Responses to climate change in transboundary river basins are believed to depend on national and sub-national capacities as well as the ability of co-riparian nations to communicate, coordinate, and cooperate across their international boundaries. We develop the first framework for assessing transboundary adaptive capacity. The framework considers six dimensions of transboundary river basins that influence planning and implementation of adaptation measures and represents those dimensions using twelve measurable indicators. These indicators are used to assess transboundary adaptive capacity of 42 basins in the Middle East, Mediterranean, and Sahel. We then conduct a cluster analysis of those basins to delineate a typology that includes six categories of basins: High Capacity, Mediated Cooperation, Good Neighbour, Dependent Instability, Self-Sufficient, and Low Capacity. We find large variation in adaptive capacity across the study area; basins in Western Europe generally have higher capacities to address the potential hazards of climate change. Climate models project large changes in rainfall, but disagree on their magnitude and sign. The consequences of this uncertainty on optimal dam dimensioning is assessed for a small mountainous catchment in Greece. Optimal dam design is estimated using a Cost-Benefit Analysis (CBA) based on trends in seasonal temperature and precipitations from 19 IPCC-AR4 climate models driven by the the SRES A2 emission scenario. Optimal reservoir volumes are modified by climate change, leading to up to 34% differences between optimal volumes. Contrary to widely-used target-based approaches, the CBA suggests that reduced rainfall should lead to smaller water reservoirs. The resulting change in the Net Present Value (NPV) of water supply is also substantial, ranging from no change to a large 25% loss, depending on the climate model, even assuming optimal adaptation and perfect foresight. In addition, climate change uncertainty can lead to design errors, with a cost ranging from 0.3 to 2.8% of the NPV, depending on site characteristics. This paper proposes to complement the CBA with a robust decision-making approach that focuses on reducing design-error costs. It also suggests that climate change impacts in the water sector may reveal large, that water reservoirs do not always provide a cost-efficient adaptation strategy, and that alternative adaptation strategies based on water conservation and non-conventional water production need to be considered. 相似文献

For the last two decades, European climate policy has focused almost exclusively on mitigation of climate change. It was only well after the turn of the century, with impacts of climate change increasingly being observed, that adaptation was added to the policy agenda and EU Member States started to develop National Adaptation Strategies (NASs). This paper reviews seven National Adaptation Strategies that were either formally adopted or under development by Member States at the end of 2008. The strategies are analysed under the following six themes. Firstly, the factors motivating and facilitating the development of a national adaptation strategy. Secondly, the scientific and technical support needed for the development and implementation of such a strategy. Thirdly, the role of the strategy in information, communication and awareness-raising of the adaptation issue. Fourthly, new or existing forms of multi-level governance to implement the proposed actions. Fifthly, how the strategy addresses integration and coordination with other policy domains. Finally, how the strategy suggests the implementation and how the strategy is evaluated. The paper notes that the role of National Adaptation Strategies in the wider governance of adaptation differs between countries but clearly benchmarks a new political commitment to adaptation at national policy levels. However, we also find that in most cases approaches for implementing and evaluating the strategies are yet to be defined. The paper concludes that even though the strategies show great resemblance in terms of topics, methods and approaches, there are many institutional challenges, including multi-level governance and policy integration issues, which can act as considerable barriers in future policy implementation. 相似文献

Institutional capacity is an important element for climate change adaptation (CCA) and the development of such capacity is a great challenge in a Least Developed Country like Cambodia where resources are limited. An important first step to increasing capacity is via an understanding of the level of existing capacity; future priorities can then be subsequently identified. This study aimed to assess the capacity of organizations to implement climate change activities in Cambodia in order to provide such a basis for building capacity. Four elements of capacity were investigated in this research: (1) financial resources, (2) cooperation and coordination of stakeholders, (3) availability and quality of information on vulnerability and adaptation to climate change, and (4) the level of understanding of climate change vulnerability and adaptation. The data were collected through semistructured interviews with a wide range of government and non-government informants across a number of sectors. Results of the study showed that informants perceived capacity for CCA to be very constrained, especially in terms of financial resources and cooperation, and addressing these factors was ranked as the highest climate change capacity priority. Institutional capacity constraints were considered to relate more generally to weak governance of CCA. In light of our research findings, the absence of local higher education institutions in CCA activities should be addressed. The support of such institutions would provide an important mechanism to progress both capacity development as well as partnerships and coordination between different types of organizations and relevant sectors.Policy relevanceCapacity for CCA within Cambodian health and water sectors was perceived to be very constrained across a range of interdependent factors. Increasing funding was ranked as the highest priority for building capacity for CCA; however, governance factors such as ‘improved cooperation’ were also ranked highly. Improving stakeholders' awareness of the availability of adaptation funds and resources, and their responsiveness to funding criteria, is an important implication of our research, as is improving the mobilization of local resources and the private sector. To address the issue of weak cooperation among stakeholders, improving the coordination function of the National Climate Change Committee (NCCC) regarding stakeholder engagement and capacity building is crucial. Ensuring that CCA activities are based on sound information and knowledge from across different disciplines and, importantly, include the perspectives of vulnerable people themselves, ultimately underpins and supports the realization of the above priorities. 相似文献

