Livelihood resilience draws attention to the factors and processes that keep livelihoods functioning despite change and thus enriches the livelihood approach which puts people, their differential capabilities to cope with shocks and how to reduce poverty and improve adaptive capacity at the centre of analysis. However, the few studies addressing resilience from a livelihood perspective take different approaches and focus only on some dimensions of livelihoods. This paper presents a framework that can be used for a comprehensive empirical analysis of livelihood resilience. We use a concept of resilience that considers agency as well as structure. A review of both theoretical and empirical literature related to livelihoods and resilience served as the basis to integrate the perspectives. The paper identifies the attributes and indicators of the three dimensions of resilience, namely, buffer capacity, self-organisation and capacity for learning. The framework has not yet been systematically tested; however, potentials and limitations of the components of the framework are explored and discussed by drawing on empirical examples from literature on farming systems. Besides providing a basis for applying the resilience concept in livelihood-oriented research, the framework offers a way to communicate with practitioners on identifying and improving the factors that build resilience. It can thus serve as a tool for monitoring the effectiveness of policies and practices aimed at building livelihood resilience.  相似文献

Resource-dependent industries are particularly vulnerable to climate change, and their ability to adapt will be as critical to society as to the natural systems upon which they rely. More than ever, resource-users will need to anticipate, and prepare for, climate-related changes, and institutions will need to be particularly supportive, if resource industries and the extended social systems dependent on them are to be sustained. I examine the capacity of cattle-graziers in Australia to cope and adapt to climate variability as a precursor for understanding their vulnerability to climate change by assessing: (i) their perception of risk, (ii) their capacity to plan, learn and reorganise, (iii) their proximity to the thresholds of coping, and (iv) their level of interest in adapting to change. Graziers perceived themselves to be resilient to climate variability in their perceptions of climate risk, reorganising capacity, coping, and interest in adapting. Their dependency on the grazing resource and use of seasonal climate forecasts were significant influences, suggesting that resilience could be enhanced. Facilitated collaborative learning amongst graziers and other stakeholders may assist to develop strategic skills, increasing climate awareness, developing financial security and adopt climate tools such as seasonal climate forecasts. Enhanced strategies for coping with climate variability will provide a way for encouraging gradual, incremental adjustments for climate adaptation.  相似文献

The objective of this paper is to better understand the various individual and household factors that influence resilience, that is, people⬢s ability to respond adequately to shocks and stressors. One of our hypotheses is that resilience does not simply reflect the expected effects of quantifiable factors such as level of assets, or even less quantifiable social processes such as people⬢s experience, but is also determined by more subjective dimensions related to people⬢s perceptions of their ability to cope, adapt or transform in the face of adverse events. Data collected over two years in Fiji, Ghana, Sri Lanka and Vietnam confirms the importance of wealth in the recovery process of households affected by shocks and stressors. However our results challenge the idea that within communities, assets are a systematic differentiator in people⬢s response to adverse events. The findings regarding social capital are mixed and call for more research: social capital had a strong positive influence on resilience at the community level, yet our analysis failed to demonstrate any tangible positive correlation at the household level. Finally, the data confirm that, like vulnerability, resilience is at least in part socially constructed, endogenous to individual and groups, and hence contingent on knowledge, attitudes to risk, culture and subjectivity.  相似文献

IPCC发布的《气候变化2014:影响、适应和脆弱性》进一步提升了国际社会对于适应气候变化和可持续发展的认识水平,主要表现在:适应气候变化的研究视角从自然生态脆弱性转向更为广泛的社会经济脆弱性及人类的响应能力;阐明了气候风险与社会发展的关系,明确了适应在气候灾害风险管理中的积极作用;提出了减少脆弱性和暴露度及增加气候恢复能力的有效适应原则;提出了适应极限的概念,指出这一概念对于适应气候变化的政策含义;提出了保障社会可持续发展的气候恢复能力路径;强调要注重适应与减缓的协同作用和综合效应,指出转型适应是应对气候变化影响的必要选择。报告认为,气候变化、影响、适应及社会经济过程不再是一个简单的单向线性关系,需要纳入统一的系统框架下予以认识和理解。  相似文献

