Empirical work on the relationship between environmental stress and human migration has blossomed over the last 10 years. While such work has provided important insights into this relationship, there has been, to date, limited effort expended on generating a generalisable framework for apprehending such interactions. This paper seeks to address this deficit. Based on semi-structured interviews in two sending and four receiving areas in northern Ethiopia, it explores dominant mobility narratives among populations whose livelihoods are exposed to a range of environmental stresses. Analysis of these narratives corroborates findings from other empirical studies on the subject, highlighting how the impact of environmental stress on human mobility can only be understood within the context in which it occurs. To this end the paper attempts to generate a typology of interactions between environmental and non-environmental factors shaping mobility. The typology is based on four effects: additive, enabling, vulnerability and barrier effects. It is thought to provide a generalisable conceptual language which is capable of describing the role of environmental stress in mobility decisions and thereby offering a systematic means for thinking through the processes by which environmental stress impacts upon mobility. While the framework is hypothesised to be suitably generalisable to account for other contexts and other environmental stresses, this still needs to be tested. In addition it is acknowledged that the framework suffers from some major limitations. Most notable is reliance on a conceptually false distinction between environmental and non-environmental factors, and the inability to account for the non-environmental features which shape perceptions of migration.  相似文献

The question whether and how climatic factors influence human migration has gained both academic and public interest in the past years. Based on two meta-analyses, this paper systematically reviews the quantitative empirical literature on climate-related migration from a methodological perspective. In total, information from 127 original micro- and macro-level studies is analyzed to assess how different concepts, research designs, and analytical methods shape our understanding of climate migration. We provide an overview of common methodological approaches and present evidence on their potential implications for the estimation of climatic impacts. We identify five key challenges, which relate to the i) measurement of migration and ii) climatic events, iii) the integration and aggregation of data, iv) the identification of causal relationships, and v) the exploration of contextual influences and mechanisms. Advances in research and modelling are discussed together with best practice cases to provide guidance to researchers studying the climate-migration nexus. We recommend for future empirical studies to employ approaches that are of relevance for and reflect local contexts, ensuring high levels of comparability and transparency.  相似文献

This article draws on ongoing research in the Maldives to explore differences between elite and non-elite perceptions of climate change and migration. It argues that, in addition to variations in perceptions based on diverse knowledge, priorities and agendas, there exists a more fundamental divergence based upon different understandings of the timescale of climate change and related ideas of urgency and crisis. Specifically, elites tend to focus on a distant future, which is generally abstracted from people's everyday lived realities, and to utilise the language of a climate change-induced migration ‘crisis’ in their discussions about impacts in a manner not envisaged by non-elites. The article concludes that, rather than unproblematically mapping global, external facing narratives wholesale onto ordinary people's lives and experiences, there needs to be more dialogue between elites and non-elites on climate change and migration issues. These perspectives should be integrated more effectively into the development of policy interventions designed to support people in adapting to the impacts of global environmental change.  相似文献

Climate change is likely to drive migration from environmentally stressed areas. However quantifying short and long-term movements across large areas is challenging due to difficulties in the collection of highly spatially and temporally resolved human mobility data. In this study we use two datasets of individual mobility trajectories from six million de-identified mobile phone users in Bangladesh over three months and two years respectively. Using data collected during Cyclone Mahasen, which struck Bangladesh in May 2013, we show first how analyses based on mobile network data can describe important short-term features (hours–weeks) of human mobility during and after extreme weather events, which are extremely hard to quantify using standard survey based research. We then demonstrate how mobile data for the first time allow us to study the relationship between fundamental parameters of migration patterns on a national scale. We concurrently quantify incidence, direction, duration and seasonality of migration episodes in Bangladesh. While we show that changes in the incidence of migration episodes are highly correlated with changes in the duration of migration episodes, the correlation between in- and out-migration between areas is unexpectedly weak. The methodological framework described here provides an important addition to current methods in studies of human migration and climate change.  相似文献