Following a multi-scenario framework based on the technology assumptions proposed by the 27th Energy Modeling Forum (EMF-27), our analysis focuses on analyzing the impacts of key technology assumptions on climate policies, including the interdependencies of different technological options. Each scenario may be considered as either a possible state of nature upon which one has no influence, each scenario thus dictating the availability (or non availability) of some subset of the technology groups, or as an opportunity for society, by its own actions and policies, to influence the availability of said technology group. The main insights obtained from the assessment show the prominent role of bioenergy as a means to abate greenhouse gas emissions, irrespective of other technological developments, while the role of the other technologies (wind and solar, carbon capture and sequestration, nuclear) are more dependent of one another. It appears that CCS may play a sort of “backstop” role: it compensates for a lower contribution of solar and wind, or of nuclear. This means that an increased social acceptability of one (or all) of these three sets of technology should be at the heart of future climate policies. The costs caused by the adaptation of electricity networks to accommodate a high fraction of intermittent sources would deserve more attention in future research. 相似文献

We tested two consequences of a currently influential theory based on the notion of seeing adaptations to climate change as local adjustments to deal with changing conditions within the constraints of the broader economic–social–political arrangements. The notion leaves no explicit role for the strength of personal beliefs in climate change and adaptive capacity. The consequences were: (i) adaptive action to climate change taken by an individual who is exposed to and sensitive to climate change is not influenced to a considerable degree by their strength of belief in climate change and (ii) adaptive action to climate change taken by an individual who is exposed to and sensitive to climate change is not influenced to a considerable degree by their strength of belief in an adaptive capacity. Data from a 2004 questionnaire of 1950 Swedish private individual forest owners, who were assumed exposed to and sensitive to climate change, were used. Strength of belief in climate change and adaptive capacities were found to be crucial factors for explaining observed differences in adaptation among Swedish forest owners. 相似文献

Various aspects of the role of uncertainty in greenhouse gas emission reduction policy are analyzed with the integrated assessment model FUND. FUND couples simple models of economy, climate, climate impacts, and emission abatement. Probability distribution functions are assumed for all major parameters in the model. Monte Carlo analyses are used to study the effects of parametric uncertainties. Uncertainties are found to be large and grow over time. Uncertainties about climate change impacts are more serious than uncertainties about emission reduction costs, so that welfare-maximizing policies are stricter under uncertainty than under certainty. This is more pronounced without than with international cooperation. Whether or not countries cooperate with one another is more important than whether or not uncertainty is considered. Meeting exogenously defined emission targets may be more or less difficult under uncertainty than under certainty, depending on the asymmetry in the uncertainty and the central estimate of interest. The major uncertainty in meeting emissions targets in each of a range of possible future is the timing of starting (serious) reduction policies. In a scenario aiming at a stable CO2 concentration of 550 ppm, the start date varies 20 years for Annex I countries, and much longer for non-Annex countries. Atmospheric stabilization at 550 ppm does not avoid serious risks with regard to climate change impacts. At the long term, it is possible to avoid such risks but only through very strict emission control at high economic costs. 相似文献

There is increasing concern that avoiding climate change impacts will require proactive adaptation, particularly for infrastructure systems with long lifespans. However, one challenge in adaptation is the uncertainty surrounding climate change projections generated by general circulation models (GCMs). This uncertainty has been addressed in different ways. For example, some researchers use ensembles of GCMs to generate probabilistic climate change projections, but these projections can be highly sensitive to assumptions about model independence and weighting schemes. Because of these issues, others argue that robustness-based approaches to climate adaptation are more appropriate, since they do not rely on a precise probabilistic representation of uncertainty. In this research, we present a new approach for characterizing climate change risks that leverages robust decision frameworks and probabilistic GCM ensembles. The scenario discovery process is used to search across a multi-dimensional space and identify climate scenarios most associated with system failure, and a Bayesian statistical model informed by GCM projections is then developed to estimate the probability of those scenarios. This provides an important advancement in that it can incorporate decision-relevant climate variables beyond mean temperature and precipitation and account for uncertainty in probabilistic estimates in a straightforward way. We also suggest several advancements building on prior approaches to Bayesian modeling of climate change projections to make them more broadly applicable. We demonstrate the methodology using proposed water resources infrastructure in Lake Tana, Ethiopia, where GCM disagreement on changes in future rainfall presents a major challenge for infrastructure planning. 相似文献

