The rapid development in the Hong Kong‐Pearl River Delta (PRD) city‐region has taken place alongside complicated cross‐border governance. The framework of time‐space envelopes (TSEs) is adopted for a study of cross‐border governance in Hong Kong, especially in the role of the state, that is, the Hong Kong government, in cross‐border urban governance. This article argues that tension‐ free regional integration has never existed due to a complex governance network. The shift from “cross‐border protectionism” to “cross‐border free trade zone” in Hong Kong's cross‐border urban governance since 2001 is a result of the rearticulation of the state cutting through the geoeconomic and geopolitical TSEs.  相似文献

Beirut has experienced cosmopolitanism and its opposite. It is a site of multicultural encounters and communal entrenchment: a refuge and a battleground. How and where does Beirut's cosmopolitan project turn into violence? The notion of “discrepant cosmopolitanism” provides two answers, blurring accepted distinctions between multicultural openness and communitarian entrenchment. First, openness and closure are not opposed but part of discrepant cosmopolitanisms immanent in urban space. Second, these discrepant cosmopolitanisms originate in Lebanon's encounter with colonial modernity. The making of the Lebanese nation‐state has revolved around the sectarian spatiality of the ta'ifa (religious community), which produced contested but coexisting discourses and practices of rivalry and harmony. The rise of Beirut's international hotels in the 1960s, their destruction, and their role in contemporary urban redevelopment are treated here as embodiments of discrepant cosmopolitanisms. Within Beirut's recurrent tensions, a renegotiation of its cosmopolitan project could stem from a different relationship between the urban and national policies.  相似文献

This article explores the assembling and worlding of cities as both aspirational and evaluative processes in which cities are assembled, compared, and “positioned.” These practices involve the global circulation of expertise, best practices, models, and technologies related to how best to develop and govern cities. From specific examples from the authors' research, it is argued that the two distinct but overlapping notions of assembling and worlding help us conceptualize the contemporary urban–global condition. Building on the article's insights, we end this Urban Pulse with some questions for future global urban studies.  相似文献

While local governments have been one of the major user groups of GIS, there is still little research on how GIS development in local government might be intertwined with urban governance, particularly in non-Western contexts. Drawing upon insights from GIS implementation, critical GIS, and governmentality studies, this article seeks to bridge this gap by examining the implications of Chinese urban government GIS practices amidst China's changing urban governance. Through an in-depth case study of Shenzhen, this article analyzes how urban GIS has been transformed from a practice involving internal organizational workflow automation, into a more active dimension of the governance of urban spaces—reflected in the expanding practice of “geo-coding” the urban landscape. “Geo-coding” here refers to a broadly defined spatial practice of carving and reconstructing a rational urban space. GIS practices have constituted a particular form of geographic rationality that seeks to govern at a distance while simultaneously regulating the urban environment, intersecting with the broader transformations of China's urban governance. These GIS developments have been largely government-centric rather than citizen-centric, yet they provide possibilities for new forms of spatial knowledge production for citizen participation in urban governance.  相似文献

For exploring vegetarian eating in contemporary Guangzhou, this article employs the concept of ‘ethical eating’ and the framework of ethical consumption as outlined by Clive Barnett and his coauthors to examine food practices in a vegetarian restaurant through two dimensions: the restaurant dimension and the consumer dimension (2005b). Drawing on the ethnographic observations and interviews on food practices in a vegetarian restaurant conducted by Refreshing Vegetarian Food (Yixin Su Shi), in Guangzhou, the capital city of Guangdong province, this article argues that, on the one hand, the restaurant can provide an ethical environment for vegetarian eating and connects ethics and human bodies encountered through eating experiences. On the other hand, the restaurant is reshaped as an ethical food space through the performance of consumers' social identities and “self‐other” relations.  相似文献

Mary Louise Pratt uses the term autoethnography to refer to those instances in which members of colonized groups strive to represent themselves to their colonizers in ways that engage with colonizers' terms while also remaining faithful to their own self‐understandings. This paper extends Pratt's conceptualization of autoethnography and describes how it may be used to inform field research in transcultural settings in the formerly colonized world. Drawing from research in a village in northern Pakistan, we argue that approaching fieldwork with an “autoethnographic sensibility” can yield important epistemological, methodological, and political insights into our research practices. The paper concludes by suggesting that these insights extend beyond a postcolonial, or even cross‐cultural, research context, to inform more general debates in human geography about how to achieve a critical and reflexive research practice.  相似文献

Abstract

This study develops the notion of “policy boosterism,” a subset of traditional branding and marketing activities that involves the active promotion of locally developed and/or locally successful policies, programs, or practices across wider geographical fields as well as to broader communities of interested peers. It is argued that policy boosterism is (1) an important element of how urban policy actors engage with global communities of professional peers and with local residents, and (2) a useful concept with which to interrogate and understand how policies and policy knowledge are mobilized among cities. A conceptualization of policy boosterism and its role in global-urban policymaking is developed by combining insights from the burgeoning “policy mobilities” literature with those of the longstanding literature on entrepreneurial city marketing. It is supported by illustrative examples of policy boosterism in Vancouver: the city's Greenest City and Green Capital initiatives, the use of the term “Vancouverism” among the city's urban design community, and demonstrations of new urban technologies during the 2010 Winter Olympics that were used to market a particular vision of the city's governance to people from elsewhere, but also—crucially—to local audiences. The article concludes by highlighting four foci that might frame future work at the intersections of policy boosterism and policy mobilities.  相似文献

