The adoption of the Warsaw mechanism on loss and damage has again highlighted the North-South divide in those parts of UNFCCC negotiations dealing with international climate finance. Current estimates put required funding from rich countries at 50–100 billion Euros per year to induce non-Annex I countries to take on greenhouse gas limitation commitments and to assist highly vulnerable countries. Results from survey-embedded conjoint experiments can help policy-makers anticipate opportunities and pitfalls in designing large-scale climate funding schemes. We implemented such experiments in the United States and Germany to better understand what institutional design characteristics are likely to garner more public support for climate funding among citizens in key developed countries. We find that climate funding receives more public support if it flows to efficient governments, funding decisions are made jointly by donor and recipient countries, funding is used both for mitigation and adaptation, and other donor countries contribute a large share. Contrary to what one might expect, climate change damage levels, income, and emissions in/of potential recipient countries have no significant effect on public support. These findings suggest that finance mechanisms that focus purely on compensating developing countries, without contributing to the global public good of mitigation, will find it hard to garner public support.  相似文献

The climate negotiations recognize that adequate and additional funds are needed to assist adaptation in developing countries. This article analyses whether a future 2% or any higher adaptation levy (AL) can achieve this, whether it causes – as it is a tax on the Clean Development Mechanism (CDM) – a significant excess burden, and how it alters the relation between adaptation financing and mitigation. While former studies have focused on single AL levels, this article determines the transfers from the CDM and the AL for a range of emission reduction targets and AL levels with a partial equilibrium model based on marginal abatement cost estimates for 2020. Revenues from a 2% AL are negligible and remain inadequate for ambitious emission reductions and an AL that maximizes transfers (e.g. US$15 billion for 30% reduction target). Revenues are mostly subtracted from CDM transfers, so little additional funds are raised (e.g. less than $2.4 billion for 30% reduction target). Adaptation financing increases disproportionally with more stringent reduction targets for a rising levy, and the share of Annex I country expenditures devoted to transfers increases slightly. Both effects are only small. The excess burden is larger than 85% of the additional funds.

Policy relevance

Financing adaptation in developing countries has become a cornerstone of a global climate agreement. The mechanism for raising additional funds has not yet been determined. This article assesses the potential of upscaling one option that is already in place under the Kyoto Protocol: the 2% AL on the CDM. It is estimated that even a much higher AL does not generate substantial additional funds, mainly redistributes transfers within non-Annex I countries, does so at social costs in the same order of magnitude as additional funds, and increases the share of Annex I country expenditures devoted to transfers. It is unwise to link mitigation and adaptation as CDM and AL jointly do, since this taxes a beneficial activity. Financial instruments with transfers that decrease with or are independent from climate protection would be preferable.  相似文献

There is much scholarly and policy interest in the role that international finance could play in closing the financing gap for community adaptation initiatives. Despite the interest, the overall amount of international adaptation finance that has reached local recipients remains low. What makes internationally-financed climate change adaptation projects focus on investment at the community level is particularly poorly understood. This study systematically assesses conditions that influence the focus on vulnerable local communities in internationally-financed adaptation projects. Using the Adaptation Fund (AF) under the Kyoto Protocol as the case study, we apply fuzzy-set Qualitative Comparative Analysis (QCA) to analyze 30 AF projects to identify specific configurations of conditions that lead to a stronger or weaker community focus in project design. We find that the absence of high exposure to projected future climate risks is a necessary condition for a weaker community focus in AF projects. Three configurations of sufficient conditions are identified that lead to a stronger community focus. They involve the contextual factors of projected future climate risks, civil society governance, and access modality to AF financing. In particular, AF projects with a stronger community focus are stimulated by the sole presence of higher exposure to projected future climate risks in a group of countries, and by the complementary roles of civil society governance and the access modality to the AF in others. These findings contribute new insights on how to enhance local inclusiveness of global climate finance.  相似文献

Policy efforts to address climate change are increasingly focused on adaptation, understood as adjustments in human systems to moderate the harm, or exploit beneficial opportunities, related to actual or expected climate impacts. We examine individual-level determinants of support for climate adaptation policies, focusing on whether individuals’ exposure to extreme weather events is associated with their support for climate adaptation policies. Using novel public opinion data on support for a range of adaptation policies, coupled with high resolution geographic data on extreme weather events, we find that individuals experiencing recent extreme weather activity are more likely to support climate change adaptation policy in general, but that the relationship is modest, inconsistent across specific adaptation policies, and diminishes with time. The data thus suggest that experiencing more severe weather may not appreciably increase support for climate adaptation policies.  相似文献

