Following recent scholarship on place and place-making, we identify key challenges for contemporary empirical research using the “Right to the City” as an analytic. We seek to distinguish between the aspirational “right” articulated as a political and conceptual call to arms on one hand, and the “actually existing rights” that are carved out through both formal and informal mechanisms (including political protest) in the everyday city on the other. Actually existing rights are defined not through fiat or via momentary revolutionary acts, but through the durability of relationships between multiple actors, including residents, citizens, states, and corporate agents. We re-articulate urban rights as actually contingent and agonistic properties of the relationships that citizens have with places. This paper uses the historic conflict over community gardens in New York as an illustration of how thinking of rights regimes as multiple, overlapping, and placed helps better illuminate potential political interventions. Thinking of rights and places as plural, overlapping, and contingent is analytically productive because it highlights (rather than overwriting) conflicts between competing articulations of rights and privileges in cities.  相似文献

Through a series of case studies, this paper discusses the three stakeholders in land development for housing in Dhaka city: the public and private sectors, and NGOs. In a scenario in which urban planning merely serves to the fulfil formal requirements and benefit certain groups, in which the public sector is an accomplice to the private sector, and where NGOs have their own private interests; urban planning in the public interest is interlocked with private interests. NGOs are important tertiary stakeholders in planning and service provision. While they vary in their types and objectives, environment NGOs in particular often find themselves in an antagonistic position concerning public and private land development. However, the interventions to the public and private sectors placed by the NGOs can provide a platform for future negotiation and participation in policy formulation.  相似文献

The British city centre has been the focus of dynamic housing development and repopulation strategies as a key dimension of the government's urban renaissance programme. Through large scale interview surveys in the provincial city centres of Bristol and Swansea, this paper explores the positive and negative features of city centre living, and how these vary amongst a range of social and physical characteristics. The findings suggest that the practical and mundane attractions of city centre living are more important than the more widely publicised lifestyle and cultural attractions of the city centre commonly emphasised in the gentrification literature. Moreover, the research points to differences in attitudes between age groups, with younger adults placing greater value on the range of social and cultural activities in the city centre, whilst older people express high levels of satisfaction with the attractiveness of the environment. A number of policy implications emerge to encourage inclusive marketing strategies within the continued urban renaissance, particularly to challenge the negative perceptions and promote the varied attractions of city centre living to a mix of social groups.  相似文献

In Morocco the crisis narrative of desertification has been invoked for decades to facilitate and justify policy and legal changes that have systematically disadvantaged pastoralists and damaged the environment. The existing data from southern Morocco, however, do not support the claims of widespread desertification due to overgrazing or other pastoral activities. Furthermore, many anti-desertification and range improvement projects in southern Morocco have not succeeded. In an effort to rethink desertification and range ecology in Morocco, this paper presents an overview of the indigenous knowledge of range ecology among the Aarib, a group of camel pastoralists in southern Morocco, and compares it to the “expert” knowledge of Moroccan range managers. It suggests that this expert knowledge is based on questionable evidence and that it has been privileged over local knowledge primarily for political, economic and administrative reasons. The discrepancies between expert and indigenous knowledges of range ecology presented here underscore the need to reconsider range ecology in Morocco, taking indigenous ecological knowledge into account. Doing so may point the way to more successful development and conservation projects which are more environmentally appropriate and socially just. Not doing so will likely exacerbate environmental degradation in the region.  相似文献

The urban housing market of China has been transformed since the 1980s from a centrally-planned to a free-market system. This study aimed to (1) investigate the position of outdoor environmental quality in house-buyers’ preferences; (2) assess monetary values attributed to environmental externalities by the hedonic pricing method (HPM); and (3) test the applicability of HPM in China. The study area was Guangzhou, the major city of south China with a booming real-estate market. A questionnaire survey was conducted with households in new residences sold in 2004. The main buying motives were improving living quarters and floor area. Security concerns and a preference for high-rise buildings were somewhat unexpected. Good outdoor environment, including green space provision, proximity to parks, and views of green space and water, carried significant hedonic values. Differences between the submarkets of old and new towns were found; new town households expected apartments in high-rise blocks, exclusive residential land use, and views of green space, while old town households preferred proximity to shopping areas and workplaces, green space within the development and proximity to nearby parks. The findings could help to fine tune the developing housing market to match supply with demand in quality terms. Values accorded to environmental attributes could justify funding for urban green spaces and nature conservation. The study verified the applicability of HPM to the housing context in China.  相似文献

