The influence of socio-cultural factors on the adaptive capacity, resilience and trade-offs in decision-making of households and communities is receiving growing scholarly attention. In many partly transformed societies, where the market economy is not well developed, livelihood practices are heavily structured by kinship and indigenous social and economic values. Farm investment decisions and incentives to produce agricultural commodities are shaped by a host of considerations in addition to market imperatives like profit. In one such partly transformed society in East New Britain Province, Papua New Guinea, we examine the adaptation decisions of smallholders in response to the drastic drop of yield in their cocoa plots caused by the sudden outbreak of Cocoa Pod Borer. To explain why the impact of the pest has been so great we examine the interconnections between household responses, the local socio-cultural and economic context of smallholder commodity crop production and the wider institutional environment in which household choices and decisions are made. We argue that the significant lifestyle changes and labour intensive farming methods required for the effective control of Cocoa Pod Borer are incompatible with existing smallholder farming systems, values and livelihoods. To adopt a high input cropping system requires more than a technical fix and some training; it also requires abandoning a ‘way of life’ that provides status, identity and a moral order, and which is therefore highly resistant to change. The paper highlights the enduring influence and significance of local, culturally-specific beliefs and socio-economic values and their influence on how individuals and communities make adaptation decisions.  相似文献

Climate change may cause most harm to countries that have historically contributed the least to greenhouse gas emissions and land-use change. This paper identifies consequentialist and non-consequentialist ethical principles to guide a fair international burden-sharing scheme of climate change adaptation costs. We use these ethical principles to derive political principles – historical responsibility and capacity to pay – that can be applied in assigning a share of the financial burden to individual countries. We then propose a hybrid ‘common but differentiated responsibilities and respective capabilities’ approach as a promising starting point for international negotiations on the design of burden-sharing schemes. A numerical assessment of seven scenarios shows that the countries of Annex I of the United Nations Framework Convention on Climate Change would bear the bulk of the costs of adaptation, but contributions differ substantially subject to the choice of a capacity to pay indicator. The contributions are less sensitive to choices related to responsibility calculations, apart from those associated with land-use-related emissions. Assuming costs of climate adaptation of USD 100 billion per year, the total financial contribution by the Annex I countries would be in the range of USD 65–70 billion per year. Expressed as a per capita basis, this gives a range of USD 43–82 per capita per year.  相似文献

International carbon markets can be an important tool in achieving countries’ mitigation targets under the Paris Agreement, but they are subject to a number of environmental integrity risks. An important risk is that some countries have mitigation targets that correspond to higher levels of emissions than independent projections of their likely emissions. If such ‘hot air’ can be transferred to other countries, it could increase aggregated emissions and create a perverse incentive for countries not to enhance the ambition of future mitigation targets. Limits to international transfers of mitigation outcomes have been proposed to address this risk. This article proposes a typology for such limits, explores key design options, and tests different types of limits in the context of 15 countries. Our analysis indicates that limits to international transfers could, if designed appropriately, prevent most of the hot air contained in current mitigation targets from being transferred, but also involve trade-offs between different policy objectives. Given the risks from international transfer of hot air and the uncertainty over whether other approaches will be effective in ensuring environmental integrity, we recommend that countries take a cautious approach and pursue a portfolio of approaches to ensure environmental integrity, in which case limits could provide for additional safeguards.

Managing ecosystems in a changing environment faces the challenge of balancing diverse competing perspectives on which ecosystem services – nature's benefits – to prioritize. Consequently, we measured and compared how different stakeholders (managers, scientists and fishers) prioritize specific coral reef ecosystem services. Managers’ priorities were more aligned with scientists’ priorities but all stakeholder groups agreed that fishery, education, and habitat were high priorities. However, stakeholder groups differed in the extent to which they prioritized certain services. Fishers tended to assigned greater estimates to fishery and education, managers to culture, and scientists to coastal protection. Furthermore, using network analysis to map the interactions between stakeholders’ priorities, we found distinct synergies and trade-offs in how ecosystem services were prioritized, representing areas of agreement and conflict. In the fishers’ network, trade-offs emerged between two services, both of a higher priority, such as fishery and habitat. Conversely, in the scientists’ network, trade-offs emerged between services of a higher and lower priority, such as habitat and culture. The trade-offs and synergies that emerged in the managers’ network overlap with both fishers’ and scientists’ suggesting a potential brokering role that managers can play in balancing both priorities and conflicts. We suggest that measuring ecosystem service priorities can highlight key areas of agreement and conflict, both within and across stakeholder groups, to be addressed when communicating and prioritizing decisions.  相似文献

