystem-based, sea use management.  相似文献

Over the past six years international interest in multi-use marine spatial planning (MSP), as a practical process to launch integrated coastal management (ICM), exploded. This paper explores the extent to which existing national legal frameworks can support this process, focusing on the coastal marine environment. First the characteristics of an appropriate legal regime for multi-use MSP are explored by interrogating secondary data sourced from literature reviews and case studies. Key paradigms are distilled as a means of dissecting this complex process into a suite of characteristic determinants that disclose the underpinning environmental management approaches or principles. These criteria are then used to assess the compatibility of national legal regimes for multi-use MSP—in this instance the South African legal framework. Although multi-use MSP has not been explicitly adopted as a process within South Africa's broader ICM implementation, existing legislation does reveal support. The department responsible for the environment is viewed as the most appropriate agency to house the statutory mechanism for multi-use MSP at national and provincial levels, but delegating local multi-use MSP processes to local government agencies. The political will to deploy and dedicate duties and resources to effective implementation of multi-use MSP, however, remains critical. Finally, the approach adopted here is proposed as a means to assess the compatibility of other national legal regimes for multi-use MSP, although the suite of characteristic determinants may need to be reviewed from time to time, as new learning emerges from practice.  相似文献

The adoption of comprehensive marine spatial plans (MSP) requires that all aspects of value associated with marine biodiversity are considered in their development. Therefore, a holistic approach to MSP needs to include the ecological, social and economic aspects related to the range of goods and services provided by marine biodiversity. In temperate coastal areas however, extractive uses of marine biodiversity (i.e., fisheries) tend to receive more consideration than other non-extractive uses such as certain forms of recreation. This is primarily due to its economic and social importance and a lack of information on non-extractive uses of marine biodiversity. This study presents an assessment of the economic importance and spatial distribution of non-extractive uses of marine biodiversity (diving, kayaking, wildlife watching from boats and seabird watching) in the coastal temperate area of Wales and its application to MSP. The assessment of the economic importance and spatial distribution of these uses was ascertained through questionnaires with relevant users. Results indicated that the economic importance of non-extractive recreational uses of marine biodiversity in Wales is comparable to that of commercial fisheries for the same region. Spatially there was a significant degree of overlap among areas used by the different recreational groups studied here and the distribution of uses could be linked to different aspects of marine biodiversity, such as the presence of particular habitats in the case of divers. The integration of spatially explicit socioeconomic data for a range of different uses of marine biodiversity enables policy makers to gain useful insight into the potential consequences of implementing a spatial management regime, as certain uses can be sometimes overlooked but are still essential if we are to consider the impact of spatial planning on all economically relevant activities. Such data provide a balanced overview of the value of marine biodiversity to different sectors of society and contributes to the process of developing comprehensive marine spatial plans.  相似文献

The declining health of marine ecosystems around the world is evidence that current piecemeal governance is inadequate to successfully support healthy coastal and ocean ecosystems and sustain human uses of the ocean. One proposed solution to this problem is ecosystem-based marine spatial planning (MSP), which is a process that informs the spatial distribution of activities in the ocean so that existing and emerging uses can be maintained, use conflicts reduced, and ecosystem health and services protected and sustained for future generations. Because a key goal of ecosystem-based MSP is to maintain the delivery of ecosystem services that humans want and need, it must be based on ecological principles that articulate the scientifically recognized attributes of healthy, functioning ecosystems. These principles should be incorporated into a decision-making framework with clearly defined targets for these ecological attributes. This paper identifies ecological principles for MSP based on a synthesis of previously suggested and/or operationalized principles, along with recommendations generated by a group of twenty ecologists and marine scientists with diverse backgrounds and perspectives on MSP. The proposed four main ecological principles to guide MSP—maintaining or restoring: native species diversity, habitat diversity and heterogeneity, key species, and connectivity—and two additional guidelines, the need to account for context and uncertainty, must be explicitly taken into account in the planning process. When applied in concert with social, economic, and governance principles, these ecological principles can inform the designation and siting of ocean uses and the management of activities in the ocean to maintain or restore healthy ecosystems, allow delivery of marine ecosystem services, and ensure sustainable economic and social benefits.  相似文献

Marine spatial planning (MSP) is a new component of the marine governance framework in England. Two MSP pilot studies undertaken on the south of England are evaluated in this paper to obtain key reflections from participants and process organisers. The evaluation was conducted through two phases of personal interviews. Three key reflections emerged related to effective practice in MSP. First was that MSP should be inclusive, which is delivered through adequate participatory opportunities, clear leadership, exploiting trusted pre-existing communication channels, and supporting participants to develop their marine planning capacity. Second, was that the MSP evidence base should maximise the quality and extent of evidence available and offer clarity over data gaps and uncertainty. Third, that adequate resources are critical to successful MSP, particularly to ensure that stakeholder groups should allocate sufficient staff time to fully engage in MSP and that MSP process organisers should allocate sufficient resources to fully support stakeholders throughout the MSP process.  相似文献

