The frequency and intensity of hot weather events are expected to increase globally, threatening human health, especially among the elderly, poor, and chronically ill. Current literature indicates that emergency preparedness plans, heat health warning systems, and related interventions may not be reaching or supporting behavior change among those most vulnerable in heat events. Using a qualitative multiple case study design, we comprehensively examined practices of these populations to stay cool during hot weather (“cooling behaviors”) in four U.S. cities with documented racial/ethnic and socio-economic disparities and diverse heat preparedness strategies: Phoenix, Arizona; Detroit, Michigan; New York City, New York; and Philadelphia, Pennsylvania. Based on semi-structured in-depth interviews we conducted with 173 community members and organizational leaders during 2009–2010, we assessed why vulnerable populations do or do not participate in health-promoting behaviors at home or in their community during heat events, inquiring about perceptions of heat-related threats and vulnerability and the role of social support. While vulnerable populations often recognize heat's potential health threats, many overlook or disassociate from risk factors or rely on experiences living in or visiting warmer climates as a protective factor. Many adopt basic cooling behaviors, but unknowingly harmful behaviors such as improper use of fans and heating and cooling systems are also adopted. Decision-making related to commonly promoted behaviors such as air conditioner use and cooling center attendance is complex, and these resources are often inaccessible financially, physically, or culturally. Interviewees expressed how interpersonal, intergenerational relationships are generally but not always protective, where peer relationships are a valuable mechanism for facilitating cooling behaviors among the elderly during heat events. To prevent disparities in heat morbidity and mortality in an increasingly changing climate, we note the implications of local context, and we broadly inform heat preparedness plans, interventions, and messages by sharing the perspectives and words of community members representing vulnerable populations and leaders who work most closely with them.  相似文献

In many mountainous areas of the world, glaciers serve as a source of fresh water that is of critical importance and contributes to the sustainability of agriculture and other socio-economic activities. An enhanced understanding of socio-economic consequences of the climate-related glacier changes is essential to the identification of vulnerable entities and the development of well-targeted environmental adaptation policies. A questionnaire and interviews of farmers in the Heihe River Basin were used to analyze their perception of cryospheric changes, attitudes towards mitigation of cryospheric changes, and the ways in which they perceived their responsibility. Preferred responses and interventions for cryospheric change and views on responsible parties were also collected and evaluated. Our investigation revealed that most rural residents were concerned about glacier changes and believed they would bring harm to present society, individuals, and families, as well as to future generations. The respondents’ perceptions were mainly influenced by the mass media. Most respondents tended to favor adaptation measures implemented by the government and other policy-making departments. An integrated approach will be needed to deal with the challenges to tackling climate-related glacier change.  相似文献

The European north is increasingly affected by changes in climate and climate variability. These changes and their causes are global in scope but specific impacts vary considerably between different regions. Recent incidents and events show that forest-resource based regions have difficulties in alleviating adverse effects of these changes. Also, the future socio-economic impact is to date unexplored. Norrbotten in Sweden, Lappi in Finland and Arkhangelsk oblast in Russia are regions that differ significantly in terms of their socio-economic characteristics and capacities. A modified employment multiplier model is used to predict future changes. Scenarios of changing forest resources provide quantitative estimations of the sensitivity of regional employment. These estimates are used to assess and discuss the adaptive capacities of the regions. Results show that Arkhangelsk oblast is more vulnerable to climate variability than Norrbotten and Lappi. This is due to the continued dependency on natural resources in combination with different capacities to counteract negative effects or to take advantage of the opportunities offered by climate change in this region.  相似文献

Ecosystem changes in floodplains could be a major issue during the twenty-first century as designated habitat areas are affected by climate change and floodplain management options. As part of the RegIS project, a Regional Impact Simulator has been developed to investigate these potential changes. This paper presents the methodologies and results of biodiversity metamodels used within the Regional Impact Simulator for two regions of the UK: East Anglia and North West England. Potential impacts and adaptations to future climate and socio-economic scenarios are analysed for three habitat types in floodplains (saltmarsh, coastal grazing marsh and fluvial grazing marsh) and selected species. An important finding is that management choices, which can be linked to socio-economic futures have a greater potential impact on habitat viability than climate change. The choices society makes will therefore be key to protection and conservation of biodiversity. The analyses also show that coastal grazing marsh is the most vulnerable habitat to sea-level rise, although there is a scope for substituting losses with fluvial grazing marsh. These results indicate that these methods provide a useful approach for assessing potential biodiversity changes at the regional scale, including the effect of different policies.  相似文献

