This study investigated contributory factors to flood hazard around Scotland. There is a need to develop preliminary assessments of areas potentially vulnerable to flooding for compliance with the European Union Directive on the Assessment and Management of Flood Risks (2007/60/EC). Historical accounts of coastal flood events in Scotland, notably in a storm in January 2005, had shown that estimates of risk based on still water levels required further information to identify sites at which waves and surges could combine. Additionally, it was important to add the effect of future sea-level rise and other drivers from published sources. Analysis of multiple years’ tidal data at seven sites, including estuaries, compared recorded water levels at high-return periods to those derived from a spatially interpolated numerical model contained within a publicly available flood risk map. For gauges with the longest records, increases were seen over time that reflected rises in mean sea level. Exposure to wave energy was computed from prevailing wind strength and direction at 36 stations, related to wave fetch and incident wind direction. Although the highest wave exposure was at open coast locations exposed to the long Atlantic fetch, GIS analysis of coastal rasters identified other areas in or close to estuaries that also had high exposure. Projected sea-level change, when added to the surge and wave analyses, gives a spatially extensive structured variable flood risk assessment for future coastal flood hazard to complement the public flood risk map. Such tools can help fulfil the requirements of the EC Directive and may be a useful approach in other regions with high spatial variability in coastal flood risk related to exposure to waves and wind.  相似文献

跨海桥隧工程设计需要推算工程位置不同重现期设计流速,由于现场缺乏长期实测流速资料,设计流速推算存在很大困难。研究提出了采用不同重现期典型风暴潮过程推算河口海岸设计流速的数值模拟方法,对河口地区考虑洪水径流与风暴潮流的耦合。在依据澳门验潮站1925—2003年实测潮位资料分析珠江口海域风暴潮过程特征的基础上,结合潮位和潮差年极值频率分析结果构建了不同重现期典型风暴潮潮型。采用平面二维水动力数学模型模拟了不同重现期风暴潮和上游一般洪水组合条件下珠江口水域的流场,得出港珠澳大桥沿线各控制点处设计流速。  相似文献

以江苏如东潮滩为研究区,采用沉积动力学垂向二维概念模型来模拟正常天气和台风期间潮滩沉积的空间分布特征,探讨台风风暴潮对潮滩正常沉积层序的改造作用.模拟结果表明,在涨落潮时间-流速对称特征明显的如东海岸,潮汐作用使潮滩沉积呈显著的分带性,且剖面形态向“双凸形”演化,两个“凸点”分别位于平均高潮位和平均低潮位附近.在台风期间风暴增水效应下,开边界悬沙浓度差异将导致潮滩冲淤和沉积分布格局的变化,潮上带和潮间带上部均堆积泥质沉积物,潮间带中下部在风暴过程中普遍遭受不同程度的砂质沉积物侵蚀或之后堆积泥质沉积物,在沉积层序中形成风暴冲刷面.因此,潮滩的风暴沉积记录存在于潮间带上部或更高部位.以此模型为基础,可进一步综合考虑极浅水边界层水动力结构、沉积物粒度分布变化、波-流联合作用、台风降水、互花米草等生物活动、潮沟摆动及人工围垦等因素,从而建立风暴事件在沉积层序中的时间序列,更好地解译沉积记录中的古环境信息.  相似文献

Typhoon-induced extreme storm runoffs often cause flood hazards. In this study, a hydrological model (HEC-HMS) was applied to Shihmen watershed located in Taiwan. Three typhoon-induced storm events, with return period ranging from 1 to 90 years, were used in case studies to characterize storm runoff. With a 5-year storm for model calibration, model parameters were carefully calibrated through the comparison between model simulated and observed flows at a stream gage station. The calibrated model was then verified for a 90-year storm and a 1-year storm event. Results indicate that the calibrated and verified HEC-HMS hydrological model is capable of providing satisfactory predictions of the typhoon-induced extreme storm runoff to support reservoir operation and flood hazard mitigation. Based on model simulations, typhoon-induced water table increases for different initial water volumes at Shihmen Reservoir was derived by adding storm-runoff volume to the reservoir’s initial elevation-volume rating curve. Water tables above the top elevation of the dam in the reservoir indicate the need for immediate water releases to avoid the risk of overflow over the dam.  相似文献