An Antarctic sea ice identification algorithm on the HY-2A scatterometer(HSCAT) employs backscattering coefficient(σ0) and active polarization ratio(APR) for a preliminary sea ice identification.Then standard deviation(STD) filtering and space filtering are carried out.Finally,it is used to identify sea ice.A process uses a σ0,STD threshold and an APR as sea ice indicators.The sea ice identification results are verified using the sea ice distribution data of the ASMR2 released by the National Snow and Ice Data Center as a reference.The results show very good consistence of sea ice development trends,seasonal changes,area distribution,and sea ice edge distribution of the sea ice identification results obtained by this algorithm relative to the ASMR2 sea ice results.The accuracy of a sea ice coverage is 90.8% versus the ASMR2 sea ice results.This indicates that this algorithm is reliable.  相似文献

Marine Spatial Planning (MSP) is emerging as key tool in the delivery of more effective sea use management and the integration ambitions of MSP are central to its rise to prominence. This paper reviews three key strands of thinking (integrated coastal and ocean management; integrated water resource management; and terrestrial spatial planning) that are informing the development of MSP and sets out a framework encompassing different dimensions of integration that those engaged in MSP might find it helpful to consider. The paper then explores how this framework can inform MSP development and related activity by using it to structure reflections on experience in the Irish Sea. Here the paper draws upon the outputs of a project that was funded by the UK's Economic and Social Research Council concerning Transnational Partnership Working in Support of Marine Spatial Planning in the Irish Sea. The analysis highlights the integration strengths and weaknesses associated with the emerging MSP structures in the Irish Sea and areas where further attention may be beneficial. The paper concludes by reflecting upon the value of the integration framework proposed, how it could be developed, and on key issues that those engaged in MSP in other contexts might need to address in rising to the integration ambitions of MSP.  相似文献

This study proposes a hybrid operational model to manage marine activities. This approach combines cost-benefit analysis (CBA), the analytic hierarchy process (AHP), and the Dempster–Shafer theory (DST), and retains the advantages of CBA as well as facilitating the incorporation of incomplete information into the evaluation process. A particular advantage of this hybrid approach is that it can synthesize evaluation results into an easily understood unit: namely, utility. Conflicts between marine resource users (user–user conflicts) and between users and marine environment (user-environment conflicts) can easily be evaluated using this hybrid operational model. A sea use management system is proposed, which incorporates a permitting process and elements of marine spatial planning (MSP). In the proposed system, marine activities are grouped into three clusters based on their potential environmental impacts and exclusive use, then assigned to competent authorities, a panel of experts or government agencies for review and permit approval. This study suggests that the central and local governments share responsibility for approving permits for marine activities. More importantly, it suggests that the integration of marine activities needs to be handled by the central government. A numerical example is used to illustrate the application of the hybrid operational model.  相似文献

During the past 10 years, the evolution of marine spatial planning (MSP) and ocean zoning has become a crucial step in making ecosystem-based, sea use management a reality. The idea was initially stimulated by international and national interest in developing marine protected areas, e.g., the Great Barrier Reef Marine Park. More recent attention has been placed on managing the multiple use of marine space, especially in areas where conflicts among users and the environment are already clear, e.g., in the North Sea. Even more recent concern has focused on the need to conserve nature, especially ecologically and biologically sensitive areas, in the context of multi-use planning of ocean space. Despite academic discussions and the fact that some countries already have started implementation, the scope of MSP has not been clearly defined. Terms such as integrated management, marine spatial management, and ocean zoning are all used inconsistently. This is one of the reasons why its importance is not more seriously reflected at the levels of policy and decision-making in most countries. This article attempts to deal with this problem. It describes why MSP is an essential step to achieve ecosystem-based sea use management, how it can be defined and what its core objectives are. The article concludes with an analysis of the use and achievements of MSP worldwide, with particular focus on new approaches in Europe.  相似文献

