Governance processes to address environmental change involve many different actors from multiple spatial, temporal and socio-political scales, not all of whom are connected by hierarchy and whose actions cannot always be mandated. In the environmental governance literature, Social Network Analysis (SNA) has been found useful in understanding complex governance arrangements. In this paper we present and reflect on our experience with the Net-Map tool for participatory network mapping. The Net-Map tool was applied in three transdisciplinary case studies for three different purposes: (a) to contribute to an improved understanding of biodiversity knowledge flows in Europe, (b) to explore the interplay between actors with influence on water, agriculture, and energy developments at the Blue Nile in Ethiopia, and (c) to understand the challenges facing stakeholders engaged in conservation and economic development in a Southeast Asian mountain range. The case studies explore how network maps can serve as boundary objects to engage stakeholders of diverse points of view and jointly design strategies to address governance challenges. More specifically they show how network maps are used to gain a better understanding of governance situations, to help stakeholders identify strategies for navigation of the complex networks in which they are embedded and to support transdisciplinary research processes. We close with some reflections on the potential and limitations of the Net-Map tool in facilitating multi-stakeholder processes and disentangling complex governance arrangements.  相似文献

There is increasing evidence that climate change will strongly affect people across the globe. Likely impacts of and adaptations to climate change are drawing the attention of researchers from many disciplines. In adaptation research focus is often on perceptions of climate change and on vulnerability and adaptation strategies in a particular region or community. But how do we research the ways in which people experience changing climatic conditions, the processes of decision-making, the actual adaptation strategies carried out and the consequences of these for actors living and dealing with climate change? On the basis of a literature review of all articles published in Global Environmental Change between 2000 and 2012 that deal with human dimensions of climate change using qualitative methods this paper provides some answers but also raises some concerns. The period and length of fieldwork and the number and types of interviews conducted are, for example, not always clear. Information on crucial aspects of qualitative research like researcher positionality, social positions of key informants, the use of field assistants, language issues and post-fieldwork treatment of data is also lacking in many articles. We argue that this lack of methodological information and reflections is particularly problematic in an interdisciplinary field such as climate change research and journals such as Global Environmental Change and that clearer communication is key to facilitate truly interdisciplinary dialogue.  相似文献

In this paper we describe sea ice change and variability during the Canadian International Polar Year (IPY) program and examine several regional and hemispheric causes of this change. In a companion paper (Barber et al., Climate Change 2012) we present an overview of the consequences of this observed change and variability on ecosystem function, climatically relevant gas exchange, habitats of primary and apex predators, and impacts on northern peoples. Sea ice-themed research projects within the fourth IPY were designed to be among the most diverse international science programs. They greatly enhanced the exchange of Inuit knowledge and scientific ideas across nations and disciplines. This interdisciplinary and cultural exchange helped to explain and communicate the impacts of a transition of the Arctic Ocean and ecosystem to a seasonally ice-free state, the commensurate replacement of perennial with annual sea ice types and the causes and consequences of this globally significant metamorphosis. This paper presents a synthesis of scientific sea ice research and traditional knowledge results from Canadian-led IPY projects between 2007 and 2009. In particular, a summary of sea ice trends, basin-wide and regional, is presented in conjunction with Inuit knowledge of sea ice, gathered from communities in northern Canada. We focus on the recent observed changes in sea ice and discuss some of the causes of this change including atmospheric and oceanic forcing of both dynamic and thermodynamic forcing on the ice. Pertinent results include: 1) In the Amundsen Gulf, at the western end of the Northwest Passage, open water persists longer than normal and winter sea ice is thinner and more mobile. 2) Large areas of summer sea ice are becoming heavily decayed during summer and can be broken up by long-period waves being generated in the now extensive open water areas of the Chukchi Sea. 3) Cyclones play an important role in flaw leads??regions of open water between pack ice and land-fast ice. They delay the formation of new ice and the growth of multi-year ice. 4) Feedbacks involving the increased period of open water, long-period wave generation, increased open-ocean roughness, and the precipitation of autumn snow are all partially responsible for the observed reduction in multiyear sea ice. 5) The atmosphere is observed as remaining generally stable throughout the winter, preventing vertical entrainment of moisture above the surface.  相似文献

