Voluntary sustainability standards can be powerful tools for incentivizing sustainable production practices. Most standards rely on stakeholder input to gain legitimacy and set levels of achievement for businesses at an appropriate level. Yet, the effects of stakeholder input are contentious. Whereas some see stakeholder input leading to more stringent standards, others believe stakeholder input dilutes standards and renders them toothless. I intervene into this debate through an analysis of the effects of stakeholder comments on eight different voluntary sustainability standards. Drawing on an original dataset of 7945 stakeholder comments submitted during public comment periods between 2012 and 2019, I answer three interrelated research questions. First, who comments on sustainability standards and are some groups better represented than others? Second, what types of input do stakeholders provide? Third, which stakeholder comments result in observable changes to the content of sustainability standards? I find that industry groups are over-represented compared to other stakeholder groups. I also find that comments intended to weaken the stringency of sustainability standards are more likely to be implemented than comments intended to strengthen their stringency or other types of comments. A key implication is that stakeholder input is more likely to weaken or maintain the status quo of sustainability standards than strengthen them.  相似文献

The production and trade of agricultural commodities, such as cocoa, have important impacts on farmer livelihoods and the environment, prompting a growing number of companies to adopt public commitments to address sustainability issues in their value chains. Though trading companies, who handle the procurement and export of these commodities, are key actors in corporate sustainability efforts, cross-country data on their identity, market share, and adoption of sustainability commitments is lacking. Here, we address this gap for the cocoa sector by compiling detailed shipping data from eight countries responsible for 80% of global cocoa exports, developing a typology of trader types, and assessing their adoption of sustainability commitments. We find that cocoa trading is a highly concentrated market: seven transnational companies handled 62% of the global cocoa trade, with even larger shares in individual cocoa producing countries. The remaining 38% of exports were handled by domestic trading companies and farmer cooperatives. Overall, the adoption of public sustainability commitments is low. We estimated that just over one quarter (26%) of cocoa is traded under some form of sustainability commitment, with gaps arising from their exclusion of indirect sourcing, low adoption rates by domestic traders, and commitment blind spots, notably on forest degradation and farmer incomes. Low rates of traceability and transparency pose a further barrier to the broadscale implementation and monitoring of these commitments: one-quarter of traders report being able to trace at least some of their cocoa back to farmer cooperatives and only half of them openly disclose the identity of their suppliers. We discuss the opportunities and limitations of voluntary sustainability commitments in a highly concentrated market and argue that, to realize visions of sustainable trade, the gaps in commitment coverage must be closed by extending current efforts to smaller traders and indirect suppliers. However, companies must support, coordinate and align with government efforts so that voluntary initiatives are ultimately rendered more transparent and accountable.  相似文献

The development and use of indicators is common practice in efforts to promote urban sustainability. Indicators used to measure urban sustainability tend to focus narrowly on describing the current state of the urban system. Although a time series analysis using these indicators may lend insights into trends towards or away from certain ‘sustainability’ goals, existing indicators of urban sustainability do not provide information on the ability or the likelihood that the current system state can be maintained or improved over time. Indicators that incorporate a measure of system resilience would provide useful information on system sustainability. Through development of a new indicator, Water Provision Resilience (WPR), we provide an example of how measures of resilience could be incorporated into sustainability indicators. The new indicator adds six color codings to the existing indicator ‘percent of the population with access to safe water.’ Each color coding represents a measure of the ability of the water system to maintain or improve the current percent of the population with access to safe water in key areas of the water provision sector: supply, infrastructure, service provision, finances, water quality and governance. The metric is then applied to three cities. The goal in developing this metric is to provide a starting point for re-thinking the metrics used to measure progress and sustainability in order to incorporate the ability to absorb and adapt to stresses into sustainability analysis.  相似文献

Fossil energy subsidies create a series of distortions that often have negative environmental and social consequences. Yet, since subsidies confer salient and tangible benefits in the form of cheaper prices, citizens are very resistant to reforms. This research investigates how to best communicate the removal of fossil subsidies using a highly powered, pre-registered study with 5,498 participants across 11 countries in Latin America. We assessed baseline knowledge and views about subsidies and randomly assigned participants to one of eight experimental conditions varying in both the aspects emphasized (e.g., environment, distributive justice, prospective fiscal benefits) and the form of providing the message (i.e., complete or summarized information). Our results show that citizens (a) display a generalized lack of knowledge about the existence of energy subsidies, (b) are very unwilling to remove these subsidies once they know of their existence, and (c) would like subsidies to actually increase rather than decrease. Despite these results, our experiment revealed that communication strategies can be tailored to increase the acceptance of energy reforms. Specifically, emphasizing the negative consequences of subsidies (e.g., overconsumption of natural resources and unfair allocation of resources to the wealthy) is more effective than highlighting the potential benefits to be obtained via their removal (e.g., higher investment in healthcare, education, public safety, or welfare programs). Further, providing complete information is more effective than offering summarized pieces of information. These findings provide guidance on how to effectively communicate energy reforms.  相似文献