The arguments advanced in this paper might be seen as an attempt to contribute to these debates through a reflection on the spatiality of (in) justice, politics, and the right to the city. During the 1980s and 1990s, an era of neoliberal reform, global development institutions like the World Bank began promoting and financing the collective titling of indigenous territories. Extending and linking existing discussions of neoliberal multiculturalism and neoliberal natures, this paper interrogates indigenous land rights as a type of “ethno-environmental fix”, designed to synergise protection of vulnerable populations and highly-valued natures from the destructive effects of markets, in an era of multiple countermovements. Using the example of the titling of TCOs (Original Communal Lands) in Bolivia, the paper explores how governmental aspirations for indigenous territories unravelled in practice, producing hybrid, double-edged and “not-quite-neoliberal” spaces – spaces which have, paradoxically, emerged as key sites for the construction of more radical indigenous projects.  相似文献

This article examines the relationship between the human right to water and indigenous water rights as articulated in the legal strategies of indigenous Yaqui (Yoemem) leadership in Mexico, and in the jurisprudence of the Inter-American Human Rights System. Accelerated urban growth and climate change in the area of study are rekindling historical water conflicts between rural indigenous communities and state authorities encouraging urban development. This configuration is not unique to Northwestern Mexico and, thus, offers an instructive case for exploring contradictions and alignments between indigenous right claims and the human right to water. This article addresses the following questions: What role does the human right to water play in the competing claims of state authorities and indigenous Yaqui leadership in Mexico? To what extent can the human right to water be reconciled with the collective rights of indigenous peoples? And in particular, what can be learned from international jurisprudence in this regard? Through content analysis of legal documents and media sources I show that even when Yaqui claims over water are advanced in the arena of international human rights, the human right to water does not have a primary role in framing their demands. In fact, I show that the human right to water was primarily mobilized to uphold rural-to-urban water transfers and undermine indigenous opposition to large-scale infrastructure development. This article produces new empirical knowledge to contribute to scholarship examining what a human right to water means in practice. This line of research is particularly timely as the human right to water becomes institutionalized in the context of growing public debate and legal discussions on collective indigenous rights.  相似文献

Much current activism and scholarship has raised concern that the various processes of neoliberal restructuring are threatening democracy. More specifically, researchers in geography and other social sciences have stressed that political and economic restructuring in cities is negatively affecting the enfranchisement of urban residents. Much recent research and writing has explored progressive responses to this perceived disenfranchisement in cities. One popular trend has been a fascination with the idea of the `right to the city' as a way to respond to neoliberal urbanism and better empower urban dwellers. I argue that the right to the city holds promise, but that in the literature the idea remains both theoretically and politically underdeveloped. It remains unclear (1) what the right to the city entails or (2) how it might address current problems of disenfranchisement. This paper examines the right to the city in greater depth. It does so by offering a close reading and analysis of the intellectual roots of the idea: the writings of Henri Lefebvre. I suggest that Lefebvre's right to the city is more radical, more problematic, and more indeterminate than the current literature makes it seem. The paper concludes by suggesting that the right to the city does offer distinct potential for resisting current threats to urban enfranchisement. However, the right to the city is not a panacea. It must be seen not as a completed solution to current problems, but as an opening to a new urban politics, what I call an urban politics of the inhabitant.  相似文献