Many who study global change, particularly from industrialized countries, are optimistic about the capacity of agriculture to successfully adapt to climate change. This optimism is based on historic trends in yield increases, on the spread of cropping systems far beyond their traditional agroecological boundaries, and the inherent flexibility of systems of international trade. Analysis of the success (or in rare cases, failure) of adaptation is by analogy—either to analogous socioeconomic or technological change or to short term environmental change. Such studies have been limited to industrialized countries.This paper uses five analogs from developing countries to examine potential adaptation to global climate change by poor people. Two are studies of comparative developing country responses to drought, flood, and tropical cyclone and to the Sahelian droughts of the 1970s and 80s that illustrate adaptations to climate and weather events:. Two address food production and rapid population growth in South Asia and Africa. Three types of adaptive social costs are considered: the direct costs of adaptation, the costs of adapting to the adaptations, and the costs of failing to adapt. A final analog reviews 30 village-level studies for the role that these social costs of adaptation play in perpetuating poverty and environmental degradation.  相似文献

Climate change presents clear risks to natural resources, which carry potential economic costs. The limited nature of physical, financial, human and natural resources means that governments, as managers of natural resources, must make careful decisions regarding trade-offs and the potential future value of investments in climate change adaptation. This paper presents cost-benefit analysis of scenarios to characterise economic benefits of adaptation from the perspective of a public institution (the provincial government) and private agents (forest licensees). The example provided is the context of assisted migration strategies for regenerating forests that are currently being implemented in British Columbia to reduce future impacts of climate change on forests. The analysis revealed positive net present value of public investment in assisted migration across all scenarios under a range of conditions; however, private sector agents face disincentives to adopt these strategies. Uncertainty about how the costs, benefits and risks associated with climate change impacts will be distributed among public institutions and private actors influences incentives to adapt to climate change (the “principal-agent problem”) and further complicates adaptation. Absent development of risk-sharing mechanisms or re-alignment of incentives, uptake of assisted migration strategies by private agents is likely to be limited, creating longer-term risks for public institutions. Analyzing incentives and disincentives facing principals and agents using a well-known tool (cost-benefit analysis) can help decision-makers to identify and address underlying barriers to climate change adaptation in the context of public lands management.  相似文献

This paper reviews the concept of adaptation of human communities to global changes, especially climate change, in the context of adaptive capacity and vulnerability. It focuses on scholarship that contributes to practical implementation of adaptations at the community scale. In numerous social science fields, adaptations are considered as responses to risks associated with the interaction of environmental hazards and human vulnerability or adaptive capacity. In the climate change field, adaptation analyses have been undertaken for several distinct purposes. Impact assessments assume adaptations to estimate damages to longer term climate scenarios with and without adjustments. Evaluations of specified adaptation options aim to identify preferred measures. Vulnerability indices seek to provide relative vulnerability scores for countries, regions or communities. The main purpose of participatory vulnerability assessments is to identify adaptation strategies that are feasible and practical in communities. The distinctive features of adaptation analyses with this purpose are outlined, and common elements of this approach are described. Practical adaptation initiatives tend to focus on risks that are already problematic, climate is considered together with other environmental and social stresses, and adaptations are mostly integrated or mainstreamed into other resource management, disaster preparedness and sustainable development programs.  相似文献

Local government has a crucial role to play in climate change adaptation, both delivering adaptation strategies devised from above and coordinating bottom-up action. This paper draws on a unique longitudinal dataset to measure progress in adaptation by local authorities in Britain, comparing results from a national-scale survey and follow-up interviews conducted in 2003 with a second wave of research completed a decade later. Whereas a decade ago local authority staff were unable to find scientific information that they could understand and use, we find that these technical-cognitive barriers to adaptation are no longer a major problem for local authority respondents. Thanks to considerable Government investment in research and science brokerage to improve the quality and accessibility of climate information, local authorities have developed their adaptive capacity, and their staff are now engaging with the ‘right’ kind of information in assessing climate change risks and opportunities. However, better knowledge has not translated into tangible adaptation actions. Local authorities face substantial difficulties in implementing adaptation plans. Budget cuts and a lack of political support from central government have sapped institutional capacity and political appetite to address long-term climate vulnerabilities, as local authorities in Britain now struggle even to deliver their immediate statutory responsibilities. Local authority adaptation has progressed farthest where it has been rebranded as resiliency to extreme weather so as to fit with the focus on immediate risks to delivering statutory duties. In the current political environment, adaptation officers need information about the economic costs of weather impacts to local authority services if they are to build the business case for adaptation and gain the leverage to secure resources and institutional license to implement tangible action. Unless these institutional barriers are addressed, local government is likely to struggle to adapt to a changing climate.  相似文献