Agricultural systems, with their links to human wellbeing, have been at the heart of sustainability debates for decades. But there is only limited agreement among scientists and stakeholders about the indicators needed to measure the sustainability of agricultural commodity production. We analyze the metrics and indicators of sustainability used in contemporary research on commodity agriculture to demonstrate that new sustainability indicators continue to be developed rapidly by researchers interested in the three principal pillars of sustainability (environmental, economic, and sociocultural). Data from interviews with main agencies and organizations investing in sustainable commodity agriculture reveals that the most commonly used indicators in the academic literature do not overlap with the central aspects of agricultural commodity production that practitioners seek to monitor. Increased dialogue between researchers and practitioners is necessary for better design and use of metrics and indicators that are cost-effective and can be used to compare sustainability outcomes across countries and commodities. We argue that finding common ground among researchers and practitioners requires coordinating ongoing data collection efforts, a greater focus on linking data collection to relevant indicators for sustainable agricultural production, and more attention to the analysis of combined datasets, rather than on the collection of new data on new indicators. By outlining twelve key aspects of agricultural commodity production that the interviewed practitioners from major agencies and organizations deem important to track, our analysis provides a strong framework that can help bridge research-practitioner divisions related to agricultural commodity production and the use of indicators to monitor and assess its sustainability. Our findings are relevant to the search for a parsimonious set of sustainability indicators at a critical time within the context of a new emerging global sustainability agenda.  相似文献

Through the case of the salmon aquaculture sector in Chile, the risks involved in the development of a non-traditional export sector are reviewed, in order to point to failings (lessons not learned) and opportunities (lessons learned, new plans), and the changing scales of stakeholder interactions. In particular the paper highlights the ways in which sustainability considerations have gained ground in terms of evaluating sectoral development and what is expected from this development. These considerations have emerged as a result of the increasing globalisation of the sector, through investment, exports and international ‘attention’ from an increasingly diverse set of stakeholders. These sustainability considerations have generated a range of conflicts linked to these diverse actors. The actors are local, national and global, operating through alliances to bring pressure on others. The conflicts relate to environmental quality, foreign direct investment (FDI), local socio-economic development, regional development, national economic strategies, and new globalised issues relating to the production and consumption of foodstuffs. The contemporary panorama in the sector is significantly different from the early origins in the 1980s under the dictatorship – the period of ‘the socio-ecological silence’ – also different from the 1990s period of economic expansion – ‘the economic imperative’. Over the past twenty-five years, the Chilean aquaculture sector has evolved from experimental production to a major global industry. Regulatory frameworks and civil society awareness and mobilisation have struggled to ‘catch up’ with the dynamism of the sector, however the gap has reduced and the future of the sector within the contemporary context of ‘glocal’ sustainability is now under the microscope: the ‘sustainable globalisation perspective’. The collapse of the sector during the period 2008–2010 as a consequence of the ISA virus is a key moment with production severely diminished. The way out of the crisis, via new legislation and inspection regimes, will create a new structure of aquaculture governance. Nevertheless, the crisis marks a turning point in the industry, revealing the weaknesses built into the former productive system.  相似文献

Voluntary (or non-binding) commitments offer an action-oriented mechanism for addressing interconnected, complex and pressing issues. Though not designed to replace negotiated or binding outcomes, voluntary commitments can offer a critical tool in currently ungoverned or under-governed systems. The Blue Economy is an example of a rapidly evolving agenda where formal governance arrangements are at best nascent, in part due to the trans-border nature of issues and prominent involvement of multiple types of actors. As such voluntary commitments provide an important mechanism through which to monitor the evolution of the concept and identify gaps or shortfalls in its implementation. Our analysis of global voluntary commitments on the Blue Economy made to recent high-profile ocean futures meetings, found a trend towards capacity development, research, and investment in emerging and larger scale sectors such as offshore aquaculture and renewable energy. A concurrent focus was on securitizing, regulating or diverting effort from historically significant fisheries sectors. European organizations are playing a dominant role in Blue Economy commitments, with a notable absence of commitments from major Blue Economy powers such as China and India. We identify a number of gaps and shortfalls, particularly in relation to active consideration of social equity in the Blue Economy. We identify a range of recommendations on how these deficiencies may be addressed through a greater focus on a broader suite of objectives and a more inclusive approach to ocean meetings.  相似文献

