近日,国土资源部下发关于贯彻落实《国务院关于促进稀土行业持续健康发展的若干意见》的通知,要求加大稀土资源开发监管力度,10月底前完成稀土矿业权清理审核工作。通知要求,严厉打击违法勘查开采和超指标开采,各级国土资源主管部门要加强对重点稀土产区的监管,继续加大稀土违法勘查开采打击力度,严肃查处无证勘查开采等违

内蒙古自治区国土资源厅关于鄂尔多斯市准格尔旗神山镇永利煤炭有限责任公司乱挖滥采煤炭等5起矿产资源违法案件查处结果的通报

全国开展整顿和规范矿产资源开发秩序回头看专项行动以来,我区各级国土资源管理部门不断加大对矿产资源违法案件的查处力度,有力打击了矿产资源违法行为,维护了良好的矿产资源市场秩序。为进一步巩固治理整顿成果,威慑和遏制矿产资源的违法行为,现将5起典型矿产资源违法案件的查处结果通报如下:     

中美人口贩运问题治理比较研究

文章基于中美人口贩运历史和现状,从国家方略、法律法规、工作机构、预警系统和受害者救助与安置回归5方面,比较了两国在打击人口贩运方面的优势和劣势。结果发现,中美人口贩运治理国家方略,均是在“以人为本、协同预防、依法打击、积极救助、妥善安置”的框架下制定的。中国更多的是针对打击国内拐卖妇女、儿童犯罪的全面性,而美国则是重点治理商业性跨国人口贩运。中国治理的特色在于自上而下的管理和自下而上的自治,一旦方略、法律法规形成,能够迅速覆盖全国执行;而美国属于联邦制国家,联邦政府与州政府是合作而非隶属关系,加之三权分立与制衡相结合的政治制度和两党制的政党制度,美国治理人口贩运问题的全国执行度、联动性还需进一步考察。最后,就中国如何应对和治理拐卖人口问题提出几点建议,具体包括：1）加大对《中国反对拐卖人口行动计划（2021—2030）》的实施力度,各地需因地制宜地明确行动措施;完善与国家法的衔接并合理吸收借鉴,持续推进针对打击人口拐卖的专门立法,增强应对能力;2）加强国际合作,重视社会建设和治理跨国、跨地域人口拐卖问题;3）细化反拐工作机构,成立专门工作组,设置专项经费,畅通建议渠道;4）构建并完善“...

岩土工程勘察中常见问题分析和解决对策研究

近年来,在社会经济不断进步的背景下,我国加大了城市建设力度,建筑工程随之增多,高层和智能建筑几乎成为衡量一座城市经济发展和现代化建设的重要标志。然而,随着建筑工程规模不断扩大,其构成也越来越复杂,要想提升工程安全性和质量,就必须加大岩土工程勘察力度。鉴于此,本文首先对岩土工程勘察中的常见问题进行了简要分析,并有针对性地提出了解决措施,最后通过实例,对加大岩土工程勘察力度的重要性进行了分析,希望对我国相关领域的全面发展起到促进作用。     

中国城市地理学的传承与发展

改革开放近40年来,中国城市地理学发展有以下几个显著特点:(1)密切结合城市规划实践,以城市规划需求为目标导向;(2)建立了引进、吸收和转换的机制;(3)积极推进城镇化研究的国际合作;(4)以全球视野促进中国城市地理理论研究与西方的接轨;(5)结合中国社会发展的新形势,强化对生态环境问题和以人为本发展理念的关注,促进了很多分支学科的发展。中青年城市地理学者在西方城市地理学发展新趋势、城市产业演化、城市空间结构演化、城镇化格局的重塑、中国发展模式的新解释、大数据的应用、定性方法的创新等方面做出了探讨。未来的中国城市地理研究,应该继续强调服务于城市规划实践;吸收其他学科优势,总结中国城市发展规律;城市地理学者应当掌握对国家城市方针政策和重大战略的话语权;继续加大国际合作研究力度,提高在国际学术界的地位。     

入世后长江流域农业定位及发展对策研究

长江流域农业资源、生产基础的优势明显,在我国国民经济和长江流域经济发展中具重要地位。根据现阶段农业的主要问题和入世（ＷＴＯ）后农业环境的变化,２１世纪长江流域农业发展的主要对策是：建设面向国际市场的专业化生产基地;推进名、特、优农产品的产业化开发;实施农业标准化工程;加大农业科技投入力度;加强农业生态及农田水利建设、提高农业持续生产能力等。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