Climate variability and change affects individuals and societies. Within agricultural systems, seasonal climate forecasting can increase preparedness and lead to better social, economic and environmental outcomes. However, climate forecasting is not the panacea to all our problems in agriculture. Instead, it is one of many risk management tools that sometimes play an important role in decision-making. Understanding when, where and how to use this tool is a complex and multi-dimensional problem. To do this effectively, we suggest a participatory, cross-disciplinary research approach that brings together institutions (partnerships), disciplines (e.g., climate science, agricultural systems science, rural sociology and many other disciplines) and people (scientist, policy makers and direct beneficiaries) as equal partners to reap the benefits from climate knowledge. Climate science can provide insights into climatic processes, agricultural systems science can translate these insights into management options and rural sociology can help determine the options that are most feasible or desirable from a socio-economic perspective. Any scientific breakthroughs in climate forecasting capabilities are much more likely to have an immediate and positive impact if they are conducted and delivered within such a framework. While knowledge and understanding of the socio-economic circumstances is important and must be taken into account, the general approach of integrated systems science is generic and applicable in developed as well as in developing countries. Examples of decisions aided by simulation output ranges from tactical crop management options, commodity marketing to policy decisions about future land use. We also highlight the need to better understand temporal- and spatial-scale variability and argue that only a probabilistic approach to outcome dissemination should be considered. We demonstrated how knowledge of climatic variability (CV), can lead to better decisions in agriculture, regardless of geographical location and socio-economic conditions.  相似文献

气候变化和城市化是使得人类更容易遭受灾害影响的两大因素,这两个因素在城市群叠加,使其成为容易遭受灾害侵袭并造成重大损失的高风险区。中国沿海地区五大城市群经济实力雄厚,是国家经济社会发展的重要引擎。但其处于海-陆交互作用地带,受海陆复合型灾害的影响,而且承灾体庞大,在气候变化背景下更容易遭受重大灾害损失。建议国家相关部门充分认识到沿海城市群应对气候变化影响的紧迫性,尽快提出应对策略,并将气候变化的影响和适应对策纳入沿海城市区域的各种社会经济发展规划。  相似文献

Endemic malaria in most of the hot and humid African climates is the leading cause of morbidity and mortality. In the last twenty or so years the incidence of malaria has been aggravated by the resurgence of highland malaria epidemics which hitherto had been rare. A close association between malaria epidemics and climate variability has been reported but not universally accepted. Similarly, the relationship between climate variability, intensity of disease mortality and morbidity coupled with socio-economic factors has been mooted. Analyses of past climate (temperature and precipitation), hydrological and health data (1961–2001), and socio-economics status of communities from the East African highlands confirm the link between climate variability and the incidence and severity of malaria epidemics. The communities in the highlands that have had less exposure to malaria are more vulnerable than their counterparts in the lowlands due to lack of clinical immunity. However, the vulnerability of human health to climate variability is influenced by the coping and adaptive capacities of an individual or community. Surveys conducted among three communities in the East African highlands reveal that the interplay of poverty and other socio-economic variables have intensified the vulnerability of these communities to the impacts of malaria.  相似文献

