This study explores the factors affecting rural landholders’ adaptation to climate change from the perspectives of formal institutions and communities of practice. Semi-structured interviews were conducted with formal institutions (e.g. South Australian government agencies) and communities of practice (e.g. farm systems groups) within two natural resource management regions in South Australia. Both groups noted that rural landholders autonomously adapt to a variety of risks, including those induced by climate variability; however, the types and levels of adaptation varied among individuals as a result of variety of barriers to adaptation. The lack of communication and engagement processes established between formal institutions and communities of practice was one major barrier. The paper presents and discusses a model for transferring knowledge and information on climate change among formal institutions, communities of practice, trusted individual advisors and rural landholders, and for supporting the co-management of climate change across multiple groups in rural agricultural areas in Australia and elsewhere.  相似文献

Successful management of socio-ecological systems not only requires the development and field-testing of robust and measurable indices of vulnerability and resilience but also improved understanding of the contextual factors that influence societal capacity to adapt to change. We present the results of an analysis conducted in three coastal communities in Solomon Islands. An integrated assessment map was used to systematically scan the communities’ multiple dimensions of vulnerability and to identify factors affecting households’ perception about their capacity to cope with shocks (resilience). A multivariate probit approach was used to explore relationships amongst factors. Social processes such as community cohesion, good leadership, and individual support to collective action were critical factors influencing the perception that people had about their community's ability to build resilience and cope with change. The analysis also suggests a growing concern for a combination of local (internal) and more global (external) contingencies and shocks, such as the erosion of social values and fear of climate change.  相似文献

Australia's vulnerability to climate variability and change has been highlighted by the recent drought (i.e. the Big Dry or Millennium Drought), and also recent flooding across much of eastern Australia during 2011 and 2012. There is also the possibility that the frequency, intensity and duration of droughts may increase due to anthropogenic climate change, stressing the need for robust drought adaptation strategies. This study investigates the socio-economic impacts of drought, past and present drought adaptation measures, and the future adaptation strategies required to deal with projected impacts of climate change. The qualitative analysis presented records the actual experiences of drought and other climatic extremes and helps advance knowledge of how best to respond and adapt to such conditions, and how this might vary between different locations, sectors and communities. It was found that more effort is needed to address the changing environment and climate, by shifting from notions of ‘drought-as-crisis’ towards acknowledging the variable availability of water and that multi-year droughts should not be unexpected, and may even become more frequent. Action should also be taken to revalue the farming enterprise as critical to our environmental, economic and cultural well-being and there was also strong consensus that the value of water should be recognised in a more meaningful way (i.e. not just in economic terms). Finally, across the diverse stakeholders involved in the research, one point was consistently reiterated: that ‘it's not just drought’. Exacerbating the issues of climate impacts on water security and supply is the complexity of the agriculture industry, global economics (in particular global markets and the recent/ongoing global financial crisis), and demographic changes (decreasing and ageing populations) which are currently occurring across most rural communities. The social and economic issues facing rural communities are not just a product of drought or climate change – to understand them as such would underestimate the extent of the problems and inhibit the ability to coordinate the holistic, cross-agency approach needed for successful climate change adaptation in rural communities.  相似文献

Climate change is expected to have particularly severe effects on poor agrarian populations. Rural households in developing countries adapt to the risks and impacts of climate change both individually and collectively. Empirical research has shown that access to capital—financial, human, physical, and social—is critical for building resilience and fostering adaptation to environmental stresses. Little attention, however, has been paid to how social capital generally might facilitate adaptation through trust and cooperation, particularly among rural households and communities. This paper addresses the question of how social capital affects adaptation to climate change by rural households by focusing on the relationship of household and collective adaptation behaviors. A mixed-methods approach allows us to better account for the complexity of social institutions—at the household, community, and government levels—which drive climate adaptation outcomes. We use data from interviews, household surveys, and field experiments conducted in 20 communities with 400 households in the Rift Valley of Ethiopia. Our results suggest that qualitative measures of trust predict contributions to public goods, a result that is consistent with the theorized role of social capital in collective action. Yet qualitative trust is negatively related to private household-level adaptation behaviors, which raises the possibility that social capital may, paradoxically, be detrimental to private adaptation. Policymakers should account for the potential difference in public and private adaptation behaviors in relation to trust and social capital when designing interventions for climate adaptation.  相似文献

