This article analyzes the collective action frames used by members of Chilean nongovernmental organizations (NGOs) while engaging in policy advocacy. The focus is a large-scale dam project along the Bío Bío River that generated controversy for more than a decade due to its impact on the environment and indigenous communities. It is argued that the environmental advocates’ reliance on certain frames hindered their ability to influence policymaking. They framed the neoliberal model as “pathologically” growth centered, unjust, and destructive. Additionally, advocates were besieged by counter frames portraying them as foes of modernization. Though compelling, the groups’ frames set them on a collision course with the policymaking establishment. In contrast, members of groups advocating for children used more effective discursive strategies and achieved a greater presence in policy debates. These arguments are supported with qualitative data collected primarily through interviews with NGO members, textual analysis of their documents, and news content analysis.  相似文献

It is rare to hear about the gendered risks of field work. My experiences with sexual violence with key informants forced me to assume a variety of defensive behaviors, which ran counter to the ways that scholarly discussions of methods tend to emphasize the importance of reducing distance and shifting power away from the researcher in a cross-cultural context. By considering gendered risks, I question the extent to which an idealized male researcher is still viewed as the archetype from which methods are conceptualized and practiced, and the implications are then discussed.  相似文献

Urban governments frequently compete with each other in their efforts to attract new business enterprises that would contribute needed jobs and tax revenues. The results of this competition, however, often depend upon the bargaining resources available to the adversaries. The rivalry between South Bend and an adjacent municipal jurisdiction for a Sears department store provides an example of how differing resources may influence the outcome of such competition and how in general the process is biased toward suburban locations.  相似文献

Abstract

The built-up area of Addis Ababa and its surrounding towns is expanding into the peri-urban region leading to high losses of farmland, directly influencing the food production for the urban population. This paper investigates the patterns of settlement growth in the region surrounding Addis Ababa and their impact on peri-urban agriculture using an urban spatial scenario design model. The effects of two population density scenarios are explored within the framework of a proposed master plan. The model output was used to estimate areas of different suitability levels that would be lost to the modelled settlement expansion. The settlement area in 2038 would represent 29% of the case study’s total area in the low-density scenario but only 19% in the high-density scenario. Compared to the low-density scenario, the high-density scenario would only require a third of the agricultural land transformed into settlement areas. Settlement development would contribute to higher losses of land suitable for cultivating important export products, high nutritional value and import-substituting products. The scenario approach can support sustainable regional planning for settlement expansion that conserves valuable farmland in the peri-urban area and contributes to building capacity for strategic planning of the city regions of sub-Saharan Africa.  相似文献

This study examines the changing demography of the Spanish city of León, and aims to explore the manner in which its urban fabric was reshaped by processes of reurbanization, a dynamic whereby the inner city becomes more attractive to a wide variety of household types and social groups. We draw on sociodemographic analyses of municipal census data, as well as a customized questionnaire survey of local residents. Empirical evidence is provided both for the city as a whole and two inner-city districts, Casco Antiguo and El Ejido. Among other findings, it is argued that, although the contiguous built-up area of the city is clearly losing its inhabitants through out-migration and aging, there are a series of small-scale migration flows that increasingly concentrate "nontraditional" households in and around the city center. This is accompanied by an increasing trend toward "city-mindedness" as a residential choice and housing preference among both in-migrants and the long-time residential population. Overall, the evidence points to the emergence of a spatially fragile, fragmented reurbanization process.  相似文献

This article investigates how Housing First (HF) is practiced in Alberta, Canada, with a focus on the concept of graduation. The dominant HF model, Pathways, holds that client support should be time-unlimited. However, HF is highly mobile and increasingly characterized by ambiguity and drift away from Pathways principles. In Alberta, one prominent example of drift is the notion that clients can and should graduate – that is, “exit” HF programs after a certain time. Interviews conducted with 45 participants in three Alberta cities in 2014–15 revealed commonplace, but contested, graduation practices. Interviewees noted that graduation can be necessary to make room for new clients, and may be expected and encouraged by coordinating organizations. They expressed varied concerns about graduation, and the negative influence it could have on client relationships and housing stability. In particular, they emphasized clients’ ongoing dependence on rental subsidies, and the risk of relapse into homelessness.  相似文献

