Organised village or farm communities in the Republic of Cameroon are excellent experimental grounds where adapted rural development strategies are succeeding. Success in such undertakings has been brought about by the fact that planners and policy makers are now taking time to discuss and plan wi3h the populations for whom the projects are meant. Cameroon's economic development is without doubt a story of success. Since independence, the country has been favoured by internal and external advantages but, as in most African countries south of the Sahara, the results of regional development policies — in spite of an existing and sound planning structure — are disappointing. Cameroon was always well-provided with the now fashionable ‘integrated’, ‘basic need-oriented’, ‘bottom-up’ and ‘development-from-within’ regional policy programmes. In discussing such a programme and proposing elements of a modified development strategy, it can, however, be argued that even the first step of creating a basic regional development project has been far from satisfactory. Further, in spite of government rhetoric, no regional development policy as normally defined exists. What does exist are regional effects of development projects. This prompts the question of whether it may be preferable to replace the term ‘regional development policy’, and to return to a ‘regionally based, comprehensively planned, project policy’, based on facts which first have to be collected and analysed.  相似文献

Cameroon is a bilingual country with French and English being the official languages. This bicultural status is linked to pre-independence colonisation of the territory. Consequently, two educational systems exist in formal schools, colleges and the university sector. Studies of Earth Science Education curricula in these systems show completely divergent approaches in colleges and at the Tertiary level. An assessment of the factors that influence these divergences shows their relationship to the cultural background and to available expertise. From 1962 to 1992, Earth Science Education at the Tertiary level was limited to the unique University of Yaoundé and was based on the French system, even though the University served both systems. The curriculum was not related to the major priority needs of the country with respect to its natural or mineral resources and this handicap is being felt today. However, the creation in 1993 of six independent government universities in the country, with one — the University of Buea — being of an ‘Anglo-Saxon’ tradition, has resulted in the development of varied curricula in Earth Science Education in five of these universities. The varied approach is aimed at meeting manpower needs in priority areas of the subject in future. A comparison of the Earth Science curricula from 1993 to 1998 in the Universities of Yaoundé I, Douala and Buea is used to identify the divergent approaches and the expected advantages of each curriculum. A more detailed evaluation of the curriculum in the University of Buea is used to highlight the attempt being made to train geoscientists who will be capable of exploiting the natural resources of the country and equally ensure the conservation of the environment for future generations.  相似文献

The Grenvillian orogeny (~1250 to 980 Ma) was one of the most significant Riphean events. It determined the formation of many structures observable now in North and South America, northwestern Europe, South Africa, Western Australia, Antarctica, and other regions. Nevertheless, its reflections in the most complete and relatively well investigated Upper Precambrian sedimentary sections of northern Eurasia such as the Riphean stratotype (Bashkir meganticlinorium) and hypostratotype (Uchur-Maya region) still remain unknown. This is primarily true of the petrographic and chemical compositions of terrigenous rocks. This work is dedicated to the analysis of peculiar features in variations of the whole-rock chemical composition of sandstones and fine-grained clastic rocks (shales, mudstones, fine-grained clayey siltstones) that constitute Middle-Upper Riphean boundary layers of the Bashkir meganticlinorium, Kama-Belaya aulacogen, and Uchur-Maya region. The analysis reveals no tendency for the decrease in the degree of the chemical and, consequently, mineralogical maturity in the upward direction through the Middle-Upper Riphean sections in the above-mentioned regions. The whole-rock compositions of fine-grained clastic rocks associated with sandstones correspond mostly to that of “common” Upper Precambrian clayey rocks. The formation of practically the entire Yurmatinian-Karatavian succession in the Bashkir meganticlinorium proceeded under relatively stable TDM and ?Nd(T) values. The period of 1250 to 980 Ma in the central and eastern parts of the Siberian Platform was marked by repeated rifting episodes alternating with accumulation of mature platformal sediments, although repercussions of Grenvillian collisional processes are missing from this region as well. The performed analysis provides grounds for the conclusion that contribution of the Grenvillian events to the formation of most complete Riphean successions in northern Eurasia was insignificant.  相似文献

Research on hunger and food security in the Global South and the Global North has often emphasized different factors and scales of analyses. Unlike newer monitoring systems in the Global South, which evolved substantially following critiques by Amartya Sen, US food security research has rarely combined the two dimensions of food availability and food access. Furthermore, this research has paid scant attention to household coping strategies. This study responds to this lacuna in US hunger research by developing a spatial model for predicting risk to food insecurity based on proxy measures for access (three demographic variables) and availability (grocery store density). The study then employs qualitative methodologies (surveys and semi-structured interviews) to understand household coping strategies in two ethnically distinct areas in Minneapolis-Saint Paul at risk to food insecurity. One neighborhood is dominated by Southeast Asian and East African immigrants and the other by African-Americans. This approach should allow for better targeting of food aid and programs that help alleviate food insecurity.  相似文献