Comparison is now taken as vital to the constitution of knowledge about cities and urbanism. However, debate on comparative urbanism has been far more attentive to the merits of comparisons between cities than it has been to the potential and challenges of comparisons within cities—to what we call “Intra-Urban Comparison” (IUC). We argue that a focus on the diverse forms of urbanism located within cities may generate critical knowledge for both intra- and inter-urban comparative projects. IUCs highlight the diversity inherent in the category “city,” revealing dimensions of the urban that are central to how cities work and are experienced. We mobilise fieldwork within three cities: Mumbai, Delhi and Cape Town, and consider both how these cities have been historically understood as different urban worlds within a city, and discuss key findings from IUCs we have conducted on infrastructures. We find that IUCs can enhance comparative work both within and between cities: reconceptualising urban politics; attending to the varied and contradictory trajectories of urban life; and bringing visibility to the diverse routes through which progressive change can occur.  相似文献

In an example of what William Freudenburg and his colleagues called the “conjoint construction” of nature and society, hills may represent either assets or liabilities for urban settlement, depending on the period and the activities involved. The relationships between terrain and land use in Syracuse, New York, since the late eighteenth century fall into three major eras. The initial phase, in which settlement largely shunned the lowlands, gave way in the 1820s to one in which canals and railroads stimulated development of the lowlands and in which most land uses, save those of the classic urban fringe, avoided the uplands. A new pattern appeared in the late nineteenth century with the arrival of the electric trolley and the automobile and with provision of a municipal water supply able to reach the city's high ground. Development since then has been consistent with Ernest Burgess's 1929 model of “the poor in the valleys, the well‐to‐do on the hillslopes, and the rich on the hilltops.”  相似文献

Public attitudes continue to portray youths in Western societies as being passive and disengaged. Critical scholars are largely unanimous in that the misrecognition of and disrespect for young people's everyday experiences and activities form a major reason why they appear detached from politics and public life. Contributing to this debate, this paper traces the everyday experiences of some Finnish urban youths, and argues that their lived worlds differ notably from the worlds of the public administration that seeks to address youths as active citizens. Based on these findings, the paper proposes the pragmatically oriented concepts of “issue publics” and “topological connectives” for rethinking youth participation and democratic life more broadly.  相似文献

Abstract

Nonhuman animals are part of the dynamism that typifies cities, yet prior research has obscured this condition by focusing upon a limited subset of animals and the privatized spaces that contain them. Consequently, previous research provides little guidance in developing a post-human conception of cities. This paper redresses this deficiency by redefining conceptions of “the public” and analyzing data from San Diego's Dead Animal Removal Program (DARP). Commensurate with modern political conceptions, “the public” is defined simultaneously as a spatial formation and (akin to democracies) a quantitative body of bodies. The DARP data indicate the pervasive presence of nonhuman animals in urban environments and the difficulties they face. As a nexus, the DARP illustrates how urban practices and bureaucratic systems reinstantiate “the public” in humanized form through the death and disposal of nonhumans. These hybrid relations challenge geographic methods.  相似文献

ABSTRACT. The house‐lot garden in central Mexico is gendered space where changing cultural identities are negotiated, re‐created, and celebrated as “tradition” is continually redefined. No clear boundary separates the kitchen from the house‐lot garden or the private space of the household from the semipublic space of the community. During collective food preparation for religious fiestas, gendered reciprocity networks strengthen community relations and foster alliances between traditional neighborhoods and between communities in the region. At the intersection of everyday life and fiestas, food‐preparation spaces, or kitchenspaces, in the house‐lot garden are fertile areas in which to explore the cultural reproduction of nature‐society relations. They are vital to understanding gender, place, and culture in this region and represent people's symbolic connection with the land in increasingly urban contexts. This article analyzes the sense of place that Mexican women derive from their house‐lot gardens.  相似文献

Much of the development literature and the theory of urban transition have been based on an arbitrary division of production space into city and countryside. Despite growing recognition of the need for an integrated approach to urban‐rural relations, controversial issues related to the definition and measurement of the phenomenon remain unresolved. This case study of spatial transformation in China's Pearl River Delta analyzes with greater precision the geographic extent and functional attributes of a zone of urban‐rural interaction located outside and between major metropolitan centers. This zone has been the spatial focus of industrial and commercial development, although most of its population remains officially classified as “agricultural.” The peri‐urban zone was initially left behind by the central cities in terms of its contribution to the regional economy. After a decade of postreform development, this zone has moved ahead of the central cities and become the region's main destination for in‐migrants and foreign investment. The growth of the zone of urban‐rural interaction outside the central cities has absorbed a significant amount of the increased urban population, but it has not brought about a reduction of regional economic inequality because of the persistence of a backward economy in the periphery. Theoretical questions are raised concerning the validity of several fundamental assumptions underlying the conventional model of urban transition.  相似文献