Housing policy in New Zealand has traditionally been characterised by significant market intervention in support of home ownership and a residual state housing rental sector. Within the context of dramatic social welfare reforms in the 1990s, a set of radical housing reforms was introduced that profoundly transformed the role of the state in the housing system. Key elements of the reforms included the creation of a profit-oriented company to manage state rentals, a move to market rents in the state sector and the introduction of an accommodation supplement. This paper examines the underlying rationale and impacts of the reforms focusing on issues of privatisation, tenant turnover, affordability and tenant protest. Having examined the ongoing problems engendered by these reforms the paper reviews more recent political and legislative reforms that were sought to reassert the state's traditional position within the New Zealand housing market. This paper seeks to contribute to the theme of institutional geographies by exploring how the prevailing socio-spatial order is recreated and legitimated in the ways in which public rented housing is managed and delivered by housing associations and local authorities in the UK. The public rented sector has been increasingly catering for the most vulnerable sections of the population who are dependent on state benefits and cannot afford any other form of housing. As a result, housing staffs have found themselves having to take on a welfare role which entails controlling and policing social tenants who are seen to be causing disorder in society. This paper shows how a dominant housing management discourse reproduced by policies and staff at both front-line and management levels is that of an emerging ‘underclass’ promoted by right wing politicians and the media since the 1980s. According to dominant housing management discourse the members of this underclass are disrupting traditional patriarchal and capitalist institutions and values. Tenants’ houses and gardens not conforming to culturally and socially acceptable standards of cleanliness and tidiness symbolises tenants’ lack of conformity to the prevailing institutional order. Drawing on in-depth interviews with housing officers and managers, and observations of interviews between staff and tenants in six housing organisations, this paper analyses the ways in which housing organisations seek to control social tenants through the imposition of certain norms of cleanliness over their houses and gardens.  相似文献

Our study examines older people’s perceptions towards the urban environment and their spatial experiences through a person-environment perspective. We argue that Person-Environment (P-E) fit is critical to older people’s quality of life: positive environmental stimuli and personal adaptation competence have been held to influence this fit, and quality of fit will eventually affect interactions between older people and place. In a mixed-methods study, a context sensitive place audit was applied to a new town in Hong Kong, with a view to identifying strengths and weaknesses in the built environment and older people’s own strategies of living. Through 302 questionnaires and three focus groups with older participants, the results revealed high appreciation of outdoor spaces, transportation and social participation. The findings also indicate a strong association between housing typology and perceived age-friendliness. People accommodated in public housing estates tended to accord higher scores to their living environment although social exclusion was identified among oldest-old respondents in particular. Older people’s affective links with their living environment across time and their unique life-course experiences may help to explain their relatively relaxed attitudes when they face changes and hardships.  相似文献

Throughout the 20th century, government in the U.S. has gone through significant changes; initially responding to the disorder of early capitalism, and later, to the economic crisis of the 1970s. This article will explore the changes in the U.S. political landscape over the last century, as well as the recent rise of neo-liberalism. In addition, with the analysis of the model laissez-faire municipal government, the City of Houston, the article will illustrate how the basic weaknesses of neoliberalism at the national level are also evident at the local scale of government.

This paper focuses on the extent to which recent infrastructure-oriented urban developments in Stockholm concord with various aspects of the ‘splintering urbanism’ thesis of Graham and Marvin. This contextualisation allows us to extend their work empirically and conceptually. In the first instance, we study a particular case of the decline of a unitary networked city (in an urban context largely absent from their book). In the second instance, we develop their notion of ‘unbundling’ to capture not just core changes in the organisation of infrastructure provision, but an overarching disjunction of the established nexus between networks, planning and social welfare in the city. This disjunction operates through interlinked transformations concerning, for example, privatisation and outsourcing in network services, separation of infrastructure planning from broader urban planning, contradictions between the environmental and social mandates of infrastructure, and a (prospective) curtailment of the redistributive, social role of essential network service provision. We conclude nonetheless that this ‘destructive’ moment of unbundling has not so far been pursued by more explicitly ‘creative’ urban fragmentation strategies, due largely to the vestiges of a socio-political consensus based around redistribution and equality. In this respect, the Stockholm case pleads for a conception of ‘splintering’ as a dynamic and multi-stage process which is not only always ongoing, unstable and incomplete, but also non-linear and open to resistance/regulation.  相似文献