地球北极和南极部分地区正在经历着以变暖和冰冻圈退缩为主要特征的显著变化,不仅深刻影响着当地生态环境和社会经济,而且具有半球乃至全球效应。IPCC在2019年9月发布的《气候变化中的海洋和冰冻圈特别报告》(SROCC)第三章对极地系统变化及其影响与适应做了系统评估,主要呈现了IPCC第五次评估报告(AR5)之后极地冰冻圈、海洋、生态和社会系统相互作用的最新科学认知,探讨了降低脆弱性和风险、增强适应性和恢复力的路径。文中对SROCC第三章进行扼要解读,主要内容包括:(1)极地海洋、海冰、积雪/冻土/淡水冰、冰盖与冰川等极地系统要素过去和未来变化及其影响以及极地与中低纬度天气气候之间的关联;(2)人类响应极地系统变化的策略和不足以及应对未来变化的不确定性;(3)当前加强极地恢复力建设的主要行动及其实施进展。  相似文献

This paper reviews research traditions of vulnerability to environmental change and the challenges for present vulnerability research in integrating with the domains of resilience and adaptation. Vulnerability is the state of susceptibility to harm from exposure to stresses associated with environmental and social change and from the absence of capacity to adapt. Antecedent traditions include theories of vulnerability as entitlement failure and theories of hazard. Each of these areas has contributed to present formulations of vulnerability to environmental change as a characteristic of social-ecological systems linked to resilience. Research on vulnerability to the impacts of climate change spans all the antecedent and successor traditions. The challenges for vulnerability research are to develop robust and credible measures, to incorporate diverse methods that include perceptions of risk and vulnerability, and to incorporate governance research on the mechanisms that mediate vulnerability and promote adaptive action and resilience. These challenges are common to the domains of vulnerability, adaptation and resilience and form common ground for consilience and integration.  相似文献

Adaptive practices are taking place in a range of sectors and regions in Australia in response to existing climate impacts, and in anticipation of future unavoidable impacts. For a rich economy such as Australia’s, the majority of human systems have considerable adaptive capacity. However, the impacts on human systems at the intra-nation level are not homogenous due to their differing levels of exposure, sensitivity and capacity to adapt to climate change. Despite past resilience to changing climates, many Indigenous communities located in remote areas are currently identified as highly vulnerable to climate impacts due to their high level of exposure and sensitivity, but low capacity to adapt. In particular, communities located on low-lying islands have particular vulnerability to sea level rise and increasingly intense storm surges caused by more extreme weather. Several Torres Strait Island community leaders have been increasingly concerned about these issues, and the ongoing risks to these communities’ health and well-being posed by direct and indirect climate impacts. A government agency is beginning to develop short-term and long-term adaptation plans for the region. This work, however, is being developed without adequate scientific assessment of likely ‘climate changed futures.’ This is because the role that anthropogenic climate change has played, or will play, on extreme weather events for this region is not currently clear. This paper draws together regional climate data to enable a more accurate assessment of the islands’ exposure to climate impacts. Understanding the level of exposure and uncertainty around specific impacts is vital to gauge the nature of these islands’ vulnerability, in so doing, to inform decisions about how best to develop anticipatory adaptation strategies over various time horizons, and to address islanders’ concerns about the likely resilience and viability of their communities in the longer term.  相似文献

