A case study of office dispersal options in Sydney, Australia is presented within a Planning Balance Sheet Framework. Two dispersal options, one involving a limited number of large subcentres, the other a large number of smaller subcentres are examined. It is shown that both options are likely to result in considerable work-journey time savings for employees in relocated offices (particularly clerical and female workers) and considerable improvements in job access for many suburban residents. Overall, however, the large subcentre option appears to offer greater net benefits to both office employees and relocated organizations. Yet both options are likely to generate high external costs in terms of suburban road congestion, increased energy consumption, financial losses to public transport operators, and inequities of access to captive public transport users. These problems could be avoided if the government were to embark on a programme of upgrading public transport services and restricting car usage to the point where the majority of suburban commuters used public transport. This would involve considerable public expenditure, which is unlikely to be forthcoming in the present economic climate. But without such a programme, a policy of office dispersal would create more problems than it would solve.  相似文献

While the office economy has been studied extensively in the advanced industrial nation, it has been overlooked in the context of the developing country. Based on a case-study of Tunis it is shown how the growth of office activities in the central area has exacerbated the planning problems of the city's core. Planning policies designed to control the rate of office growth in the central area and encourage its suburban decentralization have been introduced. However, achievements to date on either of these two aims have been limited, reflecting political, administrative and fiscal problems which limit the effectiveness of planning in the city as a whole.  相似文献

We present a pragmatic approach to assist planners in addressing racial inequities in park access. Utilizing the Los Angeles metropolitan region as an example, we used Thiessen polygons to delineate a service area for each park, and described potential park congestion or ‘pressure’ in each park service area. Results show that Latinos, African-Americans, and low-income groups in general were likely to live close to parks with higher potential park congestion. On the other hand, predominantly White, high-income areas were typically located close to parks with lower potential park congestion levels. The park service area analysis presented here facilitates the identification of areas with greater park need and provides a pragmatic way to redress existing disparities in park access. Built into a set of web-based decision support tools, the approach fosters greater community participation and empowers local stakeholders in the process of park provision.  相似文献

Land subsidence has been affecting Tianjin for the past 50 years. It leads to comprehensive detrimental effects on society, the economy and natural environment. Overpumping of groundwater is the main cause. In 2008, the maximum cumulative subsidence reached 3.22 m and the total affected area nearly 8,000 km2. The subsidence reached its most critical state in the early 1980s when it occurred at a rate as high as 110 mm/year. At the same time, groundwater extraction had also reached a maximum of 1,200 million m3. By importing the Luan River to Tianjin and restricting exploitation of groundwater, hydraulic heads gradually recovered after 1986 in all aquifers, and this has continued to the present in the second aquifer. The subsidence rate in urban areas dropped to 10–15 mm/year. The area of groundwater extraction expanded to the suburban area with economic growth in the 1990s, and it was shifted to the third and fourth aquifers. At present, with a subsidence rate of 30–40 mm/year, four new suburban subsidence centers have been formed. Several measures were adopted to mitigate and prevent land subsidence disasters. These included restricting groundwater exploitation, groundwater injection, prohibiting use in the specific zone, a pricing policy for water resources, advocating water-saving technology, and strict enforcement of groundwater laws. Although the subsidence area is still increasing slowly, the subsidence rate is being controlled.  相似文献