Encouraged by government policies to promote city centre living and to increase residential land use on brownfield sites, there has been considerable repopulation of the city centre. Through detailed small-area census analysis of Birmingham, Bristol, Cardiff and Swansea, supplemented by household surveys and key informant interviews, the research points to a range of population characteristics and changes occurring in the British city centre. Certain characteristics such as a high proportion of lone person households, fewer children and low car ownership remain fairly consistent. However, substantial population expansion affirms that a large part of the population is “new”. Between 1991 and 2001, men came to outnumber women, and each of the city centres saw a relative expansion of its young adult population. The new residents have a higher appreciation than longer term residents of proximity to work and leisure facilities, and of the stylishness of city centre living. Most of the new residents rent their accommodation, generally in flats, and the predominance of renting is associated with a transient attitude to city centre residence among the new population. Socio-economic evidence indicates a striking rise in social status or gentrification in all the city centres investigated, especially where high status private housing developments encourage the trend. With policies promoting residential development, the city centre is becoming increasingly socially exclusive.  相似文献

This paper engages with contemporary debates in labour geography through its focus on: migrant workers as active agents of change; precarious employment, its complexities and consequences; and the importance of material spaces in migrant labour struggles. Since the early 2000s the South Korean government has been strengthening the institutionalised regulation of low-wage migrant workers. A key tool in this process is the Employment Permit System (EPS), in force since 2004. Under this policy migrant workers are temporary sojourners and effectively socio-politically, culturally and spatially excluded from Korean society. EPS restricts migrants’ freedom to choose or change workplaces, which renders them vulnerable to economic and social precarity. Employers use these restrictions to segregate migrant workers from co-nationals, and low-waged migrant workers often find themselves in exploitative working conditions in isolated places. This paper is based on deep ethnographic fieldwork in “Nepal Town” in Seoul and remote Nepalese workers’ accommodation. We examine how such precarious working conditions and isolation impact on workers’ active involvement in the formation and transformation of Nepal Town in Seoul. We examine the ways in which Nepal Town is a site of spatial agency and praxis for Nepalese workers and explore the potentialities of ‘reactive ethnicity’. The empirical insights provided, suggest that the regulatory migration regime for low-wage migrant workers is strongly linked with new formations of material landscapes of connection, mobility, freedom and safe space. Such space production enables migrant workers to perform agency and employ tactics of resistance in order to create spaces of possibility.  相似文献

This study compares architectural and planning approaches to urban form and design within a North American context. It presents a critical assessment of the results of semi-structured, in-depth interviews with a group of highly experienced architects, landscape architects, and planners from the Greater Toronto Region. Dialogues with practitioners revealed a growing intellectual divide in regard to understanding urban form and design issues. Planners portrayed the urban form as a product of social and economic forces or a backdrop for civic institutions, private development initiatives, and public action. Architects and landscape architects, on the other hand, emphasized the importance of built configurations and spatial relations in shaping economic, social, and cultural patterns. With such a polarized perspective of urban development processes, each group of practitioners proposed different and somewhat contradictory visions for the future of North American built forms. This study develops an understanding of theoretical and pragmatic concerns within design professions (architecture/landscape architecture) and social science professions (planning at large) that hamper the development of integrative urban design visions. It extends an interdisciplinary understanding of built environments and the forces that shape them and paves the way for more in-depth studies aimed at creating more integrative urban design theories and development strategies.  相似文献

This paper traces changes in the political ecology of insects and chemicals in US public housing since Congress founded public housing in 1937. Drawing upon the literature of critical geographies of home, urban political ecology, and medical history, it argues that the constitution of “public” and “private” space within public housing was deeply entangled with pest control practices there. Prior to 1945, reformers treated the housing as a commons, in part compelled by the mobility of bedbugs and the pesticide used to combat them, both of which were seen as serious health threats. Managers were also motivated by social welfare ideologies, while residents eagerly assisted with communal control policies in order to achieve freedom from the health insults of bedbugs. Following 1945, however, new synthetic pesticides like DDT seemed to stay safely within one apartment unit, encouraging housing managers to abandon community-oriented pest control practices. Meanwhile, curtailed budgets, particularly after the Housing Act of 1949, left the infrastructure of public housing to decay, rendering units more physically permeable even as managers neglected the communities there. The new pesticides nearly eradicated bedbugs, but tenacious populations of German cockroaches blossomed thanks to the permeable buildings and synthetic pesticides. Residents grew increasingly resistant to pesticide use as they observed that cockroach populations went unabated. The paper serves as a case for applying political ecology frameworks to domestic spaces, and also argues that housing quality and domestic pesticide use are not merely private responsibilities but should be regarded as environmental justice issues.  相似文献