Results of the chemical and isotopic analysis of the water and gases discharged from volcanic crater lakes and soda springs located along the Cameroon Volcanic Line were used to characterize and infer their genetic relationships. Variations in the solute compositions of the waters indicate the dominant influence of silicate hydrolysis. Na+ (40–95%) constitutes the major cation in the springs while Fe2+ + Mg2+ (70%) dominate in the CO2-rich lakes. The principal anion is HCO3 (>90%), except in the coastal springs where Cl-predominates. Lakes Nyos and Monoun have FeMgCaHCO3 type signatures; the soda springs are essentially NaHCO3 type, while all other lakes show similar ionic compositions to dilute surface waters. Dissolved gases show essentially CO2 (>90%), with small amounts of Ar and N2, while CH4 constitutes the principal component in the non-gassy lakes. Active volcanic gases are generally absent, except in the Lobe spring with detectable H2S. Stable isotope ratio evidence indicates that the bicarbonate waters are essentially of meteoric origin. CO2 (δ13C = −2 to −8%0 and He (3He/4He = 1 to 5.6Ra) infer a mantle contribution to the total CO2. CH4 has a biogenic source, while Ar and N2 are essentially atmospheric in origin, but mixing is quite common.  相似文献

The aim of this paper is to analyze the reactivation mechanism of ancient earth flows, with a view to gleaning information that can subsequently be utilized to formulate a risk-reduction strategy. All considerations made herein are the result of direct experience and observation of actual events which have occurred over the past few decades in the Northern Apennines. Particular attention has been paid to the analysis of the evolution of landslides during actual reactivation, acknowledging a typical, recurring succession of events that precede the failure of the slope. The hazard assessment of these large landslide bodies, which are of slope scale, constitutes a thorny problem, especially in view of the inapplicability of traditional deterministic models such as limit equilibrium stability analysis. Nevertheless, a site-specific assessment of probability of reactivation of these large and ancient earth flows is fundamental to effective land-use planning.  相似文献

The Calnistea catchment lies in the southern part of Romania in a region that has been confronted lately with serious water scarcity problems generated primarily by summer heat waves and long periods of drought. The high temperatures, excessive evapotranspiration and scant precipitation have a negative impact on water resources and especially on the river system, which is at the mercy of meteorological conditions, because all the streams in the area originate in the plain. Consequently, mean annual discharges are very low and more often than not, many rivers run dry. In order to avoid such an unwanted phenomenon people have built earth dams across the valleys thus creating chains of ponds, which are used to regulate the flow. Even so, however, most of the years the rivers look like mere threads of water oozing gently through their sediments. Under the circumstances, it is no wonder that irrigation systems are missing, which explains the low agricultural productivity. The most important asset of the region is the groundwater, as it represents the only source of drinking water for the population. Groundwaters are stored in superposed aquifers, most of them confined, generally having good hydrogeological properties. Water quality complies with the standards for drinking water and that is why groundwaters are used as such for domestic consumption. The problem is that in the past years, population increase has put more pressure on this resource and consequently water table sank. The growing depletion of groundwaters has brought about thirst, famine, poverty and despair, sad realities that local authorities are striving to control. Given this necessity the present study aims at making several proposals of what could be done on a short and middle term in order to increase the water supplies of the region and thus alleviate the people??s suffering.  相似文献

Although urban land is scarce and costly, it sustains in most cases various types of resources which can be exploited with ingenuity. Such resource exploitation depends equally on the type of additional inputs and/or technology deployed on the said land. Urban dwellers, including civil servants and their dependants have discovered the small-scale agricultural potentials that such urban lands provide in Cameroon. Nowadays, more of these urban dwellers use their off-office and other leisure hours in developing gardening habits. Substantial monetary compensations and some shading off of mental strain now accrue in the packet of results obtained so far. Apart from the Buea gardeners studied in this article, others in similar situations elsewhere should join in at this time when African food problems keep flickering on international screens.  相似文献

Abstract: Mount Bambouto is a polygenic stratovolcano of the Cameroon Volcanic Line, built between 21?Ma and 4.5?Ma. It is situated approximately 200?km NE of Mount Cameroon, between 09°55′ and 10°15′ longitude east and, 05°25′ and 05°50′ latitude north. The volcano covers an area of 500?km2 and culminates at 2740?m at Mélétan dome and bears a collapsed caldera at the summit (13?×?8?km). Mount Bambouto is characterized by several natural hazards of different origins: meteorological, such as landslides and rock falls; anthropogenic, such as bushfires, tribal wars and deforestation; and volcanological, such as volcanic eruption. The thematic map shows that 55–60% of the caldera has high probability of occurrence of mass movement. The caldera has a high population density (3000 inhabitants), which increases the level of risk, evaluated at approximately $US3.8 million for patrimony, 3000 civilian deaths and destruction of biodiversity.  相似文献

