Abstract

This paper discusses the results of the BEAP linear programming model that has been developed to study the optimal use of biomass and land for greenhouse gas emission reduction, notably the competition between food production, biomass production for energy and materials and afforestation. The model results suggest up to 100 EJ biomass use in case of global policies (about 20% of global primary energy use). The biomass is used for industrial and residential heating, transportation fuels and as a feedstock for plastics. In the electricity markets competing emission reduction options are more cost-effective than biomass. In case the Kyoto protocol is continued beyond 2010 the developed countries can rely in 2020–2030 on afforestation and land use change credits from developing countries, without any major use of other emission reduction strategies. However, in case of a planning perspective of more than half a century bioenergy is preferred instead of afforestation. The results indicate a limited impact on global agricultural trade, but food demand may be affected by CO2 policies.  相似文献

The shift away from coal is at the heart of the global low-carbon transition. Can governments of coal-producing countries help facilitate this transition and benefit from it? This paper analyses the case for coal taxes as supply-side climate policy implemented by large coal exporting countries. Coal taxes can reduce global carbon dioxide emissions and benefit coal-rich countries through improved terms-of-trade and tax revenue. We employ a multi-period equilibrium model of the international steam coal market to study a tax on steam coal levied by Australia alone, by a coalition of major exporting countries, by all exporters, and by all producers. A unilateral export tax has little impact on global emissions and global coal prices as other countries compensate for reduced export volumes from the taxing country. By contrast, a tax jointly levied by a coalition of major coal exporters would significantly reduce global emissions from steam coal and leave them with a net sector level welfare gain, approximated by the sum of producer surplus, consumer surplus, and tax revenue. Production taxes consistently yield higher tax revenues and have greater effects on global coal consumption with smaller rates of carbon leakages. Questions remain whether coal taxes by major suppliers would be politically feasible, even if they could yield economic benefits.  相似文献

To stop global warming at well below 2° C, the bulk of the world’s fossil fuel reserves will have to be left in the ground. Coal is the fossil fuel with the greatest proportion that cannot be used, and various advocacy groups are campaigning for a ban on the opening of new coal mines. Recently, both China and the USA implemented temporary moratoria on the approval of new coal mining leases. This article examines whether these coal mining bans reflect the emergence of a global norm to keep coal under the ground. To that end, we review recent coal mining policies in the four largest coal producers and explain them comparatively with a framework based on interests, ideas and institutions. We find that the norm of keeping coal in the ground remains essentially contested. Even in those countries that have introduced some form of a coal mining moratorium, the ban can easily be, or has already been, reversed. To the extent that the norm of keeping coal in the ground has momentum, it is primarily due to non-climate reasons: the Chinese moratorium was mostly an instance of industrial policy (aiming to protect Chinese coal companies and their workers from the overcapacity and low prices that are hitting the industry), while the USA’s lease restrictions were mainly motivated by concerns over fiscal justice. We do not find evidence of norm internalisation, which means that the emerging norm fails to gain much traction amid relevant national actors and other (large) coal producing states. If proponents of a moratorium succeed in framing the issue in non-climate terms, they should have a greater chance of building domestic political coalitions in favour of the norm.  相似文献

Widely distributed proxy records indicate that the Medieval Climate Anomaly (MCA; ~900–1350 AD) was characterized by coherent shifts in large-scale Northern Hemisphere atmospheric circulation patterns. Although cooler sea surface temperatures in the central and eastern equatorial Pacific can explain some aspects of medieval circulation changes, they are not sufficient to account for other notable features, including widespread aridity through the Eurasian sub-tropics, stronger winter westerlies across the North Atlantic and Western Europe, and shifts in monsoon rainfall patterns across Africa and South Asia. We present results from a full-physics coupled climate model showing that a slight warming of the tropical Indian and western Pacific Oceans relative to the other tropical ocean basins can induce a broad range of the medieval circulation and climate changes indicated by proxy data, including many of those not explained by a cooler tropical Pacific alone. Important aspects of the results resemble those from previous simulations examining the climatic response to the rapid Indian Ocean warming during the late twentieth century, and to results from climate warming simulations—especially in indicating an expansion of the Northern Hemisphere Hadley circulation. Notably, the pattern of tropical Indo-Pacific sea surface temperature (SST) change responsible for producing the proxy-model similarity in our results agrees well with MCA-LIA SST differences obtained in a recent proxy-based climate field reconstruction. Though much remains unclear, our results indicate that the MCA was characterized by an enhanced zonal Indo-Pacific SST gradient with resulting changes in Northern Hemisphere tropical and extra-tropical circulation patterns and hydroclimate regimes, linkages that may explain the coherent regional climate shifts indicated by proxy records from across the planet. The findings provide new perspectives on the nature and possible causes of the MCA—a remarkable, yet incompletely understood episode of Late Holocene climatic change.  相似文献