This paper reviews the complex impact of climate change on gender relations and associated vulnerability on the Eastern Gangetic Plains of Nepal and India. Field research has identified that gendered vulnerability to climate change is intricately connected to local and macro level political economic processes. Rather than being a single driver of change, climate is one among several stresses on agriculture, alongside a broader set of non-climatic processes. While these pressures are linked to large scale political–economic processes, the response on the ground is mediated by the local level relations of class and caste, creating stratified patterns of vulnerability. The primary form of gendered vulnerability in the context of agrarian stress emerges from male out-migration, which has affected the distribution of labour and resources. While migration occurs amongst all socio-economic groups, women from marginal farmer and tenant households are most vulnerable. While the causes of migration are only indirectly associated with climate change, migration itself is rendering women who are left behind from marginal households, more vulnerable to ecological shocks such as droughts due to the sporadic flow of income and their reduced capacity for investment in off-farm activities. It is clear that policies and initiatives to address climate change in stratified social formations such as the Eastern Gangetic Plains, will be ineffective without addressing the deeper structural intersections between class, caste and gender.  相似文献

We explore how smallholder agricultural systems in the Kenyan highlands might intensify and/or diversify in the future under a range of socio-economic scenarios. Data from approximately 3000 households were analyzed and farming systems characterized. Plausible socio-economic scenarios of how Kenya might evolve, and their potential impacts on the agricultural sector, were developed with a range of stakeholders. We study how different types of farming systems might increase or diminish in importance under different scenarios using a land-use model sensitive to prices, opportunity cost of land and labour, and other variables. We then use a household model to determine the types of enterprises in which different types of households might engage under different socio-economic conditions. Trajectories of intensification, diversification, and stagnation for different farming systems are identified. Diversification with cash crops is found to be a key intensification strategy as farm size decreases and labour costs increase. Dairy expansion, while important for some trajectories, is mostly viable when land available is not a constraint, mainly due to the need for planting fodders at the expense of cropland areas. We discuss the results in relation to induced innovation theories of intensification. We outline how the methodology employed could be used for integrating global and regional change assessments with local-level studies on farming options, adaptation to global change, and upscaling of social, environmental and economic impacts of agricultural development investments and interventions.  相似文献

The Niger River is the third largest river in the African continent. Nine riparian countries share its basin, which rank all among the world’s thirty poorest. Existing challenges in West Africa, including endemic poverty, inadequate infrastructure and weak adaptive capacity to climate variability, make the region vulnerable to climate change. In this study, a risk-based methodology is introduced and demonstrated for the analysis of climate change impacts on planned infrastructure investments in water resources systems in the Upper and Middle Niger River Basin. The methodology focuses on identifying the vulnerability of the Basin’s socio-economic system to climate change, and subsequently assessing the likelihood of climate risks by using climate information from a multi-run, multi-GCM ensemble of climate projections. System vulnerabilities are analyzed in terms of performance metrics of hydroelectricity production, navigation, dry and rainy season irrigated agriculture, flooding in the Inner Delta of the Niger and the sustenance of environmental flows. The study reveals low to moderate risks in terms of stakeholder-defined threshold levels for most metrics in the 21st Century. The highest risk levels were observed for environmental flow targets. The findings indicate that the range of projected changes in an ensemble of CMIP3 GCM projections imply only relatively low risks of unacceptable climate change impacts on the present large-scale infrastructure investment plan for the Basin.  相似文献

This interdisciplinary paper presents an empirical analysis of techno-institutional lock-in in a regional fishery, in the Logone floodplain in the Far North Region of Cameroon. In the Logone floodplain, one fishing technique is spreading exponentially even though it is changing the social, hydrological and ecological dynamics of the system in ways that are largely considered problematic by local communities. We use a complex systems framework to analyze large hydrological and socio-economic datasets. Results show how social-ecological feedbacks foster the spread of the technique and contribute to the process of lock-in. The lock-in leads to a resistance to change despite awareness of the technique’s impact, a situation that may also be described as a social-ecological trap. We identify and explain four kinds of positive feedback loops relating to socio-economic, behavioral, demographic and hydrological processes, respectively. We also identify possible solutions that consider the complexity of the feedback loops across multiple dimensions of the floodplain system.  相似文献