In recent years, central Seoul has been experiencing a dynamic transformation. In the process of reorganization of the urban industrial structure including tertiarization and quaternarization of the economic base of Seoul, business services are growing very rapidly and large scale urban renewal projects are quickly implemented. Downtown office activities become a nucleus for economic performance of Seoul and high-rise office buildings steer the landscape transformation of central Seoul. Even though there appears to exist some evidence that office districts have dispersed to several subcenters, major office activities are still concentrated in central Seoul. This paper redefines office industry in a narrow sense comprising only relevant economic sectors and office buildings as office activity-functioning units. It then explores the industrial networking and territorial specialization of office activities focusing on the dual process of concentration and dispersion in Seoul. The changing characteristics of the downtown linkages of office activities in this post-industrial era transforms the spatial economy of central Seoul into a more flexible and volatile system, while territorial concentration of power and control functions are fortified at the same time. Finally, the paper addresses the development of manufacturing- tertiary-quaternary industrial complexes, which can be regarded as emerging industrial clusters, producing the cultural economy of urban space and images for clients and customers, in relation to urban competitiveness and territorial specialization of large metropolitan areas. There have been many studies of the retail industry in recent years, and of the impact that retailing has had on the spatial arrangement of urban areas and on consumer behaviour. Little attention has been paid, however, to employment in retailing, which is disturbing in view of its growing importance and its rapidly changing nature and composition. This paper examines the nature of the broad structural changes within the industry, and investigates their spatial consequences through a case study of employment generation within a system of suburban retail centres in Canberra, Australia. It is shown that the evolution of suburban centres, particularly those of a regional variety, has had an important and enriching impact on the suburban labour market. The regional centres are also seen to be the focus of the major structural employment changes currently affecting the retail industry. This has some important implications for urban planning.  相似文献

This paper provides an overview of the history and current status of landslide susceptibility and hazard mapping for land-use zoning in Australia. It also describes a case study of landslide hazard mapping in a medium density, coastal, suburban residential area of metropolitan Sydney, New South Wales, Australia, with relatively steep terrain. Issues covered include identification and mapping of existing and potential landslides, and susceptibility and hazard zoning for regulatory management and land-use planning. The method involves application of the principles contained within the AGS (2000) guideline, and as updated by the AGS (2007 a,b,c,d,e) suite of guidelines.  相似文献

Kenya has been promoting equitable urban and regional development since the 1970s despite the lack of a clearly formulated national urban policy or an urban and regional development policy. A key element of the country’s equitable urban and regional development effort is the promotion of secondary cities that would relieve population pressure in the countryside, help to better integrate the country’s rural and urban economies, help to reduce congestion and improve the quality of life in the metropolitan cities of Nairobi and Mombasa, and help increase the modernization spin-off which urban centers provide to the surrounding rural areas. Using recent census and economic survey data, this paper examines the current state of Kenya’s secondary cities in the context of its urban and regional development strategies. The paper finds that: (1) the country’s urban and regional development strategies have failed to work as planned largely because of insufficient devolution of power and fiscal responsibility to municipal and other local government units, (2) the country’s secondary cities are faced with immense challenges that undermine their ability to live up to expectations, (3) some of these cities have significantly grown economically over the last four decades despite immense challenges, and (4) Nairobi’s dominance of Kenya’s economy continues because of policies that unwittingly concentrate investments there. The paper concludes with strategies that could enhance the country’s urban and regional development programs and, in the process, aid the development of its secondary cities.  相似文献

Many of the imbalances which the successive strategic plans for the Paris region sought to correct have persisted, whether in employment location, transport access or structure and location of the housing stock. The reasons for these relative failures can be found, in part, in the content of the strategies, in housing, land and transport policies and in shortcomings of the urban planning and economic planning systems. The weakness of the Paris Region as the strategy's executor in relation to the central and local governments and public corporations cannot, however, be underestimated. In the first part, French strategic planning is assessed within the urban planning system, followed in the second part by a detailed study of the failures of plan implementation in transport policy and housing and office location.  相似文献

