In South Africa attempts are being made to address the socio-spatial distortions of the apartheid era through a more equitable distribution of resources, and the re-drawing of municipal geographical boundaries. However, boundaries are not neutral geographic lines. Boundary changes are often associated with a redistribution of political power and resources. The aim of this paper is to analyse the effects of the contemporary territorial and administrative restructuring on urban dynamics in South Africa. More specifically, the focus is on how the process of territorial restructuring impacted on metropolitan areas as well as on secondary cities and their hinterlands. Examining and elucidating the manner in which various social, economic and political forces have manifested themselves in the process of boundary delimitation in a major metropolitan centre as well as adjacent rural areas is a central theme of this paper. There were considerable contestations over the delimitation of new local government boundaries. Affluent metro authorities like that in Durban were opposed to the spatial extension of their boundaries because of the costs of the providing services and infrastructure in the deprived margins. Similarly, there was concern that incorporation of rural areas will result in increased municipal service charges being imposed on these communities. Tensions were heightened between urban and rural regions because traditional leaders believed that their territorial jurisdiction and authority were being undermined. In other parts of the country, the merger of traditionally white and black fragments of secondary cities often resulted in many black locations continuing to be marginalized. There appears to be neither the political will nor the economic capacity to upgrade these zones of marginalized urban communities. While the Municipal Demarcation Board was largely successful in eliminating the political geography of apartheid at a macro- scale, this paper suggests that the greater challenge for government and policy makers is to reduce the socio-spatial and economic inequalities which appears to be still very high and perhaps increasing. The intent of this paper is to contribute to a larger discussion of the history of geographical thought and its consequences by gently drawing attention to the Arctic as a place where alternative visions of nature, home and horizon persist; by contrasting many of our unchallenged geographical assumptions with what might be the logical consequence had we started in a different place, under different conditions and with a different perspective. It is never easy to comprehend the perspective of another and it is unwise to presume that one has indeed done so. For this reason, while this paper explores the dichotomy between the geographic perspectives of the Arctic, particularly those of the Inuit who know it best, and those of the Western Europeans who have literally laid claim to the Arctic geography, it does not purport to be anthropological or ethnographical. Rather it is an attempt to sketch the intellectual landscapes implicit in the contrast between Inuit and European approaches to the Arctic.  相似文献

New interactive web services are dramatically altering the way in which ordinary citizens can create digital spatial data and maps, individually and collectively, to produce new forms of digital spatial data that some term ‘volunteered geographic information’ (VGI). This article examines the early literature on this phenomenon, illustrating its shared propositions that these new technologies are part of shifts in the social and technological processes through which digital spatial data are produced, with accompanying implications for the content and characteristics of geospatial data, and the social and political practices promoted through their use. I illustrate how these debates about VGI conceive of spatial data as socially embedded, and suggest ways in which future research might productively draw upon conceptualizations from participatory, feminist, and critical GIS research that have emerged from similar foundations.  相似文献

This research explores the discordant reactions of local Asian Indian migrant organizations to the passage of Arizona Senate Bill 1070. The objective is to illustrate how migrants from India to Arizona negotiate their identities in the context of this anti-immigrant climate. The research draws insight largely from local records and publications of Asian Indian migrant organizations, including monthly newsletters, board meeting minutes, and other materials found on organizational websites. The analysis chronicles how various Asian Indian migrant organizations shape public discourse about migrant identity, belonging, and citizenship through their reactions to Arizona Senate Bill 1070. The place-based approach provides a way to re-think traditional migration theories and explore the role of racialization in better understanding the consequences of migration from India to the U.S.  相似文献

The paper presents an overview of the Upper Adriatic as a contact area between different cultural, social, economic and political entities, producing potential conflicts in the last century. The first part of the 20th century represented a classic example of geopolitical conflict through two World Wars and their related Peace Conferences that deeply impacted the region. Conflicts arising from the mid-century solution of the Trieste question transformed the Upper Adriatic into a laboratory of contemporary political geographic transformation. Changing geopolitical patterns have also modified the political, social and ethnic construction of the Upper Adriatic. The process of creating new international boundaries in the region ended in 1991 with the independence of Slovenia and Croatia. Through these geopolitical transformations in the Upper Adriatic, new political geographic attitudes evolved. Early on, Ratzel's geopolitical principles of defining borders as power barometers between neighbors dominated. More recently, attitudes have reflected modern integrative ideas with a focus on looking for harmony and the elimination of international conflicts. Greater attention has thus been given to the political geography of `everyday life', inter-ethnic relations, and cross-border contacts. Hence, `new' borderlands of the Upper Adriatic are more receptive to integration because they seek to overcome conflicts caused by the division of traditionally homogeneous spaces as local level political and ideological hindrances disappear. The region divided among Italy, Slovenia, and Croatia is becoming a new and special type of European borderland in the new century.  相似文献