The freight and logistics sector is of significant importance as an enabler and driver of the global economy, but it is also inherently vulnerable to hazardous weather. Despite this, there is currently no quantitative assessment of how climate change may affect the sector. This paper applies multidisciplinary climate change impact assessment tools and conceptual frameworks to the road freight sector of Great Britain in order to identify potential future weather-related safety issues. Relationships between weather and freight accidents are determined using road accident data and meteorological observations, which are then used with climate change scenarios to arrive at projections of possible impacts across the regions of Great Britain. Included in the study are industry perceptions of future trends within the sector and wider economy which many affect freight’s exposure and sensitivity to weather. These are elicited through interviews and an iterative expert Delphi study. Hence, unlike many other climate change impact assessments, this innovative study takes into account the potentially significant impact of socio-economic change (including institutional and operational). The results show that summer precipitation and winter ice-related accidents are likely to decrease across most of the country, whereas winter rain-related accidents are projected to increase. However, it is postulated that some of the impacts of climate change will be modified by reflexive behavioural change on the part of the driver and either institutional adaptation or complacency on the part of the road authorities. The paper concludes by framing the study in a range of future scenarios outlining how the socio-economic environment could influence the road transport network and how it is used, modifying the impact of climate change.  相似文献

Socio-economic scenarios constitute an important tool for exploring the long-term consequences of anthropogenic climate change and available response options. A more consistent use of socio-economic scenarios that would allow an integrated perspective on mitigation, adaptation and residual climate impacts remains a major challenge. We assert that the identification of a set of global narratives and socio-economic pathways offering scalability to different regional contexts, a reasonable coverage of key socio-economic dimensions and relevant futures, and a sophisticated approach to separating climate policy from counter-factual “no policy” scenarios would be an important step toward meeting this challenge. To this end, we introduce the concept of “shared socio-economic (reference) pathways”. Sufficient coverage of the relevant socio-economic dimensions may be achieved by locating the pathways along the dimensions of challenges to mitigation and to adaptation. The pathways should be specified in an iterative manner and with close collaboration between integrated assessment modelers and impact, adaptation and vulnerability researchers to assure coverage of key dimensions, sufficient scalability and widespread adoption. They can be used not only as inputs to analyses, but also to collect the results of different climate change analyses in a matrix defined by two dimensions: climate exposure as characterized by a radiative forcing or temperature level and socio-economic development as classified by the pathways. For some applications, socio-economic pathways may have to be augmented by “shared climate policy assumptions” capturing global components of climate policies that some studies may require as inputs. We conclude that the development of shared socio-economic (reference) pathways, and integrated socio-economic scenarios more broadly, is a useful focal point for collaborative efforts between integrated assessment and impact, adaptation and vulnerability researchers.  相似文献

The vulnerability of India and Indian states to climate change was assessed using the Vulnerability-Resilience Indicator Prototype (VRIP). The model was adapted from the global/country version to account for Indian dietary practices and data availability with regard to freshwater resources. Results (scaled to world values) show nine Indian states to be moderately resilient to climate change, principally because of low sulfur emissions and a relatively large percentage of unmanaged land. Six states are more vulnerable than India as a whole, attributable largely to sensitivity to sea storm surges. Analyses of results at the state level (Orissa, and comparisons between Maharashtra and Kerala, and Andhra Pradesh and Himachal Pradesh) demonstrate the value of VRIP analyses used in conjunction with other socio-economic information to address initial questions about the sources of vulnerability in particular places. The modeling framework allows analysts and stakeholders to systematically evaluate individual and sets of indicators and to indicate where the likely vulnerabilities are in the area being assessed.  相似文献

Climate change is leading to a redistribution of marine species, altering ecosystem dynamics as species extend or shift their geographic ranges polewards with warming waters. In marine systems, range shifts have been observed in a wide diversity of species and ecosystems and are predicted to become more prevalent as environmental conditions continue to change. Large-scale shifts in the ranges of marine species will likely have dramatic socio-economic and management implications. Australia provides a unique setting in which to examine the range of consequences of climate-induced range shifts because it encompasses a diverse range of ecosystems, spanning tropical to temperate systems, within a single nation and is home to global sea surface temperature change ‘hotspots’ (where range shifts are particularly likely to occur). We draw on global examples with a particular emphasis on Australian cases to evaluate these consequences. We show that in Australia, range shifts span a variety of ecosystem types, trophic levels, and perceived outcomes (i.e., negative versus positive). The effect(s) of range shifts on socio-economic change variables are rarely reviewed, yet have the potential to have positive and/or negative effects on economic activities, human health and ecosystem services. Even less information exists about potential management responses to range-shifting species. However, synthesis of these diverse examples provides some initial guidance for selecting effective adaptive response strategies and management tools in the face of continuing climate-mediated range shifts.  相似文献