The critical perspective in job accessibility research argues that access to employment opportunities in an urban area is a complex process. This paper explores the role of individual level location decision-making as it relates to job access. In US metropolitan areas, a worker must consider where to live, where to work, and how they will commute between these locations – the residential–commuting–employment nexus. But limited work has been done to understand how this home-work link influences job access. This research interviews thirty working poor individuals in the Columbus, Ohio metropolitan area. One unexpected finding was the spatially transitory nature of these individuals’ lives – frequently changing both jobs and residences. Negotiating the nexus is a process of spatial decision-making determined by their individual urban mobility. Residential choice is made based on mobility options, not work location. They have diverse job commuting experiences as their mobility options change over time, and those mobility options often dictate their capacity to access existing job opportunities. From the experience of these individuals, Columbus has a strong local economy with many low-skilled higher paying jobs, but a weak public transit system. This article also contributes a qualitative based research perspective to a body of literature that historically under utilizes the approach.  相似文献

Summary The successive population dispersal plans elaborated for the State of Israel since its establishment have met with only partial success in their implementation. While the country's population increased from under 900,000 in 1948 to about 3.25 million in 1972 (excluding the administered areas), the Tel Aviv and the Central Districts in the coastal plain have continued to hold their dominant position and to attract a major proportion of the new settlers. However, whereas the share of these districts in the country's total population in 1948 was 50.7%, it came down by 1972 to 46.6%, and this reduced share can largely be credited to the implementation of the dispersal plan. The district that has mainly benefited from the dispersal policy is the Southern District, which held in 1948 only 2.4% of the country's total population and increased its share by 1974 to 11.8%. (Of the Jewish population taken by itself, this share has reached 12.2%).Admittedly, these results have always diverged to a greater or lesser extent from the targets set in the various dispersal plans: while the coastal plain has grown beyond the planned limits, the outlying districts have always come short of the planned objectives. Conflicting government policies are partly to blame. Contrary to the population dispersal policy, the Government's investment policy in industries and housing has favored the coastal districts more than the development regions. The factors that have helped these outlying regions in their partial success were the economic attractions of their mineral resources and of sea-port developments.  相似文献

Despite the growing recognition that metropolitan real estate markets are segmented spatially and that property development is still profoundly local, research has taken little notice of agents that actually initiate and propel the development process. Earlier studies that aimed at identifying metropolitan segmentation employed statistical techniques whilst ignoring the practices of agents that might shed light on the notion of segmentation. Greater Toronto’s office market, which is Canada’s largest, exemplifies a real estate market far more spatially segmented than the downtown–suburban framework, a dichotomy so extensively use in research. Locational preferences of the numerous developers that work in this market tend to be highly localized, confirming deep-rooted segmentation. Their preferences correspond to submarket classification and follow dividing lines that crisscross the metropolitan region, emphasizing the extent and the power of parochialism, which defines the nature of real estate development.  相似文献

While the capital city and its surrounding territory often forms the most important nodal region in any country, this very nodality may give rise to social problems. In the case of the Tbilisi metropolitan region, Georgia, U.S.S.R., social development has been conditioned by such factors as the Soviet centralized economic management system, administrative control of population in-migration, state ownership of land, and the tendency towards hyperurbanization. For most Georgians Tbilisi is the republic's most attractive city, and it is in actual fact the leading city in terms of material welfare. Nevertheless, the metropolitan region suffers from a number of concrete social problems whose significance is analysed by means of an opinion poll of metropolitan region inhabitants and a comparative poll conducted in a rural area. While some problems such as retail trade deficiency and the low quality of consumer goods appear to cause universal concern, others such as housing provision and design, ecological problems and social pathology (crime, alcoholism, drug abuse, prostitution) cause greater anxiety among metropolitan residents. It is hoped that recent policies of decentralization and economic reform will help solve some of these difficulties.  相似文献

