In order to address the impacts of climate change, global multilateral institutions, development organizations, and national and regional science organizations are creating climate services – packages of useful climate information intended to help decision makers. This diffuse collection of actors and institutions suggest that producing climate services will help bridge gaps between climate scientists and decision-makers and will therefore help vulnerable countries and people manage the risks and optimize the impacts of climate change. This article examines this global science-policy ecosystem using the case of climate services produced by Australian science agencies for consumption in adaptation programming in the Pacific Island countries of Kiribati and Solomon Islands. Linking research on geographies of marketization and the neoliberalization of science, I demonstrate that within the climate service movement a focus on usefulness is paired with an emphasis on commercialization. As a result, this case shows the inherent tensions in the climate service model: first, a focus on competition and circulating service products at the expense of collaborative relationships; second, difficulties in negotiating uncertainty; and third contradictions between ‘objective’ and ‘entrepreneurial’ science. In each of these instances, the commercialized mechanisms through which climate services are governed, and the political economic circumstances within which they are produced, magnify rather than ameliorate gaps between science and policy.  相似文献

The international climate change negotiation has been carried out over 20 years. The issue of climate change has shifted from a scientific question into a complex political matter which is related to the sustainable development of mankind. Based on the overview of major processes and stages of international climate conferences, this paper analyzed the key measures that major countries have taken to address climate change, as well as the primary tasks of Paris climate conference and recent international actions. The recent international climate policy issues were also analyzed in order to provide suggestions for China’s activel participation in the development of a new round of international climate change system.  相似文献

Many observers and commentators have used the case of ozone science and politics as a role model for climate science and politics. Two crucial assumptions underpin this view: (1) that science drives policymaking, and (2) that a unified, international science assessment is essential to provide “one voice” of science that speaks to policymakers. I will argue that these assumptions are theoretically problematic and empirically questionable. We should realize that both cases, ozone and climate, are profoundly different and only have superficial similarities. Ozone science developed late, but efforts to protect the ozone layer happened swiftly. The relation between carbon dioxide and climate change has been studied for many decades, but efforts to control global warming have failed so far. I will discuss the linear model of the science-policy relationship and use the typology of tame and wicked problems to explain this stark difference.  相似文献

Climate change is one of the most active research fields currently, which has attracted extensive attention from the international community. In order to better understand the development situation and research status of international climate change science, in this paper we took the SSCI and SCI databases as data sources, collected the relevant literatures since 1900 based on the key words related to climate change, and made some statistics and analysis of the literatures of the past one hundred years to reveal the development process of climate change research as well as the development and evolution of its research topics and hot spots. The results showed that the climate change research began in the late 18 th century and early 19 th century, and the academic debate about global warming and global cooling started in the early 1970s. The international programs and projects led by a range of international organizations and intergovernmental bodies have contributed significantly to the rapid development of climate change research. The United States and the United Kingdom have long been the core countries of climate change research. The proportion of Chinese papers has risen rapidly in the last decade. The intensity and scope of scientific research cooperation are constantly expanding. Current research focuses on climate model/modeling, climate simulation, climate policy, climate sensitivity, climate change impacts, climate change adaptation, climate change mitigation, and rate of climate change.  相似文献

In the United States, contemporary anti-science education coalitions are increasingly linking climate change and evolution using “teach the controversy” campaigns. Awareness of this political phenomena raises questions about the extent to which portrayals of global warming predictions as mere knowledge claims undermine efforts to increase public understanding of scientific consensus about global warming. This paper uses a critical political ecology framework to explore the problematization of climate change consensus located and performed across discourses of secondary science teaching and learning. Theories of resistance are used to analyze teachers’ everyday experiences with classroom pushback about climate change. Data collection included key informant interviews with state science education stakeholders and on-line survey of 5th–12th grade science teachers in Oklahoma, USA. The article synthesizes the situated discourses of Oklahoma science teachers’ and their attitudes about teaching climate change in the face of public controversy. Our analysis demonstrates teachers marginalized by anti-science controversies but engaged in everyday acts of resistance to political, ideological, and religious norms. Most notably, science teachers re-purpose “teach the controversy” frames as a way to introduce climate change where it might not otherwise be included. We argue that, contextualized within a history of contestation over the teaching of evolution, the practice of teaching ‘both sides’ is an important boundary ordering device that bridges convinced and skeptical discourses in the classroom. This research informs new roles and possibilities for science education on global environmental change by reminding climate scientists, educators, and policy advocates that all climate change knowledge is coproduced.  相似文献

The Intergovernmental Panel on Climate Change – comprised of top climate scientists from around the globe – has reached consensus that human activities have contributed significantly to global climate change. However, over time, the United States has refused to join concerted international efforts – such as the Kyoto Protocol – to curb human activities contributing to climate change. US newspaper and television media constitute key influences among a set of complex dynamics shaping information dissemination in this politicized environment. Mass-media coverage of climate change is not simply a random amalgam of newspaper articles and television segments; rather, it is a social relationship between scientists, policy actors and the public that is mediated by such news packages. This paper demonstrates that consistent adherence to interacting journalistic norms has contributed to impediments in the coverage of anthropogenic climate change science. Through analysis of US newspaper and television coverage of human contributions to climate change from 1988 through 2004, this paper finds that adherence to first-order journalistic norms – personalization, dramatization, and novelty – significantly influence the employment of second-order norms – authority-order and balance – and that this has led to informationally deficient mass-media coverage of this crucial issue. By critically scrutinizing US print and television media as a ‘public arena,’ we improve understanding of how journalistic activities have shaped interactions at the interface with climate science, policy and the public.  相似文献