Many of the decisions relating to future urban development require information on climate change risks to cities This review of the academic and “grey” literature provides an overview assessment of the state of the art in the quantification and valuation of climate risks at the city-scale. We find that whilst a small number of cities, mostly in OECD countries, have derived quantitative estimates of the costs of climate change risks under alternative scenarios, this form of analysis is in its infancy. The climate risks most frequently addressed in existing studies are associated with sea-level rise, health and water resources. Other sectors such as energy, transport, and built infrastructure remain less studied. The review has also undertaken a case study to examine the progress in two cities—London and New York—which are relatively advanced in the assessment of climate risks and adaptation. The case studies show that these cities have benefited from stakeholder engagement at an early stage in their risk assessments. They have also benefited from the development of specific institutional responsibilities for co-ordinating such research from the outset. This involvement has been critical in creating momentum and obtaining resources for subsequent in-depth analysis of sectoral impacts and adaptation needs..While low cost climate down-scaling applications would be useful in future research, the greatest priority is to develop responses that can work within the high future uncertainty of future climate change, to build resilience and maintain flexibility. Slivers of land amidst the world’s third largest barrier reef, the Florida Keys provide unique insights on the emerging challenges associated with adaptation to global climate change. While political will and public awareness are gradually shifting on the imposing risks, analysis of survey responses from experts and decision makers serving the Florida Keys (federal, state and local personnel) reveals insufficient resources, limited direction and leadership, and lack of institutional frameworks to facilitate the adaptation process. Against this backdrop, we investigate experts and decision makers’ interest in an array of adaptation measures including their willingness to support a proposed ‘Community Adaptation Fund’ (CAF) to mobilize resources and lay the foundation for adaptation initiatives in the Florida Keys. We also explore potential funding sources for establishing the proposed CAF, and test the feasibility of a diverse set of financing mechanisms. We discuss implications of our findings in the context of enhancing adaptive capacity in the Florida Keys and beyond.  相似文献

The global and long-term nature of climate change conflicts with the self-interest and short-term dominated priorities of decision-makers. Climate change mitigation makes sense at the global level, but not at the level of the individual decision-maker. This conflict has been and remains the main obstacle to effective global cooperation and mitigation. This paper proposes a framework that aligns climate action with short-term self-interest through results-based payments to governments. Its key components are: determining an emission benchmark for each country as well as a price for carbon saving; paying countries annually for reducing emissions below their respective benchmark; a new international fund to finance these annual payments by borrowing capital from private investors; and repaying borrowings in the long-term through payments made by countries to the fund based on a pre-determined allocation mechanism. This framework would offer important benefits over an approach focused on allocating climate action or a carbon budget among countries. These include the improved prospect of reaching an effective climate agreement and delivering fast and dramatic mitigation thanks to stronger political commitment, the transformation of short-term self-interest from an obstacle into a driver of climate action, and the additional financing created. The paper also proposes a pilot scheme focusing on hydrofluorocarbon emissions with a considerably lower financing requirement. This offers the possibility of an alternative financing mechanism, and thus a faster and more straightforward implementation path. Short-term financial incentives offered to governments could turn policy action from a burden into an opportunity from their perspective unlocking a huge potential for timely mitigation.

