The Marine Strategy Framework Directive (MSFD) requires EU member states (MS) to develop and implement marine strategies containing programs of measures to protect and preserve the marine environment. Prior to their implementation, impact assessments, including Cost-Benefit-Analyses (CBA), need to be carried out. While the costs of introducing such measures are often relatively easy to determine, the economic valuation of the benefits derived from environmental improvements is much more challenging, particularly in the marine context. Still, it remains an important prerequisite for conducting CBA. The aim of this paper is to evaluate to what extent benefits can be quantified for use in CBA focusing on the German marine waters. The results indicate that there are still considerable gaps in the scientific knowledge about many of the pressures mentioned in the MSFD. Moreover, few economic studies exist that evaluate the benefits of marine protection measures, and many of them are not applicable in the German context. In addition, there is the risk that some benefits accruing from marine protection measures are systematically omitted in CBA. This raises the question to what extent comprehensive CBAs as required by the MSFD are possible in Germany, but also in other EU MS.  相似文献

This paper examines the implications of environmental justice in the regime for Maritime Spatial Planning (MSP) currently developing in the European Union (EU). An ‘ecosystem-based approach’ to marine management is enshrined in the new Integrated Maritime Policy and Marine Strategy Framework Directive and forms the basis of MSP. This concept is intended to encompass all aspects of an ecosystem, including the human element. Yet the modes of including meaningful public participation in the decision-making process for MSP remain undetermined. At the same time, the Aarhus Convention (on access to information, public participation in decision making and access to justice in environmental matters) empowers non-governmental organisations to hold EU Member States to account. Consequently the issue of transparency will gain increased importance, as will linkages between human and environmental rights. Such public interest-based activism on the part of NGOs has the potential to enforce the developing framework for stakeholder engagement within MSP, but it also has implications worth considering regarding the appropriate role of interest-based organisations in the international political arena.  相似文献

This paper is a comparative analysis of the contribution to UK marine governance of two recent EU initiatives: the Marine Strategy Framework Directive (MSFD) and Marine Spatial Planning (MSP). MSFD imposed a duty on Member States to achieve Good Environmental Status (GES) in four regional seas, while MSP required Member States to replace their fragmented, sector-based system of maritime decision making with an integrated approach. This paper explains MSFD and MSP, examines their relationship, and compares their practicability, concluding that MSP is both the more dominant and the more practicable instrument, reflecting the UK's preference for sustainable development over conservationism in marine policy. A recent proposal by the European Commission to make MSP and integrated coastal management a Directive reinforces the UK position.  相似文献

海洋生态红线制度是我国"五位一体"文明建设的具体要求。为进一步在自然科学与人文科学的联结点上探求深入开展生态红线工作的可能性,文章对比了实施多年的海洋功能区划与历史新阶段提出的海洋生态保护红线的概念和内涵,剖析了两者之间的区别与联系,指出海洋功能区划与海洋生态红线区划在法律地位和管控制度等方面具有一致性,在划分目标、空间管理及划分方法上具有差异性,海洋功能区划以"使用"为主,海洋生态红线以"保护"引领。在此基础上,建议未来海洋生态红线工作的开展可从海洋功能区划借鉴经验,建立完善的管控评估制度,确立生态保护红线的优先地位,处理好海洋功能区划与海洋生态红线区划的关系。同时,海洋生态红线区划应以维持海洋生态系统结构稳定和提高海洋生态系统服务功能为目标,将区域资源环境承载力评估作为一项参考指标,限制低承载区的开发利用,保证海洋生态环境健康可持续发展。  相似文献

The Marine Planning Framework for South Australia is a new large-scale, ecosystem-based zoning policy for management of development and use in the marine environment. Utilising the Geographic Information System (GIS), the model establishes four ecologically rated zones, derived from known ecological criteria. A series of goals, objectives and strategies represent the desired outcomes for each of the ecologically rated zones. A Performance Assessment System (PAS) will subsequently evaluate the success of the marine plans. Implementation will be supported by a collaborative whole-of-government approach. Marine plans will facilitate the delivery of long-term protection to the marine environment as a whole ecosystem, whilst enabling a broad range of activities to occur in a sustainable manner.  相似文献

