The article discusses how municipal planning and management can enable South Sámi and Norse cultural history to contribute to local development in two sparsely populated mountain municipalities in south-east Norway. The authors’ methods comprised document studies of relevant planning documents and treatment of single cases, and interviews with actors at different levels, who were responsible for cultural heritage, land use planning, industrial development and reindeer husbandry. The findings revealed that the organization of cultural heritage management was extremely fragmented in terms of responsibilities, activities and localization. Responsibility for managing Norse and Sámi cultural heritage is divided between counties and the Sámi Parliament, and the municipalities have no legal responsibilities. This fragmentation contributes to the neglect and marginalization of cultural heritage management in general, and especially the management of Sámi cultural heritage. The discourse of attractiveness based on competing for in-migration from other municipalities holds a hegemonic position in both municipal master planning and regional planning. The authors conclude that a different approach based on local community development, namely the residential place, should be prioritized, whereby cultural heritage is used to strengthen the inhabitants’ knowledge, identity and ‘sense of place’.  相似文献

Around towns in the Alentejo region, the landscape is dominated by a characteristic agricultural small-scale mosaic. These areas are central in the region landscape character – even if the large-scale latifundia landscape of the extensive silvo-pastoral systems is most commonly associated with the region. In the last two decades, these parcels became extremely attractive for new comers, who settle in the rural context as residents, week-end visitors, being often also lifestyle farmers. The paper presents a case study landscape, in Montemor-o-Novo, a small town 100 km from Lisbon, highly subject to the pressure for consumption uses, by urban users. The study shows that the new owners, even if they have settled in the area due to the tranquility and social bindings of the rural, end up doing farming, with new or reshaped production objectives, markets and models, but at the same time maintaining the traditional farm systems. Thus, the landscape character is maintained, so far. Nevertheless, the role of these neo-rurals and lifestyle farmers is still an unseen role, both by the agriculture and the planning sectors. And thus the question is, whether the combination of actors and land management drivers will continue maintaining the landscape in the future.  相似文献

Much of the current research on long‐term landscape evolution and drainage history in SE Australia is built in one way or another on the early work of Griffith Taylor. The controversy prompted by several attempts to incorporate Taylor's work in recent plate tectonics interpretations of the long‐term evolution of SE Australia highlights differences of opinion as to the appropriate methodologies for such investigations. These questions, including the issues of data sources in reconstructions of long‐term landscape history, testability of such reconstructions, and the relationship between the landscape history so reconstructed and larger‐scale, regional landscape histories, appear not to have been addressed in recent literature on geomorphological methodology. This literature notes the demise of critical rationalism and appears to espouse a strongly relativist viewpoint, which relies on the shared understanding among the discipline's practitioners as to what are appropriate data sources and tests for hypotheses of long‐term landscape evolution. This offers little hope for resolution of the current disputes about the evolution of the drainage systems of SE Australia, but puts the onus squarely on us, the practitioners, to develop shared understandings of the appropriate data sources and tests for our hypotheses and grand schemes of the type so favoured by Griffith Taylor.  相似文献

This study answers the following research questions: 1) What are the change trajectories of woody vegetation elements at the landscape level? 2) What are the differences in change trajectories amongst the various categories of forest, non-forest and reclamation woody vegetation? 3) How do the change trajectories differ in mining and non-mining landscapes? The study area, measuring 209.6 km2, is located in the north-western part of the Czech Republic and may be broken down into 76.8 km2 of mining landscape and 132.8 km2 of non-mining landscape. Brown coal mining began in this region during the second half of the 18th century and led to the radical transformation of the landscape, including woodlands, during the second half of the 20th century. The source data for this study was obtained from the original stable cadastre maps (1842) and the landscape field mapping performed in 2010. The various woody vegetation elements (forest, non-forest, and reclamation woody plants) and land use/cover (LULC) categories were identified. The GIS symmetrical difference tool was subsequently used to perform an overlay analysis for the individual woody vegetation elements in order to study the change trajectories and to obtain information about the woodlands that have remained unchanged (continuous), the ones that have disappeared (extinct), and the ones that have newly appeared in the landscape (recent). In the case of the non-mining landscape, the total proportion of woodlands has increased (from 17 to 32%), but there has been a decline in the overall volume of forest woody plants found in these areas (from 93 to 74%). As far as the mining landscape is concerned, there has also been an increase in the area covered by woodlands (from 10 to 20%), however, the proportion of forest woody plants has decreased to a much greater extent (from 90 to 31%). From the perspective of extinct woody vegetation, 23.3% of all types of woodlands in the mining landscape may be classified as such, as compared to 10.8% in the non-mining landscape. The primary causes of this decline are mining activities and newly built-up areas. More continuous woody vegetation may be found in the non-mining landscape (42.1%) as compared to the mining landscape (15.4%). Recent woody vegetation, which has primarily replaced grasslands and partially arable land, prevails in both the mining (61.3%) as well as the non-mining (47.1%) landscapes. Different categories of woodlands (forest, non-forest, and reclamation woody vegetation elements) exhibit various change dynamics due to their different structure and the functions they serve. At the most basic level, there has been an overall increase in the occurrence of woodlands in the studied areas. However, once GIS spatial analysis is applied it is possible to see more complex processes in the development of woodland areas as characterised by gains and losses, and it is possible to identify mining and agricultural extensification as the two most significant factors behind the historical changes. Mining leads to a direct decrease in the area of woodlands; conversely, the spontaneous succession of vegetation resulting from agricultural extensification and forest reclamation facilitates woodland recovery. Forest reclamation and reforestation are essential on order to ensure the time continuity of woodlands in both types of landscape, i.e. mining and non-mining. The study presented in this paper proves that it is relevant to analyse the changes occurring in different woodland categories separately. The same methodology may be applied when studying the change dynamics of other important landscape elements, such as wood pastures and wetlands.  相似文献