Summary  It is expected that a change in climatic conditions due to global warming will directly impact agricultural production. Most climate change studies have been applied at very large scales, in which regions were represented by only one or two weather stations, which were mainly located at airports of major cities. The objective of this study was to determine the potential impact of climate change at a local level, taking into account weather data recorded at remote locations. Daily weather data for a 30-year period were obtained for more than 500 sites, representing the southeastern region of the USA. Climate change scenarios, using transient and equilibrium global circulation models (GCM), were defined, created and applied to the daily historical weather data. The modified temperature, precipitation and solar radiation databases corresponding to each of the climate change scenarios were used to run the CERES v.3.5 simulation model for maize and winter wheat and the CROPGRO v.3.5 model for soybean and peanut. The GCM scenarios projected a shorter duration of the crop-growing season. Under the current level of CO2, the GCM scenarios projected a decrease of crop yields in the 2020s. When the direct effects of CO2 were assumed in the study, the scenarios resulted in an increase in soybean and peanut yield. Under equilibrium , the GCM climate change scenarios projected a decrease of maize and winter wheat yield. The indirect effects of climate change also tended to decrease soybean and peanut yield. However, when the direct effects of CO2 were included, most of the scenarios resulted in an increase in legume yields. Possible changes in sowing data, hybrids and cultivar selection, and fertilization were considered as adaptation options to mitigate the potential negative impact of potential warming. Understanding vulnerability to the impacts of global environmental change and identifying adaptation measures to cope with these impacts require localized investigations that can help find actual and exact answers to the questions about who and what are vulnerable, to what are they vulnerable, how vulnerable are they, what are the causes of their vulnerability, and what responses can lessen their vulnerability. People living in forests are highly dependent on forest goods and services, and are vulnerable to forest changes both socially and economically. In the Congo basin, climate change effects on forest ecosystems are predicted to amplify the existing pressure on food security urging expansion of current agricultural lands at the expense of forest, biodiversity loss and socioeconomic stresses. The paper aimed at exploring vulnerability and adaptation needs to climate change of local communities in the humid forest zone of Cameroon. Field work was conducted in two forest communities in Lekié and in Yokadouma in the Center and Eastern Regions of Cameroon respectively. The assessment was done using a series of approaches including a preparatory phase, fieldwork proper, and validation of the results. Results show that: (a) the adverse effects of climate conditions to which these communities are exposed are already being felt and exerting considerable stress on most of their livelihoods resources; (b) drought, changing seasons, erratic rain patterns, heavy rainfall and strong winds are among the main climate-related disturbances perceived by populations in the project sites; (c) important social, ecological and economic processes over the past decades seemed to have shaped current vulnerability in the sites; (d) Some coping and adaptive strategies used so far are outdated; and specific adaptation needs are identified and suggestions for facilitating their long-term implementations provided.  相似文献

Climate variability has been evident on the Mongolian plateau in recent decades. Livelihood adaptation to climate variability is important for local sustainable development. This paper applies an analytical framework focused on adaptation, institutions, and livelihoods to study climate adaptation in the Mongolian grasslands. A household survey was designed and implemented in each of three broad vegetation types in Mongolia and Inner Mongolia. The analytical results show that livelihood adaptation strategies of herders vary greatly across the border between Mongolia and Inner Mongolia, China. Local institutions played important roles in shaping and facilitating livelihood adaptation strategies of herders. Mobility and communal pooling were the two key categories of adaptation strategies in Mongolia, and they were shaped and facilitated by local communal institutions. Storage, livelihood diversification, and market exchange were the three key categories of adaptation strategies in Inner Mongolia, and they were mainly shaped and facilitated by local government and market institutions. Local institutions enhanced but also at times undermined adaptive capacity of herder communities in the two countries, but in different ways. Sedentary grazing has increased livelihood vulnerability of herders to climate variability and change. With grazing sedentarization, the purchase and storage of forage has become an important strategy of herders to adapt to the highly variable climate. The multilevel statistical models of forage purchasing behaviors show that the strategies of livestock management, household financial capital, environmental (i.e., precipitation and vegetation growth) variability, and the status of pasture degradation were the major determinants of this adaptation strategy.  相似文献