As scores of climate change adaptation measures are implemented around the world, there have been growing calls among academics and practitioners to also address the processes that underpin human vulnerability to climate change. However, there is mounting evidence that adaptation and vulnerability are linked, such that ostensibly adaptive responses can have negative consequences and augment people’s vulnerability. We analyzed several climate change responses at various scales and developed a typology of five discrete but related modes by which the vulnerability of already vulnerable populations is being [re]produced. Crucially, this work suggests that for at least one of these modes, the vulnerability of other groups is perversely inverted, such that relatively secure populations perceive themselves to be at risk. The cases we present illustrate that people’s vulnerability is being used against them, or put another way, is being weaponized―exacerbating their precarity by excluding them from much needed and due assistance, while directing resources instead to bolstering the well-being of those already well-positioned to respond to climate threats. Our typology provides a theoretical intervention by illustrating how climate vulnerability and security are co-produced, as well as a practical tool to help decision makers to adopt more just and equitable climate policies. 相似文献

The atmospheric and ocean environment has changed from human activities in ways that affect storms and extreme climate events. The main way climate change is perceived is through changes in extremes because those are outside the bounds of previous weather. The average anthropogenic climate change effect is not negligible, but nor is it large, although a small shift in the mean can lead to very large percentage changes in extremes. Anthropogenic global warming inherently has decadal time scales and can be readily masked by natural variability on short time scales. To the extent that interactions are linear, even places that feature below normal temperatures are still warmer than they otherwise would be. It is when natural variability and climate change develop in the same direction that records get broken. For instance, the rapid transition from El Ni?o prior to May 2010 to La Ni?a by July 2010 along with global warming contributed to the record high sea surface temperatures in the tropical Indian and Atlantic Oceans and in close proximity to places where record flooding subsequently occurred. A commentary is provided on recent climate extremes. The answer to the oft-asked question of whether an event is caused by climate change is that it is the wrong question. All weather events are affected by climate change because the environment in which they occur is warmer and moister than it used to be. 相似文献

Preparing agriculture for adaptation to climate change requires advance knowledge of how climate will change and when. The direct physical and biological impacts on plants and animals must be understood. The indirect impacts on agriculture's resource base of soils, water and genetic resources must also be known. We lack such information now and will, likely, for some time to come. Thus impact assessments for agriculture can only be conjectural at this time. How-ever, guidance can be gotten from an improved understanding of current climatic vulnerabilities of agriculture and its resource base, from application of a realistic range of climate change scenarios to impact assessment, and from consideration of the complexity of current agricultural systems and the range of adaptation techniques and policies now available and likely to be available in the future. 相似文献

Climate change is expected to disproportionately affect agriculture in Bangladesh; however, there is limited information on smallholder farmers’ overall vulnerability and adaptation needs. This article estimates the impact of climatic shocks on the household agricultural income and, subsequently, on farmers’ adaptation strategies. Relying on data from a survey conducted in several communities in Bangladesh in 2011 and based on an IV probit approach, the results show that a 1 percentage point (pp) climate-induced decline in agricultural income pushes Bangladeshi households to adapt by almost 3 pp. Moreover, Bangladeshi farmers undertake a variety of adaptation options. However, several barriers to adaptation were identified, noticeably access to electricity and wealth. In this respect, policies can be implemented in order to assist the Bangladeshi farming community to adapt to climate change.
Policy relevance
This study contributes to the literature of adaptation to climate change by providing evidence of existing risk-coping strategies and by showing how a household’s ability to adapt to weather-related risk can be limited. This study helps to inform the design of policy in the context of increasing climatic stress on the smallholder farmers in Bangladesh. 相似文献

Summary In middle latitudes, regional climates are largely determined by the frequency and character of different airmasses advected across the region. Airmass characteristics and frequencies are expected to be different in a warmer world. General circulation models are, for example, unanimous in projecting large temperature changes for high latitudes, the source region for polar airmasses. Conventional approaches to the construction of regional climate change scenarios are not able to capture such differences between airmasses. Here we present a new approach that assigns each day in the observed and model-produced records to one of three classes based on the upper-level flow, the steering current for airmasses. This approach permits an evaluation of a model's ability to reproduce the observed regional climate in terms of airmasses which is more insightful than a comparison of monthly means. The model used here, the CCM0 version of the NCAR model, was found to reproduce many of the observed December airflow features (the month chosen to demonstrate the approach) for the Lake Superior basin. The approach also permits a more insightful analysis of the projected changes under 2*CO2 conditions. The CCM0 projects a significant warming and moistening only for the northerly airflows. The northerly flows are also projected to become more frequent. To illustrate the significance of these results, daily scenarios of climate change were constructed from these projections and used in a lake evaporation model. It is found that the changes in the northerly flows projected by this model translate into a 19% reduction in the evaporative power of the air over Lake Superior (wind speeds held at present level).With 3 Figures 相似文献