Mobility is a key livelihood and risk management strategy, including in the context of climate change. The COVID-19 pandemic has reinforced long standing concerns that migrant populations remain largely overlooked in economic development, adaptation to climate change, and spatial planning. We synthesize evidence across multiple studies that confirms the overwhelming preponderance of in-country and short distance rather than international migration in climate change hotspots in Asia and Africa. The emerging findings highlight the critical importance of addressing immobility and the intersecting social determinants that influence who can move and who cannot in development policy. This evidence suggests a more focused climate mobilities research agenda that includes understanding multiple drivers of mobility and multi-directional movement; intersecting social factors that determine mobility for some and immobility for others; and the implications for mobility and immobility under climate change and the COVID-19 recovery.  相似文献

Sustainable management of ecosystem services requires knowledge of both natural and human systems, but the adaptive behaviors of human harvesters in response to management changes and environmental variability are poorly understood. Given the specter of accelerating climate change, it is especially critical to understand how human harvesters may respond to environmental perturbation. In this study, we identify characteristics that promoted resilience of one the most valuable fisheries on the west coast of the United States to a record marine heatwave. Using movement telemetry linked to Dungeness crab fishery landings records from more than 500 fishing vessels, encompassing 2.2 million geolocations and more than USD two billion in revenue, we found that commercial fishing vessels employed two, non-mutually exclusive strategies to cope with the anomalous environmental and management conditions imposed by the heatwave: increasing spatial mobility and diversifying fishery participation. The combination of these strategies appeared to be the most adaptive, as it produced the greatest increase in Dungeness crab profits. In contrast, participants that specialized in a single fishery and concentrated fishing effort in small spatial areas did not perform as well. Our data-driven approach reveals behaviors that can be promoted to improve the adaptive capacity of human harvesters in an era of unprecedented environmental perturbation.  相似文献

Climate change adaptation, which has previously been seen as a national and local matter, is today systematically addressed by international institutions such as the UNFCCC, the FAO and the WTO. Research has focused on the overarching institutional architecture of global adaptation, particularly how it relates to development, political economy, efficiency and equity. In contrast to the transnational dimension of climate mitigation, the transnationalization of adaptation governance has received scant attention. By creating a dataset of adaptation projects, we examine transnational adaptation governance in terms of its scope, institutionalization and main functions. We find transnational adaptation governance to be firmly anchored within the UNFCCC, but a recent change towards adaptation governed by a transnational constituency can be identified. When non-state actors become integral to the project of governing adaptation, a ‘fourth era’ of adaption seems to be emerging. This new era is not replacing other forms of governing, but is emerging alongside and in a complementary fashion. In the ‘fourth era’, adaptation is increasingly governed globally and transnationally, and the attention is turned toward ‘softer’ forms of governance such as agenda setting, information sharing and capacity building.  相似文献

What are the guiding principles of contemporary international governance of climate change and to what extent do they represent neoliberal forms? We document five main political and institutional shifts within the UN Framework Convention on Climate Change (UNFCCC) and outline core governance practices for each phase. In discussing the current phase since the Paris Agreement, we offer to the emerging literature on international neoliberal environmental governance an analytical framework by which the extent of international neoliberal governance can be assessed. We conceptualize international neoliberal environmentalism as characterized by four main processes: the prominence of libertarian ideals of justice, in which justice is defined as the rational pursuit of sovereign self-interest between unequal parties; marketization, in which market mechanisms, private sector engagement and purportedly ‘objective’ considerations are viewed as the most effective and efficient forms of governance; governance by disclosure, in which the primary obstacles to sustainability are understood as ‘imperfect information’ and onerous regulatory structures that inhibit innovation; and exclusivity, in which multilateral decision-making is shifted from consensus to minilateralism. Against this framework, we argue that the contemporary UNFCCC regime has institutionalized neoliberal reforms in climate governance, although not without resistance, in a configuration which is starkly different than that of earlier eras. We conclude by describing four crucial gaps left by this transition, which include the ability of the regime to drive adequate ambition, and gaps in transparency, equity and representation.  相似文献