The author selects a thorny issue of doubled designations that bother pol- icy-makers, professional planners and managers in the field of conservation for protected areas. The analyzed case study areas cover 5 National Geoparks of China in Sichuan Prov- ince, 18 UNESCO Global Geoparks in China, and 219 World Heritage sites in China and 8 European nations. Through analysis and synthesis, the author concludes that doubled des- ignation, which also leads to unbalanced park distribution, is particularly prevalent in China other than in Europe. Therefore, on-site management agencies and related governments in China should carefully translate the doubled designations into responsibilities and harmoni- ous partnerships between all stakeholders in order to enhance the management effectiveness and avoid paper park phenomenon.  相似文献

Hawai‘i's agricultural landscape was previously dominated by large monocrop plantations of sugar cane and pineapple, but following a sweeping series of plantation closures beginning at the end of the twentieth century, that era has concluded. The last spatial assessment of Hawai‘i's agricultural footprint was completed in 1980, during the active plantation period. Here we present the results of a 2015 statewide assessment of the commercial crop footprint for Hawai‘i, based on World-View 2 satellite imagery and supporting datasets. We analyzed changes relative to the 1980 baseline on both a statewide and regional basis, to better understand how Hawai‘i's agricultural system has evolved in the post-plantation era. Sugar cane and pineapple saw dramatic reductions during this period, collectively losing more acres (257,000) than were planted for all crops combined (152,000) in 2015. Idle plantation lands and past plantation-era investments in irrigation and other infrastructure have created opportunities for other types of agriculture, despite rising land values, new and existing tropical diseases, and other challenges. Seed crops, primarily for genetically modified corn trials, were the second largest crop in 2015 (24,000 acres) despite having no mapped footprint in 1980. Commercial forestry, also absent in 1980, covered 23,000 acres in 2015. Macadamia nut, coffee, and diversified agriculture also all saw significant gains in their footprints, with coffee plantings increasing >250% during this period. Despite these gains, the Hawaiian Islands continue to have an extremely low degree of self-reliance for food production. The Oahu plain, adjacent to the major population center of Honolulu, has the most potential for considerably increasing the production of local produce, but without changes in consumption patterns and significant efforts to protect agricultural land from development, any increases in local food production will continue to be incremental. The post-plantation agricultural landscape in Hawaii is smaller, more diversified, and more nimble than it was in 1980, reflecting inter-island geographic differences in land use, history, and ownership. Mapping and assessing spatial changes in agricultural activity over time can provide valuable insights for decision-makers and communities as they continue to define what agriculture should look like in the post-plantation era. Our results suggest that Hawai‘i's agricultural landscape and overall production capability will continue to contract without substantial changes in policy and practice.  相似文献

Relationships between landscape-scale geomorphology and aspects of the human environment (including heritage and material cultures) are best examined in landscapes with a strong geomorphological imprint of past climatic and environmental changes, and where human activity has been present for a long period of time. In Cornwall, southwest England, a strong geomorphological signature is imparted by weathering of granite bedrock under cold Quaternary climates, and a strong cultural and heritage imprint is manifested in material and nonmaterial ways through archaeology, art, literature and folklore, and is illustrated in this paper through examples of Bodmin Moor (north Cornwall) and West Penwith (west Cornwall). Landscapes of Bodmin Moor include wide valleys with underfit rivers and upland summits with prominent tors, resulting from granite weathering and slope processes during the Tertiary and Quaternary. Pollen records show how human activity has changed on the moor over time, with a peak of settlement during the Bronze Age, and expansion of grazing into the Iron Age. Daphne du Maurier's novels, set on or adjacent to Bodmin Moor, emphasize the moor's relationship to unstable and intense human emotions and crises. In West Penwith, which is geomorphological similar to Bodmin Moor, geomorphology–culture relations are demonstrated in different ways but through a similar sense of place and regional identity. The St Ives School of early 20th Century art, including the local artist Peter Lanyon and the sculptor Barbara Hepworth, draws inspiration from the local land and seascapes. The oral traditions and folklore of Zennor emphasize the importance of witchcraft and superstition that are in part founded on the wildness of upland summits and stormy coastline. Across West Penwith, tin mining and the mining trade exerted a strong impact on regional socioeconomic and cultural development from the Bronze Age until the end of the 19th Century, seen through settlement patterns, scientific innovation and Nonconformism. Today these geomorphology–culture relations are memorialized in the Cornwall and West Devon Mining Landscape World Heritage Site.  相似文献

