Abstract

The new Scientific Decade 2013–2022 of IAHS, entitled “Panta Rhei—Everything Flows”, is dedicated to research activities on change in hydrology and society. The purpose of Panta Rhei is to reach an improved interpretation of the processes governing the water cycle by focusing on their changing dynamics in connection with rapidly changing human systems. The practical aim is to improve our capability to make predictions of water resources dynamics to support sustainable societal development in a changing environment. The concept implies a focus on hydrological systems as a changing interface between environment and society, whose dynamics are essential to determine water security, human safety and development, and to set priorities for environmental management. The Scientific Decade 2013–2022 will devise innovative theoretical blueprints for the representation of processes including change and will focus on advanced monitoring and data analysis techniques. Interdisciplinarity will be sought by increased efforts to connect with the socio-economic sciences and geosciences in general. This paper presents a summary of the Science Plan of Panta Rhei, its targets, research questions and expected outcomes.

ABSTRACT

In 2013, the International Association of Hydrological Sciences (IAHS) launched the hydrological decade 2013–2022 with the theme “Panta Rhei: Change in Hydrology and Society”. The decade recognizes the urgency of hydrological research to understand and predict the interactions of society and water, to support sustainable water resource use under changing climatic and environmental conditions. This paper reports on the first Panta Rhei biennium 2013–2015, providing a comprehensive resource that describes the scope and direction of Panta Rhei. We bring together the knowledge of all the Panta Rhei working groups, to summarize the most pressing research questions and how the hydrological community is progressing towards those goals. We draw out interconnections between different strands of research, and reflect on the need to take a global view on hydrology in the current era of human impacts and environmental change. Finally, we look back to the six driving science questions identified at the outset of Panta Rhei, to quantify progress towards those aims.

The frequency of floods has been projected to increase across Europe in the coming decades due to extreme weather events. However, our understanding of how flood frequency is affected by geomorphic changes in river channel capacity remains limited. This paper seeks to quantify the influence of trends in channel capacity on flood hazards. Measuring and predicting the effect of geomorphic changes on freshwater flooding is essential to mitigate the potential effects of major floods through informed planning and response. Hydrometric records from 41 stream gauging stations were used to measure trends in the flood stage (i.e. water surface elevation) frequency above the 1% annual exceedance threshold. The hydrologic and geomorphic components of flood hazard were quantified separately to determine their contribution to the total trend in flood stage frequency. Trends in cross‐sectional flow area and mean flow velocity were also investigated at the same flood stage threshold. Results showed that a 10% decrease (or increase) in the channel capacity would result in an increase (or decrease) in the flood frequency of approximately 1.5 days per year on average across these 41 sites. Widespread increases in the flood hazard frequency were amplified through both hydrologic and geomorphic effects. These findings suggest that overlooking the potential influence of changing channel capacity on flooding may be hazardous. Better understanding and quantifying the influence of geomorphic trends on flood hazard will provide key insight for managers and engineers into the driving mechanisms of fluvial flooding over relatively short timescales. Mitigating and adapting to global changes requires a better understanding of the response of the Biosphere to these environmental variations. Human disturbances and their effects act in the long term (decades to centuries) and consequently, a similar time frame is needed to fully understand the hydrological and biogeochemical functioning of a natural system. To this end, the ‘Centre National de la Recherche Scientifique’ (CNRS) promotes and certifies long-term monitoring tools called national observation services or ‘Service National d'Observation’ (SNO) in a large range of hydrological and biogeochemical systems (e.g., cryosphere, catchments, aquifers). The SNO investigating peatlands, the SNO ‘Tourbières’, was certified in 2011 ( https://www.sno-tourbieres.cnrs.fr/ ). Peatlands are mostly found in the high latitudes of the northern hemisphere and French peatlands are located in the southern part of this area. Thus, they are located in environmental conditions that will occur in northern peatlands in coming decades or centuries and can be considered as sentinels. The SNO Tourbières is composed of four peatlands: La Guette (lowland central France), Landemarais (lowland oceanic western France), Frasne (upland continental eastern France) and Bernadouze (upland southern France). Thirty target variables are monitored to study the hydrological and biogeochemical functioning of the sites. They are grouped into four datasets: hydrology, fluvial export of organic matter, greenhouse gas fluxes and meteorology/soil physics. The data from all sites follow a common processing chain from the sensors to the public repository. The raw data are stored on an FTP server. After operator or automatic processing, data are stored in a database, from which a web application extracts the data to make them available ( https://data-snot.cnrs.fr/data-access/ ). Each year at least, an archive of each dataset is stored in Zenodo, with a digital object identifier (DOI) attribution ( https://zenodo.org/communities/sno_tourbieres_data/ ).  相似文献