As adaptation has come to the forefront in climate change discourse, research, and policy, it is crucial to consider the effects of how we interpret the concept. This paper draws attention to the need for interpretations that foster policies and institutions with the breadth and flexibility to recognize and support a wide range of locally relevant adaptation strategies. Social scientists have argued that, in practice, the standard definition of adaptation tends to prioritize economic over other values and technical over social responses, draw attention away from underlying causes of vulnerability and from the broader context in which adaptive responses take place, and exclude discussions of inequality, justice, and transformation. In this paper, we discuss an alternate understanding of adaptation, which we label “living with climate change,” that emerged from an ethnographic study of how rural residents of the U.S. Southwest understand, respond to, and plan for weather and climate in their daily lives, and we consider how it might inform efforts to develop a more comprehensive definition. The discussion brings into focus several underlying features of this lay conception of adaptation, which are crucial for understanding how adaptation actually unfolds on the ground: an ontology based on nature–society mutuality; an epistemology based on situated knowledge; practice based on performatively adjusting human activities to a dynamic biophysical and social environment; and a placed-based system of values. We suggest that these features help point the way toward a more comprehensive understanding of climate change adaptation, and one more fully informed by the understanding that we are living in the Anthropocene.  相似文献

Local material and symbolic values have to date remained underrepresented in climate change research and policy and this gap is particularly salient in places that have been identified as at significant risk from climate change. In such places, the dominant approach to understanding the effects of climate change has been centred on vulnerability; it has highlighted the social determinants of vulnerability and the differential and uneven distribution of effects. This approach cannot, however, illuminate the diverse and nuanced meanings people attach to specific aspects of their way of life, how the changing climate might affect these, and what this implies for adaptation. To address this gap, this empirical study uses the concept of values, defined as trans-situational conceptions of the desirable that give meaning to behaviour and events, and influence perception and interpretation of situations and events. We develop a set of values from 53 qualitative interviews in two remote communities in subarctic easternmost Canada. It draws on these values to frame how effects of climate change, specifically intangible and subjective effects, are felt, and how responses to them are imagined by those affected. The article argues that values are crucial in shaping perception of climate impacts and adaptation to them. Distinct values, such as tradition, freedom, harmony, safety, and unity shape different interpretations and meaning of impacts, and lead to distinct views on how to adapt to these. Conflicting and competing values can act as barriers to adaptation. The findings imply that adaptation research and policy need to address values explicitly if efforts for planned adaptation are to be perceived as legitimate and effective by those affected by the changing climate.  相似文献

Abstract

The Least Developed Countries (LDCs) are a group of 49 of the world's poorest countries. They have contributed least to the emission of greenhouse gases (GHGs) but they are most vulnerable to the effects of climate change. This is due to their location in some of the most vulnerable regions of the world and their low capacities to adapt to these changes. Adaptation to climate change has become an important policy priority in the international negotiations on climate change in recent years. However, it has yet to become a major policy issue within developing countries, especially the LDCs. This article focuses on two LDCs, namely Bangladesh and Mali, where progress has been made regarding identifying potential adaptation options. For example, Bangladesh already has effective disaster response systems, and strategies to deal with reduced freshwater availability, and Mali has a well-developed programme for providing agro-hydro-meteorological assistance to communities in times of drought. However, much remains to be done in terms of mainstreaming adaptation to climate change within the national policymaking processes of these countries. Policymakers need targeting and, to facilitate this, scientific research must be translated into appropriate language and timescales.  相似文献