Hurricane surge events have caused devastating damage in active-hurricane areas all over the world. The ability to predict surge elevations and to use this information for damage estimation is fundamental for saving lives and protecting property. In this study, we developed a framework for evaluating hurricane flood risk and identifying areas that are more prone to them. The approach is based on the joint probability method with optimal sampling (JPM-OS) using surge response functions (SRFs) (JPM-OS-SRF). Derived from a discrete set of high-fidelity storm surge simulations, SRFs are non-dimensional, physics-based empirical equations with an algebraic form, used to rapidly estimate surge as a function of hurricane parameters (i.e., central pressure, radius, forward speed, approach angle and landfall location). The advantage of an SRF-based approach is that a continuum of storm scenarios can be efficiently evaluated and used to estimate continuous probability density functions for surge extremes, producing more statistically stable surge hazard assessments without adding measurably to epistemic uncertainty. SRFs were developed along the coastline and then used to estimate maximum surge elevations with respect to a set of hurricane parameters. Integrating information such as ground elevation, property value and population with the JPM-OS-SRF allows quantification of storm surge-induced hazard impacts over the continuum of storm possibilities, yielding a framework to create the following risk-based products, which can be used to assist in hurricane hazard management and decision making: (1) expected annual loss maps; (2) flood damage versus return period relationships; and (3) affected business (e.g., number of business, number of employees) versus return period relationships. By employing several simplifying assumptions, the framework is demonstrated at three northern Gulf of Mexico study sites exhibiting similar surge hazard exposure. The framework results reveal Gulfport, MS, USA is at relatively more risk of economic loss than Corpus Christi, TX, USA, and Panama City, FL, USA. Note that economic processes are complex and very interrelated to most other human activities. Our intention here is to present a methodology to quantify the flood damage (i.e., infrastructure economic loss, number of businesses affected, number of employees in these affected businesses and sales volume in these affected businesses) but not to discuss the complex interactions of these damages with other economic activities and recovery plans.  相似文献

Estimation of the probability distribution of extreme sea levels, for the present time and the next century, is discussed. Two approaches are described and their strengths and weaknesses are compared. The first approach is based on dynamics and uses a storm surge model forced by tides, winds and air pressure fields. The second approach is based on the statistical analysis of observed hourly sea level records using a new first-order Markov process that can capture non-Gaussian characteristics (such as skewness) in the non-tidal component of the observed sea level record. It is shown that both approaches can provide good estimates of present day flooding probabilities for regions with relatively strong tides. The limitations of both approaches in terms of assessing the effect of global sea level rise, glacial-isostatic adjustment of the land, and changes in the frequency and severity of storms and hurricanes, are illustrated using recent results for the Northwest Atlantic. Some sensitivity studies are carried out to transform uncertainty in climate change projections into uncertainties in the probability of coastal flooding.  相似文献

Coastal wetlands are receiving increased consideration as natural defenses for coastal communities from storm surge. However, there are gaps in storm surge measurements collected in marsh areas during extreme events as well as understanding of storm surge processes. The present study evaluates the importance and variation of different processes (i.e., wave, current, and water level dynamics with respect of the marsh topography and vegetation characteristics) involved in a storm surge over a marsh, assesses how these processes contribute to storm surge attenuation, and quantifies the storm surge attenuation in field conditions. During the Fall of 2015, morphology and vegetation surveys were conducted along a marsh transect in a coastal marsh located at the mouth of the Chesapeake Bay, mainly composed of Spartina alterniflora and Spartina patens. Hydrodynamic surveys were conducted during two storm events. Collected data included wave characteristics, current velocity and direction, and water levels. Data analysis focused on the understanding of the cross-shore evolution of waves, currents and water level, and their influence on the overall storm surge attenuation. Results indicate that the marsh area, despite its short length, attenuates waves and reduces current velocity and water level. Tides have a dominant influence on current direction and velocity, but the presence of vegetation and the marsh morphology contribute to a strong reduction of current velocity over the marsh platform relative to the currents at the marsh front. Wave attenuation varies across the tide cycle which implies a link between wave attenuation and water level and, consequently, storm surge height. Storm surge reduction, here assessed through high water level (HWL) attenuation, is linked to wave attenuation across the front edge of the marsh; this positive trend highlights the reduction of water level height induced by wave setup reduction during wave propagation across the marsh front edge. Water level attenuation rates observed here have a greater range than the rates observed or modeled by other authors, and our results suggest that this is linked to the strong influence of waves in storm surge attenuation over coastal areas.  相似文献