This paper assesses the vulnerability of grape growers and winery operators in the Okanagan Valley, British Columbia to climate variability and change, in the context of other sources of risk. Through interviews and focus groups, producers identified the climatic and non-climatic risks relevant to them and the strategies employed to manage these risks. The results show that the presence of multiple exposures affects the way in which producers are vulnerable to climate change. Producers are vulnerable to conditions that not only affect crop yield, but also affect their ability to compete in or sell to the market. Their sensitivity to these conditions is influenced in part by institutional factors such as trade liberalization and a “markup-free delivery” policy. Producers’ ability to adapt or cope with these risks varies depending on such factors as the availability of resources and technology, and access to government programmes. Producers will likely face challenges associated with the supply of water for irrigation due to a combination of climatic changes and changing demographics in the Okanagan Valley, which in turn affect their ability to adapt to climatic conditions. Finally, adaptations made by producers can change the nature of the operation and its vulnerability, demonstrating the dynamic nature of vulnerability.  相似文献

Climate change impacts are already happening through the world, and it is now clear that there is the need for an adaptive response from global institutions down to the local level. Reducing vulnerability to cope with climate variability might be more challenging in tropical countries than in North America or Europe. The ten papers of this special issue were presented during the Adaptclim conference that was held by the Sinergia Project, the CLARIS LPB project, and the GeoData Institute in Asunción, Paraguay, in 2010. All papers, except one regarding the Brahmaputra Basin in South Asia, present studies from South America. These studies are first contextualized geographically and then are related one to another by a simplified vulnerability concept linking climate stress to sensitivity and adaptive capacity of natural and human systems. One half of the papers focus on actual or future climate change and the present-day causes of the vulnerability of natural and agrosystems. Droughts are and will be the main source of stress for agriculture in South America. Increasing fragmentation of forest of the center of this continent is aggravating their vulnerability to dry spells. Another half of the studies of this special issue deal with the adaptive capacity human populations to system perturbations produced or enhanced by climate change. The studies point out inclusion of traditional knowledge and involvement of local actors in their own vulnerability assessment to increase adaptive capacity. These elements of climate justice, giving voice to those less responsible for carbon emissions but bearing their most severe consequences, allow the particular needs of a community to be considered and can direct adaptation policy toward preserving or rebuilding their specific capabilities under threat from climate change. The special issue also made clear that a basin analysis of the climate change problem could provide information, results, and methods more readily of use for the local population and decision makers.  相似文献

This paper reviews the concept of adaptive capacity and various approaches to assessing it, particularly with respect to climate variability and change. I find that adaptive capacity is a relatively under-researched topic within the sustainability science and global change communities, particularly since it is uniquely positioned to improve linkages between vulnerability and resilience research. I identify opportunities for advancing the measurement and characterization of adaptive capacity by combining insights from both vulnerability and resilience frameworks, and I suggest several assessment approaches for possible future development that draw from both frameworks and focus on analyzing the governance, institutions, and management that have helped foster adaptive capacity in light of recent climatic events.  相似文献

As climate and anthropogenic changes increase the vulnerability of coastal areas around the world, the threat (and reality) of coastal hazards grows. These threats arise particularly at a local level, calling out for more knowledge on how to best support coastal municipalities to deal with natural and human-induced hazards. This study seeks to add to the understanding through an examination of local-level experience with hazard planning and responses carried out by coastal municipalities, producing insights on how to reduce their vulnerability and support their resilience. It explores the factors influencing coastal municipalities’ management of relevant hazards to achieve comprehensive multi-hazard risk reduction and adaptation. We do so through a national survey of Canada’s coastal municipalities which assessed experience with hazards, risk perception, hazard prioritization, and the extent and specifics of hazard responses. We characterize the determinants of coastal municipalities’ behaviour and intervening factors, and conduct regression analyses to explain coastal municipalities’ risk perception, hazard prioritization, implementation of management processes for dealing with hazards, and the number of implemented or planned hazard responses. Six key factors were identified that influence hazard responses at the municipal level: experience with hazards; competing priorities; hazard visibility; access to resources (financial and technical capacity) and governance (institutional setting and political capacity). We conclude that municipal hazard responses can be reinforced by increasing the effectiveness of risk communication, promoting participatory processes, providing support for municipalities’ identified needs and priorities, ensuring municipalities have access to relevant information and expertise, and implementing integrated coastal governance and management.  相似文献

