临沂市低丘缓坡土地开发利用的实践与思考

临沂市创新低丘缓坡土地开发利用和管理模式,通过开展低丘缓坡土地的开发利用试点工作,提高了土地利用效率;增加了农民收入、改善了农业生产条件;有效保护和改善了生态环境。但项目实施过程中存在开发、立项要求高、试点县区少、规模小等问题。低丘缓坡土地开发利用过程中应做到:搞好顶层设计、稳步推进试点工作、开发与保护并重等举措,为其他地区提供借鉴。     

低丘缓坡土地综合开发利用潜力调查与评价——以广西东兴市为例

为了充分掌握低丘缓坡土地资源总量和空间分布,挖掘低丘缓坡土地综合开发利用潜力,文章以广西东兴市为例,采用先进的遥感(RS)和地理信息系统(GIS)技术,获取低丘缓坡土地数据,叠加分析林业、矿产、地质等数据,形成适宜性区域和限制性区域,为低丘缓坡土地综合开发利用提供科学的指导.     

低丘缓坡综合开发必须把握五个环节

低丘缓坡综合开发，是我省近年来部署开展的一项全新的土地管理和资源利用工作。它既是加强土地资源优化配置、缓解土地供需矛盾、实现耕地占补平衡的有效途径；也是把土地资源优势转化为经济优势、竞争优势的现实选择；还是事关我省全局和长远发展的基础性工作，有利于增强土地资源可持续发展能力。我市历来重视土地资源开发利用，特别是在黄土丘陵开发利用方面，有许多成功的实践。但同时我市土地资源特别是低丘缓坡综合开发潜力很大。低丘缓坡综合开发大有作为。笔认为．做好低丘缓坡综合开发必须牢牢把握五个环节。     

云南省永仁县设立低丘缓坡项目保护基金

为进一步加强低丘缓坡开发利用项目后续管理,云南省永仁县近日出台规定,设立低丘缓坡项目保护基金,对新开发耕地前3年的种植、养护实行资金补助,强化地力培育和设施保养。永仁县低丘缓坡地面积约20万公顷,是重要的土地后备资源。该县将低丘缓坡地开发纳入政府工作目标责任考核范围,同时进一步明确部门和乡镇职责不定期组织开展项目检查,     

关于低丘缓坡综合开发利用工作的几点思考

金华市区低丘缓坡综合开发利用试点工作正在有序开展。并取得了一定成效。由于目前低丘缓坡综合开发利用工作处在试点阶段,在法律衔接、政策处理和具体实施过程中,还存在一些矛盾和问题,需要在实践中加以研究和解决。 一、问题分析（一）指标限制规模开发 从实践看,要实现低丘缓坡资源的有效利用,规模开发不仅可以降低开发成本,而且有利于合理布局。但林地和建设用地等各类指标管理对低丘缓坡规模利用形成了制约。从2008年开始,国家对林地征用实行定额管理。去年十月浙江省林业厅下达金华市区的调剂使用林地定额指标为198．59公顷。从实施低丘缓坡综合开发利用需求看,存在指标不足的问题。     

浙江省“坡地村镇”建设用地试点工作亮点纷呈

正近日,为科学合理开发利用低丘缓坡资源,优化国土空间开发格局,缓解土地供需紧张矛盾,进一步落实乡村振兴战略,实现经济、社会、生态效益多赢目标,浙江省政府办公厅出台了《关于做好低丘缓坡开发利用推进生态"坡地村镇"建设的若干意见》(浙政办发[2018]64号)。2014年,浙江省国土资源厅在总结国家级低丘缓坡综合开发利用"台地产业"建设用地试点经验基础上,会同省级有关部门提出了在全省范围内开展"坡地村镇"建设

RELATIVITY AND SUSTAINABLE DEVELOPMENT

From the realism of science, and taking the guide of EINSTEIN‘s Relativity as guide, this article called in question the present theory of the sustainable development by the rational thinking of philosophy and a close logic inference. It is found that there are many paradoxes to the theory. Through more deepening and meticulous inference, we arrived at philosophic language of science about the sustainable development. The sustainable development is “non-sustainable development”, and the non-sustainable development is “the best sustainable development”. While carrying out philosophical principle thinking and repeating science demonstration for the sustainable development, this article got further confirmation that the existence of human being at the minimum environment cost may help them obtain motive power of the sustainable development. In fact, this foundation motive power exists in the flow of development in different organization levels, meanwhile it exists in strategy of intuition living of the ancient people. Only in relative lower environment cost to live can we get the support system of science for the sustainable develooment, and be able really to achieve the basic goal of the sustainable development.

Comprehensive measurement for carrying capacity of resources and environment of city clusters in central China

Studying the carrying capacity of resources and environment of city clusters in the central China has impor-tant practical guidance significance for promoting the healthy,sustainable and stable development of this region.Ac-cording to their influencing factors and reciprocity mechanism,using system dynamics approaches,this paper built a SD model for measuring the carrying capacity of resources and environment of the city clusters in the central China,and through setting different development models,the comprehensive measurement analysis on the carrying capacity was carried out.The results show that the model of promoting socio-economic development under the protection of resources and environment is the optimal model for promoting the harmony development of resources,environment,society and economy in the city clusters.According to this model,the optimum population scale of the city clusters in2020 is 42.80×106 persons,and the moderate economic development scale is 22.055× 1012 yuan(RMB).In 1996-2020,the carrying capacity of resources and environment in the city clusters took on obvious phase-change characteristics.During the studied period,it is basically at the initial development stage,and will come through the development process from slow development to speedup development.

Changing Concepts of City and Urban Planning Practices in Guangzhou （1949-2010）： An Approach to Sustainable Urban Development

By focusing on Guangzhou, this paper examines how different concepts of city in terms of urban-rural relationships are shaped in transforming China since 1949, and explores how they influence the way in which urban planning are practiced. In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980s and 1990s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then con- sidered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water re- sources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and envi- ronmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.

桂林三叠世古地理古气候及热带岩溶发育程度探讨

文章对桂林三叠世时的古地理及古气候条件、晚三叠世内陆湖盆的发育及堆积物和残留特征进行了描述，探讨了中晚三叠世桂林热带岩溶发育的程度。认为中晚三叠世是桂林热带岩溶极为强烈发育时期，也是岩溶洞穴强烈发育的一个时期，从此奠定了桂林热带岩溶地貌轮廓雏形。迄后的地质历史中，其热带岩溶基本上是在此基础上的继承发育。