In this paper, we present three methodological frameworks for the geographic study of organizations. These are situated within three meta-theoretical perspectives in human geography: spatial science, critical realism, and post-structuralism. Each framework offers a different theorization of organizations, and each prompts different research questions that can be used to guide their geographic study. The research questions we offer are general, and are pertinent to all types of organizations. To supplement the methodological contributions of this paper, we suggest how each of these frameworks might inform empirical investigations of Appalshop, a media arts organization located in Whitesburg, Kentucky.  相似文献

English-language geographical magazines present very different geographical imaginations to their readers than those portrayed by academic geographers, with whom the editors and publishers of those magazines have very little contact. There is a mutual lack of appreciation—which could have substantial consequences for the academic discipline. To increase academic geographers’ appreciation of the popular geographies being portrayed, the contents of recent volumes of three magazines—National Geographic, Geographical, and New Zealand Geographic—are distilled, with their major themes identified. One clear conclusion is that there is virtually no contact between the two imaginations: popular geographical magazines almost entirely ignore the work of academic geographers.  相似文献

In this paper I argue that there has been a critical shift towards war by conservation in which conservation, security and counter insurgency (COIN) are becoming more closely integrated. In this new phase concerns about global security constitute important underlying drivers, while biodiversity conservation is of secondary importance. This is a significant break from earlier phases of fortress conservation and war for biodiversity. In order to develop a better understanding of these shifts, this paper analyzes the existing conceptual approaches, notably environmental security which seeks to understand how resources cause or shape conflict, and political ecology approaches that focus on the struggles over access to and control over resources. However, this paper indicates the limitations of these existing debates for understanding recent shifts, which require a fresh approach. I chart the rise of the narrative I call poachers-as-terrorists, which relies on the invocation of the idea that ivory is the white gold of Jihad, a phrase which is closely associated with an Elephant Action League (EAL) report in 2012 which claimed Al Shabaab used ivory to fund its operations. This narrative is being extended and deepened by a powerful alliance of states, conservation NGOs, Private Military Companies and international organizations, such that it is shaping policies, especially in areas of US geo-strategic interest in Sub-Saharan Africa. As a result conservation is becoming a core element of a global security project, with significant implications for conceptual debates and for conservation practice on the ground.  相似文献

Currently, hegemonic geographical imaginations are dominated by the affective geopolitics of the War on Terror, and related security practice is universalised into what has been called “globalized fear” (Pain, 2009). Critical approaches to geopolitics have been attentive to the Westerncentric nature of this imaginary, however, studies of non-Western perceptions of current geopolitics and the nature of fear will help to further displace dominant geopolitical imaginations. Africa, for example, is a continent that is often captured in Western geopolitics - as a site of failed states, the coming anarchy, passive recipient of aid, and so on - but geopolitical representations originating in Africa rarely make much of an impact on political theory.This paper aims to add to critical work on the so-called War on Terror from a perspective emerging from the margins of the dominant geopolitical imagination. Regional administrations present themselves in many different ways on the internet. A content analysis of regional websites in the Netherlands and Northwest Germany revealed this diversity. Geographical factors can partly explain these differences. Mapping the five principal aspects of the geographical representations of regional administrations revealed some spatial clusters. These regional representations are also linked to the geographical characteristics of regions. Competitive mid-sized regions focus more on economic items. Different types of peripheries vary much more in how they present themselves on the internet. The way regions present themselves is linked to the polarising influence of regional competition, but there is still considerable freedom for regions to present a distinct region image.  相似文献