A generalized vulnerability framework was used to structure an interdisciplinary and intercultural examination of factors that influence the ways in which reindeer pastoralism in Finnmark (northern Norway) may be affected by climate change. Regional and local (downscaled) climate projections included scenarios that can potentially influence foraging conditions for reindeer. None of the projections were without precedent; several climate change events in Finnmark during the last 100 years were at least as great as those projected in the next 20–30 years. Herders’ traditional responses to changes in both the natural and the socio-economic environments have depended on a flexibility in herding practice that is currently being eroded by several non-climate factors. The reduced of freedom of action resulting from loss of habitat, predation and aspects of governance (especially economic and legal constraints) potentially dwarves the putative effects of projected climate change on reindeer pastoralism. It may, however, also lead to situations in which new climatic conditions threaten the system in unprecedented ways. Developing appropriate methodologies for assessing the adaptive capacity, the vulnerability and the resilience of social–ecological systems to global changes remains a challenge. Recognition of the knowledge systems of Arctic cultures and the full engagement of local people throughout the process are key elements of the solution.  相似文献

Despite growing global attention to the development of strategies and policy for climate change adaptation, there has been little allowance for input from Indigenous people. In this study we aimed to improve understanding of factors important in integration of Yolngu perspectives in planning adaptation policy in North East Arnhem Land (Australia). We conducted workshops and in-depth interviews in two ‘communities’ to develop insight into Yolngu peoples’ observations and perspectives on climate change, and their ideas and preferences for adaptation. All participants reported observing changes in their ecological landscape, which they attributed to mining, tourism ‘development’, and climate change. ‘Strange changes’ noticed particularly in the last five years, had caused concern and anxiety among many participants. Despite their concern about ecological changes, participants were primarily worried about other issues affecting their community's general welfare. The results suggest that strategies and policies are needed to strengthen adaptive capacity of communities to mitigate over-arching poverty and well-being issues, as well as respond to changes in climate. Participants believed that major constraints to strengthening adaptive capacity had external origins, at regional, state and federal levels. Examples are poor communication and engagement, top-down institutional processes that allow little Indigenous voice, and lack of recognition of Indigenous culture and practices. Participants’ preferences for strategies to strengthen community adaptive capacity tended to be those that lead towards greater self-sufficiency, independence, empowerment, resilience and close contact with the natural environment. Based on the results, we developed a simple model to highlight main determinants of community vulnerability. A second model highlights components important in facilitating discourse on enhancing community capacity to adapt to climatic and other stressors.  相似文献

Climate change is already affecting rural communities along the high Andean plateau, but it is just one of many stresses that Andean people experience on a regular basis. This paper examines the experiences of quinoa farmers in Southwestern Bolivia as they faced the overlapping crises of protracted drought and market disruption in 2017. Drawing on political ecologies of resilience, this paper argues that the ability of rural people to cope with this double exposure was already compromised by ecological and social vulnerabilities produced through the development trajectories of the previous two decades. These development strategies generated three overlapping processes: 1) neoliberal entanglements involving specialization in quinoa production, marketization, and individualization of livelihoods in ways that undermined collective action; 2) new relationships of debt that tied households to monetized response paths and undermined flexibility; and 3) the degradation of soils through extensification, overproduction, and industrialization of quinoa production. This paper argues that while climate and market disruptions are not to be dismissed, we must historicize the double exposure to also ask how resilience and vulnerability to such challenges are generated in the first place.  相似文献