A vast scientific and economic literature on global warming has emerged in the last two decades. Surprisingly, however, there has been little written on the ethical dimensions of human-induced climate change despite the numerous, obvious, and profoundly important ethical questions raised by human activities that are now clearly threatening human health, the environment, and many things humans value greatly. This paper argues that ethical analysis of global warming issues is practically imperative for two reasons. First, unless ethical is made analysis is made of global warming issues, ethically dubious decisions about global warming will be made because many of the most important ethical considerations are hidden in what appear to be ethically neutral scientific and economic arguments about global warming policy options. Secondly, unless issues of ethics, justice and equity are expressly dealt with, urgently needed global solutions to global warming will not likely be adopted by many nations. That is, an ethical focus on global warming matters is the key to achieve a globally acceptable solution and to harness political support for action. The paper concludes with a recommendation on how institutions and nations should go about implementing express examination of the ethical dimensions of global warming questions. The paper argues for express identification of ethical issues often hidden in scientific and economic analyses of global warming policy options.  相似文献

The Sustainable Development Goals (SDGs) and the Paris Agreement are the two transformative agendas, which set the benchmarks for nations to address urgent social, economic and environmental challenges. Aside from setting long-term goals, the pathways followed by nations will involve a series of synergies and trade-offs both between and within these agendas. Since it will not be possible to optimise across the 17 SDGs while simultaneously transitioning to low-carbon societies, it will be necessary to implement policies to address the most critical aspects of the agendas and understand the implications for the other dimensions. Here, we rely on a modelling exercise to analyse the long-term implications of a variety of Paris-compliant mitigation strategies suggested in the recent scientific literature on multiple dimensions of the SDG Agenda. The strategies included rely on technological solutions such as renewable energy deployment or carbon capture and storage, nature-based solutions such as afforestation and behavioural changes in the demand side. Results for a selection of energy-environment SDGs suggest that some mitigation pathways could have negative implications on food and water prices, forest cover and increase pressure on water resources depending on the strategy followed, while renewable energy shares, household energy costs, ambient air pollution and yield impacts could be improved simultaneously while reducing greenhouse gas emissions. Overall, results indicate that promoting changes in the demand side could be beneficial to limit potential trade-offs.  相似文献

A distinctive feature of Earth’s sedimentary systems is that they all involve the interaction between a nearly-horizontal “equilibrium line,” controlling mass supply, and a dynamic sedimentary surface. For glacial systems, this is the snow line or firn line, approximating a zero-degree atmospheric isotherm. For sedimentary basin systems it is sea level or baselevel. For deep ocean carbonate sediments it is the calcite compensation depth or lysocline. First-order considerations in each case suggest a positive feedback on mass supply as the surface builds upwards (and negative feedback if the surface drops). In the first two cases, outstanding paleo-climate problems exist wherein recorded past sedimentary cycles have asymmetric amplitudes that appear too large compared to deduced vertical movements of the respective equilibrium lines. These problems are familiarly known as the “100-kiloyear Pleistocene ice age cycle” and the “million year high-order Cretaceous relative sea level cycles.” Here, I discuss the emerging commonalities that surround these two amplified cycles, emphasizing the ubiquitous presence of a relative equilibrium line dynamic, and which for glacial systems has long been seen as providing a mass supply feedback that can reconcile the disparity between the forcing and the response. I suggest that, in the same way that continental ice sheets have been modeled as passive sedimentary systems that can freely oscillate with little or no snowline forcing, sedimentary basin systems may be capable of similar behavior without vertical sea level change and illustrate the concepts with a low-order model. Sedimentary indicators for relative sea level change may be displaying disproportionately large responses to small eustatic sea level changes, due to internal positive feedbacks.  相似文献