Sea ice is influential in regulating energy exchanges between the ocean and the atmosphere, and has figured prominently in scientific studies of climate change and climate feedbacks. However, sea ice is also a vital component of everyday life in Inuit communities of the circumpolar Arctic. Therefore, it is important to understand the links between the potential impacts of climate change on Arctic sea ice extent, distribution, and thickness as well as the related consequences for northern coastal populations. This paper explores the relationship between sea ice and climate change from both scientific and Inuit perspectives. Based on an overview of diverse literature the experiences, methods, and goals which differentiate local and scientific sea ice knowledge are examined. These efforts are considered essential background upon which to develop more accurate assessments of community vulnerability to climate, and resulting sea ice, change. Inuit and scientific perspectives may indeed be the ideal complement when investigating the links between sea ice and climate change, but effective and appropriate conceptual bridges need to be built between the two types of expertise. The complementary nature of these knowledge systems may only be realized, in a practical sense, if significant effort is expended to: (i) understand sea ice from both Inuit and scientific perspectives, along with their underlying differences; (ii) investigate common interests or concerns; (iii) establish meaningful and reciprocal research partnerships with Inuit communities; (iv) engage in, and improve, collaborative research methods; and, (v) maintain ongoing dialogue.  相似文献

Scientists’ ideas, beliefs, and discourses form the frames that shape their choices about which research to pursue, their approaches to collaboration and communicating results, and how they evaluate research outputs and outcomes. To achieve ocean sustainability, there are increasing calls for new levels of engagement and collaboration between scientists and policy-makers; scientists’ willingness to engage depends on their current and evolving frames. Here, I present results about how scientists involved in diverse fields of ocean research perceived their role as scientists working at or near the ocean science–policy interface and how this related to their perceptions regarding ocean research priorities. The survey of 2187 physical, ecological and social scientists from 94 countries showed that scientists held different perspectives about their appropriate level of engagement at the ocean science–policy interface and the relative primacy of science versus politics in formulating ocean policy. Six clusters of scientists varied in their frames; three clusters accounted for 94% of the sample. Of 67 research questions identified from 22 research prioritization and horizon scanning exercises, the top eight were shared among all three clusters, showing consistency in research priorities across scientists with different framings of their role at the science–policy interface. Five focused on the mechanisms and effects of global change on oceans, two focused on data collection and management for long-term ocean monitoring, and one focused on the links between biodiversity and ecological function at different scales. The results from this survey demonstrated that scientists’ framings of the role of ocean science at the science–policy interface can be quantified in surveys, that framing varies among scientists, and that research priorities vary according to the framings.  相似文献

Co-production, the collaborative weaving of research and practice by diverse societal actors, is argued to play an important role in sustainability transformations. Yet, there is still poor understanding of how to navigate the tensions that emerge in these processes. Through analyzing 32 initiatives worldwide that co-produced knowledge and action to foster sustainable social-ecological relations, we conceptualize ‘co-productive agility’ as an emergent feature vital for turning tensions into transformations. Co-productive agility refers to the willingness and ability of diverse actors to iteratively engage in reflexive dialogues to grow shared ideas and actions that would not have been possible from the outset. It relies on embedding knowledge production within processes of change to constantly recognize, reposition, and navigate tensions and opportunities. Co-productive agility opens up multiple pathways to transformation through: (1) elevating marginalized agendas in ways that maintain their integrity and broaden struggles for justice; (2) questioning dominant agendas by engaging with power in ways that challenge assumptions, (3) navigating conflicting agendas to actively transform interlinked paradigms, practices, and structures; (4) exploring diverse agendas to foster learning and mutual respect for a plurality of perspectives. We explore six process considerations that vary by these four pathways and provide a framework to enable agility in sustainability transformations. We argue that research and practice spend too much time closing down debate over different agendas for change – thereby avoiding, suppressing, or polarizing tensions, and call for more efforts to facilitate better interactions among different agendas.  相似文献

There is widespread belief that meaningful interaction between scientists and practitioners, or co-production, increases use of scientific knowledge about sustainability and environmental change. Although funders are increasingly encouraging co-production, there have been few empirical studies assessing the outcomes of these efforts in shaping knowledge use. In this study, we systematically analyze research project reports (n = 120) and interview project participants (n = 40) funded by the U.S. National Estuarine Research Reserve System from 1998 to 2014 to support coastal management. Our analysis shows that escalating funding requirements for collaboration with users change research practice and strengthen connections between research outcomes and knowledge use. In consequence, a new model for science funding emerges, where sponsor, researcher, and user are more interactive with one another.  相似文献