Rural urban migration can often result in decreased agricultural output in countries with scarce land resources. It also can hasten the socio-economic problems associated with the overcrowded cities of the developing world. As only 10% of Iran is arable it is particularly vulnerable to threats to food security and self-sufficiency. This paper examines the daily flow of villagers to a major city near the vital staple crop producing rural district of Lakan, where out-migration is already occurring. Although most discussions of daily travel to cities is typically relegated to commuting, this paper aims to analyze travel for the purpose of access to a variety of facilities and services that villages in the rural district of Lakan lack including secondary schools, post offices, banks, and even telephones and newspaper stands. The paper emphasizes that daily journeys make permanent moves to the city more likely because of the major inconvenience that results from the scarcity of basic facilities within Lakan villages. Travel to a distant city for staple foods at grocery stores or for access to secondary schools, for example, could intensify future out-migration because the heavy inconvenience of constant travel might eventually outweigh the benefits of maintaining residency in villages. The paper utilizes information about daily travel to Rasht to recommend various government construction projects and initiatives to improve the quality of life for villagers and avert future rural–urban migration and the reduction in staple crop production that might result.  相似文献

Natural resources, especially the forest provide a means of livelihood to rural communities in most developing countries. Unfortunately these resources are under the threat of disappearing because of high population growth rates and poverty that characterise these communities. Any attempt by development agencies at conserving these resources is tantamount to depriving these rural areas of their survival base. Yet due to its strategic socio-economic and cultural importance, the forest ecosystem needs to be sustained for future generations. This paper examines the various challenges faced by the State and other conservation agencies in natural resource management and the possible options which can be employed in an effort to ensure a sustainable exploitation of the forest in Anglophone Cameroon. It discusses the efforts of these actors, within the framework of the emerging concept of community forestry, local community strengthening and integrated rural development. While highlighting some of the achievements of international NGOs like Bird Life International and World Wide Fund for Nature in the region, the study concludes that the future of sustainable management of forest resources relies on a holistic poverty alleviation approach that takes into consideration the empowerment of these communities. This will ensure that they participate and benefit from the exploitation of the resources in the form of local development. The Bafoussam area in western Cameroon is part of the Central African Orogenic Belt. It is dominated by granitoids which belong to the Pan-African syn- to post-collisional post-650 Ma group. Syenogranites are predominant, but alkali-feldspar granite, monzogranite, quartz-monzonite and quartz-monzodiorite occur as well. Four granitoid suites, biotite granitoids and deformed biotite granitoids with amphibole, megafeldspar granitoids with megacrysts and two-mica granitoids with primary muscovite and igneous garnet are distinguished. The granites can be assigned to high-K calc-alkalic to shoshonitic series. The partly shoshonitic biotite granitoids are metaluminous to weakly peraluminous and can be labelled as a highly fractionated I-type suite. The megafeldspar granitoids are weakly peraluminous with I-type character whereas the two-mica granitoids are weakly to strongly peraluminous and belong to an S-type suite. Emplacement ages at 558–564 Ma for the two-mica granitoids have been dated from monazite by the EMP Th–U–Pb method.The REE in the biotite granitoids are moderately fractionated with (La/Lu)N = 23–38. Enrichment of Nb and Ta varies by one order of magnitude. The megafeldspar granitoids show homogeneous and strongly fractionated REE patterns with (La/Lu)N = 27–42. The primitive mantle-normalized element patterns are homogeneous with marked negative Ba, Nb, Ta, Sr, Eu and Ti anomalies. The two-mica granitoids are characterized by low to moderate total REE contents with strongly fractionated REE expressed by (La/Lu)N ranging from 7 to 59. The negative Nb and Ta anomalies are less significant. Nd and Sr whole-rock isotope data confirm different sources for the granitoid suites. The source of the I-type biotite granitoids was probably a juvenile mantle which has been variably metasomatized. The source of the I-type megafeldspar granitoids is characterized by juvenile mantle and lower crust components. Anatectic melts of the upper continental crust with variable contribution of lower continental crust or mantle melts can explain the heterogeneous isotopic signatures of the S-type two-mica granitoids. It is suggested that the melting of these sources was successively initiated by the rising isotherms during a syn- to post-collisional setting which followed a subduction.  相似文献
