Energy production has come under increasing scrutiny as concerns about energy security and climate change have risen. In the UK changes in government structure and privatisation of the electricity industry have led to the emergence of multi-level governance. This means that decisions on how to reduce carbon dioxide emissions from the electricity-generating sector should no longer be solely a national policy decision. Previous studies have sought to explore how renewable energy may develop under multi-level governance, but this paper pays attention to a traditional fossil fuel source, coal, which is still an important means of electricity generation. Coal is the most abundant fossil fuel and advocates argue that carbon capture and storage techniques could make coal 'clean', paving the way for a long-term, secure and low emission way to produce energy. This study focuses on the Yorkshire and Humber Region, which has had a long association with coal mining and looks at the implications of this as the region seeks to develop a climate change action plan and an energy strategy within the new regional governance structures. The paper argues that the regional networks developed to address climate change are influenced by existing social power structures and alliances. The region as a territorial structure becomes a useful device in promoting national priorities.  相似文献

The production of liquid fuels from coal will very likely become an important part of the hydrocarbon energy mix of the future, provided that technical and environmental obstacles are overcome economically. The coal industry should be able to handle a coal-to-liquids (CTL) industry of modest size, using 60–70 million short tons or 54–64 million metric tonnes of coal per annum, without premature depletion of the country’s coal reserves. However, attempts to use CTL technology to replace all petroleum imports would deplete the nation’s coal reserves by the end of the century.  相似文献

利用1949—2008年的相关统计数据,分析中国煤炭资源供应格局和流动路径,结果表明:(1)国家政策变动对中国煤炭资源消费规模影响深刻,每一次政策变化都会造成能源消费规模的波动,近年来强烈的能源需求使得我国煤炭供应不得不面临进口的现实;(2)受能源需求和资源禀赋的双重压力,大规模、跨区域、长距离的煤炭运输成为我国能源运输体系的重要特征;(3)尽管煤炭运输方式在向铁路、水路和公路组合并用的多元化发展,但仍然不能满足旺盛的能源需求,煤炭运输瓶颈始终存在,变输煤为输电是缓解当前煤炭运输困难的一个途径。  相似文献

The production and use of fossil fuels and nonrenewable electricity creates many forms of environmental degradation. To reduce degradation, this research suggests an energy strategy based on energy end‐use analysis and regional geography. Energy end‐use analysis and regional geography are used to match renewable energy resources with site‐specific, end‐use needs. Fieldwork conducted within Centre County, Pennsylvania, demonstrates that small‐scale solar, wind, and micro‐hydropower resources could displace a proportion of household electricity use. Such an approach meets energy end‐use needs, while conserving fossil fuels and reducing environmental degradation.  相似文献

After many years of slow progress, we find that worldwide environmental, political, and economic pressures are providing greater purchase for the accelerated development of renewable energy. Although many people would consider this quickening pace good news, the transition from conventional resources has encountered public resistance. In this article I examine the nature of challenges to the development of geothermal, wind, and solar energy projects in three places: the United States, Scotland, and Mexico. The common thread in the public reservations about renewable energy is landscape change and the consequent disruption such change produces to established ways of life for those who are nearby. It also suggests the importance of rebalancing the emphasis of renewable energy programs away from the traditional technical focus that dominates development planning. The more suitable and expedient approach would be to consider the challenges of development as predominantly social matters with technical components, rather than the other way around. To accept this view is to unlock the door to a renewable energy future.  相似文献

By applying the multi-Hubbert curve analysis to coal production in the United States, we demonstrate that anthracite production can be modeled with a single Hubbert curve that extends to the practical end of commercial production of this highest-rank coal. The production of bituminous coal from existing mines is about 80% complete and can be carried out at the current rate for the next 20 years. The production of subbituminous coal from existing mines can be carried out at the current rate for 40–45 years. Significant new investment to extend the existing mines and build new ones would have to commence in 2009 to sustain the current rate of coal production, 1 billion tons per year, in 2029. In view of the existing data, we conclude that there is no spare coal production capacity of the size required for massive coal conversion to liquid transportation fuels. Our analysis is independent of other factors that will prevent large-scale coal liquefaction projects: the inefficiency of the process and either emissions of greenhouse gases or energy cost of sequestration.

Growth Rates of Global Energy Systems and Future Outlooks   总被引:1,自引:0,他引:1  
The world is interconnected and powered by a number of global energy systems using fossil, nuclear, or renewable energy. This study reviews historical time series of energy production and growth for various energy sources. It compiles a theoretical and empirical foundation for understanding the behaviour underlying global energy systems’ growth. The most extreme growth rates are found in fossil fuels. The presence of scaling behaviour, i.e. proportionality between growth rate and size, is established. The findings are used to investigate the consistency of several long-range scenarios expecting rapid growth for future energy systems. The validity of such projections is questioned, based on past experience. Finally, it is found that even if new energy systems undergo a rapid ‘oil boom’-development—i.e. they mimic the most extreme historical events—their contribution to global energy supply by 2050 will be marginal.  相似文献