Ecosystem services can provide a wide range of benefits for human well-being, including provisioning, regulating and cultural services and benefitting both private and public interests in different sectors of society. Biophysical, economic and social factors all make it unlikely that multiple needs will be met simultaneously without deliberate efforts, yet while there is still much interest in developing win-win outcomes there is little understanding of what is required for them to be achieved. We analysed outcomes in a wide range of case studies where ecosystem services had been used for human well-being. Using systematic mapping of the literature from 2000 to 2013, we identified 1324 potentially relevant reports, 92 of which were selected for the review, creating a database of 231 actual or potential recorded trade-offs and synergies. The analysis of these case studies highlighted significant gaps in the literature, including: a limited geographic distribution of case studies, a focus on provisioning as opposed to non-provisioning services and a lack of studies exploring the link between ecosystem service trade-offs or synergies and the ultimate impact on human well-being. Trade-offs are recorded almost three times as often as synergies and the analysis indicates that there are three significant indicators that a trade-off will occur: at least one of the stakeholders having a private interest in the natural resources available, the involvement of provisioning ecosystem services and at least one of the stakeholders acting at the local scale. There is not, however, a generalisable context for a win-win, indicating that these trade-off indicators, although highlighting where a trade-off may occur do not indicate that it is inevitable. Taking account of why trade-offs occur (e.g. from failures in management or a lack of accounting for all stakeholders) is more likely to create win-win situations than planning for a win-win from the outset. Consequently, taking a trade-offs as opposed to a win-win approach, by having an awareness of and accounting for factors that predict a trade-off (private interest, provisioning versus other ES, local stakeholder) and the reasons why trade-offs are often the outcome, it may be possible to create the synergies we seek to achieve.  相似文献

The high uncertainty associated with the effect of global change on water resource systems calls for a better combination of conventional top–down and bottom–up approaches, in order to design robust adaptation plans at the local scale. The methodological framework presented in this article introduces “bottom–up meets top–down” integrated approach to support the selection of adaptation measures at the river basin level by comprehensively integrating the goals of economic efficiency, social acceptability, environmental sustainability and adaptation robustness. The top–down approach relies on the use of a chain of models to assess the impact of global change on water resources and its adaptive management over a range of climate projections. Future demand scenarios and locally prioritised adaptation measures are identified following a bottom–up approach through a participatory process with the relevant stakeholders and experts. The optimal combinations of adaptation measures are then selected using a hydro-economic model at basin scale for each climate projection. The resulting adaptation portfolios are, finally, climate checked to define a robust least-regret programme of measures based on trade-offs between adaptation costs and the reliability of supply for agricultural demands.This innovative approach has been applied to a Mediterranean basin, the Orb river basin (France). Mid-term climate projections, downscaled from 9 General Climate Models, are used to assess the uncertainty associated with climate projections. Demand evolution scenarios are developed to project agricultural and urban water demands on the 2030 time horizon. The results derived from the integration of the bottom–up and top–down approaches illustrate the sensitivity of the adaptation strategies to the climate projections, and provide an assessment of the trade-offs between the performance of the water resource system and the cost of the adaptation plan to inform local decision-making. The article contributes new methodological elements for the development of an integrated framework for decision-making under climate change uncertainty, advocating an interdisciplinary approach that bridges the gap between bottom–up and top–down approaches.  相似文献

Integrated Assessment Models (IAMS) have helped us over the past decade to understand the interactions between the environment and the economy in the context of climate change. Although it has also long been recognized that adaptation is a powerful and necessary tool to combat the adverse effects of climate change, most IAMS have not explicitly included the option of adaptation in combating climate change. This paper adds to the IAM and climate change literature by explicitly including adaptation in an IAM, thereby making the trade-offs between adaptation and mitigation visible. Specifically, a theoretical framework is created and used to implement adaptation as a decision variable into the DICE model. We use our new AD-DICE model to derive the adaptation cost functions implicit in the DICE model. In our set-up, adaptation and mitigation decisions are separable and AD-DICE can mimic DICE when adaptation is optimal. We find that our specification of the adaptation costs is robust with respect to the mitigation policy scenarios and parameter values. Our numerical results show that adaptation is a powerful option to combat climate change, as it reduces most of the potential costs of climate change in earlier periods, while mitigation does so in later periods.  相似文献