As developing countries move from policy to implementing adaptation to climate change, formal operational structures are emerging that exceed the expertise of any one actor. We refer to these arrangements as ‘meta-organisations’ that comprise many autonomous component organisations tackling adaptation. The meta-organisations set standards, define purposes, and specify appropriate means-ends criteria for delivering adaptation. Using empirical data from the three cases, Nepal, Pakistan and Ghana, the study identifies and analyses six attributes of the meta and component organisational structures. We argue that organisational structures are crucial to understanding adaptation, specifying policy and implementation. Our analysis demonstrates that while each country promotes similar objectives, the emerging structures are quite distinct, shaped by country-specific attributes and issues that lead to different outcomes. Nepal’s priority for a formal process has come at the cost of delayed implementation. Pakistan’s devolved approach lacks legitimacy to scale up the process nationally. Ghana’s use of existing decentralised structures and budgets relegates adaptation below other development priorities. These divergent structures arise from the different needs for legitimacy and accountability, and the relative priority attached to adaptation against other needs.  相似文献

This paper develops a vulnerability-based approach to characterize the human implications of climate change in Arctic Bay, Canada. It focuses on community vulnerabilities associated with resource harvesting and the processes through which people adapt to them in the context of livelihood assets, constraints, and outside influences. Inuit in Arctic Bay have demonstrated significant adaptability in the face of changing climate-related exposures. This adaptability is facilitated by traditional Inuit knowledge, strong social networks, flexibility in seasonal hunting cycles, some modern technologies, and economic support. Changing Inuit livelihoods, however, have undermined certain aspects of adaptive capacity, and have resulted in emerging vulnerabilities in certain sections of the community.  相似文献

Adaptation is a complex, dynamic, and sometimes unequal process. Stemming from social ecological systems theories of climate change adaptation and adaptive capacity, this case study introduces the concept of ‘divergent’ adaptation. Adaptation is divergent when one user or group's adaptation causes a subsequent reduction in another user or group's adaptive capacity in the same ecosystem. Using the example of pastoral and agricultural groups in northern and southern rainfall zones of Niger, this study illustrates the concept of divergent adaptation by identifying changes to the adaptive capacity of users who are currently engaged in conflicts over access to natural resources. Similar to other studies, we find that expansion of farmland and the consequent loss of pastoral space are restricting pastoral adaptation. Divergent adaptations favoring agricultural livelihoods include cultivating near or around pastoral wells or within pastoral corridors, both of which limit the mobility and entitlements of pastoralists. Institutions rarely secure pastoral routes and access to water points, a problem that is compounded by conflicting modes of governance, low accountability, and corruption. The case study illustrates the need to enhance the adaptive capacity of multiple user groups to reduce conflict, enhance human security, and promote overall resilience.  相似文献

Effective climate change adaptation in mining communities is reliant on action by both local authorities and mining operations. This article reports the findings of two surveys conducted in late 2010, with Australian mining companies and local government authorities respectively, investigating their perceptions and activities related to climate change adaptation. The research identified the main types of weather and climate-related impacts experienced in the past and expected under future climate conditions for the two groups. There were significantly differing levels of concern about weather and climate-related impacts between the two types of organisations. Mining company respondents reported lower levels of severity of impact from both past and (expected) future weather events, as well as lower levels of belief in climate change and of adaptation activities to prepare for it. Interestingly, mining companies generally reported less concern about future impacts than those experienced in the past, suggesting discounting of risks due to climate change scepticism. The article reports on a range of factors relevant to adaptation in mining communities, including perceived barriers, collaboration and further information needs. The research findings are discussed in the context of other recent research on climate change adaptation by Australian organisations and studies of mining industry adaptation in other countries.  相似文献