Cyclone-generated surface waves are simulated using state-of-art SWAN (Simulating WAves Nearshore) model coupled with hydrodynamic model inputs. A severe cyclonic storm passed over the Arabian Sea during 4–9th November 1982 is selected from UNISYS track records. The cyclone lasted for nearly 6 days and subsided with a land fall at Gujarat coast, west coast of India. In this study, cyclonic wind fields are generated using a well-established relationship suggested by Jelesnianski and Taylor (1973). The associated water level variations due to storm surge and surge generated currents are simulated using POM (Princeton Ocean Model). The outputs are one-way coupled with the wave model SWAN for simulating wave parameters off Gujarat, north-east basin of Arabian Sea. An extensive literature review is carried out on the progress and methodology adopted for storm wave modelling and analysis. The results presented in this paper reveal the severity of the storm event and would be highly useful for assessing the extreme wave event/climate especially for the south coast of Gujarat.  相似文献

In situ sampling during flooding tidal flow and southerly winds shows the up-estuary translation of a surface front along the Thimble Shoal channel, which is located in the southern part of Chesapeake Bay. Currents and surface density were measured using a towed acoustic Doppler current profiler and CTD, and a ship-borne radar was used to monitor the orientation and planform of the front, which varied over time. These preliminary observations suggest that dense shelf water, upwelled to the surface along the coast near Cape Henry, Virginia, can be found well into the southern part of the bay during flood, and that the boundary between the intruding shelf water and less dense estuarine water has many of the same characteristics as tidal intrusion fronts found in smaller scale estuaries.  相似文献

流域暴雨山洪过程时空异质性强,准确评估雨洪变化特性和洪水危险性对山洪灾害防治具有重要意义。以7个降雨特征指标和6个洪水特征指标刻画流域场次雨洪特性,采用中国山洪水文模型和洪水频率指标相结合,模拟和评估口前流域洪水过程及其危险性。结果表明:场次洪水洪峰模数、洪峰时间偏度、高脉冲历时占比、涨落洪速率与降雨总量、平均雨量、最大雨强、雨峰位置系数、基尼系数等降雨特征指标显著相关,三场致灾洪水过程的降雨均呈现量级大、强度大、历时短、暴雨中心偏中下游的特点;率定期和验证期的平均径流深相对误差均在9%以内,平均洪峰流量相对误差均在11%以内,平均峰现时间误差均在1.7 h以内,平均Nash-Sutcliffe系数为0.80和0.76;各场次洪水有0.0%~93.3%的河段流量达到一般危险及以上等级,三场致灾洪水过程的危险性等级最高,分别有80.0%、35.0%和1.7%的小流域河段流量达到高危险及以上等级。研究可为山区小流域暴雨洪水危险性评估、灾害响应和复盘等提供技术支撑。  相似文献

Wave–current interaction (WCI) is important in modulating hydrodynamics and water mixing in estuaries, and thereby the transport of water-borne materials. However, the effects of WCI on salt transport and salt intrusion in estuaries during storm events have been rarely examined. In the present study, we use a coupled atmosphere–ocean–wave–sediment transport (COAWST) modeling system to investigate the effects of WCI on salt intrusion in the highly stratified Modaomen Estuary during Typhoon Hagupit (2008). The model is validated by the measured wave, water elevation, and surface salinity data, and several diagnostic model experiments are conducted. WCI increases the storm surge by 0.8 m at the peak surge (25% of the total surge height). The wave-breaking-induced momentum flux and the Stokes drift increase the magnitude of the landward flow by 0.3 m s?1 (30% of the total landward flow). In addition, the waves increase water mixing by 2–4 times compared with that without waves. Hence, WCI significantly increases the landward advective salt transport and decreases the steady shear transport. The net effect of the WCI is a significant increase of salt import and salt intrusion during the typhoon event. However, in the aftermath of the storm, the imported salt water is rapidly flushed out by the increased river discharge, and the estuary regains its stratification within one day.  相似文献