The relationship between climatic change and issues of population, food, resources, environment and the human condition i.e., the world predicament, are explored. It is concluded that society is dangerously vulnerable to natural climatic variability at times of depleted food reserves (such as now) and that massive use of technologies (especially energy) to improve the human condition could well cause significant climatic change as early as the year 2000. Therefore, these problems cannot be addressed in the sole context of disciplinary research, and the obstacles and opportunities for interdisciplinary research at academic institutions are explored. It has long been acknowledged that understandings of risk are influenced by external or ‘objective’ assessments, and by internal or ‘subjective’ value judgements. In-depth research has been undertaken on how lay people perceive climate change and related risks, whereas work on expert opinions is more limited. This paper reports on 22 ‘expert’ interpretations elicited through a mental models approach, and encapsulated in a ‘meta’-influence diagram, denoting three conceptualisations of danger in relation to climate change: (i) human influence upon the climate system; (ii) impacts upon natural and human communities; and (iii) threat to the status quo, especially in the form of mitigation measures and related costs. These conceptualisations raise questions about how experts bring to bear their knowledge, values and understanding of climatic and social systems in articulating such discourses. This paper also discusses the implications of such diverse perspectives on managing climate change.  相似文献

Agricultural insurance programs are currently being championed by international donors in many developing countries. They are acclaimed as promising instruments for coping with climate risk. However, research on their impacts has mainly focused on economic considerations. Studies on broader social and ecological consequences are sparse and have produced ambiguous and inconclusive results. We address this knowledge deficit by (a) advocating for a holistic view of social-ecological systems and vulnerability when considering insurance impacts; (b) offering a systematic overview highlighting the potential beneficial and adverse effects of ‘climate insurance’ in agriculture, particularly where programs target intensifying agricultural production; and (c) suggesting preliminary principles for avoiding maladaptive outcomes, including specific recommendations for designing appropriate impact studies and insurance programs. Our synopsis brings together scientific knowledge generated in both developing and developed countries, demonstrating that agricultural insurance programs shape land-use decisions and may generate serious economic, social, and ecological consequences. If insurance is to be an appropriate tool for mitigating the impacts of climate change, it needs to be carefully developed with specific local social-ecological contexts and existing risk coping strategies in mind. Otherwise, it is liable to create long-term maladaptive outcomes and undermine the ability of these systems to reduce vulnerability.  相似文献

Climate variability and change affects individuals and societies. Within agricultural systems, seasonal climate forecasting can increase preparedness and lead to better social, economic and environmental outcomes. However, climate forecasting is not the panacea to all our problems in agriculture. Instead, it is one of many risk management tools that sometimes play an important role in decision-making. Understanding when, where and how to use this tool is a complex and multi-dimensional problem. To do this effectively, we suggest a participatory, cross-disciplinary research approach that brings together institutions (partnerships), disciplines (e.g., climate science, agricultural systems science, rural sociology and many other disciplines) and people (scientist, policy makers and direct beneficiaries) as equal partners to reap the benefits from climate knowledge. Climate science can provide insights into climatic processes, agricultural systems science can translate these insights into management options and rural sociology can help determine the options that are most feasible or desirable from a socio-economic perspective. Any scientific breakthroughs in climate forecasting capabilities are much more likely to have an immediate and positive impact if they are conducted and delivered within such a framework. While knowledge and understanding of the socio-economic circumstances is important and must be taken into account, the general approach of integrated systems science is generic and applicable in developed as well as in developing countries. Examples of decisions aided by simulation output ranges from tactical crop management options, commodity marketing to policy decisions about future land use. We also highlight the need to better understand temporal- and spatial-scale variability and argue that only a probabilistic approach to outcome dissemination should be considered. We demonstrated how knowledge of climatic variability (CV), can lead to better decisions in agriculture, regardless of geographical location and socio-economic conditions.  相似文献

The low-level jet (LLJ) is closely related to severe rainfall events, air pollution, wind energy utilization, aviation safety, sandstorms, forest fire, and other weather and climate phenomena. Therefore, it has attracted considerable attention since its discovery. Scientists have carried out many studies on LLJs and made significant achievements during the past five or six decades. This article summarizes and assesses the current knowledge on this subject, and focuses in particular on three aspects: 1) LLJ classification, definition, distribution, and structure; 2) LLJ formation and evolutionary mechanisms; and 3) relationships between LLJ and rainfall, as well as other interdisciplinary fields. After comparing the status of LLJ research at home (China) and abroad, we then discuss the shortcomings of LLJ research in China. We suggest that this includes: coarse definitions of the LLJ, lack of observations and inadequate quality control, few thorough explorations of LLJ characteristics and formation mechanisms, and limited studies in interdisciplinary fields. The future prospects for several LLJ research avenues are also speculated.  相似文献

