In South Africa, political emancipation has resulted in a new fisheries policy which is embodied in the Marine Living Resources Act of 1998. The pillars of the new policy are sustainability, equity and stability within the industry. We look particularly at a suite of mainly accessible species, the rock lobsters (truly spiny lobsters), at their management, at control measures, at realities of resource status and harvesting, at naturally occurring ecosystem stimuli, and investigate whether the policy can achieve what it aims to do, to provide more for more South Africans at levels at least equal to what they do today. Put simply, are the political aims and the sustainability aims of the new policy mutually achievable?  相似文献

We propose a framework for enabling a systematic evaluation of a fisheries resource management system, which we define as a feed-back mechanism coupled to a fishery. The resource management system includes four basic functions: diagnostics, intervention, goal setting, and decision making. This model allows for the development of an evaluation framework for fisheries resource management by facilitating a typology of failures. We suggest that the potential for systemic and interdisciplinary learning will be significantly enhanced through the process of developing such a framework.  相似文献

This is the first regional study of artisanal fisheries in Pacific Island countries and territories that demonstrated that the future of the region's artisanal fishery sector and the livelihood of coastal communities will be highly dependent on alternative subsistence and income sources, which are necessary to reduce fishing pressure to a sustainable level to maintain ecosystem services and food security. The overall objective of this study was to identify socio-economic indicators and drivers to improve the understanding of the dynamics between socio-economic conditions and current exploitation levels of finfish and invertebrates of coastal communities in 17 Pacific Island countries and territories. We showed that exploitation rates and thus possible overexploitation are not solely the consequence of a simple demographic growth process but are in fact a result of the choices people have. Our results confirmed a close relationship between resource exploitation rates and economic development at the national level and the availability of alternative income opportunities at the community level. Multivariate analysis results suggest that communities in countries with somewhat unfavourable conditions and limited access to alternatives and fishing households in communities with overall favourable economic conditions are at highest vulnerability as they have the highest dependence on coastal fisheries resources. Alternative economic opportunities at the national scale and availability of alternative income at the community level vary significantly between cultural groups. Based on our results, the development of management strategies with realistic expectations of ensuring livelihood of coastal communities and sustainable resource use in Pacific Island countries and territories requires a hierarchical and integral approach. Major drivers identified at the regional, cultural and local levels should be used to identify priorities, to assess overall advantages and limitations at the different levels as well as the vulnerability of communities targeted, and to develop strategies accordingly.  相似文献

Tropical shrimp trawl fisheries are unsustainable, and similar sets of management measures are used globally to address the direct and indirect costs of their practices. Yet little is known about shrimp fishers’ perceptions, despite the clear importance of human behaviour in determining the success of fisheries management. This article presents the results of interviews with industrial shrimp trawl fishers from the southern Gulf of California, Mexico, and reveals fishers’ knowledge and attitudes that should be considered when developing management plans for industrial shrimp trawl fisheries. Fishers were asked to comment on problems facing the fishery, management options to address the issues, and the future of the fishery in general. The interviews also elicited new knowledge on effort and valuable components of bycatch, useful to the management process. Among the problems facing the Gulf of California fishery, fishers tended to identify those generated externally—fluctuations in shrimp populations, increases in fishing effort, decreases in shrimp prices and increasing overheads—and thus distance themselves from responsibility for management options. The successes of any mitigation measures for the fishery are likely to depend on proper enforcement and reliable governance, as our study indicates. Should strong enforcement be put in place, then trawl free areas seem to be the most pragmatic way to alleviate problems associated with the fishery; our effort data point to areas that might have greatest acceptance among fishers. A reduction in capacity would clearly complement marine zoning for trawl free areas. In the long run, however, it may be economic extinction of the fishery that reduces pressure on the marine ecosystem.  相似文献

Following the enactment of the Constitution in 1996, the South African government undertook a process of legal reform in the fishing sector. This led to the publication of a new fisheries policy endorsing equity and sustainability, as reflected in the Marine Living Resources Act. This paper examines efforts to implement the policy, particularly the objective of “transformation”, against the background of law reform in fisheries over the last decade. The discussion is located within the context of related domestic legal developments and current trends in international fisheries law. Methods for enhancing effective implementation of the new fisheries policy are highlighted.  相似文献

The uptake of research in marine fisheries management and policy making depends on how effectively fisheries managers, researchers and scientific advisers communicate the needs for evidence, and the results and policy implications of research. The MariFish network of the major European funders of marine fisheries has therefore undertaken a study of current practices relating to communication of research needs and results, identifying strengths and weaknesses, and consequently how two-way communications, and hence the effectiveness of generating evidence for marine fisheries policy making and management, can be improved. Conclusions and recommendations for ‘good practice’ include the importance of building good relationships and trust between researchers and fisheries managers, the need for fisheries ministries to have sufficient inhouse scientific capacity to act as ‘intelligent customers’, and the key role of interpreters of research whose skills and career paths need to be carefully developed.  相似文献