The production of flood hazard assessment maps is an important component of flood risk assessment. This study analyses flood hazard using flood mark data. The chosen case study is the 2013 flood event in Quang Nam, Vietnam. The impacts of this event included 17 deaths, 230 injuries, 91,739 flooded properties, 11,530 ha of submerged and damaged agricultural land, 85,080 animals killed and widespread damage to roads, canals, dykes and embankments. The flood mark data include flood depth and flood duration. Analytic hierarchy process method is used to assess the criteria and sub-criteria of the flood hazard. The weights of criteria and sub-criteria are generated based on the judgements of decision-makers using this method. This assessment is combined into a single map using weighted linear combination, integrated with GIS to produce a flood hazard map. Previous research has usually not considered flood duration in flood hazard assessment maps. This factor has a rather strong influence on the livelihood of local communities in Quang Nam, with most agricultural land within the floodplain. A more comprehensive flood hazard assessment mapping process, with the additional consideration of flood duration, can make a significant contribution to flood risk management activities in Vietnam.  相似文献

Using newly digitised sea-level data for the ports of Southampton (1935–2005) and Portsmouth (1961–2005) on the south coast of the UK, this study investigates the relationship between the 100 highest sea-level events recorded at the two cities and the incidence of coastal floods in the adjoining Solent region. The main sources of flood data are the daily newspapers The Southern Daily Echo, based in Southampton and The News, based in Portsmouth, supported by a range of local publications and records. The study indicates a strong relationship between the highest measured sea levels and the incidence of coastal floods and highlights the most vulnerable areas to coastal flooding which include parts of Portsmouth, Southampton, Hayling Island, Fareham and Cowes. The most severe flood in the dataset resulted from the storm surge events of 13–17 December 1989 when eight consecutive extreme high waters occurred. The data suggest that while extreme sea-level events are becoming more common, the occurrence of flood events is not increasing. This is attributed to improved flood remediation measures combined with a reduction of storm intensity since the 1980s. However, several recent events of significance were still recorded, particularly 3 November 2005 when Eaststoke on Hayling Island (near Portsmouth) was flooded due to high sea levels combined with energetic swell waves.  相似文献

The devastation due to storm surge flooding caused by extreme wind waves generated by the cyclones is a severe apprehension along the coastal regions of India. In order to coexist with nature’s destructive forces in any vulnerable coastal areas, numerical ocean models are considered today as an essential tool to predict the sea level rise and associated inland extent of flooding that could be generated by a cyclonic storm crossing any coastal stretch. For this purpose, the advanced 2D depth-integrated (ADCIRC-2DDI) circulation model based on finite-element formulation is configured for the simulation of surges and water levels along the east coast of India. The model is integrated using wind stress forcing, representative of 1989, 1996, and 2000 cyclones, which crossed different parts of the east coast of India. Using the long-term inventory of cyclone database, synthesized tracks are deduced for vulnerable coastal districts of Tamil Nadu. Return periods are also computed for the intensity and frequency of cyclones for each coastal district. Considering the importance of Kalpakkam region, extreme water levels are computed based on a 50-year return period data, for the generation of storm surges, induced water levels, and extent of inland inundation. Based on experimental evidence, it is advocated that this region could be inundated/affected by a storm with a threshold pressure drop of 66 hpa. Also it is noticed that the horizontal extent of inland inundation ranges between 1 and 1.5 km associated with the peak surge. Another severe cyclonic storm in Tamil Nadu (November 2000 cyclone), which made landfall approximately 20 km south of Cuddalore, has been chosen to simulate surges and water levels. Two severe cyclonic storms that hit Andhra coast during 1989 and 1996, which made landfall near Kavali and Kakinada, respectively, are also considered and computed run-up heights and associated water levels. The simulations exhibit a good agreement with available observations from the different sources on storm surges and associated inundation caused by these respective storms. It is believed that this study would help the coastal authorities to develop a short- and long-term disaster management, mitigation plan, and emergency response in the event of storm surge flooding.  相似文献

The Scheldt is a tidal river that originates in France and flows through Belgium and the Netherlands. The tides create significant flood risks in both the Flemish region in Belgium and the Netherlands. Due to sea level rise and economic development, flood risks will increase during this century. This is the main reason for the Flemish government to update its flood risk management plan. For this purpose, the Flemish government requested a cost-benefit analysis of flood protection measures, considering long-term developments. Measures evaluated include a storm surge barrier, dyke heightening and additional floodplains with or without the development of wetlands. Some of these measures affect the flood risk in both countries. As policies concerning the limitation of flood risk differ significantly between the Netherlands and Flanders, distinctive methodologies were used to estimate the impacts of measures on flood risk. A risk-based approach was applied for Flanders by calculating the impacts of flood damage at different levels of recurrence, for the base year (2000) and in case of a sea level rise of 60 cm by 2100. Policy within the Netherlands stipulates a required minimal protection level along the Scheldt against storms with a recurrence period of 1 in 4,000 years. It was estimated how flood protection measures would delay further dyke heightening, which is foreseen as protection levels are presently decreasing due to rising sea levels. Impacts of measures (safety benefits) consist of delays in further dyke heightening. The results illustrate the importance of sea level rise. Flood risks increased fivefolds when a sea level rise of 60 cm was applied. Although more drastic measures such as a storm surge barrier near Antwerp offer more protection for very extreme storms, a combination of dykes and floodplains can offer higher benefits at lower costs.  相似文献