In developing countries adaptation responses to climate and global change should be integrated with human development to generate no regrets, co-benefit strategies for the rural poor, but there are few examples of how to achieve this. The adaptation pathways approach provides a potentially useful decision-making framework because it aims to steer societies towards sustainable futures by accounting for complex systems, uncertainty and contested multi-stakeholder arenas, and by maintaining adaptation options. Using Nusa Tenggara Barat Province, Indonesia, as an example we consider whether generic justifications for adaptation pathways are tenable in the local context of climate and global change, rural poverty and development. Interviews and focus groups held with a cross-section of provincial leaders showed that the causes of community vulnerability are indeed highly complex and dynamic, influenced by 20 interacting drivers, of which climate variability and change are only two. Climate change interacts with population growth and ecosystem degradation to reduce land, water and food availability. Although poverty is resilient due to corruption, traditional institutions and fatalism, there is also considerable system flux due to decentralisation, modernisation and erosion of traditional culture. Together with several thresholds in drivers, potential shocks and paradoxes, these characteristics result in unpredictable system trajectories. Decision-making is also contested due to tensions around formal and informal leadership, corruption, community participation in planning and female empowerment. Based on this context we propose an adaptation pathways approach which can address the proximate and systemic causes of vulnerability and contested decision-making. Appropriate participatory processes and governance structures are suggested, including integrated livelihoods and multi-scale systems analysis, scenario planning, adaptive co-management and ‘livelihood innovation niches’. We briefly discuss how this framing of adaptation pathways would differ from one in the developed context of neighbouring Australia, including the influence of the province's island geography on the heterogeneity of livelihoods and climate change, the pre-eminence and rapid change of social drivers, and the necessity to ‘leap-frog’ the Millennium Development Goals by mid-century to build adaptive capacity for imminent climate change impacts.  相似文献

Understanding the institutional dimensions of climate change adaptation (CCA) is critical to the adaptation process. The institutional changes that follow the introduction of a CCA measure affect certain areas of governance, including social, political, policy, and other domains that are already exposed to prevailing institutions. Thus, understanding CCA necessitates analysis of the interplays between and among institutions that exist within a hierarchical structure, as well as the examination of how institutions across different scales define the challenges in CCA implementation. This article contributes to this discussion by investigating the challenges in mainstreaming CCA into local land use planning in Albay, Philippines. It applies a four-stage mixed methodology and uses a modified Institutional Analysis and Development framework as its primary analytical guide. Its findings imply that: (1) mainstreaming CCA is a multi-scale, multi-setting endeavour; (2) mainstreaming CCA operationalization involves networks of interacting institutions and institutional arrangements; and (3) addressing the challenges in mainstreaming needs extensive institutional transformations that reach across the various institutional settings within these networks.

POLICY RELEVANCE

This article advocates that, in designing strategies to address the challenges in mainstreaming CCA, analysts, planners, and policy makers must understand that the challenges exist within a network of institutional settings, and that these challenges encompass a chain of institutional interactions or interplays within this network. Accordingly, overcoming these challenges necessitates broad institutional reforms that go beyond the institutional setting where CCA is to be mainstreamed. Moreover, this article suggests that CCA policy making and analysis must focus on the vertical, horizontal, and network linkages and relationships created by institutional arrangements, as well as on the interplays facilitated by these arrangements. More importantly, there is a need to determine whether the institutional interplays between and among existing and planned institutions are complementary, counterproductive, conflicting, overlapping, neutral, or coexisting. Such knowledge will assist policy makers and analysts to understand the existing and potential barriers to, as well as identify opportunities for, adaptation. Consequently, the solutions to address the barriers, and the strategies that can take advantage of the opportunities, can be formulated effectively.  相似文献

Behavioural models that allow simple representation of the complexity of human–environment links are important in vulnerability assessment because they allow the analysis of human adaptive processes in a changing environment. This paper applies an agent-based framework that considers the behavioural model of farmers in three villages in a municipality in the Philippines. Agent-based modelling is a useful policy tool for simulating the effects of different adaptation options on reducing vulnerability because it allows representation of not only the dynamic changes in climate and market but also the dynamic adaptive process of different groups of communities to the impacts of these changes. Model simulations of adaptation options under various global change scenarios showed that production support would significantly reduce future vulnerability only if complemented with appropriate market support. It is thus important for policy to provide a complementary bundle of adaptation measures. Lack of money and information are the most important reasons for not applying available technical adaptation measures, which currently hinder reduction of vulnerability in selected villages in the municipality. Social networks, which play an important role in adapting to environmental changes, are limited to relatives and neighbours, who are important sources of informal credit.  相似文献