In many countries worldwide, similar state policies on land management have been implemented as a response to deforestation in mountainous areas. So far, few studies have examined to which extent these policies have actually contributed to reforestation. This is the focus of our analysis, based on a case study in Vietnam. Because land access and land use were traditionally governed by common rules, we examine land use changes from an institutional perspective. We use the Institutional Analysis and Development (IAD) framework, coupled with an historical perspective and the analysis of actors’ perception and dominant narratives on land management and forests. Results show that national policies significantly interfered with local factors, leading to a complex course of decision-making and action. Substantial reforestation in the area was not a response by farmers to policy incentives but rather the unexpected outcome of the disruption of local institutions by these policies. We argue that, because national interventions have relied on false or exaggerated narratives and beliefs, their implementation is in conflict with the local reality in upland areas, leading to unpredictable and locally dependent outcomes. We defend hence the need for local level studies and also recommend considering local institutions for land use change analysis in contexts where land use systems are characterised by a high degree of human interaction.  相似文献

In South Africa the science and practice of soil conservation have been dominated by a technical approach which does not take into account the perceptions, knowledge and needs of people living in rural areas. Attempts to incorporate land users into soil conservation programmes have not had much influence on conservation policies. In order to compare the scientifically-based physical appraisals of an area with the community's perceptions of soil erosion on their land, a project was established in a rural area of KwaZulu/Natal. This paper briefly reviews soil conservation policy in former homeland areas. It then considers the historical development of the community of Cornfields and their responses to changing government policies. The research indicates that rural dwellers have valuable knowledge concerning soil conservation, but that the neglest of such communities by agricultural and conservation authorities has led to the unsustainable use of the land. The area is severely eroded and soils in the area are amongst the most highly erodible in the province. Therefore levels of degradation would be high even without dense human occupation. This evidence is clearly important in future conservation planning and recommendations are made regarding a policy for the management of soil resources in rural areas.  相似文献

This paper discusses measurement of the main dimensions of the urban environment that have been proposed as relevant to explaining geographic variations in obesity and inactivity. It considers urban sprawl, food access and exercise access as latent constructs, defined by sets of observed indicators for areas. In an application to 993 US metropolitan counties, the paper shows how these latent constructs may be incorporated in an ecological (area-scale) model, which recognizes spatial aspects in the patterning of both outcomes and environmental factors. Urban sprawl and area socioeconomic status emerge from regression modelling as leading influences on obesity and inactivity.  相似文献

This paper uses a critical political-geographical perspective to account for the high centrality of power found in Israel. It suggests that the concentration of power have not been solely caused by national solidarity and integration or by metropolitan development, as commonly explained, but also by the territorial `fracturing' of the main social and ethnic groups in Israel/Palestine. This has prevented the emergence of effective pressure for regional devolution. Israel's character as a settler and settling state, and its central project of Judaizing contested territories, enabled the Israeli `ethnocracy' and its (mainly Ashkenazi and secular) elites to create a political geography of `fractured ethnic and social regions'. Dispersing minorities and legitimizing segregation and inequality, all in the name of the `national interest', achieved this. The Israeli political landscape is therefore organized as `fractured regions', each representing a distinct and interconnected, yet geographically dispersed, set of localities, and resembling a `chain of beads'. The logic of dispersal and segregation, in turn, has also influenced patterns of development and residential separation within Israel's main urban areas. Thus, ethnic and social fragmentation and conflict, and not a putative process of national or metropolitan integration, can explain much of Israel's highly centralized power structure.  相似文献

Deforestation since the 1980s has led to substantial loss of ecological services in China. As a responsive strategy, China launched the most ambitious reforestation efforts in the developing world. However, like many other environmental policies, forestry policy has not been effectively implemented, mainly due to the fragmentation nature in China’s environmental governance institution. This paper highlights the impact of central–local conflicts on forestry policy implementation. With insufficient motivation, local governments tend to minimize their efforts in planning, monitoring, and supporting reforestation activities, which poses great challenges on the sustainability of the reforestation benefits. With extensive field experiences, this paper also raises three innovative strategies to solve the financial dilemma that leads to the effort minimization phenomenon, with both the advantages and disadvantages for each strategy critically discussed. It finally recommends ways by which the central government could improve design of reforestation policies, or other large-scale ecological programs, which involve local governments as a key liaison.  相似文献