Environmental change is significantly altering hydrological systems worldwide, with substantial impacts for the people who live on floodplains and depend on rivers for their livelihoods and lifeways. Amazonia is a region significantly affected by these changes, particularly more severe flooding. This paper proposes a multi-scalar approach to vulnerability, applying it empirically to the analysis of household vulnerability to the 2011 flood—the second largest flood event along the Ucayali River in 30 years—in terms of exposure, impacts, and responses. Locally relevant indicators for assets, social identity, and social networks at the community and household levels are used to examine their role in shaping flood vulnerability, the interplay of community-level and household-level factors, and differential vulnerability across exposure, impacts, and responses to the same hazard event. We find that the most common impacts of severe flooding in rural Amazonia are on agriculture and that fishing is the dominant response strategy. This study suggests that covariate shocks, like floods, can have distinct idiosyncratic impacts and responses among households. We demonstrate that more integrated approaches to vulnerability analysis offer potential for better understanding differential vulnerabilities within populations as well as for drawing comparisons across hazard events and different settings.  相似文献

Agricultural globalization is blamed for destructive impacts on small farms in developing countries. Yet, many local societies are proactive in the face of these changes and show high adaptive capacity. Investigating their transformations with an integrative perspective and enough hindsight may reveal some of the bases of their resilience and adaptive capacity. Using field data and the panarchy concept of resilience theory, we analyzed the territorial and social dynamics of quinoa growers’ communities in southern Bolivia over the last four decades, a case study of regime shift in a poverty-stricken rural society which deliberately entered the global food market. Linking the dynamics of the household economy to the territorial and social subsystems over several decades, we gained insights into the interactions that shaped the rise of quinoa production in the region. We found that a vivid tradition of mobility allowing for pluriactivity on- and off-farm, combined with community self-governance, explains how local populations succeeded in articulating individual agency with collective control over their commons of land, seed resources, and social rules. Our vulnerability analysis points to landscape homogenization, social inequity, and increased dependence on external factors as potential sources of unsustainability. We conclude that, to cope with the changes of unprecedented magnitude they are facing, local producers should retain social cohesion and autonomous governance, without giving up on their heritage of mobility and economic redundancy. As regards theory, we identified cross-scale subsystem configurations critical for regime shifts, and confirm the value of panarchy in capturing complex socioecological dynamics.  相似文献

作为全球性危机,新冠疫情和气候危机在影响范围、效果、原因等方面的相似之处可能使两种危机的效果叠加,而二者的不同之处又可能导致应对政策的相互干扰,带来更加严峻的复合风险。文中全面分析了全球面临的新冠疫情和气候危机的复合风险,识别了新冠疫情对全球气候变化适应进程的影响,以及适应在各国疫后绿色复苏计划中的地位。研究表明,目前全球的绿色复苏中较少考虑适应,而绿色复苏为同时恢复经济和增强气候恢复力提供了机会,如果能在绿色复苏中考虑变革性适应,将显著提升社会经济系统对气候变化等冲击的抵御能力与恢复力,实现疫情后更持续和更有韧性的经济发展。  相似文献

This paper reviews the complex impact of climate change on gender relations and associated vulnerability on the Eastern Gangetic Plains of Nepal and India. Field research has identified that gendered vulnerability to climate change is intricately connected to local and macro level political economic processes. Rather than being a single driver of change, climate is one among several stresses on agriculture, alongside a broader set of non-climatic processes. While these pressures are linked to large scale political–economic processes, the response on the ground is mediated by the local level relations of class and caste, creating stratified patterns of vulnerability. The primary form of gendered vulnerability in the context of agrarian stress emerges from male out-migration, which has affected the distribution of labour and resources. While migration occurs amongst all socio-economic groups, women from marginal farmer and tenant households are most vulnerable. While the causes of migration are only indirectly associated with climate change, migration itself is rendering women who are left behind from marginal households, more vulnerable to ecological shocks such as droughts due to the sporadic flow of income and their reduced capacity for investment in off-farm activities. It is clear that policies and initiatives to address climate change in stratified social formations such as the Eastern Gangetic Plains, will be ineffective without addressing the deeper structural intersections between class, caste and gender.  相似文献