Urban expansion is one of the major causes of many ecological and environmental problems in urban areas and the surrounding regions. Understanding the process of urban expansion and its driving factors is crucial for urban growth planning and management to mitigate the adverse impacts of such growth. Previous studies have primarily been conducted from a static point of view by examining the process of urban expansion for only one or two time periods. Few studies have investigated the temporal dynamics of the effects of the driving factors in urban expansion. Using Beijing as a case study, this research aims to fill this gap. Urban expansion from 1972 to 2010 was detected from multi-temporal remote sensing images for four time periods. The effects of physical, socioeconomic, and neighborhood factors on urban expansion and their temporal dynamics were investigated using binary logistic regression. In addition, the relative importance of the three types of driving factors was examined using variance partitioning. The results showed that Beijing has undergone rapid and magnificent urban expansion in the past forty years. Physical, socioeconomic, and neighborhood factors have simultaneously affected this expansion. Socioeconomic factors were the most important driving force, except during the period of 1972–1984. In addition, the effects of these driving factors on urban expansion varied with time. The magnitude of the unique effects of physical factors and neighborhood factors declined while that of socioeconomic factors increased along with the urbanization process. The findings of this study can help us better understand the process of urban expansion and thus have important implications for urban planning and management in Beijing and similar cities.  相似文献

Land cover is the most evident landscape signal to characterize the influence of human activities on terrestrial ecosystems. Since the industrial revolution, the expansion of construction land has profoundly changed the status of land use coverage and changes. This study is proposed to reconstruct the spatial pattern of construction land (urban construction land and rural settlement land) for five historical periods over the past 200 years in Jiangsu Province with 200 m × 200 m grids on the basis of quantitative estimation. Urban construction land is estimated based on data about city walls, four gates along walls, and other socio-economic factors. Rural settlement land is calculated based on the rural population and per capita housing allowance. The spatial pattern of historical construction land is simulated based on the distribution of modern construction land in 1985 with a quantitative-boundarysuitability control method and thorough consideration over connectivity of different land use types. The study concludes that: (1) the amount of construction land in Jiangsu Province is estimated at 963.46 km2 in 1820, 1043.46 km2 in 1911, 1672.40 km2 in 1936, 1980.34 km2 in 1952 and 10,687.20 km2 in 1985; and (2) the spatial distribution of construction land features the great proclivity to water bodies and main roads and the strong polarization of existent residence. The results are verified directly and indirectly by applying the trend verification of construction land changes and patterns, the correlation analysis between rural settlement land and local arable land, and quantitative accuracy test of the reconstructed construction land to actual historical survey maps covering four sample regions in 1936.  相似文献

In June 2006, voters in Alabama overwhelmingly approved a statewide referendum that added a prohibition against same-sex marriage to the state's constitution. This research examines the Alabama vote by “placing” the politics of sexuality within the state's multifaceted web of cultural and social space. We fuse a traditional electoral geography approach with an overall postpositivist cultural and social perspective, beginning with an assessment of the politics of place by situating Alabama as a place with a long history of battles over the so-called culture wars. The cultural politics of the legislative debate and the geographic distribution of the actual vote are also examined within a socio-demographic context, drawing some comparisons from a similar vote in Georgia in 2004, another state in the American Deep South. Those opposed to same-sex marriage in Alabama made effective use of various social constructions that are deeply embedded within a “moral” geography, situating the state as a fenced-off bastion of “religious traditional values,” a common theme throughout the American South. In this vein, social boundaries and territory were demarcated as a powerful political act in Alabama, a strategy that situated the state as hetero-normatively “in place,” while deeming sexual minorities as “out of place.”  相似文献

The antiquated and undemocratic rules operating in the United Nations Security Council do not reflect and serve today’s integrated global society, nor does the institution adequately represent the diversity of member states. Despite General Assembly discussions that have lasted a quarter-century, no result has materialized on the expansion issue. The author concludes that regional rivalries, the veto, the onerous Charter amendment process, and the failure to devise a truly representative model are responsible for the lack of progress. A model with eighteen rotating seats, based on population, area, and regional position, and four elected seats deserves consideration as an alternative. The academic job search process, and the applications and reference letters that are constitutive elements of that process, are central to the creation and re-creation of a discipline. Disciplines and departments renew and re-create themselves — or do not, and merely replicate themselves — through hirings. A job search process can serve to hinder changes in the membership, culture, “look,” and the norms of the discipline, or it can facilitate dramatic and often rapid transformations. Job search materials thus provide an insight into the prevailing norms and conventions of a discipline. A review of a recent set of such materials reveals subtle gendered and racialized differences in the job search process. Such differences are apparent in the composition of referee committees, in the evocation of marital status both by applicants and by referees, and in the surprising persistence of themes of robust manhood. The referee pool, the applicant pool, and the search committee pool in an academic discipline are interlocked constituencies, and the job search process plays a “gatekeeping” role. The extent to which gender or racial differences are inserted into the job process thus has a bearing on the long term social construction of the discipline.  相似文献