为了研究三角洲河口风暴潮溃堤时的盐水运动规律,建立一、二维耦合的盐度数学模型对风暴潮溃堤时的盐水运动进行模拟。模型考虑洪泛区建筑物对盐水运动的影响以及溃口的渐变发展过程。用2008年多个测站的实测数据对河网模型的潮位和盐度计算结果进行了验证。将模型应用于珠江三角洲河网某近海溃口风暴潮溃堤的盐水运动模拟,并绘制了最大盐度等值面图。计算结果表明,该溃口大部分区域的溃堤积水盐度超过了4psu,因此,溃堤洪水的高盐度积水影响不容忽视。通过比较“溃堤”和“不溃堤”两种情况下的河网盐度计算结果,发现上游河道的溃堤分流增大了河道的纳潮量,促使涨潮量增大,增大了下游河网的咸潮上溯风险,减弱了上游来流对咸潮的压制效果。  相似文献

Combined effects of hurricane wind and surge can pose significant threats to coastal cities. Although current design codes consider the joint occurrence of wind and surge, information on site-specific joint distributions of hurricane wind and surge along the US Coast is still sparse and limited. In this study, joint hazard maps for combined hurricane wind and surge for Charleston, South Carolina (SC), were developed. A stochastic Markov chain hurricane simulation program was utilized to generate 50,000 years of full-track hurricane events. The surface wind speeds and surge heights from individual hurricanes were computed using the Georgiou’s wind field model and the Sea, Lake and Overland Surges from Hurricanes (SLOSH) model, respectively. To validate the accuracy of the SLOSH model, the simulated surge levels were compared to the surge levels calculated by another state-of-the-art storm surge model, ADCIRC (Advanced Circulation), and the actual observed water elevations from historical hurricane events. Good agreements were found between the simulated and observed water elevations. The model surface wind speeds were also compared with the design wind speeds in ASCE 7-10 and were found to agree well with the design values. Using the peak wind speeds and maximum surge heights, the joint hazard surfaces and the joint hazard maps for Charleston, SC, were developed. As part of this study, an interactive computer program, which can be used to obtain the joint wind speed and surge height distributions for any location in terms of latitude and longitude in Charleston area, was created. These joint hazard surfaces and hazard maps can be used in a multi-hazard design or risk assessment framework to consider the combined effects of hurricane wind and surge.  相似文献

Pensacola Bay, Florida, was in the strong northeast quadrant of Hurricane Ivan when it made landfall on September 16, 2004 as a category 3 hurricane on the Saffir-Simpson scale. We present data describing the timeline and maximum height of the storm surge, the extent of flooding of coastal land, and the magnitude of the freshwater inflow pulse that followed the storm. We computed the magnitude of tidal flushing associated with the surge using a tidal prism model. We also evaluated hurricane effects on water quality using water quality surveys conducted 20 and 50 d after the storm, which we compared with a survey 14 d before landfall. We evaluated the scale of hurricane effects relative to normal variability using a 5-yr monthly record. Ivan's 3.5 m storm surge inundated 165 km2 of land, increasing the surface area of Pensacola Bay by 50% and its volume by 230%. The model suggests that 60% of the Bay's volume was flushed, initially increasing the average salinity of Bay waters from 23 to 30 and lowering nutrient and chlorophylla concentrations. Additional computations suggest that wind forcing was sufficient to completely mix the water column during the storm. Freshwater discharge from the largest river increased twentyfold during the subsequent 4 d, stimulating a modest phytoplankton bloom (chlorophyll up to 18 μg l−1) and maintaining hypoxia for several months. Although the immediate physical perturbation was extreme, the water quality effects that persisted beyond the first several days were within the normal range of variability for this system. In terms of water quality and phytoplankton productivity effects, this ecosystem appears to be quite resilient in the face of a severe hurricane effect.  相似文献