Assessments of climate change face the task of making information about uncertainty accessible and useful to decision-makers. The literature in behavior economics provides many examples of how people make decisions under conditions of uncertainty relying on inappropriate heuristics, leading to inconsistent and counterproductive choices. Modern risk communication practices recommend a number of methods to overcome these hurdles, which have been recommended for the Intergovernmental Panel on Climate Change (IPCC) assessment reports. This paper evaluates the success of the most recent IPCC approach to uncertainty communication, based on a controlled survey of climate change experts. Evaluating the results from the survey, and from a similar survey recently conducted among university students, the paper suggests that the most recent IPCC approach leaves open the possibility for biased and inconsistent responses to the information. With rising public awareness of climate change, celebrities have become an increasingly important community of non nation-state ‘actors’ influencing discourse and action, thereby comprising an emergent climate science-policy-celebrity complex. Some feel that these amplified and prominent voices contribute to greater public understanding of climate change science, as well as potentially catalyze climate policy cooperation. However, critics posit that increased involvement from the entertainment industry has not served to influence substantive long-term advancements in these arenas; rather, it has instead reduced the politics of climate change to the domain of fashion and fad, devoid of political and public saliency. Through tracking media coverage in Australia, Canada, the United States, and United Kingdom, we map out the terrain of a ‘Politicized Celebrity System’ in attempts to cut through dualistic characterizations of celebrity involvement in politics. We develop a classification system of the various types of climate change celebrity activities, and situate movements in contemporary consumer- and spectacle-driven carbon-based society. Through these analyses, we place dynamic and contested interactions in a spatially and temporally-sensitive ‘Cultural Circuits of Climate Change Celebrities’ model. In so doing, first we explore how these newly ‘authorized’ speakers and ‘experts’ might open up spaces in the public sphere and the science/policy nexus through ‘celebritization’ effects. Second, we examine how the celebrity as the ‘heroic individual’ seeking ‘conspicuous redemption’ may focus climate change actions through individualist frames. Overall, this paper explores potential promises, pitfalls and contradictions of this increasingly entrenched set of ‘agents’ in the cultural politics of climate change. Thus, as a form of climate change action, we consider whether it is more effective to ‘plant’ celebrities instead of trees.  相似文献

In the light of the current worldwide concern on climate and global change and the outcome of the United Nations Conference on Environment and Development held in Rio de Janeiro, Brazil in 1992, the paper relates climate and global change to sustainable development. It emphasizes the importance of scientific research in the advancement of knowledge in the related areas. The role of science to socio-economic development is discussed in the context of the symbiotic relationship between science and society. Climate change has profoundly impacted the development of human civilization. It is one of the basic forces that have led to the rise and fall of regional civilization. The manifestations and ultimate consequences of the impacts of climate change on social development are the products of the interaction between climate change and human society, which are both related to the characteristics of climate change and to the adaptation of human society. Based on the published papers on climate change and civilization during the past 20 years, five patterns of the impacts of climate change on civilization were summarized. They are periodic changes, pulse, adaptive transition, collapse, migration and replacement. Periodic changes and pulse occurred when climate change impacts were within the resilience of human social systems. Thus, there was no need for major structural changes in the human society. Adaptive transition was a fruit of successful response of the human system when the extent of abrupt climatic change or the trend of climate change exceeded the available range of human social systems In contrast, collapse was a result of failed response of the human system. Migration and replacement, in which people moved from their original living place to other regions and sometimes even replaced the aboriginal civilizations with the colonized civilization, could occur no matter the impacts of climate change had exceeded the resilience of human system. The summarization is expected to be useful for the understanding of the mechanism on the relationship between climate change and civilization, and for coping with the challenges of future global climate change.  相似文献

Cities are not only major contributors to global climate change but also stand at the forefront of climate change impact. Quantifying and assessing the risk potentially induced by climate change has great significance for cities to undertake positive climate adaptation and risk prevention. However, most of the previous studies focus on global, national or regional dimensions, only a few have attempted to examine climate change risk at an urban scale and even less in the case of a recent literature review. As a result, a quantitative assessment of climate change risk for cities remains highly challenging. To fill this gap, the article makes a critical review of the recent literature on urban-scale climate change risk assessment, and classifies them into four major categories of studies which jointly constitute a stepwise modelling chain from global climate change towards urban-scale risk assessment. On this basis, the study summarizes the updated research progresses and discusses the major challenges to be overcome for the seamless coupling of climate simulation between different scales, the reproduction of compound climate events, the incorporation of non-market and long-lasting impacts and the representation of risk transmission insides or beyond a city.