Decision-makers have confirmed the long term objective of preventing a temperature increase greater than 2 °C. This paper aims at appraising by means of a cost-benefit analysis whether decision makers’ commitment to meet the 2 °C objective is credible or not. Within the framework of a cost-benefit type integrated assessment model, we consider that the economy faces climate damages with a threshold at 2 °C. We run the model for a broad set of scenarios accounting for the diversity of “worldviews” in the climate debate. For a significant share of scenarios we observe that it is considered optimal to exceed the threshold. Among those “non-compliers” we discriminate ”involuntary non-compliers” who cannot avoid the exceedance due to physical constraint from ”deliberate compliers” for whom the exceedance results from a deliberate costs-benefit analysis. A second result is that the later mitigation efforts begin, the more difficult it becomes to prevent the exceedance. In particular, the number of ”deliberate non-compliers” dramatically increases if mitigation efforts do not start by 2020, and the influx of involuntary non-compliers become overwhelming f efforts are delayed to 2040. In light of these results we argue that the window of opportunity for reaching the 2 °C objective with a credible chance of success is rapidly closing during the present decade. Further delay in finding a climate agreement critically undermines the credibility of the objective.  相似文献

The lack of broad public support prevents the implementation of effective climate policies. This article aims to examine why citizens support or reject climate policies. For this purpose, we provide a cross-disciplinary overview of empirical and experimental research on public attitudes and preferences that has emerged in the last few years. The various factors influencing policy support are divided into three general categories: (1) social-psychological factors and climate change perception, such as the positive influences of left-wing political orientation, egalitarian worldviews, environmental and self-transcendent values, climate change knowledge, risk perception, or emotions like interest and hope; (2) the perception of climate policy and its design, which includes, among others, the preference of pull over push measures, the positive role of perceived policy effectiveness, the level of policy costs, as well as the positive effect of perceived policy fairness and the recycling of potential policy revenues; (3) contextual factors, such as the positive influence of social trust, norms and participation, wider economic, political and geographical aspects, or the different effects of specific media events and communications. Finally, we discuss the findings and provide suggestions for future research.

Policy relevance

Public opinion is a significant determinant of policy change in democratic countries. Policy makers may be reluctant to implement climate policies if they expect public opposition. This article seeks to provide a better understanding of the various factors influencing public responses to climate policy proposals. Most of the studied factors include perceptions about climate change, policy and its attributes, all of which are amenable to intervention. The acquired insights can thus assist in improving policy design and communication with the overarching objective to garner more public support for effective climate policy.  相似文献

This paper investigates whether an inefficient allocation of abatement due to constraints on the use of currently available low carbon mitigation options can promote innovation in new technologies and have a positive impact on welfare. We focus on the case of a nuclear power phase-out and endogenous technical change in energy efficiency and alternative low carbon technologies. The research is inspired by the re-thinking about nuclear power deployment which took place in some countries, especially in Western Europe, after the Fukushima accident in March 2011. The analysis uses an Integrated Assessment Model, WITCH, which features multiple externalities related to greenhouse gas emissions and innovation market failures. Our results show that phasing out nuclear power stimulates R&D investments and deployment of technologies with large learning potential. The resulting technology benefits that would not otherwise occur due to intertemporal and international externalities almost completely offset the economic costs of foregoing nuclear power. The extent of technology benefits depends on the stringency of the climate policy and is distributed unevenly across countries.  相似文献

Climate change and land use change are increasing average and extreme temperatures. Hotter temperatures can detrimentally affect workers’ health and their economic productivity and livelihoods, especially in rural areas in industrializing countries that may be more vulnerable and less resilient. A growing literature has examined these factors at large spatial scales, yet few studies have done so at finer scales. Micro-level data from developing regions is needed to understand the extent of heat exposure, as well as current and future adaptation strategies of working, healthy, and rural populations. We fill this gap using objective environmental measurements from 3MTM QuestempTM 46 Heat Stress Monitors, as well as survey data from working, healthy, and rural communities in East Kalimantan, Indonesia. Our data contain two groups: those who work in only open areas, and those who work in both forests and open areas. We document workers’ livelihood strategies, work schedules, perceptions of how temperatures impact their work, and future adaptation strategies for even hotter days. Ambient temperatures are 2.6–8.3 °C cooler in forests compared to open areas, indicating the temperature effects of deforestation can be immediate and significant. Those working only in open areas face up to 6.5 h of exposure to temperatures above the accepted Threshold Limit Value for worker well-being. Workers adapt to hotter temperatures by altering the timing of their work shifts and breaks, indicating our sample is already adapting to increasing temperatures from climate and land use change. We also find differential adaptation strategies between those working only in open areas compared to those working in both forests and open areas, suggesting current acclimatization may be a factor in how people adapt. Our results suggest the need for adaptation and mitigation policies tailored to the unique constraints of rural workers that specifically incorporate extant adaptation strategies.  相似文献