The role of agency in overcoming path dependence and enabling sustainability transitions is receiving increasing attention. Currently lacking are more empirically derived explanations of the co-evolutionary dynamics between actors and institutional change that could potentially provide guidance on facilitating such transitions into the future. This paper investigates these dynamics through a longitudinal case analysis of Melbourne's transition to improved stormwater quality treatment. The complex data collection, analysis and validation approach, which included oral histories, semi-structured interviews, industry workshops and documentary analysis, examined the nuances of the actor-related strategies and institutional enabling processes throughout the different phases of the transition over the last fifty years. The results revealed the importance of a small group of loosely connected frontrunners from across government, private, community and scientific sectors who, through a mix of creating and disrupting institutional strategies, managed to facilitate a growing and diverse actor-network that steered this transition over decades. The establishment of networked bridging organisations was also instrumental because they formed different types of networks and alliances over time for protecting and deepening the reach of the transition dynamics across the city. The findings suggest there is no single cause–effect relationship nor one dominant intervention or action that shifted the urban stormwater management regime. Rather, it showed that the co-evolutionary processes between the broader transitional dynamics were played into by frontrunners and their actor-networks in such a way that emerging new narratives diffused, giving meaning to the evolving scientific agendas and on-the-ground experiments, which led to new institutional structures and enabling administrative tools. It seems as though each one of these dimensions is as crucial as the other in explaining the outcomes of this successful sustainability transition.  相似文献

National economic systems are investigated in a 3-axis diagram where three different indicators are used to account for resource use, societal organization, and goods and services produced, respectively. This framework is consistent with an input-state-output (environment–society–economy) scheme based on a logical, physical and thermodynamic order between the three dimensions of sustainability. This approach highlights which input-state-output relations are realized and which relations are less common in the behavior of these systems. It assesses and overcomes major drawbacks of common representations of sustainability. Within a cube diagram, 99 national economies are ranked and grouped into 8 categories, which are labeled to reflect the main characteristics of their behavior according to the three environmental, social and economic parameters. A cluster analysis is also performed in order to statistically support the classification and strengthen the interpretation of results. Results show that no countries exhibit a dematerialization of economic activity and that non-sustainable economic activity can take place over a wide range of income distributions (Gini coefficients).  相似文献

While the focus of government climate change policy in many regions is on mitigation, research shows that integrated approaches, focusing equally on mitigation and adaptation, seen in the context of more general sustainability goals, may ultimately yield more productive outcomes. Since 2008, the province of British Columbia has mandated that local governments be carbon neutral in their own operations and has used a suite of policies, outreach and incentive tools to enable them to do so. The Meeting the Climate Change Challenge project explored eleven leading communities in B.C. to empirically examine how climate change policies and innovations are being framed and considered at the local scale.In this paper, we examine the synergies and trade-offs between adaptation, mitigation, and sustainability. Our findings suggest that, among leading communities, pursuing an integrated sustainability strategy (rather than a narrow focus on climate change) has the potential to yield benefits for both adaptation and mitigation in the majority of cases. The findings suggest that communities leading on climate innovation in the province have moved beyond a siloed approach in considering mitigation and adaptation. These findings have implications on integrated decision making at the municipal scale and multi-level governance, identifying both the challenges and the benefits inherent in pursuing multiple priorities simultaneously.  相似文献

Abstract

In this paper we argue that the discussion on how to get to an equitable global climate change regime requires a long-term context. Some key dimensions of this discussion are responsibility, capability and development needs. Each of these, separately or in combination, has been used in designing schemes for differentiation of commitments to limit or reduce greenhouse gas emissions. Many implementation problems of these proposals are often side-stepped. In particular, some proposals may be incompatible with Article 2 of the United Nations Framework Convention on Climate Change (UNFCCC), i.e. they are unlikely to keep the option open of long-term stabilisation of atmospheric greenhouse gas concentrations at relatively low levels. We present some evidence that shifting the emphasis from emission reduction to sustainable development needs can contribute significantly to relieving the threat of human-induced climate change.  相似文献