The influence of the environment and environmental change is largely unrepresented in standard theories of migration, whilst recent debates on climate change and migration focus almost entirely on displacement and perceive migration to be a problem. Drawing on an increasing evidence base that has assessed elements of the influence of the environment on migration, this paper presents a new framework for understanding the effect of environmental change on migration. The framework identifies five families of drivers which affect migration decisions: economic, political, social, demographic and environmental drivers. The environment drives migration through mechanisms characterised as the availability and reliability of ecosystem services and exposure to hazard. Individual migration decisions and flows are affected by these drivers operating in combination, and the effect of the environment is therefore highly dependent on economic, political, social and demographic context. Environmental change has the potential to affect directly the hazardousness of place. Environmental change also affects migration indirectly, in particular through economic drivers, by changing livelihoods for example, and political drivers, through affecting conflicts over resources, for example. The proposed framework, applicable to both international and internal migration, emphasises the role of human agency in migration decisions, in particular the linked role of family and household characteristics on the one hand, and barriers and facilitators to movement on the other in translating drivers into actions. The framework can be used to guide new research, assist with the evaluation of policy options, and provide a context for the development of scenarios representing a range of plausible migration futures.  相似文献

Climate change poses threats to individuals, communities, and cities globally. Global conversations and scholarly debates have explored ways people adapt to the impacts of climate change including through migration and relocation. This study uses Lagos, Nigeria as a case study to examine the relationship between flooding events, migration intentions as a preferred adaptation, and the destination choices for affected residents. The study draws on a mixed-methods approach which involved a survey of 352 residents and semi-structured interviews with 21 residents. We use a capability approach to analyze mobility decisions following major or repetitive flood events. We found that the majority of affected residents are willing to migrate but the ability to do so is constrained by economic, social, and political factors leading to involuntary immobility. Furthermore, intra-city relocation is preferred to migration to other states in Nigeria or internationally. These findings challenge popular Global South-North migration narratives. Indeed, some residents welcome government-supported relocation plans but others remain skeptical due to lack of trust. Community-based relocation may therefore be preferred by some Lagosians. Overall, this study contributes a nuanced understanding of mobility intentions in response to climate-induced flooding in one of the world’s largest coastal cities.  相似文献

There is now substantial empirical evidence that climatic variability increases international migration, but relatively little is known about the mechanism driving the association and about adaptations that may reduce it. We use detailed data on migrants from Mexico to the U.S. to provide evidence in support of the hypothesis that drought induced migration from Mexico to the U.S. is mediated by agricultural income shocks. Migration rates increase in drought years, but only in Mexico’s drier regions, and the response is stronger in states and seasons in which agricultural production is also more sensitive to precipitation. Moreover, among the sample, only farmers display a significant increase in migration rates in drought years, and the effect is substantially weaker for households with access to irrigation.  相似文献

Climate change impacts threaten existing development efforts and achieving future sustainability goals. To build resilience and societal preparedness towards climate change, integration of adaptation into development is being increasingly emphasized. To date, much of the adaptation literature has been theoretical, reflecting the absence of empirical data from activities on the ground. However, the Funds established under the United Nations Framework Convention on Climate Change and managed by the Global Environment Facility, the Least Developed Countries Fund, the Special Climate Change Fund and the Strategic Priority for Adaptation, have approved financing for 133 adaptation projects in 70 countries with sufficient documented experience to allow for initial categorization and evaluation. This article provides the first substantial compendium of adaptation actions identified through the allocation and disbursement of these Funds and organizes these actions into a generalized typology of adaptation activities. The information obtained sheds new insight into what adaptation is, in practice, and suggests some next steps to strengthen the empirical database. Ten types of overarching adaptation activities were identified through an analysis of 92 projects financed through these Funds. This paper analyzes these adaptation activities and compares them with theoretical constructs of adaptation typologies. We find that many of the early ideas and concepts advanced by theoreticians are consistent with results from the field. The adaptation categories that recur the most in Global Environment Facility projects are enabling and relatively inexpensive measures, such as those related to capacity building, policy reform, and planning and management. However, a rich panoply of technical actions ranging from information and communications technology, to early warning systems, to new or improved infrastructure, are also identified as common project goals. Future refinements of the costs of various adaptation actions, the mixture of technical and management options, and evaluating the efficacy of actions implemented, will be key to informing the future global adaptation agenda.  相似文献