In this paper, we analyze the Granger causality from natural or anthropogenic forcings to global temperature anomalies. The lag-augmented Wald test is performed, and its robustness is also evaluated considering bootstrap method. The results show there is no-evidence of Granger causality from natural forcings to global temperature. On the contrary, a detectable Granger causality is found from anthropogenic forcings to global temperature confirming that greenhouse gases have an important role on recent global warming.  相似文献

The ecosystems in the Arctic region are known to be very sensitive to climate changes. The accelerated warming for the past several decades has profoundly influenced the lives of the native populations and ecosystems in the Arctic. Given that the K?ppen-Trewartha (K-T) climate classification is based on reliable variations of land-surface types (especially vegetation), this study used the K-T scheme to evaluate climate changes and their impact on vegetation for the Arctic (north of 50°N) by analyzing observations as well as model simulations for the period 1900–2099. The models include 16 fully coupled global climate models from the Intergovernmental Panel on Climate Change Fourth Assessment. By the end of this century, the annual-mean surface temperature averaged over Arctic land regions is projected to increase by 3.1, 4.6 and 5.3°C under the Special Report on Emissions Scenario (SRES) B1, A1b, and A2 emission scenarios, respectively. Increasing temperature favors a northward expansion of temperate climate (i.e., Dc and Do in the K-T classification) and boreal oceanic climate (i.e., Eo) types into areas previously covered by boreal continental climate (i.e., Ec) and tundra; and tundra into areas occupied by permanent ice. The tundra region is projected to shrink by ?1.86?×?106?km2 (?33.0%) in B1, ?2.4?×?106?km2 (?42.6%) in A1b, and ?2.5?×?106?km2 (?44.2%) in A2 scenarios by the end of this century. The Ec climate type retreats at least 5° poleward of its present location, resulting in ?18.9, ?30.2, and ?37.1% declines in areal coverage under the B1, A1b and A2 scenarios, respectively. The temperate climate types (Dc and Do) advance and take over the area previously covered by Ec. The area covered by Dc climate expands by 4.61?×?106?km2 (84.6%) in B1, 6.88?×?106?km2 (126.4%) in A1b, and 8.16?×?106?km2 (149.6%) in A2 scenarios. The projected redistributions of K-T climate types also differ regionally. In northern Europe and Alaska, the warming may cause more rapid expansion of temperate climate types. Overall, the climate types in 25, 39.1, and 45% of the entire Arctic region are projected to change by the end of this century under the B1, A1b, and A2 scenarios, respectively. Because the K-T climate classification was constructed on the basis of vegetation types, and each K-T climate type is closely associated with certain prevalent vegetation species, the projected large shift in climate types suggests extensive broad-scale redistribution of prevalent ecoregions in the Arctic.  相似文献

China’s influence on climate governance has been steadily increasing since the adoption of the Paris Agreement on climate change in 2015. Much of this influence, this article argues, has come from China forging a path for climate adaptation and mitigation for the global South. This is having far-reaching consequences, the article further argues, for the politics of global climate governance. China’s discursive and diplomatic power in climate politics is growing as China builds alliances across the global South. China is leveraging this enhanced soft power to elevate the importance of adaptation in multilateral climate negotiations, advance a technocentric approach to climate mitigation, export its development model, and promote industrial-scale afforestation as a nature-based climate solution. China’s strategy is enhancing climate financing, technology transfers, renewable power, and adaptation infrastructure across the global South. To some extent, this is helping with a transition to a low-carbon world economy. Yet China’s leadership is also reinforcing incremental, technocratic, and growth-oriented solutions in global climate governance. These findings advance the understanding of China’s role in global environmental politics, especially its growing influence on climate governance in the global South.  相似文献

The planetary boundaries framework proposes quantitative global limits to the anthropogenic perturbation of crucial Earth system processes, and thus marks out a planetary safe operating space for human activities. Yet, decisions regarding resource use and emissions are mostly made at less aggregated scales, by national and sub-national governments, businesses, and other local actors. To operationalize the planetary boundaries concept, the boundaries need to be translated into and aligned with targets that are relevant at these decision-making scales. In this paper, we develop a framework that addresses the biophysical, socio-economic, and ethical dimensions of bridging across scales, to provide a consistently applicable approach for translating the planetary boundaries into national-level fair shares of Earth’s safe operating space. We discuss our findings in the context of previous studies and their implications for future analyses and policymaking. In this way, we link the planetary boundaries framework to widely-applied operational and policy concepts for more robust strong sustainability decision-making.  相似文献