Latin American scholars have recently discussed the privatization of urban public space. A fundamental aspect of this process is the disintegration of communities because it often targets and affects a peculiarly Latin American kind of public space: the plaza. Plazas have traditionally functioned as cultural centres in Latin American cites. They are central meeting points for political groups, sites of civic expression and public resistance, as well as places to purchase relatively cheap goods and services. Plazas are, therefore, sites in which families, neighbours, and political organizations mingle, interact, and also challenge authority. This paper uses these sorts of insights on public space in Latin America to develop a conceptualization of the plaza as a community centre. However, the multiple practices and interactions that occur in these forms of public space have been disrupted by state-led strategies which seek to privatize and sanitize public space, thereby disrupting??or even destroying??the community centre. I use primary materials on Mexico City??s Historic centre and its plaza to explore the ways in which this specific type of urban public space has been affected physically and symbolically by a regeneration scheme known as the Programa de Rescate.  相似文献

The study examines the various sociospatial features of immigrant populations in two transnationally-linked ethnic enclaves in terms of how they may facilitate and constrain the politics of growth and development. In recent decades, the growing ethnic enclave economies of Koreatown and Monterey Park have witnessed the emergence of progrowth ethnic interest groups comprised of immigrant capitalists, entrepreneurs, developers, and organizations, who are playing key roles in politically spearheading (re)development projects in the Los Angeles metropolitan area. Our aim is to understand how the sociospatial, entrepreneurial, and residential layout of these host municipalities set the context for the politics of growth in these ethnic enclave economies based on an analysis of GIS spatial mapping, 2000–2010 census data, and other secondary sources. The data suggests that Korean and Chinese elite face different political opportunities and challenges because of their different sociospatial characteristics—the former based on their greater entrepreneurial influence and weak electoral impact and the latter on their stronger political presence as residents.  相似文献

Water has been the source of many controversies in Canada. While the extensive literature on international water transfers has focused on the continental schemes aimed at diverting and transferring Arctic water southward, little has been written about the only existing bulk water transfers between borderland communities located along the Canadian and American border. This article introduces the concept of transboundary inter-local water supplies, and documents their spatialities, origins, modes of governance, and characteristics. For decades, these communities have engaged with the international realm to address water scarcity issues and the high costs associated with water infrastructure. Although small in scale, they constitute a different model of Canadian–American cross-boundary water cooperation. I argue, however, that these transfers are scale dependent; they cannot be scaled up because they are only possible because they are embedded within the local. Although such partnerships have often evolved informally, within grey areas of water governance, they have nonetheless been effective in providing freshwater to local border communities.  相似文献

This paper critically reviews the current status of the concept of distance in human geography in order to argue that recent experimentally-driven work in construal-level theory offers ample opportunities for recasting distance as a key geographical trope. After analysing the four entangled dimensions of distance revealed by construal-level theory (spatial distance; temporal distance; social distance; and hypothetical distance), the paper articulates this research program from experimental psychology with geographical work on non-representational theory, geographical imaginations/imaginative geographies, learning as a geographical process, TimeSpace theorising, and ontogenetic understandings of space. It is argued that the subjective understanding of distance afforded by construal-level theory can rescue distance from its entrenched association with positivistic geography and spatial analysis.  相似文献

The Arctic is changing rapidly with dramatic local and global effect. To understand that change requires understanding the Arctic as a system. Models of different processes and at various scales are necessary tools for analyzing and understanding the Earth system. Models are extremely diverse, yet they all require quality data. Through a series of case studies, augmented with ethnographic observation around the International Polar Year, this work examines how modelers assess, acquire, and prepare data for their models. By comparing specific case studies, common themes emerge that can be compared against broader observation. These themes, in turn, suggest data management techniques or requirements for data systems to improve access and use by modelers and generally improve understanding of the Arctic system. The study has an Arctic focus because of the rapid changes occurring in the Arctic, but the approach and results should apply generally to Earth system science. This case study based approach has proven to be a useful method for teasing out both general and specific data needs for different models. An overarching lesson is that greater short-term benefit to modelers and significant gains in efficiency can be achieved by improving the formats, convention, and consistency of the data rather than improved interfaces and analysis tools. A “data-first” philosophy can improve the data systems that support the overall interdisciplinary, integrative science necessary to understand the complex Earth system.  相似文献