The United States has the world’s largest coal reserves and Montana the highest potential for mega-mine development. Consequently, a large-scale effort to convert coal to liquids (CTL) has been proposed to create a major source of domestic transportation fuels from coal, and some prominent Montanans want to be at the center of that effort. We calculate that the energy efficiency of the best existing Fischer–Tropsch (FT) process applied to average coal in Montana is less than 1/2 of the corresponding efficiency of an average crude oil refining process. The resulting CO2 emissions are 20 times (2000%) higher for CTL than for conventional petroleum products. One barrel of the FT fuel requires roughly 800 kg of coal and 800 kg of water. The minimum energy cost of subsurface CO2 sequestration would be at least 40% of the FT fuel energy, essentially halving energy efficiency of the process. We argue therefore that CTL conversion is not the most valuable use for the coal, nor will it ever be, as long as it is economical to use natural gas for electric power generation. This finding results from the low efficiency inherent in FT synthesis, and is independent of the monumental FT plant construction costs, mine construction costs, acute lack of water, and the associated environmental impacts for Montana.

本文采用生命周期评价(LCA)的方法,从原料获取、原料运输、产品生产、产品使用和最终处置五个阶段对可降解聚乳酸(PLA)包装塑料的能耗和环境影响进行了评价和量化。并选择7个影响类别进行影响分析:非生物耗竭潜力(ADP)、全球变暖潜力(GWP)、酸化潜力(AP)、富营养化潜力(EP)、光化学臭氧形成潜力(POCP)、人类毒性潜力(HTP)和陆地生态毒性潜力(TETP)。通过对生命周期评价结果的讨论,发现对环境影响最大的是产品生产环节。同时,在整个生命周期中,环境影响排名前三的类别分别为GWP、ADP和HTP,分别占32.63%、24.83%和14.01%。根据LCA的研究结果,减少环境影响的途径有:降低电耗、增加新能源的投入、提高生产过程中物料的转化率、使用有机和水溶性肥料代替传统肥料、使用环保型燃料建立完善的回收体系。  相似文献

Up until very recently--and in marked contrast to such countries as Spain, Denmark and Germany--Australia generated hardly any electricity from the wind. Driven largely by the mandatory targets embodied in the Renewable Energy (Electricity) Act 2000 (Commonwealth) this situation is now changing. Australia has several operational small- to medium-sized wind energy power stations in Western Australia, Victoria, New South Wales and Queensland. But--in the face of often strong local opposition--the Australian Wind Energy Association is keen to increase the number and scale of such projects. This paper outlines recent overseas developments in wind energy and then focuses on the environmental and planning dilemmas posed by this form of electricity production. Particular attention is focused on a highly controversial wind energy proposal in south-western Victoria, the Portland Wind Energy Project (PWEP). The argument presented is that wind is only one of a number of possible renewable energy options, that coastal landscapes are an 'endangered species', and that it is time for geographers to revisit methodologies concerned with evaluating landscape beauty and debating the place of landscape values within the ecologically sustainable development paradigm.  相似文献

We study the changing volumes and costs of the energy resources available in the coming century as a result of exploration, technical progress, and consumption. The most reliable and well-documented information involves fossil fuels, which account for nearly 80 percent of the energy mix today. Known and presumed resources are fairly well ranked by cost, and we can estimate future developments. We present two consumption scenarios: the more contrasted reference case and the ecologically driven case presented by the World Energy Council at its last congress (1992). Our scenarios take into account the twofold goal set forth at the Rio summit: to achieve sustainable development and to minimize the climatic effects of pollutant emissions.We show that the most cost-effective mineral resources, including uranium, will run out only gradually in the next century according to these hypotheses. As a result, marginal cost will grow relatively slowly. However, we presuppose a tough policy on curbing consumption and using renewable sources of energy.We point out the need for better cost ranking of energy saving and energy switch possibilities. Additionally, the ecological impact and cost of corrective measures will have to be evaluated. We believe that the medium- and long-term difficulties will stem chiefly from the contradiction between low energy prices and the commitments required. The danger of geopolitical tension will remain a serious concern.  相似文献

The production and burning of fossil fuels is the primary contributor to CO2 emissions for the U.S. We assess the impact of producing coal, crude oil, and natural gas on the environment and economic well-being by analyzing state-level data from 2001 to 2015. Our findings show that coal production has led to more CO2 emissions and no significant benefit to economic well-being. Crude oil production has a non-significant impact on CO2 emissions but is related to a lower poverty rate, a higher median household income, and a higher employment rate. Natural gas withdrawals have a positive impact on median household income. We discuss these findings in the context of current U.S. energy policies and then provide directions for future research.  相似文献