Experimental work in hydrology is in decline. Based on a community survey, Blume et al. showed that the hydrological community associates experimental work with greater risks. One of the main issues with experimental work is the higher chance of negative results (defined here as when the expected or wanted result was not observed despite careful experimental design, planning and execution), resulting in a longer and more difficult publishing process. Reporting on negative results would avoid putting time and resources into repeating experiments that lead to negative results, and give experimental hydrologists the scientific recognition they deserve. With this commentary, we propose four potential solutions to encourage reporting on negative results, which might contribute to a stimulation of experimental hydrology.  相似文献

Gullies are conceptualized in the literature as essentially fluvial forms with dimensional boundaries arbitrarily defined between rills and river channels. This notion is incompatible with the existing variability of form and process, as mass movements frequently exert a fundamental control on gully initiation and expansion, to the point of features outgrowing their original contributing area. The inability of a conceptual framework to incorporate existing observations inevitably constrains methodologies and research results. In this commentary, several examples of published results are contrasted with the prevailing assumption of an essentially fluvial nature, with the purpose of encouraging discussion on the need for a revised conceptual framework in gully erosion research. The 8-km2 Morcille catchment, which is a sub-catchment of the 150-km2 Ardières catchment in the Beaujolais region of France, is one of the first sites in Europe where research has been conducted on surface water contamination by pesticides. A consolidated hydrological and chemical dataset has been set up with data collected since 2002 on the Morcille River and since 2011 on the Ardières River. Additional data on the ecotoxicological and ecological impacts of pesticides on aquatic microbial communities and macroinvertebrates has also been recorded in both rivers since 2005. The ‘Site Atelier Ardières-Morcille Dataset’ described here combines rainfall and stream water height measurements at gauged stations with concentrations of two trace elements and nine pesticides (mainly herbicides, fungicides and some of their metabolites) in both the Ardières and Morcille rivers. All contaminant concentration data showed spatial and temporal variability in water quality associated with pesticide use and rainfall patterns. This long-term monitoring framework made it possible to estimate the persistence of two herbicides (diuron and norflurazon) after legislation banning them. It took 4 years for diuron and more than 10 years for norflurazon concentrations to fall below 0.1 μg/L. Concurrent biological data showed a gradient of impacts consistent with chemical anthropogenic pressure, and rapid recovery of phototrophic microbial communities after the diuron ban. Finally, monitoring data on pesticide transport in a grassed strip set on a slope of the Morcille catchment confirmed that vegetative filter strips can effectively reduce diuron fluxes in surface runoff (>80% abatement) and infiltration water (>70% abatement). The full dataset offers a valuable resource for the validation of hydrological models and the development of global approaches to better understand the pressure–transport–exposure–impact chain and aquatic community resilience at the small catchment scale.  相似文献