Vietnam's marine fisheries are considered to be small scale and are concentrated in coastal near-shore waters. This has resulted in heavy pressure on near-shore fisheries resources. Near-shore fisheries are considered by fishers and the government to be over-exploited, causing hardship for many coastal communities. This paper reviews and analyzes changes in policy towards small-scale fisheries in Vietnam over the last two decades. The primary issues facing the small-scale fisheries in Vietnam are to restructure the near-shore fisheries and to address over-capacity. Recommended actions include improved fisheries statistics, resources for provincial fisheries staff, and a coordinated and integrated approach involving a mixed strategy of resource management; resource restoration; economic and community development; and new governance arrangements.  相似文献

In the past decade, the European Commission has developed the Marine Strategy Directive and the Maritime Policy. Both policies aim at governing the marine environment; yet the two policies have a differing signature in policy formulation and implementation. From a fisher's perspective these policies present a change in institutional setting; major policy measures no longer descend from the EU Common Fisheries Policy alone, but increasingly are derived from general environmental policy developments. In this paper, the policy arrangement approach is used to analyse the differences between the two maritime policies, and the way in which they can affect fisheries management.  相似文献

Recognizing that all management decisions have impacts on the ecosystem being exploited, an ecosystem-based approach to management seeks to better inform these decisions with knowledge of ecosystem structure, processes and functions. For marine fisheries in the California Current, along the West Coast of North America, such an approach must take into greater consideration the constantly changing climate-driven physical and biological interactions in the ecosystem, the trophic relationships between fished and unfished elements of the food web, the adaptation potential of life history diversity, and the role of humans as both predators and competitors. This paper reviews fisheries-based ecosystem tools, insights, and management concepts, and presents a transitional means of implementing an ecosystem-based approach to managing US fisheries in the California Current based on current scientific knowledge and interpretation of existing law.  相似文献

Fisheries management in the United States, the European Union, and other parts of the globe, increasingly reflects a burgeoning realization that fisheries management policies affect not only fishermen, but also the broader communities in which fishermen work and reside. Understanding fishing communities, however, is not a straightforward task. Researchers draw upon many methodologies across diverse disciplines in the attempt to better understand the needs of fishing communities and the ways in which fisheries management programs affect these communities. This special issue draws together international research on fishing communities, highlighting the diverse relationships between people, places and their fish and fisheries. Rather than attempting to consolidate these complex, multifarious relationships into simple metrics, the papers presented in this issue illuminate community needs and wants from a variety of frameworks highlighting the importance of meaningfully understanding local contexts. These papers represent novel frameworks and case studies, adding depth of scholarly knowledge to a relatively understudied segment of fisheries management. Specifically, the goal of this issue is to advance the inclusion of community considerations in fisheries management processes. While approaching the topic of fishing communities from diverse perspectives, the papers in this special issue work together to provide a broad view of the concerns and conflicts existent in these communities. They highlight the need for management endeavors to be flexible, broad, and inclusive, providing potential tools and frameworks to aid in management projects.  相似文献

This paper details Australian research that developed tools to assist fisheries managers and government agencies in engaging with the social dimension of industry and community welfare in fisheries management. These tools are in the form of objectives and indicators. These highlight the social dimensions and the effects of management plans and policy implementation on fishing industries and associated communities, while also taking into account the primacy of ecological imperatives. The deployment of these objectives and indicators initially provides a benchmark and, over the life of a management plan, can subsequently be used to identify trends in effects on a variety of social and economic elements that may be objectives in the management of a fishery. It is acknowledged that the degree to which factors can be monitored will be dependent upon resources of management agencies, however these frameworks provide a method for effectively monitoring and measuring change in the social dimension of fisheries management.Essentially, the work discussed in this paper provides fisheries management with the means to both track and begin to understand the effects of government policy and management plans on the social dimension of the fishing industry and its associated communities. Such tools allow the consideration of these elements, within an evidence base, into policy arrangements, and consequently provide an invaluable contribution to the ability to address resilience and sustainability of fishing industries and associated communities.  相似文献

Fisheries management receives valuable, but often fragmented information from academic disciplines such as biology, economics, and social sciences. A multi-disciplinary perspective seems to be necessary if the fisheries are to become sustainable. Globally, overcapacity is considered as the most serious threat to sustainable fisheries, which indicates the need for a stronger integration of technological aspects into fisheries management. This paper discusses application of systems engineering principles and integration of technology into fisheries management. The systems engineering process facilitates implementation of multi-disciplinary information from researchers to fisheries managers in the decision-making towards sustainable fisheries, but may also be used to overcome multi-disciplinary obstacles among scientists. The article concludes that use of systems engineering principles may become a valuable contribution to fisheries management because of increased transparency and reduced risk associated with the decision-making process.  相似文献