The European Union’s Marine Strategy Framework Directive (MSFD) aims to adopt integrated ecosystem management approaches to achieve or maintain “Good Environmental Status” for marine waters, habitats and resources, including mitigation of the negative effects of non-indigenous species (NIS). The Directive further seeks to promote broadly standardized monitoring efforts and assessment of temporal trends in marine ecosystem condition, incorporating metrics describing the distribution and impacts of NIS. Accomplishing these goals will require application of advanced tools for NIS surveillance and risk assessment, particularly given known challenges associated with surveying and monitoring with traditional methods. In the past decade, a host of methods based on nucleic acids (DNA and RNA) analysis have been developed or advanced that promise to dramatically enhance capacity in assessing and managing NIS. However, ensuring that these rapidly evolving approaches remain accessible and responsive to the needs of resource managers remains a challenge. This paper provides recommendations for future development of these genetic tools for assessment and management of NIS in marine systems, within the context of the explicit requirements of the MSFD. Issues considered include technological innovation, methodological standardization, data sharing and collaboration, and the critical importance of shared foundational resources, particularly integrated taxonomic expertise. Though the recommendations offered here are not exhaustive, they provide a basis for future intentional (and international) collaborative development of a genetic toolkit for NIS research, capable of fulfilling the immediate and long term goals of marine ecosystem and resource conservation.  相似文献

The ecologically and socio-economically important marine ecosystems of Europe are facing severe threats from a variety of human impacts. To mitigate and potentially reverse some of these impacts, the European Union (EU) has mandated the implementation of the Marine Strategy Framework Directive (MSFD) in order to achieve Good Environmental Status (GES) in EU waters by 2020. The primary initiative for achieving GES is the implementation of coherent networks of marine protected areas (MPAs). Marine reserves are an important type of MPA in which no extraction is allowed, but their usefulness depends upon a number of ecological, management, and political factors. This paper provides a synthesis of the ecological effects of existing European marine reserves and the factors (social and ecological) underlying their effectiveness. Results show that existing European marine reserves foster significant positive increases in key biological variables (density, biomass, body size, and species richness) compared with areas receiving less protection, a pattern mirrored by marine reserves around the globe. For marine reserves to achieve their ecological and social goals, however, they must be designed, managed, and enforced properly. In addition, identifying whether protected areas are ecologically connected as a network, as well as where new MPAs should be established according to the MSFD, requires information on the connectivity of populations across large areas. The adoption of the MSFD demonstrates willingness to achieve the long-term protection of Europe's marine ecosystems, but whether the political will (local, regional, and continent wide) is strong enough to see its mandates through remains to be seen. Although the MSFD does not explicitly require marine reserves, an important step towards the protection of Europe's marine ecosystems is the establishment of marine reserves within wider-use MPAs as connected networks across large spatial scales.  相似文献

The EU Marine Strategy Framework Directive (MSFD) is considered to be the environmental pillar of the EU Integrated Maritime Policy, establishing a framework within which member states must take the necessary measures to achieve, or maintain, good environmental status in their marine waters. This study presents Portugal's contributions to the Directive development, describes the Portuguese institutional framework within the MSFD and, finally, highlights the opportunities and threats to the success of the MSFD implementation in Portugal. The latter entails an analysis of the Directive's long term adequacy in its link to (1) marine spatial planning, (2) climate change and (3) the economic/financial crisis. With one of Europe's largest exclusive economic zones. Portugal's interest in the MSFD is paramount. Efforts towards the approval of the final document were assured during the Portuguese presidency of the European Council of Ministers, in 2007, while chairing a thorough discussion between the Council and the European Parliament. In the Portuguese context, the Directive implementation will rely on the Water Institute as the authoritative entity, which will be responsible for coordinating all necessary efforts at the national level. The success of such process depends on a close cooperation among the institutions involved as well as on how approved measures account for long term issues. In addition, the MSFD implementation must be built on lessons learned within the Water Framework Directive, in order to be successful. Although it poses a methodological challenge to Portugal, the MSFD implementation is expected to contribute significantly to the improvement of coastal/marine conservation and management at the national level.  相似文献