This study considers the impact of managed rotational burning of vegetation and sheep grazing upon the composition of soil waters within an upland peat soil. The study has considered soil water compositions from a complete factorial design of treatment plots where three different burning treatments were considered in replication with grazing and no grazing. All plots were sampled across a complete year with three dipwells in each plot. The study included aluminium (Al), iron, calcium, sodium (Na), magnesium (Mg), potassium, sulphate, chloride (Cl?), bromide, fluoride, phosphate (PO )and nitrate; and in order to clarify the nature of the results, the pH, conductivity and dissolved organic carbon were also considered, but the major results for these are reported elsewhere. The study finds: (1) Ca, Na, Mg and PO concentrations are significantly lower on all burnt plots, with only Al concentration being significantly higher on burnt plots. (2) Only Cl? showed any significant changes (a decrease) with the presence of sheep grazing, and then only when plots were also burnt. (3) A principal component analysis shows that the composition of most soil waters can be described by rainwater and soil water components, but in unburnt plots a base‐rich, high ionic strength water is sometimes present. The study suggests that burning, but not grazing, caused significant changes in soil water composition leading to increased interaction between incoming rainwaters and the peat soil but led to loss of interaction with deeper waters. To evaluate climate and atmospheric deposition induced physical and water chemical changes and their effects on phytoplankton communities, we used complete time series (14 years, monthly measurements during the growing season) of 18 physical and chemical variables and phytoplankton data from 13 nutrient-poor Swedish reference lakes along a latitudinal gradient. We found numerous strong significant changes over time that were most coherent among lakes for sulfate concentrations, conductivity, calcium, magnesium, chloride, potassium, water color, surface water temperature and the intensity of thermal stratification. Despite these pronounced coherent physical and water chemical changes over Sweden, the phytoplankton biomass and species richness of six phytoplankton groups, measured at the same time as the water chemical variables, showed only few and weak significant changes over time. The only coherent significant change over Sweden, occurring in seven lakes, was observed in the species richness of chlorophytes. The number of chlorophyte taxa significantly declined over Sweden. Using a partial least square model for each lake, we attributed the decline primarily to an increase in water temperatures and water color, which were among the most important variables for the model performance of each lake. All other taxonomic groups were driven primarily by non-coherent changes in nutrient concentrations, pH and probably also non-coherent grazing pressure. We concluded that coherent phytoplankton responses can only be achieved for taxonomic groups that are driven primarily by coherent physical/chemical changes. According to our study, chlorophytes belong to such a group, making them possible global change indicators. Our findings give new insights into global change effects on different phytoplankton taxonomic groups in nutrient-poor lakes.  相似文献

We performed a statistical and spectral analysis of variations in two main parameters of the ionospheric F2 layer: critical frequency (f 0F2) and peak height (h m F2), recorded at an ionospheric station in Irkutsk (52.5°N, 104.0°E) in the period from December 1, 2006, to January 31, 2008, under low solar activity conditions. It was found that the f 0F2 and h m F2 variations contained quasi-harmonic oscillations with periods T n = 24/n h (n = 1−7). We studied the seasonal changes in the mean and median values of monthly f 0F2 and h m F2 time series, their spectra, as well as the amplitudes and phases of the diurnal (n = 1) and semidiurnal (n = 2) variations. It is shown that the amplitude of the diurnal f 0F2 variations was maximal in October–March 2007 and minimal in May–August 2007. The diurnal f 0F2 variations were maximal at noon in the winter months and at 1600 LT in the summer months. The semidiurnal f 0F2 variations had two maxima: a primary maximum in December and January and a secondary maximum in May–July. The maxima of semidiurnal f 0F2 variations were shifted from 0000 and 1200 LT in winter to 0900 and 2100 LT in summer.  相似文献

Small inland valley wetlands contribute substantially to the livelihoods of rural communities in East Africa. Their conversion into farmland is driven by water availability. We quantified spatial-temporal dynamics of water availability in a headwater wetland in the humid zone of Kenya. Climatic conditions, soil moisture contents, groundwater levels and discharge data were monitored. A land-use map and a digital elevation model of the valley bottom were created to relate variations in soil moisture to dominant land uses and valley morphology.Upland crops occupied about a third of the wetland area, while approximately a quarter of the wet, central part of the valley bottom was designated for flood-tolerant taro, grown either by itself or in association or in rotation with upland crops. Finally, natural vegetation was found in 3% of the mapped area, mainly in sections with nearpermanent soil saturation.The HBV rainfall-runoff model's overestimation of stream discharge during the long dry season of the hydrological year 2010/2011 can be explained by the strong seasonal impact of water abstraction on the wetland's water balance.Our study vividly demonstrates the necessity of multi-method approaches for assessing the impact of management practices on water availability in valley bottom wetlands in East Africa.  相似文献