This paper discusses the usage of mathematical morphology in image processing of remotely-sensed data for geologic interpretation. Particular attention is given to noise-reducing transformations of spectral bands before and after different methods of classification, and to the usage of textural context. The development of a viable processing strategy requires a multidisciplinary approach and expert knowledge in different areas: (a) geology, geomorphology, and vegetation in a study area, (b) properties of the sensor for imagery photointerpretation, (c) spectral/spatial properties of the digital data within an integrated dataset (remote sensing and ancillary data), and (d) data-processing tools including mathematical morphology theory. Examples of geometric characterization of Canadian LANDSAT scenes are described in which shape measurements are obtained using a PC-based hybrid image-processing and geographic information system, termed ILWIS, which was developed at ITC, in the Netherlands. Classes from supervised and unsupervised classification are compared to guide in geological mapping. Classes over individual occurrences of broad vegetation-landform units are studied to aid in environmental mapping. Field knowledge is the context necessary to construct expert procedures to drive sequences of data-processing steps toward a target result such as optimal classification, enhancement, or feature extraction. The interaction between expert rules and the image-processing steps can be based on synthetic measurements of shape to quantize the information either spatially or spectrally. Many useful geometrical transformations of spatially-distributed data are extensions or generalizations of spatial analysis functions typical of geographic information systems.  相似文献

Fifty‐six new radiocarbon dates from driftwood (mainly Larix, Picea and Populus spp.) collected from the modern and raised shorelines of Melville and Eglinton islands (western Canadian High Arctic) are presented and compared to other driftwood collections from the Canadian Arctic Archipelago (CAA) and Greenland. By documenting the species (provenance) and spatio‐temporal distribution of driftwood at various sites across the Arctic, regional characterizations of former sea‐ice conditions and changes in Arctic Ocean circulation patterns may be deduced. The earliest postglacial invasion of the Canadian Arctic Archipelago by driftwood is recorded on central Melville Island at c. 11 cal. ka BP, suggesting that the modern circulation pattern of Arctic Ocean surface water southeast through the archipelago was established >1000 years earlier than previously proposed. Throughout most of the Holocene until c. 1.0 cal. ka BP, the rate of driftwood delivery to the western Arctic islands was low (~1 recorded stranding event per 200 years) and intermittent, with the longest break in the record occurring between c. 3.0 and 5.0 cal. ka BP. This 2000‐year hiatus is attributed to a period of colder temperatures causing severe sea‐ice conditions and effectively making the coasts of the western Arctic islands inaccessible. After c. 1.0 cal. ka BP, driftwood incursion increased to maximum Holocene levels (~1 recorded stranding event every 20 years). Driftwood identified to the genus level as Larix that was delivered at this time suggests that the Trans Polar Drift current was regularly in its most southwestern position, related to a dominantly positive Arctic Oscillation mode. The Little Ice Age appears to have had little impact on driftwood entry to the western Canadian Arctic Archipelago, indeed the general abundance in the latest Holocene may record infrequent landfast sea ice.  相似文献

Our paper presents a theoretical approach to critical research on web 2.0 cartographies. Within the geoweb, dynamic and collaborative web based maps have become a popular medium for collating and communicating geographic information. Web 2.0 cartographies are often promoted as facilitating public participation and democratizing geographic knowledge. Such claims demand a closer look at the processes through which people do engage in these cartographic projects and the multiple actors, institutions, norms and technologies at work. In the context of ‘theorizing the geoweb’, here we propose conceptual tools for analyzing these myriad interactions within web 2.0 cartographies. We understand web 2.0 cartographies as assemblages of subjects, materialities and practices, or ‘actor networks’. Yet explorations of actor‐networks describe existing relations and as a consequence tend to overlook what has been excluded or lies outside of such assemblages. In order to overcome this blindness we suggest bringing together actor‐network theory with the concepts of hegemonic discourses, contingency and the political from Chantal Mouffe and Ernesto Laclau. These two political theorists stress the idea that specific social realities become fixed, sedimented and perceived as natural while other possible social realities become marginalized. Using the example of the dynamic ‘Palestine Crisis Map’ (an Ushahidi Crowdmap) we demonstrate a methodology that emphasizes sensitivity towards moments of exclusion and struggle, where the political unfolds. Theorizing the political in this way extends the processual approach within Critical Cartography and offers a conceptual basis for critical research on the social dimensions of web 2.0 cartographies and geoweb practices.  相似文献