The three countries of the Benguela Current Large Marine Ecosystem (BCLME), namely Angola, Namibia and South Africa, have committed to implementing ecosystem-based management (EBM) including an ecosystem approach to fisheries (EAF) in the region, to put in practice the principles of sustainable development in ocean-related matters. There is also recognition of the need for marine spatial planning (MSP) as a process for informing EBM with regard to the allocation and siting of ocean uses so that ecosystem health is ensured and trade-offs between ecosystem services are appropriately dealt with. Marine spatial planning is both an integrated and an area-based process, and this paper produces a spatial characterisation of the BCLME for achieving a common basis for MSP in the region, focusing on the oceanography, biology and fisheries. Recognising spatial variation in physical driving forces, primary and secondary production, trophic structures and species richness, four different subsystems are characterised: (1) north of the Angola–Benguela Front, (2) from the Angola–Benguela Front to Lüderitz, (3) from Lüderitz to Cape Agulhas, and (4) from Cape Agulhas to Port Alfred on the south-east coast of South Africa. Research and monitoring requirements of relevance for MSP and EBM in the region are identified, focusing on understanding variability and change, including with regard to the boundary areas identified for the system. To this end, 14 cross-shelf monitoring transects are proposed (including seven that are already being monitored) to estimate fluxes of biota, energy and materials within and between the subsystems. The usefulness of models for understanding ecosystem variability and changes is recognised and the need for fine-scale resolution of both sampling and modelling for adequate MSP as input to EBM for the often-conflicting interests of conserving biodiversity, and managing fisheries, recreation, offshore oil and gas exploration and exploitation, offshore mining and shipping routes, is emphasised.  相似文献

Marine spatial planning (MSP) is the leading tool for managing human activities at sea. It is designed to assist in decision making for marine resource access and use by considering the actions of those using the resources, interactions between these groups, and their cumulative impact on the natural environment. Being informed by ecosystem based management, MSP recognises that socio-natural systems are complex and that stakeholder and public input are key components of well-informed decision making. Therefore, MSP is rooted in the principles of good governance, including those of participation and transparency. This paper considers MSP processes in Scotland's inshore waters in the context of these good governance principles. The focus is on the institutional arrangements that allow stakeholders and the public to contribute to planning Scotland's seas and coasts. Whilst acknowledging the significant challenges faced by planners, and the work conducted so far, this research suggests that improvements could be made in how – and when – engagement takes place. It appears that at an early stage of introducing MSP in Scotland powerful stakeholders shaped the images, values and principles that guide it, and that including a broader range of actors early on might positively affect the legitimacy and acceptance of MSP in its later stages. The current institutional arrangements do not appear to allow for this. Ultimately, MSP in Scotland is in danger of institutionalising – and thus legitimising – existing power relations between marine resource users, and it does little to level the playing field.  相似文献

Sea ice thickness is one of the most important input parameters for the prevention and mitigation of sea ice disasters and the prediction of local sea environments and climates. Estimating the sea ice thickness is currently the most important issue in the study of sea ice remote sensing. With the Bohai Sea as the study area, a semiempirical model of the sea ice thickness(SEMSIT) that can be used to estimate the thickness of first-year ice based on existing water depth estimation models and hyperspectral remote sensing data according to an optical radiative transfer process in sea ice is proposed. In the model, the absorption and scattering properties of sea ice in different bands(spectral dimension information) are utilized. An integrated attenuation coefficient at the pixel level is estimated using the height of the reflectance peak at 1 088 nm. In addition, the surface reflectance of sea ice at the pixel level is estimated using the 1 550–1 750 nm band reflectance. The model is used to estimate the sea ice thickness with Hyperion images. The first validation results suggest that the proposed model and parameterization scheme can effectively reduce the estimation error associated with the sea ice thickness that is caused by temporal and spatial heterogeneities in the integrated attenuation coefficient and sea ice surface. A practical semi-empirical model and parameterization scheme that may be feasible for the sea ice thickness estimation using hyperspectral remote sensing data are potentially provided.  相似文献

Many countries have begun marine spatial planning (MSP) efforts in the past decade and much academic and professional literature reviews and analyzes these processes. Relevant research that can contribute greatly to new efforts at MSP compares efforts, both recent and historical, with ideals set for spatial planning processes. This research addresses the extent to which paradigms from the planning practice and the policy field can be relevant for the MSP context. It does so by analyzing the interim products of an MSP process addressing the Mediterranean Sea area in the waters adjacent to the State of Israel. Results emphasize the potential contribution of public policy analysis and planning to critique outcomes of the MSP process with the aim of improving outcomes and devising best practices. This type of analysis can inform MSP as it becomes an accepted practice as a mainstream tool in the field of environmental planning. The complexity and challenge of spatial planning when policy foundations are minimal is highlighted in the results.  相似文献