According to the United Nations (UN) Millennium Ecosystem Assessment, there has been a dramatic decline in global biodiversity. The UN has made a global appeal for all countries to mitigate their impact on the environment. Marine environmental protection is one of the most critical and urgent issues in the world and many countries have commenced establishing marine protected areas (MPAs) by implementing ecosystem-based management (EBM) concepts. MPA planning has been considered one of the simplest and most effective methods to protect marine environments. Taiwan has recently developed policies that have focused on its marine environment, and there are plans to increase the size of Taiwan׳s MPAs to 20% of its total ocean territory by 2020, thereby achieving a sustainable ocean. To achieve this goal, the government must address specific difficulties associated with the location of MPAs and relevant zoning strategies. This study establishes MPA protection principles and a zoning framework for MPAs in Taiwan by using Gueishan Island in Yilan County as a case study site to examine specific zoning strategies. The protection of 3 objectives (hydrothermal vents, cetacean, and fisheries resources) is discussed in this paper. Multi-criteria spatial analysis and a geographic information system are applied to identify the most crucial area to protect. To understand the stakeholders׳ opinions and concerns regarding the proposed zoning framework, this research conducted in-depth interviews with experts and stakeholders. MPAs zoning strategies are formulated at the conclusion of this study that could assist in protecting critical marine resources and avoiding conflicts among various usages of the marine area.  相似文献

The coming into effect of the Directive 2008/56/EC (Marine Strategy Framework Directive (MSFD)) will induce European Union member States to create mechanisms for managing maritime space in order to comply with the goals set out in this binding legislation. This leads one to think that marine spatial planning in various countries in the EU will be directed at complying with the Directive's environmental goals, as is the case in Spain, rather than undertaking proactive planning for developing the maritime sectors. To put the case of Spain into perspective, a review is conducted of the initiatives taken, especially in Europe and the European Union, exploring the correlations between the main focuses of the maritime sectors and the planning systems. The analysis of the Spanish initiative demonstrates how the maritime economy model and geopolitical factors explain the planning options for the marine environment. In other respects, with the coming into effect of the MSFD, a dual institutional course for marine spatial planning seems to be opening up in the EU: Integrated Maritime Policy vs. the Marine Strategy Framework Directive.  相似文献

Adaptive management is essential to the practical application of the Ecosystem-Based Approach (EBA). Despite there are frequent assertions that adaptive management is being used, evidence on its success is still limited. Indeed, it is difficult to bring the different elements of adaptive management together in a robust way and to choose the appropriate tools to do it. Therefore, it is necessary to provide a practical framework for adaptive policy action, consistent with the EBA. Accordingly, to operationalize the design and implementation of adaptive policies on the basis of the EBA, the Adaptive Marine Policy toolbox has been developed. The objective of the toolbox is to provide policy-makers a practical framework to design and implement adaptive policies. To show the functionality of the toolbox, the guidelines and resources provided within the toolbox have been applied to the marine litter issue in the Mediterranean and Black Sea as an example. The example application has shown that the toolbox is a useful and operational framework to build a science-policy interface according to the EBA. Despite some resources could be missing from the toolbox, they provide a practical and useful starting point to support the application of the different steps and key activities.  相似文献