Global action networks (GANs) are civil society initiated multi-stakeholder arrangements that aim to fulfill a leadership role for systemic change in global governance for sustainable development. The paper develops a network approach to study some of these GANs as motivators of global collective action and investigates how in their interaction processes the actors involved create the organizational capacity for collective change. Based on a variety of case studies, the paper highlights crucial factors determining the performance of GANs; among them the characteristics of the issue field and the development stage of the GAN. The analysis also shows how GANs play two crucial roles, sometimes in combination, sometimes successively. These are labelled as the broker and entrepreneur role. The paper concludes with some conditions for collective action that are underexposed in collective action theory.  相似文献

Understanding public perceptions of climate change is fundamental to both climate science and policy because it defines local and global socio-political contexts within which policy makers and scientists operate. To date, most studies addressing climate change perceptions have been place-based. While such research is informative, comparative studies across sites are important for building generalized theory around why and how people understand and interpret climate change and associated risks. This paper presents a cross-sectional study from six different country contexts to illustrate a novel comparative approach to unraveling the complexities of local vs global perceptions around climate change. We extract and compare ‘cultural knowledge’ regarding climate change using the theory of ‘culture as consensus’. To demonstrate the value of this approach, we examine cross-national data to see if people within specific and diverse places share ideas about global climate change. Findings show that although data was collected using ethnographically derived items collected through place-based methods we still find evidence of a shared cultural model of climate change which spans the diverse sites in the six countries. Moreover, there are specific signs of climate change which appear to be recognized cross-culturally. In addition, results show that being female and having a higher education are both likely to have a positive effect on global cultural competency of individuals. We discuss these result in the context of literature on environmental perceptions and propose that people with higher education are more likely to share common perceptions about climate change across cultures and tentatively suggest that we appear to see the emergence of a ‘global’, cross-cultural mental model around climate change and its potential impacts which in itself is linked to higher education.  相似文献

As global environmental change continues to accelerate and intensify, science and society are turning to transdisciplinary approaches to facilitate transitions to sustainability. Modeling is increasingly used as a technological tool to improve our understanding of social-ecological systems (SES), encourage collaboration and learning, and facilitate decision-making. This study improves our understanding of how SES models are designed and applied to address the rising challenges of global environmental change, using mountains as a representative system. We analyzed 74 peer-reviewed papers describing dynamic models of mountain SES, evaluating them according to characteristics such as the model purpose, data and model type, level of stakeholder involvement, and spatial extent/resolution. Slightly more than half the models in our analysis were participatory, yet only 21.6% of papers demonstrated any direct outreach to decision makers. We found that SES models tend to under-represent social datasets, with ethnographic data rarely incorporated. Modeling efforts in conditions of higher stakeholder diversity tend to have higher rates of decision support compared to situations where stakeholder diversity is absent or not addressed. We discuss our results through the lens of appropriate technology, drawing on the concepts of boundary objects and scalar devices from Science and Technology Studies. We propose four guiding principles to facilitate the development of SES models as appropriate technology for transdisciplinary applications: (1) increase diversity of stakeholders in SES model design and application for improved collaboration; (2) balance power dynamics among stakeholders by incorporating diverse knowledge and data types; (3) promote flexibility in model design; and (4) bridge gaps in decision support, learning, and communication. Creating SES models that are appropriate technology for transdisciplinary applications will require advanced planning, increased funding for and attention to the role of diverse data and knowledge, and stronger partnerships across disciplinary divides. Highly contextualized participatory modeling that embraces diversity in both data and actors appears poised to make strong contributions to the world’s most pressing environmental challenges.  相似文献

Maladaptive trajectories of change in Makira, Solomon Islands   总被引:2,自引:0,他引:2  
Trajectories of change are dynamic processes of individual, group and/or societal responses to change which create further change and responses, with outcomes that reflect the cumulative properties of those processes. Understanding trajectories of change is an important initial step for designing appropriate adaptation strategies because even though responses may enable people to cope with change in the short term, the accumulated responses of individuals can generate undesirable maladaptive outcomes over longer periods of time. This paper examines trajectories of change in Kahua, Solomon Islands, where people have traditionally relied on subsistence activities and have in the past been subsistence affluent. Participatory methods, including 76 focus group discussions in 38 communities with 821 individuals, were used to determine changes in the region and its drivers. A conceptual model was developed of the underlying feedback processes within the Kahua social–ecological system. The results show that communities are facing rapid and extensive changes. Most changes, however, are being driven by the two key drivers of population growth and a strong desire for monetary prosperity that act synergistically to generate stress in communities. People are generally responding by focusing on income generation, which is reinforcing stress in communities and resulting in maladaptive trajectories of change. The results suggest development policy in the Solomon Islands needs to: (1) take the challenges of population growth much more seriously; (2) place greater effort on development activities that reduce per capita impact on the environment; (3) improve management of the high expectations for monetary prosperity; (4) increase emphasis on wellbeing aspects of development rather than income generation per se, and (5) better align development with existing adaptation strategies to ensure that vulnerability to future global change does not increase.  相似文献