作为“一带一路”倡议的样板工程和旗舰项目,中巴经济走廊中的风电项目建设已经初现规模。中国在巴基斯坦的工程建设中,风电优先项目涉及的项目金额约为6.47亿元,运营期累计发电量可以达到近180亿千瓦时,可累计减少二氧化碳排放13.90兆吨。伴随跨境风电项目的梯度转移,中国可再生能源项目落地并网取决于东道国的政策制度安排、建设运营模式、设备供应体系以及电价收购协议等。本研究有助于协助沿线国家完善能源政策制度、加快清洁电力发展、应对气候变化、落实碳减排承诺,为绿色“一带一路”建设中可再生能源项目的推广提供借鉴。  相似文献

乌兹别克斯坦是位于中亚腹地的“双内陆国”,是古代丝绸之路沿线的重要国家之一。针对“一带一路”倡议实施框架内中国与乌兹别克斯坦在可再生能源领域合作的需要,利用文献、数据等分析法,从太阳能、水能、风能、地热能、沼气能等可再生能源的发展现状、国家发展规划、优惠激励措施和可再生能源领域的最新投资项目等角度,对乌兹别克斯坦可再生能源发展总体情况和需求进行了分析。结果表明:乌兹别克斯坦拥有良好的可再生资源条件,未来可再生能源利用比例也将逐渐提高。近年来,乌兹别克斯坦政府高度重视可再生能源发展,接连出台有关政策,大力推进可再生能源发电项目建设,以期实现能源多样化。中乌可再生能源利用领域合作前景广阔,双方在人才、技术、资金、设备等方面合作空间巨大,在提高可再生能源利用效率、发展绿色经济和开展低碳能源合作领域将大有作为。  相似文献

While political ideology is a consistent predictor of public environmental views in the United States, religious affiliation may also be an important correlate of environmental attitudes, especially in regions with a majority denomination. Using data from a 2014 survey in five communities across Utah, Idaho, and Wyoming (n = 906) experiencing renewable energy development, we investigate the influence of religious affiliation on environmental beliefs, views about climate change, and support for renewable energy. We are particularly interested in the influence of Mormonism, an understudied area of research. We find Mormonism, Protestantism, and Catholicism all significantly and negatively related to general pro-environment beliefs. However, this relationship doesn’t hold as consistently for views about global warming or renewable energy development. We also find income, gender, length of residence, and political orientation to be important predictors of environmental attitudes, and that general environmental beliefs are only weakly related to views about renewable energy.  相似文献

能源是贫困地区农户赖以生产和发展的基本生计资产,过度采伐薪柴的能源消费行为是加剧生态脆弱地区水土流失、土壤侵蚀、森林植被破坏的重要因素。西南山区既是我国贫困地区,又是生态环境脆弱地区,本文选取在西南山区经济发展水平和生态脆弱性都具有代表性的云南省昭通市为案例,基于946 份调查问卷,采用Tobit 模型对非商品性能源和商品性能源的消费比例的影响因素进行回归分析,并得出以下结论:① 地形特征对西南山区农村能源消费结构影响显著,薪柴和秸秆等非商品性能源受资源禀赋影响显著,而煤炭等商品性能源更多的是受市场距离影响。② 随着家庭人均收入的增加,非商品性能源消费比例将下降,煤炭和电力等商品性能源消费比例将上升,但是西南贫困地区由于农户生计资产有限,收入增长缓慢,能源消费结构升级艰难。③ 家庭人均教育程度的提高、从事非农产业有助于西南山区农户增加商品性能源的消费比例,从而提升能源消费结构。  相似文献

In this paper, we look at the relationship between the development of domestic and overseas markets for Australian renewable energy. It is argued that encouraging the promotion of Australian renewable energy technology in overseas markets could be a practical strategy for developing the Australian renewable energy industry. Also, it is reasoned, Australian foreign aid and trade organisations could play an important role in assisting the Australian renewable energy industry via overseas market research, technology transfer, and human resource and institutional development programs. We suggest that further research and development cooperation between Australian renewable energy companies and research institutes would be beneficial, especially in exploring potential overseas markets. We also recommend that joint ventures between renewable energy industry partners in Australia and developing countries be used to promote growth in Australian renewable energy exports and, ultimately, in developing Australia's renewable energy industries.  相似文献

This article examines the role of geographical factors as determinants of cross-country differences in per capita carbon dioxide emissions. Such differences have been explained by economists mostly in terms of per capita income. Geographical factors on the other hand have been neglected by economic analysis. We examine the effects of cold and hot climates, transportation requirements and the availability of renewable energy sources on emissions. We find that with the exception of cooling requirements as measured by hot climates, all these geographical factors are statistically significant determinants of emissions in accordance with our expectation. Furthermore, cold climates and the availability of renewable resources are also substantively important.  相似文献

根据我国能源总供给和总需求的统计数据,运用EMD方法对我国能源供需情况进行多尺度分析,构建带有周期波动的中国能源供需动力学模型,揭示其动力特征,进行数值模拟并提出虚拟能源理论。研究结果表明:到2020年我国能源生产量为35.6亿t标准煤,能源消费量为42.93亿t标准煤,供需缺口达7.33亿t标准煤,可见我国能源消费速度远远大于能源生产速度。我国未来的能源安全问题十分严峻。  相似文献