An analysis is presented of the dependence of the regional temperature and precipitation change signal on systematic regional biases in global climate change projections. The CMIP3 multi-model ensemble is analyzed over 26 land regions and for the A1B greenhouse gas emission scenario. For temperature, the model regional bias has a negligible effect on the projected regional change. For precipitation, a significant correlation between change and bias is found in about 30% of the seasonal/regional cases analyzed, covering a wide range of different climate regimes. For these cases, a performance-based selection of models in producing climate change scenarios can affect the resulting change estimate, and it is noted that a minimum of four to five models is needed to obtain robust precipitation change estimates. In a number of cases, models with largely different precipitation biases can still produce changes of consistent sign. Overall, it is assessed that in the present generation of models the regional bias does not appear to be a dominant factor in determining the simulated regional change in the majority of cases.  相似文献

The way that the media reports and comments on key events in the fragmented global climate governance landscape is one important route to strengthening public accountability of such governance. Editorials and other opinion pieces provide key contributions to the public sphere, but have been almost entirely neglected in media research on climate change. Another understudied aspect in such research is the reporting on the fragmentation of global climate governance across numerous forums. This article provides an exploratory approach to address these two research gaps. It presents a quantitative analysis of how often leading newspapers in seven countries (Finland, India, Laos, Norway, South Africa, UK and USA) wrote about 18 meetings in six different global climate governance forums between 2004–2009 and whether they provided commentaries about them. The study shows that media coverage (articles and opinion pieces) is limited or absent for many meetings that are not attended by heads of state, are the launch of a new process or do not have the convening power of the United Nations Framework Convention on Climate Change. The pattern of coverage differs significantly among individual newspapers and there is no clear distinction between developed and developing country newspapers. The article concludes that overall news coverage, and editorial commentary in particular, of global climate meetings in the selected newspapers is too low and too patchy to significantly support domestic publics to hold their own (and indirectly other) governments accountable with regard to fragmented global climate governance.

Policy relevance

This study is instructive for the media and civil society, who should both act as accountholders of governments with regard to how they act in global climate governance and its implementation. Reporting and commentaries need to reflect the overarching process, not only sporadic coverage of high-level meetings, but also critical analysis of what is achieved. They should also take a broader scope in terms of the kinds of meetings and processes in global governance that they cover. Civil society should encourage the media to increase coverage along these lines, e.g. by adequate monitoring of government actions (or lack thereof) and share this with the media.  相似文献

Public support for climate policies is essential to underpin their credibility, but evidence suggests that an environmental basis for that support is not strong. It has been suggested that framing climate policies in other terms, such as energy security or job creation, will build a more sustainable political basis for bold climate policies. This approach is explored using data from a survey in 157 UK marginal constituencies. Framing does make a difference to support for the expansion of renewable energy, but not to support for policies on energy efficiency and financial assistance to developing countries. The data also show key differences in levels of support for policies between different socio-demographic and voter groups.  相似文献

In this paper, we evaluate several timely, daily air-sea heat flux products (NCEP, NCEP2, ERA-Interim and OAFlux/ISCCP) against observations and present the newly developed TropFlux product. This new product uses bias-corrected ERA-interim and ISCCP data as input parameters to compute air-sea fluxes from the COARE v3.0 algorithm. Wind speed is corrected for mesoscale gustiness. Surface net shortwave radiation is based on corrected ISCCP data. We extend the shortwave radiation time series by using “near real-time” SWR estimated from outgoing longwave radiation. All products reproduce consistent intraseasonal surface net heat flux variations associated with the Madden-Julian Oscillation in the Indian Ocean, but display more disparate interannual heat flux variations associated with El Ni?o in the eastern Pacific. They also exhibit marked differences in mean values and seasonal cycle. Comparison with global tropical moored buoy array data, I-COADS and fully independent mooring data sets shows that the two NCEP products display lowest correlation to mooring turbulent fluxes and significant biases. ERA-interim data captures well temporal variability, but with significant biases. OAFlux and TropFlux perform best. All products have issues in reproducing observed longwave radiation. Shortwave flux is much better captured by ISCCP data than by any of the re-analyses. Our “near real-time” shortwave radiation performs better than most re-analyses, but tends to underestimate variability over the cold tongues of the Atlantic and Pacific. Compared to independent mooring data, NCEP and NCEP2 net heat fluxes display ~0.78 correlation and >65?W?m?2 rms-difference, ERA-I performs better (~0.86 correlation and ~48?W?m?2) while OAFlux and TropFlux perform best (~0.9 correlation and ~43?W?m?2). TropFlux hence provides a useful option for studying flux variability associated with ocean–atmosphere interactions, oceanic heat budgets and climate fluctuations in the tropics.  相似文献