The Thule culture of the Wollaston-Clavering Ø area is analysed and their settlement pattern as recorded within the area is presented and analysed in relation to the following high arctic seasons: winter, spring and summer. From the analysis it is seen that a defined and stable seasonal mobility between coast, fjords and inland existed and that the “Sirius Water Polynya” off Wollaston Forland and Sabine Ø, holds the key to understanding the human economy and settlement patterns in the research area, as well as in the region.

The cooling of the Little Ice Age, interpreted from the analysed data, does not affect the Inuit exploitation of the research area or their material culture in general. The main Inuit response to the cooling is migration, a response that can only be analysed when Northeast Greenland is studied regionally and interregionally. As migration is defined as an important part of prehistoric ‘Inuit being’, the Inuit made no additional strategies or inventions during the LIA. Inuit migration is, in this way, demonstrated to be a substantial contributor to the Inuit's cultural resilience and to their long-term existence in the Arctic.  相似文献

Effects of spatial autocorrelation (SAC), or spatial structure, have often been neglected in the conventional models of pedogeomorphological processes. Based on soil, vegetation, and topographic data collected in a coastal dunefield in western Korea, this research developed three soil moisture–landscape models, each incorporating SAC at fine, broad, and multiple scales, respectively, into a non-spatial ordinary least squares (OLS) model. All of these spatially explicit models showed better performance than the OLS model, as consistently indicated by R2, Akaike’s information criterion, and Moran’s I. In particular, the best model was proved to be the one using spatial eigenvector mapping, a technique that accounts for spatial structure at multiple scales simultaneously. After including SAC, predictor variables with greater inherent spatial structure underwent more reduction in their predictive power than those with less structure. This finding implies that the environmental variables pedogeomorphologists have perceived important in the conventional regression modeling may have a reduced predictive power in reality, in cases where they possess a significant amount of SAC. This research demonstrates that accounting for spatial structure not only helps to avoid the violation of statistical assumptions, but also allows a better understanding of dynamic soil hydrological processes occurring at different spatial scales.  相似文献

Community mapping is a relatively new tool with considerable potential in giving practical effect at the local level to sustainable development rhetoric. As a repository of socially constructed knowledge, it has considerable value in democratizing information both in terms of what is recorded and public access to it, in a manner that facilitates more meaningful participation of non-experts in planning and advocacy processes. In this article, we investigate drivers behind land use changes in a peri-urban landscape. The research focuses on the motives and factors behind landowners’ decision-making in relation to land use changes, with the objective of improving our knowledge of the dynamics of land use change processes on farmland. An actor-centred conceptual framework is developed on the basis of the concept of lenses of decision-making. Data on farm and farmer characteristics were collected through a survey conducted in Roskilde Municipality, Denmark, a peri-urban landscape with a high level of landscape dynamics. A logistic regression analysis was used to analyse the relationship between nine purposively selected farm and farmer characteristics and the landscape activities of 93 landowners in the municipality. The results indicate that small farms, farms without livestock and landowners with a basic level of education are less likely to engage in landscape activities. A cluster analysis was used to analyse patterns of motives associated with land use changes. The results correspond with the intrinsic interests and family considerations suggested in the lenses of the decision-making framework, and in addition shows that the desire to improve the qualities of the property was the dominant motive.  相似文献

New Zealand is a food producer and exporter that combines neoliberal policy with performance-based environmental management, using ‘soft’ governance and actions where possible. Voluntary environmental farm awards are analysed to identify the landscape management activities recognised as best practice by peers at a farm level. Results highlight the importance of whole farm system management. However, the efficacy of reliance upon voluntary mechanisms is coming under increasingly critical scrutiny, as environmental conditions in intensive agricultural landscapes continue to decline. The research question this poses is whether whole farm plans can be practically and formally connected in three concurrent ways – to supply chain management, and to statutory planning frameworks and environmental regulations and to local landscape co-management – while still maintaining flexibility of action for the farmer.  相似文献