During the past 10 years, the evolution of marine spatial planning (MSP) and ocean zoning has become a crucial step in making ecosystem-based, sea use management a reality. The idea was initially stimulated by international and national interest in developing marine protected areas, e.g., the Great Barrier Reef Marine Park. More recent attention has been placed on managing the multiple use of marine space, especially in areas where conflicts among users and the environment are already clear, e.g., in the North Sea. Even more recent concern has focused on the need to conserve nature, especially ecologically and biologically sensitive areas, in the context of multi-use planning of ocean space. Despite academic discussions and the fact that some countries already have started implementation, the scope of MSP has not been clearly defined. Terms such as integrated management, marine spatial management, and ocean zoning are all used inconsistently. This is one of the reasons why its importance is not more seriously reflected at the levels of policy and decision-making in most countries. This article attempts to deal with this problem. It describes why MSP is an essential step to achieve ecosystem-based sea use management, how it can be defined and what its core objectives are. The article concludes with an analysis of the use and achievements of MSP worldwide, with particular focus on new approaches in Europe.  相似文献

Increasing demand for ocean resources, both living and non-living, have already lead to loss of biodiversity, habitat depletion and irreversible damage to the marine environment. Furthermore, introduction of new kinds of sea uses, spatial extension of ongoing sea uses and the need to better protect and conserve the marine biological diversity will result in increasing conflicts among the various users, as well as between the users and the environment. Marine spatial planning as a process to allocate space for specific uses can help to avoid user conflicts, to improve the management of marine spatial claims, and to sustain an ecosystem-based management of ocean and seas. This article explores the rights and duties towards exploitation and protection of the marine environment under the jurisdiction of coastal states as reflected in two important global conventions, the United Nations Convention on the Law of the Sea and the Convention on Biological Diversity. Both Conventions provide the main legal framework for marine spatial planning that have to be taken into account in planning at the regional and national level.  相似文献

An increasing number of scientists and resource managers recognise that successful marine management approaches, including marine spatial planning (MSP), cannot occur without effective monitoring, evaluation and adaptation. These basic components are necessary to ensure that any marine planning or marine management measures are both effective and efficient. While a number of fundamental principles for marine monitoring, evaluation and adaptive management exist, there are varying levels of understanding about how these should be undertaken and what they may achieve. Challenges include the development of realistic and measurable objectives and indicators against which effectiveness can be practically measured. The matter becomes even more complicated as the focus of marine planning and management strategies changes from ‘single species’ to ‘habitats’ and ‘ecosystems’ that may enable a diversity of permitted uses consistent with a variety of overall objectives. Over the last 30 years, the Great Barrier Reef Marine Park (GBRMP) has successfully established a multiple-use spatial management approach that allows both high levels of environmental protection and a wide range of human activities. Drawing on this unique long-term experience in the GBRMP, this article discusses key aspects of effective monitoring and evaluation, and summarises lessons learned from over two decades of adaptive management.  相似文献

International policy frameworks such as the Common Fisheries Policy and the European Marine Strategy Framework Directive define high-level strategic goals for marine ecosystems. Strategic goals are addressed via general and operational management objectives. To add credibility and legitimacy to the development of objectives, for this study stakeholders explored intermediate level ecological, economic and social management objectives for Northeast Atlantic pelagic ecosystems. Stakeholder workshops were undertaken with participants being free to identify objectives based on their own insights and needs. Overall 26 objectives were proposed, with 58% agreement in proposed objectives between two workshops. Based on published evidence for pressure-state links, examples of operational objectives and suitable indicators for each of the 26 objectives were then selected. It is argued that given the strong species-specific links of pelagic species with the environment and the large geographic scale of their life cycles, which contrast to demersal systems, pelagic indicators are needed at the level of species (or stocks) independent of legislative region. Pelagic community indicators may be set at regional scale in some cases. In the evidence-based approach used in this study, the selection of species or region specific operational objectives and indicators was based on demonstrated pressure-state links. Hence observed changes in indicators can reliably inform on appropriate management measures.  相似文献