This paper assesses the forces working for and against the political sustainability of the UK 2008 Climate Change Act. The adoption of the Act is seen as a landmark commitment to action on climate change, but its implementation has not been studied in any depth. Recent events, including disagreements over the fourth carbon budget and the decarbonisation of the electricity sector, shows that while the Act might appear to lock in a commitment to reducing emissions through legal means, this does not guarantee political lock-in. The assumption, made by some proponents of the Act, that accountability of political leaders to a public concerned about climate change, via Parliament, would provide the main political underpinning to the Act is criticised. An analysis of alternative sources of political durability is presented, drawing on a framework for understanding the sustainability of reform developed by Patashnik. It is argued that the Act has helped create major institutional transformations, although the degree to which new institutions have displaced the power of existing ones is limited. The Act has produced some policy feedback effects, especially in the business community, and some limited investment effects, but both have been insufficient to withstand destabilisation by recent party political conflicts. The Climate Change Act remains at risk.  相似文献

In 2000, almost 700 million international tourist arrivals were counted worldwide. Even though a global activity of this scale can be assumed to have a substantial impact on the environment, its consequences have never been assessed and quantified. In this contribution, five major aspects of the leisure-related alteration of the environment are investigated: (1) the change of land cover and land use, (2) the use of energy and its associated impacts, (3) the exchange of biota over geographical barriers and the extinction of wild species, (4) the exchange and dispersion of diseases, and (5), a psychological consequence of travel, the changes in the perception and the understanding of the environment initiated by travel.  相似文献

As a significant emitter of greenhouse gases and a country rich in fossil fuels, Russia plays a crucial role in achieving a comprehensive solution to climate-related challenges. Yet, Russia's official position on climate change has varied considerably since the beginning of global negotiations, with the country playing everything from policy leader to laggard. While there are a number factors that shape domestic policy positions, this study offers a comprehensive investigation of newspaper coverage on climate change in Russia. How have Russian newspapers discussed the issue since the Yeltsin era? We approach this question by compiling the largest data set of Russian newspaper coverage to date, which includes 11,131 climate-related articles from 65 papers over a roughly 35 year period. After introducing a “computer assisted” approach to measure the core themes running through climate change coverage, we statistically evaluate the national- and newspaper-level factors associated with how coverage is framed, focusing attention on 23 high circulation papers over the period from 2000 to 2014. We find that national-level predictors—particularly economic conditions—are highly influential in determining whether climate change is covered and how the issue is framed, while paper-level factors such as the presence of an energy interest and ownership structure also have notable effects. Overall, this study offers a rich data set and useful methods to better understand the drivers of climate communication in Russia.  相似文献

Recent moves by national and local policy makers have sought to encourage individuals to engage in a wide range of pro-environmental practices to address both discrete environmental problems and major, global challenges such as climate change. The major framing device for these developments is the notion of ‘citizen–consumers’, which positions individual ecological responsibilities alongside consumer choice logics in a Neo-liberal socio-economic framework. In the environmental social sciences, there have been recent moves to interpret the citizen–consumer through adopting a social practices approach, which advances the notion that in understanding environmental commitments, a deeper appreciation of underlying norms, values, identity politics and consumption is required to uncover the complex processes that lead to environmental practices in specific contexts. This paper argues that whilst these approaches have considerable utility in tracing the normalisation of established and discrete environmental practices in particular contexts, the issue of climate change represents an independent and over-arching discursive conflict between new and embedded practices that challenges the ability of citizen–consumers to act as agents for change. Accordingly, the data presented in this paper suggest that climate change can be seen as an unsettling and dynamic issue that generates discursive conflict in its own right around fundamental issues of knowledge, responsibility, scale and place. The paper therefore argues that a new and more critical perspective is required within environmental social science to understand (conflicting) discourses of sustainable living between the ‘passive’ normalisation of conventional environmental practice and the ‘contested’ ambiguities of climate change.  相似文献