This article analyzes the life trajectories of twelve early-career geographers in relation to their life–work experiences in an increasingly neoliberal academia and its constant demands of hypermobility. Using (auto)ethnographic research methods, it delves into the manifestations and effects of the pervasive myth of the detached, always ready-to-move scholar. We analyze the role of mobility in imaginaries and practices of academia and its close relationship with privilege and precarity. Our findings show how academic work is inescapably located despite the systematic erasure of the bodies, places, and networks that scholars are part of. By taking into account the centrality of place making in academic experience, our conclusions point to more comprehensive ways in which academic mobility can be understood, reflected on as part of geographers’ professional training, and transformed.  相似文献

Decentralization in access to and control of Bolivia's forest resources, coupled with a rising global demand for tropical hardwoods, raises important questions about whether increased trade and community forest management (CFM) initiatives can enable forms of market integration that have more favourable outcomes for rural communities. This paper assesses the prospects for such a transition through an examination of the relationships linking wood product market intermediaries (brokers and buyers) to rural suppliers and forest communities in Bolivia. The analysis centres on whether trust – conceptualized as a power‐laden sociospatial process driven by multiscalar factors – can evolve between buyers and suppliers such that more progressive (sustainable and mutually beneficial) partnerships devolop. Focusing on three types of buyer–supplier relationships in Bolivia – direct ties between wood brokers/buyers and suppliers, nongovernmental organization (NGO) mediated exchange relationships and Forest Stewardship Council (FSC) certification of suppliers – our findings show how trust building initiatives that focus on one scale may fail if factors at other scales create obstacles to collaboration, Given these relational constraints, CFM strategies in Bolivia currently face limitation on their viability as economic development strategies.  相似文献

Despite the recent planetary turn that has swept through gentrification research, the theoretical barycentre remains pegged to a few strongholds located in the global north-west. Against this background, this essay offers a provincialized account of three gentrification-like trends – tele-urbanization, Schengtrification and colour-splashing – which are currently taking place in Tbilisi, Riga and Kiev. It is proposed that these processes are supported by an underlying logic that is not pinned to these cities’ specific (“post-communist”) contexts, raising questions about the avowedly universal validity of theories of gentrification stemming from the global northwest, and particularly those developed within the more critical scholarly tradition.  相似文献

Public debate and prior scholarship tend to emphasize the link between gentrification and high-end chain retail, underscoring the importance of taste cultures tied to social class in making sense of gentrification’s impact on neighborhood identity. In this study, we present evidence from 10 years of change in the businesses of Brooklyn, New York City, a period of extensive gentrification across a wide variety of neighborhood and census-tract level contexts. Adopting census tracts clustered in neighborhoods as the units of analysis, we model the effects of institutional and demographic change on two separate outcomes: chain retail density and homogeneity in the types of goods and services available. We argue that changes in consumer culture embedded in broader processes of gentrification are neither “chaotic” nor “unitary” but are “segmented” according to local spatial and demographic context, taking two discrete forms: institutionally facilitated corporatization; lifestyle-driven homogenization.  相似文献

Discourse analysis is a powerful and versatile methodological tool, informing a diverse body of critical geographic scholarship. Too often, however, discourse analysis remains unexplored, operating as a “black box,” underelaborated and hence undertheorized as to just what it offers. In this article, we articulate discourse analysis as inherently processual, by which we mean both that it should be understood as a process and that it can play an integral role throughout the research process. This article is derived from a meta-analysis of an exercise that invited early-career geographers to conduct discourse analysis on commentary centered on the 2013 U.S. federal government shutdown. The reflexive research process highlights the iterative, emergent, and dialogic properties of a processual engagement with a text. We suggest that recognizing these qualities enriches the role of both the analysis and the analyst(s) and expands the valence of discourse analysis as a productive and versatile component of critical human geography.  相似文献

After the 2008 financial crisis, Ireland implemented a severe austerity program which drastically reshaped the opportunities and constraints experienced by youth living in disadvantaged urban neighborhoods. Rising unemployment, reduced social welfare, and funding cuts for support organizations limited the opportunities of urban life for disadvantaged youth. This article uses the experience of austerity urbanism of young adults from Ballymun (Dublin) and Knocknaheeny (Cork), both among the most disadvantaged neighborhoods of their cities, to argue that austerity, through time-space expansion, removes services, facilities and opportunities from deprived urban neighborhoods, thus reinforcing and intensifying socio-spatial inequalities. In an effort to bring State finances under control and to revitalize the economy the whole urban fabric, and the urban population, is managed for the purpose of economic recovery. Urban life becomes restricted as disadvantaged urban youth becomes socially and spatially excluded from vital urban opportunities and amenities.  相似文献