Meeting human needs at sustainable levels of energy use is fundamental for avoiding catastrophic climate change and securing the well-being of all people. In the current political-economic regime, no country does so. Here, we assess which socio-economic conditions might enable societies to satisfy human needs at low energy use, to reconcile human well-being with climate mitigation.Using a novel analytical framework alongside a novel multivariate regression-based moderation approach and data for 106 countries, we analyse how the relationship between energy use and six dimensions of human need satisfaction varies with a wide range of socio-economic factors relevant to the provisioning of goods and services ('provisioning factors'). We find that factors such as public service quality, income equality, democracy, and electricity access are associated with higher need satisfaction and lower energy requirements (‘beneficial provisioning factors’). Conversely, extractivism and economic growth beyond moderate levels of affluence are associated with lower need satisfaction and greater energy requirements (‘detrimental provisioning factors’). Our results suggest that improving beneficial provisioning factors and abandoning detrimental ones could enable countries to provide sufficient need satisfaction at much lower, ecologically sustainable levels of energy use.However, as key pillars of the required changes in provisioning run contrary to the dominant political-economic regime, a broader transformation of the economic system may be required to prioritise, and organise provisioning for, the satisfaction of human needs at low energy use.  相似文献

Increases in the number of large-scale land transactions (LSLTs), commonly known as ‘land grabbing’ or ‘global land rush,’ have occurred throughout the lower- and middle-income world over the past two decades. Despite substantial and continuing concerns about the negative socio-environmental impacts of LSLTs, trade-off analysis on boosting crop yield and minimizing climate-related effects remains limited. Our study makes use of a global dataset on LSLTs for agricultural production to estimate potential carbon emissions based on different scenarios of land cover change and fertilizer use, as well as potential value of agricultural production on transacted land. We show that, if fully implemented on ∼ 38 M ha of transacted land, 2.51 GtC will be emitted during land conversion, with another 24.2 MtC/year emitted from fertilizer use, assuming farming technology of investors’ origin is adopted on transacted land. Comparison of different combinations of forest protection policies and agricultural intensification levels reveals that enforcing strict deforestation regulation while promoting fertilizer use rate improves the carbon efficiency of agricultural production. Additionally, positive spillovers of investors’ farming technology on existing arable lands of host countries can potentially double their crop yield. Our analyses thus suggest that fostering agricultural intensification and technology spillovers under strict regulation on land allocation to investors to protect forests would allow for boosting agricultural yield while minimizing carbon emissions.  相似文献

The concept of climate resilient development pathways (CRDPs) introduced in IPCC’s Fifth Assessment Report remains poorly conceptualised. We have attempted to deepen the conceptualisation of climate resilient development (CRD) or climate compatible development, while charting its pathways through fuzzy cognitive maps (FCMs)-based simulations aided by knowledge based on stakeholders’ insights. We conceptualise CRD as a development embracing mitigation, adaptation and inclusive sustainable development to advance planetary health and well-being for all. The FCMs-based simulations demonstrate that appropriate enabling conditions are critical to the achievement of CRD, the most important of them being (i) the ethics, values, and worldviews shaping CRD’s directions by framing appropriate climate narratives and action; (ii) partnerships and commitment to finance and technology by the governments; (iii) interactions between the actors and arenas of engagement facilitating CRD decisions and actions; and (iv) dimensions of governance at multiple levels involving policy, institutions and practice. Citizens’ defence against climate change as a human right, along with planetary health and well-being, demands synergies while implementing mitigation, adaptation and sustainable development. Short-term decisions and actions related to mitigation, adaptation, and sustainable development could have long-term effects on CRDPs. CRD could entail a societal transformation to eudaimonic living for ensuring universal well-being. The findings of this research could have profound implications for multilateral negotiations.  相似文献

Abstract

In the coming years the international debate on commitments for the second commitment period under the Kyoto Protocol will intensify. In this study, the Global Triptych approach is put forward as an input for international decision-making concerning the differentiation of commitments by 2020. It is a sector- and technology-oriented approach, and we calculated quantitative emission limitation objectives and global emissions starting from bottomup information on long-term reduction opportunities. Central to the calculations were long-term sustainability targets for the year 2050, formulated for (1) energy efficiency in the energy-intensive industry, (2) greenhouse gas intensity of electricity production, and (3) per capita emissions in the domestic sectors. Calculated emission limitation objectives for 13 world regions ranged from about ?30% to more than +200%. The ranking of world regions in the differentiation turned out to be independent of the levels chosen for the long-term sustainability targets. The objectives seem sufficient to maintain the long-term possibility of stabilizing atmospheric greenhouse gas concentrations at about 550 ppm CO2-eq, but will require severe emission reductions. These may be relaxed to a certain degree if stabilization at 650 ppm CO2-eq is aimed for. We conclude that the bottom-up character of the approach made it possible to examine important basic principles of the Climate Convention, including equity, the needs and circumstances of developing countries, cost-effectiveness and sustainable development.  相似文献