Safety at sea is a serious issue for the commercial fishing industry; it ranks highly in all assessments of occupational dangers including risk-taking, injuries, and fatalities. This paper examines the impact of fisheries management on safety at sea and the use of fishermen's input in the safety regulatory and management process. Using case study techniques of analysis, 22 boatowners, captains and crew all with a minimum of 10 years experience in the commercial fishing industry and from a common New England port (New Bedford) are interviewed. Findings strongly suggest that regulations that have been primarily designed to reduce pressure on fish stocks may also result in increased pressure on fishermen and decreased safety at sea. Attitudes about the role of the New England Fisheries Management Council and improvements to the safety regulatory and management process particularly with regard to the increased participation by fishermen are also examined.  相似文献

Promoting and attaining sustainable use of resources through community participation is a central tenet of the European Union's (EU) 2013 Reform of the Common Fisheries Policy. A systematic review approach was used to identify participatory fisheries management arrangements within the EU. Following this, the participatory arrangements were categorized based on the nature of the decision-making arrangement, influence and empowerment of the fishing industry. The study identified 40 management arrangements distributed through 8 member states, with a variety of fisheries and institutional settings for participation in fisheries management in the EU. The majority of the partnerships identified are “Functional participation”, i.e., the participatory arrangement is based in pre-determined goals encouraged by higher decision-making levels in order to increase efficiency of management decisions. Interactive partnership was the highest level of participation identified in the systematic review, and is usually more conducive with local arrangements in coastal and small-scale fisheries targeting low mobility species.  相似文献

Governing agencies increasingly employ collaborative forms of decision-making in fisheries management to improve decision quality and legitimacy. However, crafting fair and effective collaborative processes that will achieve these benefits is often difficult. In an effort to identify keys and obstacles to success, this research examined participants’ evaluations of a collaborative planning process in Canada's Pacific groundfish fisheries. Results indicate that an incentive to participate, consensus decision-making, and independent facilitation were essential to ensuring the fairness and effectiveness of the process. Together, these elements motivated agreement while providing security against process manipulation by both participants and governing agencies.  相似文献

It is now widely accepted that the earth's climate is changing under the influence of anthropogenic activities. A number of key changes in the earths atmosphere and ocean have already been detected (including increasing global surface temperature, rising sea levels, increases in incident UV radiation, changes in average annual precipitation, and increases in the variability and intensity of extreme weather events, among others), while speculation regarding future changes is rife. The implications of global climate change for fish stocks and fisheries is of concern to many scientists, but little effort has been made to incorporate observed changes or event such thinking into management models and paradigms. This paper summarises available evidence linking the production of key greenhouse gases with observed and future projected changes in the earth's climate, specifically in respect of a number of key atmospheric and oceanographic parameters likely to affect fish stocks in South Africa (temperature, pressure/wind fields, CO2 concentration, rainfall, mean sea level and UV radiation). It also explores likely effects of these changes on fish stocks and key fishery sectors. In addition, it highlights a number of positive steps that be taken by management authorities to ensure that they and the fishing communities for which they are responsible are in the best possible position to deal with the effects of changing global climate as they become manifest.  相似文献

Fisheries co-management in the Shiretoko World Natural Heritage area was expanded to ecosystem-based management, in which the fisheries sector plays an essential role in management. A marine management plan was drawn up to define the management objectives, strategies to maintain major species, and methods for ecosystem monitoring. A network of coordinating organizations from a wide range of sectors was established to integrate policy measures. Experience from this case could inform ecosystem-based management in other countries where large numbers of small-scale fishers take a wide range of species under a fisheries co-management regime.  相似文献

This paper explores the issue of “trust” in the fisheries science community, a key corollary of effective risk communication. It presents the findings of a survey undertaken in Iceland, Greece, Spain, United Kingdom and Faroe Islands during 2008. The findings reveal differing levels of trust and mistrust in the fisheries science community between countries and between stakeholder groups, demonstrating areas for future attention in the interests of improving fisheries science and management. As this paper explores, unfortunately the “trust” necessary for effective stakeholder cooperation and participation within current fisheries science is currently somewhat lacking. The cited reasons behind this lack of trust include: a lack of soundness, credibility, responsiveness, flexibility and stakeholder involvement, flawed data and weak science, poor communications and political and lobby group interference. Notable from the results is a lack of consensus on the existence of a common language and vision. It is evident, however, that certain aspects of fisheries science are strong contributors to trust and that there are opportunities for improvement.  相似文献