In this paper we present an empirically driven language to discuss climate change skepticism. We conceptualize skeptic/skepticism as an umbrella term that includes those who actively reject climate science and those who are uncertain about climate change. We propose four categories for better empirical analysis of climate skepticism: epistemic deniers, epistemic doubters (borrowing from Capstick and Pidgeon 2014), attribution deniers, and attribution doubters (borrowing from Rahmstorf 2004). Using a unique dataset of surveys (n = 1000) and interviews (n = 33) with residents of the U.S. Pacific Northwest who are skeptical about climate change, we compare those four groups across several predictors and demographic variables (age, race, gender, political ideology, religiosity, income, education, and level of trust in science) and outcome variables (environmental concern, policy support, and conspiracy ideation (adherence to the belief that climate change is a “hoax”). We demonstrate the importance of considering attitudinal uncertainty in the analysis of climate skepticism by providing evidence for the presence of a continuum of thought wherein epistemic deniers and attribution doubters make up the two ends of a continuum with more complicated distinctions between epistemic doubters and attribution deniers.  相似文献

This paper investigates the impact of climate change on destination choice decisions in a context of domestic coastal tourism in Spain. Destinations are characterized in terms of travel cost and coastal ‘attractors’, such as temperature and beach-related attributes. By means of a discrete choice model based on the random utility theory, these variables are used to explain the observed pattern of interprovincial domestic trips, showing trade-offs between temperature and attractiveness in the probability of a particular destination being chosen. The model is used to investigate the impact of two climate change scenarios on the allocation of domestic tourism within Spain. The findings show that while Spain’s northern colder provinces would benefit from rising temperatures, provinces in the south would experience a decrease in the frequency of trips.  相似文献

Climate engineering has received increasing attention, but its discussion has remained on the sidelines of mainstream climate policy. The policy relevance of this previously exotic option is poised to rise because of the gap between the temperature goals of the Paris Agreement and slow global mitigation efforts. It is therefore crucial to understand the risks and benefits of the proposed schemes, and the social implications of policy choices. Assessment of the risks and benefits of solar geoengineering strongly depends on scenarios, but previous scenarios have not reflected the full range of social choices. In light of concerns over risks, a newer set of scenarios is desirable, which represents both uncertainties and social choices more fully. Borrowing and extending lessons from recent literature on the new community climate scenario process, we envision a possible scenario-building process that combines interdisciplinary scholarship with the involvement of stakeholders and citizens. The resultant scenarios would better characterize uncertainties of, and policy choices for, solar geoengineering, and foster critical appraisal of its risks and benefits. Such societal choices might include not only total ban and large-scale deployment, but also limited deployment, which has received less attention in the scenario literature. The interaction between scenario and governance research would be able to highlight the central issues at stake, including ethical, social, and political dimensions.

In a global climate policy debate fraught with differing understandings of right and wrong, the importance of making transparent the ethical assumptions used in climate-economics models cannot be overestimated. Negishi weighting is a key ethical assumption in climate-economics models, but it is virtually unknown to most model users. Negishi weights freeze the current distribution of income between world regions; without this constraint, IAMs that maximize global welfare would recommend an equalization of income across regions as part of their policy advice. With Negishi weights in place, these models instead recommend a course of action that would be optimal only in a world in which global income redistribution cannot and will not take place. This article describes the Negishi procedure and its origin in theoretical and applied welfare economics, and discusses the policy implications of the presentation and use of Negishi-weighted model results, as well as some alternatives to Negishi weighting in climate-economics models.  相似文献

We analyze and contrast how China and India mobilized financial resources to build domestic technological innovation systems in wind energy. To that end, we identify distinct stages of technology diffusion in the two countries in the period 1986–2012, and analyze the interplay between public policies and the development of the technological innovation system across the different stages. We show that the two countries’ distinct development strategies for wind energy – China developed wind energy largely through its state-owned enterprises, while India opened up wind energy investment to the private sector in the early 1990s – influenced system outcomes in terms of technology diffusion, domestic industry structure, competitiveness, and ownership. By unraveling the interplay between public policies, investment risks and returns, and actor characteristics, we explain the differences in system outcomes and identify important policy trade-offs between the two strategies. Our analysis provides novel insights about the process of financial resource mobilization in technological innovation systems, the dynamics of innovation-system growth, and the policy trade-offs that must be reconciled by countries that aim to promote the diffusion of a particular technology.  相似文献