《巴黎协定》(《协定》)第6条设立了合作方法和可持续发展机制两种市场机制。受国家自主贡献(NDC)减排目标多样性和未来减排努力不确定性等因素的影响,《协定》下市场机制在设计和实施中面临着巨大的风险和挑战,主要包括缺乏稳健的核算规则、不恰当的额外性评估带来的环境完整性风险以及经济激励下缔约方不积极扩大减排目标覆盖范围、提高减排行动力度的风险。为了降低风险给全球减排行动可能带来的负面影响,必须建立稳健的核算规则,在额外性评估中合理考虑东道国NDC下的减排承诺,并通过设立参与资质要求等方式确保市场机制促进缔约方扩大减排目标覆盖范围。建议中国结合国内碳市场的发展现状,从识别《协定》下市场机制对我国的要求和影响、进行相关能力建设、设立严格的监管措施和建立所需机构等方面入手,为我国有效参与做好充分准备。  相似文献

Scholarship on gender in fisheries is not new. However, while there are many studies on the context and politics of gender and fisheries, understanding how power influences gender equality remains understudied, especially in the Western Indian Ocean. Based on evidence gathered from an interdisciplinary set of literature, including sectoral policies, this article provides nuanced insight at rethinking - how gendered-power dynamics constrain and enable choices and opportunities for addressing gender inequality in small-scale fisheries. Compelling evidence shows that a gendered-power dynamic is crucial for renegotiating gender equality with social norms and politics, including challenging simplistic views on poverty, vulnerability, and subordination of women. The article presents a latent chance for greater reflexivity among development practitioners, researchers, and policymakers on the politics of and transformation towards gender equality in small-scale fisheries.  相似文献

With its wide coverage of economic spheres and the variety of trade and investment measures currently under negotiation, the Transatlantic Trade and Investment Partnership opens windows of opportunity for advancing action on climate change. We examine possible avenues and international trade law implications for an alignment of carbon-related standards between the EU and the US. We compare EU and US carbon emissions standards for cars and argue that negotiators should strive for a mutual recognition of their equivalence for a transitional period, while pursuing the goal of full harmonization at the level of the highest standards of two parties at some date in the future. This could be a way to balance between economic and environmental interests and harness economic incentives for the benefit of climate.  相似文献

Mountains are critical ecosystems that have a strong influence far beyond their topographic boundaries. More than 50 million people inhabit the Himalayas, and more than one billion people depend on the ecosystem services they provide. Anthropogenic activities have driven concurrent deforestation and regeneration in the Himalayas, and interventions to reduce forest loss and promote forest recovery require a synthetic understanding of the complex and interacting drivers of forest change. We conducted a systematic review of case studies from 1984 to 2020 (n = 137) and combined a system dynamics approach with a causal network analysis to identify, map and articulate the relationships between the drivers, actors and mechanisms of forest change across the entirety of the Himalayan mountain range. In total, the analysis revealed five proximate drivers, 12 underlying drivers, two institutional factors and five ‘other’ factors connected by a total of 221 linkages. Forest change dynamics have been dominated by widespread smallholder agriculture, extensive non-timber forest product extraction, widespread commercial and non-commercial timber extraction, and high rates of agricultural abandonment. Underlying drivers include population growth, poor agricultural productivity, international support for development projects, and successful community forest management systems. Contradictory linkages emerge from a combination of contextual factors, which can have negative impacts on conservation goals. Global processes such as shifts in governance, transnational infrastructure-development programs, economic slowdowns, labor migrations and climate change threaten to destabilize established dynamics and change forest trajectories. The underlying and proximate drivers interact through multiple pathways that can be utilized to achieve conservation goals. Based on this analysis, we highlight five thematic focus areas to curtail forest loss and promote recovery: (1) decreasing the population pressure, (2) sustainable increase of agricultural productivity, (3) strengthening of forest management institutions, (4) leveraging tourism growth and sustainable infrastructure expansion, and (5) fuel transition and establishing firewood plantations on degraded land. The broader adoption of systems thinking, and specifically a system dynamics approach and causal network analysis, will greatly enhance the rigour of policy development, help design site-specific interventions at multiple spatial scales which can respond to local and global changes, and guide deeper inquiry to enhance our understanding of driver-forest dynamics.  相似文献