The water-energy-food nexus has become a popular concept in environmental change research and policy debates. Proponents suggest that a nexus approach promotes policy coherence through identifying optimal policy mixes and governance arrangements across the water, energy and food sectors. Although the nexus literature identifies some barriers to achieving coherence it does not clearly explain why the barriers are present, what influences them, and how they can be acted upon. These gaps disconnect the nexus literature from the governance processes it ultimately seeks to influence. This paper examines how the integrative environmental governance literature can help to close these gaps. It extracts insights from seven streams of research literature and discusses their relevance for the nexus literature. We argue that connecting the nexus to decision-making processes requires: i) rethinking the boundaries of nexus analysis vis-à-vis other sectors and levels; ii) elaboration of shared principles that can guide decision-making towards policy coherence − or an appropriate form of fragmentation − in different contexts; iii) viewing policy coherence as a continuous process of changing values and perception rather than as an outcome.  相似文献

Studies on scientific production of climate change knowledge show a geographical bias against the developing and more vulnerable regions of the world. If there is limited knowledge exchange between regions, this may deepen global knowledge divides and, thus, potentially hamper adaptive capacities. Consequently, there is a need to further understand this bias, and, particularly, link it with the exchange of knowledge across borders. We use a world-wide geographical distribution of author affiliations in >15,000 scientific climate change publications to show that (1) research production mainly takes place in richer, institutionally well-developed countries with cooler climates and high climate footprints, and (2) the network of author affiliations is structured into distinct modules of countries with strong common research interests, but with little knowledge exchange between modules. These modules are determined mainly by geographical proximity, common climates, and similar political and economic characteristics. This indicates that political-economic, social and educational-scientific initiatives targeted to enhance local research production and collaborations across geographical-climate module borders may help diminish global knowledge divides. We argue that this could strengthen adaptive capacity in the most vulnerable regions of the world.  相似文献

Climate Change and Agricultural Soils: Impacts and Adaptation   总被引:8,自引:1,他引:7  
This article reviews the current state of knowledge on the response of soils to climate change, and the implications such changes have for agriculture. The article is based on the material reported in the IPCC second assessment report (Watson et al., 1996) and updated with more recent information, where appropriate. The review highlights the importance of understanding the dynamics of soil processes when addressing climate change impacts on agriculture. Rapid soil responses to climate change (e.g. soil water, organic carbon and erodibility) have been widely investigated and reported in the literature. However, it is important that longer-term processes (e.g. pedogenesis) are not ignored by the research community because these have potentially important implications for long-term agricultural land use and are often irreversible. The use of good land management practices, as currently understood, provides the best strategy for adaptation to the impact of climate change on soils. However, it appears likely that farmers will need to carefully reconsider their management options, and land use change is likely to result from different crop selections that are more appropriate to the changing conditions. Perhaps the greatest impact of climate change on soils will arise from climate-induced changes in land use and management.  相似文献

The creation of ‘usable science’ is widely promoted by many environmental change focused research programs. Few studies however, have examined the relationship between research conducted as part of such programs and the decision-making outcomes that the work is supposed to advance, and is constrained by limited methodological development on how to empirically assess the ‘usability’ of science. Herein, this paper develops a conceptual model and assessment rubric to quantitatively and systematically evaluate the usability of climate change research for informing decision-making. We focus on the process through which data is collected, analyzed and reported and examine the extent to which key principles of usable science are integrated into project design, using grant proposals as our data source. The approach is applied to analyze climate change research conducted as part of the International Polar Year in Canada, with 23 projects identified as having explicit goals to inform decision-making.While the creation of usable science was promoted by funded projects in the International Polar Year, this was not generally reflected in research design: fewer than half determined objectives with input of decision makers, decision context was not widely considered, and knowledge users were not widely reported to be engaged in assessing the quality of data or in resolving conflict in evidence. The importance of science communication was widely emphasized, although only 8/23 projects discussed tailoring specific results for end user needs. Thus while International Polar Year research has made significant advances in understanding the human dimensions of Arctic climate change, key attributes necessary for determining success in linking science to decision-making (pertinence, quality, timeliness) were not captured by many projects. Integrating these attributes into research design from the outset is essential for creating usable science, and needs to be at the forefront of future research programs which aim to advance societal outcomes. The framework for assessing usability here, while developed and tested in an Arctic climate change context, has broader applicability in the general environmental change field.  相似文献