The African continent is facing the potential of a $183.6 billion USD liability to repair and maintain roads damaged from temperature and precipitation changes directly related to predicted climate change through 2100. This cost is strictly to retain the current road inventory. This cost does not include costs associated with impacts to critically needed new roads. In many African countries, limited or non-existent funds for adaptation and mitigation are challenging these countries to identify the threats that are posed by climate change, develop adaptation approaches to the predicted changes, incorporate changes into mid-range and long-term development plans, and secure funding for the proposed and necessary adaptations. Existing studies have attempted to quantify the impact of climate change on infrastructure assets that will be affected by climate change in the coming decades. The current study extends these efforts by specifically addressing the effect of climate change on the African road infrastructure. The study identifies both total costs and opportunity costs of repairing and maintaining infrastructure due to increased stressors from climate change. Proactive and reactive costs are examined for six climate scenarios, with costs ranging, respectively, from an average of $22 million USD to $54 million USD annually per country. A regional analysis shows contrast between impacts in five areas of the continent, with impacts ranging from 22 % opportunity cost to 168 %. These costs have the potential to delay critical infrastructure development on the continent and present a challenge to policy makers balancing short-term needs with long-term planning.  相似文献

Poor countries are more heavily affected by extreme weather events and future climate change than rich countries. One of the reasons for this is the so-called adaptation deficit, that is, limits in the ability of poorer countries to adapt. This paper analyses the link between income and adaptation to climate events theoretically and empirically. We postulate that the adaptation deficit may be due to two factors: A demand effect, whereby the demand for the good “climate security” increases with income, and an efficiency effect, which works as a spill-over externality on the supply-side: Adaptation productivity in high-income countries is enhanced because of factors like better public services and stronger institutions. Using panel data from the Munich Re natural catastrophe database we find strong evidence for a demand effect for adaptation to two climate-related extreme events, tropical cyclones and floods. Evidence on the efficiency effect is more equivocal. There are some indications that adaptation in rich countries might be more efficient, but the evidence is far from conclusive. The implication for research is that better data, in particular on adaptation effort, need to be collected to understand adaptation efficiency. In terms of policy, we conclude that inclusive growth policies (which boost adaptation demand) should be an important component of international efforts to close the adaptation deficit.  相似文献

The Stern Review on the Economics of Climate Change has focused debate on the costs and benefits of alternative courses of action on climate change. This refocusing has helped to move debate away from science of the climate system and on to issues of policy. However, a careful examination of the Stern Review's treatment of the economics of extreme events in developed countries, such as floods and tropical cyclones, shows that the report is selective in its presentation of relevant impact studies and repeats a common error in impacts studies by confusing sensitivity analyses with projections of future impacts. The Stern Review's treatment of extreme events is misleading because it overestimates the future costs of extreme weather events in developed countries by an order of magnitude. Because the Stern Report extends these findings globally, the overestimate propagates through the report's estimate of future global losses. When extreme events are viewed more comprehensively the resulting perspective can be used to expand the scope of choice available to decision makers seeking to grapple with future disasters in the context of climate change. In particular, a more comprehensive analysis underscores the importance of adaptation in any comprehensive portfolio of responses to climate change.  相似文献

Managing risks from extreme events will be a crucial component of climate change adaptation. In this study, we demonstrate an approach to assess future risks and quantify the benefits of adaptation options at a city-scale, with application to flood risk in Mumbai. In 2005, Mumbai experienced unprecedented flooding, causing direct economic damages estimated at almost two billion USD and 500 fatalities. Our findings suggest that by the 2080s, in a SRES A2 scenario, an ??upper bound?? climate scenario could see the likelihood of a 2005-like event more than double. We estimate that total losses (direct plus indirect) associated with a 1-in-100 year event could triple compared with current situation (to $690?C$1,890 million USD), due to climate change alone. Continued rapid urbanisation could further increase the risk level. The analysis also demonstrates that adaptation could significantly reduce future losses; for example, estimates suggest that by improving the drainage system in Mumbai, losses associated with a 1-in-100 year flood event today could be reduced by as much as 70%.,We show that assessing the indirect costs of extreme events is an important component of an adaptation assessment, both in ensuring the analysis captures the full economic benefits of adaptation and also identifying options that can help to manage indirect risks of disasters. For example, we show that by extending insurance to 100% penetration, the indirect effects of flooding could be almost halved. We conclude that, while this study explores only the upper-bound climate scenario, the risk-assessment core demonstrated in this study could form an important quantitative tool in developing city-scale adaptation strategies. We provide a discussion of sources of uncertainty and risk-based tools could be linked with decision-making approaches to inform adaptation plans that are robust to climate change.  相似文献