Although coral reefs worldwide are subject to increasing global threats, humans also impact coral reefs directly through localized activities such as snorkeling, kayaking and fishing. We investigated five sites on the northern shore of Moorea, French Polynesia, and quantified the number of visitors on the beach and in shallow water. In field surveys, we measured total coral cover and colony sizes of two common genera, Porites and Acropora, a massive and branching morphology, respectively. One site, which hosted over an order of magnitude more people than the other four, had significantly less total coral cover and supported very little branching Acropora. In addition, size frequency distributions of both the branching and massive genera were skewed toward smaller colony sizes at the high use site. Our results demonstrated that the use of tropical beaches may result in less coral cover, with branching colonies rare and small.  相似文献

Whilst all ecosystems must obey the second law of thermodynamics, these physical bounds and controls on ecosystem evolution and development are largely ignored across the ecohydrological literature. To unravel the importance of these underlying restraints on ecosystem form and function, and their power to inform our scientific understanding, we have calculated the entropy budget of a range of peat ecosystems. We hypothesize that less disturbed peatlands are ‘near equilibrium’ with respect to the second law of thermodynamics and thus respond to change by minimizing entropy production. This ‘near equilibrium’ state is best achieved by limiting evaporative losses. Alternatively, peatlands ‘far-from-equilibrium’ respond to a change in energy inputs by maximizing entropy production which is best achieved by increasing evapotranspiration. To test these alternatives this study examined the energy balance time series from seven peatlands across a disturbance gradient. We estimate the entropy budgets for each and determine how a change in net radiation (ΔRn) was transferred to a change in latent heat flux (ΔλE). The study showed that: (i) The transfer of net radiation to latent heat differed significantly between peatlands. One group transferred up to 64% of the change in net radiation to a change in latent heat flux, while the second transferred as little as 27%. (ii) Sites that transferred the most energy to latent heat flux were those that produced the greatest entropy. The study shows that an ecosystem could be ‘near equilibrium’ rather than ‘far from equilibrium’.  相似文献

Morphological change in river channels is frequently evaluated in the context of mass balance sediment budgets. In a closed sediment budget, measurements of sediment influx and efflux are coupled with measured changes in channel topography to provide both spatial and temporal resolution, and independent estimates of the mass balance. For sediment budgets constructed over long river segments (~102 channel widths or greater) and long periods (~2 years or longer), spatial and temporal accumulation of measurement uncertainty, compounded by inadequate sampling frequency or spatial coverage, may produce indeterminate results. The degree of indeterminacy may be evaluated in the context of a signal-to-noise ratio (SNR), which is a function of the magnitude of the mass balance and the magnitudes of potential systematic uncertainties associated with measurements and incomplete sampling. We report on a closed sand budget consisting of measurements of flux and two morphological surveys for a 50-km segment of a large river over a 3-year period. Accurate reporting of the magnitude and sign of the change in sand storage was only possible by using state-of-the-art techniques with high temporal frequency and large spatial extent. Together, a sand flux and morphological mass balance revealed that sand evacuation was temporally concentrated (~100% of mass change occurred during 19% of the study period) and highly localized (70% of mass change occurred in 12% of the study segment). A SNR analysis revealed that uncertainty resulting from undersampling may approach or exceed that caused by measurement uncertainty and that daily sampling of suspended-sand concentration or repeat mapping of at least 50% of the river segment was required to determine the sand budget with SNR > 1. The approach used here to analyze sand budget uncertainty is especially applicable to other river systems with large temporal variability in sediment transport and large spatial variability in erosion and deposition. © 2018 John Wiley & Sons, Ltd.  相似文献

In recent years, a strong debate has emerged in the hydrologic literature regarding what constitutes an appropriate framework for uncertainty estimation. Particularly, there is strong disagreement whether an uncertainty framework should have its roots within a proper statistical (Bayesian) context, or whether such a framework should be based on a different philosophy and implement informal measures and weaker inference to summarize parameter and predictive distributions. In this paper, we compare a formal Bayesian approach using Markov Chain Monte Carlo (MCMC) with generalized likelihood uncertainty estimation (GLUE) for assessing uncertainty in conceptual watershed modeling. Our formal Bayesian approach is implemented using the recently developed differential evolution adaptive metropolis (DREAM) MCMC scheme with a likelihood function that explicitly considers model structural, input and parameter uncertainty. Our results demonstrate that DREAM and GLUE can generate very similar estimates of total streamflow uncertainty. This suggests that formal and informal Bayesian approaches have more common ground than the hydrologic literature and ongoing debate might suggest. The main advantage of formal approaches is, however, that they attempt to disentangle the effect of forcing, parameter and model structural error on total predictive uncertainty. This is key to improving hydrologic theory and to better understand and predict the flow of water through catchments.  相似文献