We quantify the vulnerability of water supply to shortage for the Colorado River Basin and basins of the High Plains and California and assess the sensitivity of their water supply system to future changes in the statistical variability of supply and demand. We do so for current conditions and future socio-economic scenarios within a probabilistic framework that incorporates the inherent uncertainties in the drivers of vulnerability. Our analysis indicates that the most sensitive basins to both current and future variability of demand and supply are the Central California and the San Joaquin-Tulare basins. Large sensitivity is also found for the Kansas basin of the High Plains. Within the Colorado River Basin, the Lower Colorado and Gila were found to be the most vulnerable and sensitive sub-basins. By accounting for future uncertainty within the above probabilistic framework, this study unveils and isolates the individual responses of a given basin to changes in the statistical properties of demand and supply and offers a valuable tool for the identification of policy strategies and adaptation measures.  相似文献

The La Plata Basin (LPB) is one of the most important regions for agriculture and livestock production in South America, playing a central role in the world food production and food security. Within its borders is also located the whole Brazilian Pantanal region. Identifying the most important land use sectors in LPB as well as the changes observed in the past years is fundamental to recognize which areas of the basin might be more vulnerable to climate change in order to design adaptation strategies. A general characterization of land use and livestock production of Brazilian LPB was done by using the System of Automatic Retrieving (SIDRA) of Brazilian Institute of Geography and Statistics (IBGE) platform as the major source of data. It was observed expressive increases in land areas used for temporary crops, such as soybean, sugarcane, and maize, as well as increases in poultry and swine production. These important changes in agricultural land use and livestock production are currently associated to non-climatic drivers, but this dynamic might be strongly affected by the consequences of climate change and variability, with negative socio-economic impacts for the whole region.  相似文献

Climate change impacts and responses are presently observed in physical and ecological systems. Adaptation to these impacts is increasingly being observed in both physical and ecological systems as well as in human adjustments to resource availability and risk at different spatial and societal scales. We review the nature of adaptation and the implications of different spatial scales for these processes. We outline a set of normative evaluative criteria for judging the success of adaptations at different scales. We argue that elements of effectiveness, efficiency, equity and legitimacy are important in judging success in terms of the sustainability of development pathways into an uncertain future. We further argue that each of these elements of decision-making is implicit within presently formulated scenarios of socio-economic futures of both emission trajectories and adaptation, though with different weighting. The process by which adaptations are to be judged at different scales will involve new and challenging institutional processes.  相似文献

The North Western Mediterranean basin (NWMB) is characterised by a highly complex topography and an important variability of temperature and precipitation patterns. Downscaling techniques are required to capture these features, identify the most vulnerable areas to extreme changes and help decision makers to design strategies of mitigation and adaptation to climate change. A Regional Climate Model, WRF-ARW, is used to downscale the IPCC-AR4 ECHAM5/MPI-OM General Circulation Model results with high resolution (10 km), considering three different emissions scenarios (B1, A1B and A2) for 2001–2050. Model skills to reproduce observed extremes are assessed for a control period, 1971–2000, using the ERA40 reanalysis to drive the WRF-ARW simulations. A representative set of indices for temperature and precipitation extremes is projected. The modelling system correctly reproduces amplitude and frequency of extremes and provides a high degree of detail on variability over neighbouring areas. However, it tends to overestimate the persistence of wet events and consequently slightly underestimate the length of dry periods. Drier and hotter conditions are generally projected for the NWMB, with significant increases in the duration of droughts and the occurrence of heavy precipitation events. The projected increase in the number of tropical nights and extreme temperatures could have a negative effect on human health and comfort conditions. Simulations allow defining specifically vulnerable areas, such as the Ebro Valley or the Pyrenees, and foreseeing impacts on socio-economic activities in the region.  相似文献