Public space is a feature of the urban built environment that has received increasing attention in recent years. Discussion has focused on the theoretical decline of public space, as private and institutional forces take on increasing influence. At the same time, many such “in-between spaces,” even privately owned ones, are used and experienced as public on a daily basis. Few studies, however, have explored how spaces understood as public are used and practised as such. To address this gap in the literature this paper draws upon ethnographic data collected on the “South Bank” in London (United Kingdom) to argue that “play” is a recurrent trait of sociospatial practices enacted in public space. Three interrelated typologies of playful practices in public space are discussed: child's play, plays on meaning, and play as simulation.  相似文献

ABSTRACT. Scattered throughout the city of Toronto are more than no community gardens, sites of place‐based politics connected to the community food‐security movement. The gardens, spaces where passions for plants and food are shared, reflect the city's shifting cultural landscape and represent an everyday activity that is imbued with multiple meanings. Toronto's community food‐security movement uses gardens as one strategy to regenerate the local food system and provide access to healthy, affordable food. Three garden case studies expand on the complexities of “food citizenship,” illustrating the importance of that concept to notions of food security. The gardens reveal the role gardeners play in transforming urban spaces, the complex network of organizations working cooperatively and in partnership to implement these projects, and the way in which social and cultural pluralism are shaping the urban landscape.  相似文献

ABSTRACT

This article examines traders’ resistance practices in Kumasi, Ghana and their significance for changing urban governance in Africa. Conceptually, we introduce “activism” as a new variable into the present concept of urban governance as decentralization, entrepreneurialism and democratization (DED). From an empirical study in Kumasi, Ghana, findings reveal that activism by non-state actors does not only occur at the crucial earlier phases of the urban regeneration process, but extends into the subsequent phases, because urban governance is a continuous process. We demonstrate that activism and a multiplicity of resistance practices are embedded and significant dimensions of everyday urban governance in Africa. This paper argues that the additional dimension – activism – is necessary in rethinking urban governance in Ghana and Africa. This conceptualization views non-state actors not as resisters of urban governance but as activists whose resistance practices and innovations produce tangible and far-reaching changes in city governance. We learn that non-state actors do not rely on the state to control all aspects of urban governance but invent new practices to secure their socio-economic interests and provide them with leverage where they have to negotiate with or stand up to authorities. The study shows that successful change in urban governance is a function of the complementary and strategic adoption of contention, subversion and co-production. When the state perceives that the intervention of other key stakeholders legitimizes the grievances of non-state actors, it responds positively.  相似文献

Drawing on qualitative interviews and participatory urban‐appraisal tools, this paper analyzes household perceptions on the five elements of Lawrence and Su‐Yeul's market‐led pluralism (M‐LP) framework (2008). It uses post‐Fordist Columbus, Ohio, and Fordist Milwaukee, Wisconsin, as testing grounds for these household perspectives. M‐LP suggests that at the center of contemporary housing market lie five elements: developers/builders who unveil new urban spaces with culturally open communities; lending agencies that offer affordable mortgages to all; real estate brokers/agents who have moved past discriminatory practices; consumers whose preferences emphasize class‐type elements; and communities that impose development agendas. While many felt that the housing market of the mid‐2000s was racially blind, race still played a crucial role in driving home‐buying decisions, especially in Milwaukee. Columbus respondents aligned more closely with M‐LP, putting greater emphasis on class, but they also used phrases and words to blur race and class distinction. Both metropolises, though, illustrated complex intertwining between class and culture.  相似文献

The conventional narrative regarding the American reception of George Perkins Marsh, author of Man and Nature (1864), is that his work and ideas were “lost,”“forgotten,” or “neglected” until Lewis Mumford “rediscovered” him and introduced him to geographers at the University of California‐Berkeley through The Brown Decades (Mumford [1931] 1955) and until Carl Sauer made him known to the profession at large beginning in 1938. This article upends the conventional narrative by looking at earlier references to Marsh's later versions of Man and Nature, which were published as The Earth as Modified by Human Action from 1874 to 1907. Analysis reveals that a number of geographers and historians cited these editions between 1875 and the early 1950s. Examining the legend of loss and rediscovery suggests the value of methods utilized in reception studies for research on the history of geography.  相似文献

In this article, I describe how calculative practices of enumeration and visualization mobilized by policy actors to govern the multiple mobilities of e-waste and its re-materialization as value in the informal-recycling economies of Global South cities have resulted in e-waste being recalibrated as an “urban mine.” To properly govern and fully exploit e-waste qua urban mines, policy actors have developed the Best-of-2-Worlds (Bo2W) model. I show that the antecedent of the Bo2W model is the Clean e-Waste Channel implemented in Bangalore, India’s “Cyber City,” which has retroactively been recast as the first successful implementation of the Bo2W model. While policy actors mobilize Bangalore’s success to boost this model and facilitate its mobility to other Global South cities, I conclude by offering a critical assessment of the Bo2W model for the prospects of informal recyclers in Global South cities and the creation of uneven geographies of e-waste toxicity.  相似文献