For remanence-bearing minerals (RBM) such as magnetite-titanomagnetite, susceptibility to induced magnetism (M) measured in alternating fields (H AC ) is field-dependent. However, for fields ≤ 400 A/m, measured in an AC induction coil instrument (at 19,100 Hz), susceptibility k 0 = M/H AC is sufficiently linear to provide a reproducible rock (or mineral) magnetic characteristic and its anisotropy may be related to arrangements of minerals in rock, or for single mineral grains to their crystalline or shape anisotropy. For any remanence-bearing mineral at higher fields k HF (= M/H AC ) is not constant and the term susceptibility is not normally used. This study bridges the responses between traditional low-field susceptibility measurements and those due to high applied fields, for example when studying hysteresis or saturation magnetization of RBM. Where |k HF | is measured in alternating fields that peak significantly above 400 A/m the M(H AC ) relation is forced to follow a hysteresis loop in which |k HF | > k 0 for small |H AC | and where |k HF | decreases to zero for very large fields that achieve saturation magnetization. Hysteresis nonlinearity is due to remanence acquired with one field direction requiring a reverse field for its cancellation. We investigate the transition from initial, traditional “low-field” susceptibility (k 0 ) measurements at 60 A/m, through 24 different fields from 400 A/m to 40,000 A/m (for very high k 0 to 80,000 A/m). This reveals M(H AC ) dependence beyond from conventional k 0 through the range of hysteresis behavior in fields equal to and exceeding that required to achieve saturation magnetization (M S ). We show k HF increases with peak H AC until the peak field is slightly less than saturation magnetization in natural rock samples rich in magnetite (TM0 = Fe3O4) and TM60 (Fe2.4Ti0.6O4). All sample suites predominantly contain multidomain grains with subordinate pseudo-single domain and single-domain grains. k/k 0 increases by ≤ 5% for fields up to 2 kA/m. Above 4 kA/m k/ k 0 increases steeply and peaks, usually between 24 kA/m and 30 kA/m where all grains magnetic moments are activated by H AC since this exceeds the coercive force of most grains. For higher peak H AC , k/k 0 declines sharply as increased H AC values more effectively flip M with each field-direction switch, leading to the low gradient at distal portions of the hysteresis loop. For M0-TM60 bearing rocks, susceptibility peaks for fields ~12 kA/m and for magnetite rich rocks up to 24 kA/m. These values are approximately 10% of saturation magnetizations (M S ) reported for the pure minerals from hysteresis DC field measurements. Both the field at peak k/k 0 and the peak k/k 0 value appear to be controlled by the dominant domain structure; multidomain behavior has larger k/k 0 peaks at lower H AC . Stacked k/k 0 versus H AC curves for each sample suite (n = 12 to n = 39) were successfully characterized at the 95% level by a polynomial fit that requires the cubic form k/k 0 = a + bH + cH 2 + dH 3. Thus, for most M-TM bearing rocks, susceptibility and anisotropy of susceptibility (AMS) measurements made on different instruments would be sufficiently precise for most geological applications, if peak alternating fields are ≤700 A/m.  相似文献

The observations of active region (AR) NOAA 10792 in the Ca II 8498 ? line with an ATB-1 solar telescope at the Sternberg State Astronomical Institute, Moscow State University (SSAI MSU) on July 30, 2005, are illustrated, and the events are analyzed using the data obtained on spacecraft. Three flares and accompanying coronal mass ejections (CMEs) are considered. It has been indicated that the beginning of the first compact CME lagged behind the flare onset by 3 min. Plasma ascended with acceleration that reached 0.4 km/s2 at the flare maximum. The matter was also apparently accelerated after the flare maximum, since an ejection could only appear at the edge of the occulting C 2 LASCO coronograph disk at 0557 UT when acceleration is about 0.5 km/s2. The second CME (of the halo type) leaded the beginning of the corresponding flare.  相似文献