Anxiety relating to a multitude of ecological crises, or eco-anxiety, is a subject of growing research significance. We used a multi-study mixed-methods design to explore eco-anxiety in Australia and New Zealand, validating a new eco-anxiety scale. In Study One, we developed and tested a 7-item eco-anxiety scale (n = 334), finding that this captured some, but not all, experiences of eco-anxiety. We found that people were anxious about a range of environmental conditions and their personal negative impact on the planet. Notably, people’s anxiety about different environmental conditions (e.g., climate change, environmental degradation, pollution) were interconnected, lending support for the existence of eco-anxiety (a broader construct that encompasses climate change anxiety). These results informed further scale development in Study Two. Exploratory (n = 365) and Confirmatory Factor Analysis (n = 370) supported a final 13-item scale that captured four dimensions of eco-anxiety: affective symptoms, rumination, behavioural symptoms, and anxiety about one’s negative impact on the planet, which were each distinct from stress, anxiety and depression. A further longitudinal sample (n = 189) established the stability of these factors across time. Findings support eco-anxiety as a quantifiable psychological experience, reliably measured using our 13-item eco-anxiety scale, and differentiated from mental health outcomes.  相似文献

Climate change denial is motivated in part by ideology, with research showing that a greater tolerance of social inequality is consistently linked to lower pro-environmentalism. We report findings from two mixed-methods studies. In Study One, we provide insight into how individuals with varying levels of social dominance orientation discuss environmental issues by analyzing 59 interviews. These analyses revealed that many individuals were concerned about the causes, consequences, and potential solutions to climate change; however, many were also armed with justifications excusing their and others’ inaction on the problem. To establish further how the ideas shared in the interviews related to social dominance, we reworked the ideas into statements for survey-based research in Study Two. Social dominance orientation and its composite dimensions related to most interview-based statements, with those scoring higher on dominance attitudes more opposed to top-down action on climate change, and those more tolerant of inequality more opposed to individual action. This study examines whether environmental migrants in Bangladesh move permanently or temporarily. The analyses are based on data collected in 2010 and 2011, and cover four themes, namely migrant characteristics, environmental change related factors, conflict and adaptation strategies, and social networks. The estimates obtained from binary logit models show that most sets of variables have statistically significant impacts on the temporary migration versus permanent migration decision. Females are more inclined to migrate temporarily, a finding which is consistent with prior studies that argued that female migration is one temporary household survival strategy in the face of an environmental crisis. The probability of intending to move temporarily is significantly affected by the prior occupational experience: Migrants who were previously engaged in agriculture or fishing are more inclined to migrate permanently. Those households who reported that they had lost assets due to environmental hazards are shown to have a higher probability of becoming permanent migrants. In contrast, loss of livestock and crop failure are associated with a greater likelihood of temporary migration. The empirical results reveal the groups that can be targeted in destination regions in settlement policy, and equally the groups whose return home can be facilitated once any immediate danger has passed.  相似文献

To help decision-makers cope with the uncertainty of global environmental change, transnational networks of experts have offered numerous assessments of the state of knowledge, often advertised as consensus of “international science”. Substantial social science research has already analysed the effects of such global environmental assessments on industrialized countries; this study explores their influence in India as a pivotal developing country. It appears that although global environmental assessments did not remain without any influence in India, their effect is still small. These limitations could be addressed, it is argued, by increasing the usefulness and legitimacy of global environmental assessments in the South through stronger consideration of the socio-economic context of developing countries and other Southern concerns and interests, by raising the participation of Southern experts, by enhancing research capacities in and communication links to the South, and by ensuring that global environmental assessments are organized as self-adaptive processes, such as IPCC, and not as one-shot effort, such as the Global Biodiversity Assessment.  相似文献