Marine Spatial Planning (MSP) has experienced vigorous growth on the international scale in recent years, and several practices has emerged from different countries. The demand for specific training in the preparation and implementation of marine planning has therefore already shown itself to be quite relevant on a global scale. Educational initiatives related to MSP have to respond to the increased complexity of MSP, which integrates environmental and economic perspectives on marine resources and maritime sectors, considering governance framework as well as maritime affairs and legislation.This paper aims at addressing the educational and training needs for the development of both academic education and professional training in MSP. Learning skills, contents and methods of an ‘ideal’ MSP course are depicted from widely accepted operative guides on MSP and from the EU Framework Directive on MSP (2014/89/EU). They are considered for the analysis of the current educational offer around MSP, performed in a sample of countries that have already undergone a process of implementation of MSP by Law. As result, beside the great variety of courses, it emerges that MSP education seems to be often regarded from an environmental perspective – in continuity with Integrated Coastal Management education – while planning theory and experiences in MSP are the least represented contents. Results are discussed in relation to three major challenges: i) how educational offer reflects on transdisciplinarity, ii) the role of theory in MSP courses, and iii) the enforceability of Plans as major concern in MSP.  相似文献

A socio-economic assessment was conducted at Vanga, Shimoni, Majoreni and Gazi villages in the Kenyan south coast with focus on the sea cucumber fishing patterns, the social and economic characteristics of the fisher communities, the contribution of sea cucumbers to the local livelihoods, and analysis of the management systems. The results indicate that sea cucumber fishers are mainly men. Fishing is done in sub-tidal areas (3–10 m deep) and inter-tidal areas depending on the species being targeted. Those who fish in the sub-tidal areas do skin diving without using SCUBA diving gear. Sea cucumber fishing is heavily done during the northeast monsoon season when the sea is calm and water is clear. About 32% of the sea cucumber fishers also collect other marine products such as octopus. The sea cucumbers are sold fresh from the sea to local first level middlemen who process and sell them to the second level middlemen and exporters in Mombasa. The fishers occasionally borrow money from first level middlemen especially when they fail to catch sea cucumbers but this in turn creates conditions of dependence and possible exploitation. Almost all sea cucumber fishers have stated that they are not willing to make sea cucumbers part of their daily diet. The economic value of the product was substantial; the average monthly revenue for dry sea cucumbers in the area was estimated to US$ 8000. The relative highest profits are derived from juvenile species, thus there is an economic incentive hindering local stocks to reach sexual maturity, which in turn may create a situation in which recruitment success is highly dependent on faraway populations. The present management system falls into general fisheries regulations and was found weak. No specific management plan for sea cucumbers was found.  相似文献

基于数据融合算法思想,利用低频修正高频微波数据提出改进的ASI海冰密集度反演算法,对北极海冰进行反演研究。目前用于整体海冰密集度反演的算法中,使用低频数据的算法受天气影响较弱,但空间分辨率相对较低;而使用高频数据的算法,空间分辨率相对较高,但受天气影响较大,虽然使用天气滤波器处理,能消除那些被误判成海冰的水点,但并没有改变冰点的密集度。改进的ASI算法,利用低频数据(19GHz)修正高频数据(85.5GHz),进而得到修正后的85.5GHz的极化差P'',将P带入ASI算法,最终得到以2008-2016年每年的1月3日SSMIS数据为例的北冰洋整体海冰密集度反演结果。结果表明,改进后的ASI算法得到的总体海冰面积介于ASI与NASA Team两个结果之间;在边缘海冰区,改进后的ASI算法结果与传统的ASI算法结果在海冰面积与平均海冰密集度上都有较大差异,且前者更接近NASA Team算法。因此改进后的ASI算法,在空间分辨率上优于NASA Team算法,在受天气影响程度上更弱于ASI算法,并且有效变了边缘海冰区像元的海冰密集度。  相似文献

This paper presents and discusses legal, methodological and political frameworks for the development of the proposed Portuguese Marine Spatial Plan initiated in 2008. It considers lessons learned and is informed by discussions that have taken place since publication of the ‘Roadmap for Maritime Spatial Planning: Achieving Common Principles in the EU’. New goals are based on horizontal planning tools that cut across sea-related sectoral policies and support joined up policy making. It is in this context that Marine Spatial Planning (MSP) emerged as an essential process for sustainable decision making. The OSPAR Commission undertook an overview of national planning systems within its administrative boundaries, which confirmed spatial plans reduced conflicts. However, problems exist accessing good quality data and dealing with entrenched sectoral views. Furthermore, the transboundary nature of marine resources requires cooperation between neighbouring states. In 2006, Portugal developed a ‘National Sea Strategy’ that recognized the importance of developing its maritime space while valuing marine habitats and biodiversity. MSP development of the Portuguese sea commenced in 2008 and findings are now evaluated. They showed adaptation of existing tools to be possible and desirable, provided undertaken cautiously and found conceptual ambiguities were barriers to conflict resolution. Furthermore they showed management strategies should be designed and analysed on a case by case basis, recognising temporal and spatial variations.  相似文献
