Municipal governments produce a seemingly endless supply of urban strategic plans, which purport to define the city by making claims on its future development trajectories. Critics note that this claimsmaking on “the city” renders it conceptually vacuous and overextended. Yet it is essential to question the degree to which speculative policymaking is merely rhetorical. Discursive claimsmaking on the city through strategic planning documents is an important technique in urban politics—a form of targeted simplification that benefits particular stakeholders by defining the city around sites in which they are invested. Bids to host sporting “mega-events” like the Olympic Games are a case in point: event planning corporations routinely make claims on the city, which strategically simplify its forms and processes, often by defining the city in ways that mediate between particular land investment projects and broad visions for citywide development. The implication is that claimsmaking on the city through urban strategic planning is intentionally simplistic and acts as an ideological practice for justifying urban development projects.  相似文献

以长江三角洲地区为例,首先采用主成分分析法分析农村居民旅游动机,然后通过构建对数回归方程研究旅游动机对“现代化的大城市”、“中小城市”、“历史文化城市”、“旅游城镇”、“山区”和“乡村旅游地”等六大旅游目的地选择的影响程度。研究结果表明:长江三角洲农村居民外出旅游动机主要停留在观光游览层次。长江三角洲农村居民对探亲访友旅游动机的赞同感知度较低,但探亲访友对于不同目的地选择具有一定影响。长江三角洲农村居民外出旅游非常重视通过旅游能提升其在家人、亲戚、朋友中的地位与声望的功能。 旅游安全问题对提升农村居民出游力非常重要,同时农村居民非常注重旅游目的地住宿设施能营造家外之家的感觉。  相似文献

Abstract

The American city is almost universally described as being made up of a series of zones decreasing in age and density outward from the center. The most popular model for generalizing about the structure and organization of the American city remains the concentric zone model in which the nature of each ring is more specifically denned. The purpose of this paper is to discuss some reasons for the “popularly perceived zonation” of the American city as opposed to, say, the European city, through a study of cultural attitudes toward the architectural environment. More specifically, the urban housetype and attitudes toward the urban housetype are used to illustrate the concentric zone model and to shed some light on such “zonal” concepts as the “inner city” and “suburban ring.” In addition, the increasingly negative attitude of Americans toward central cities is explored and related to some major urban problems and American landscape tastes. It is hoped that students will be encouraged to discuss aspects of the “alternate future” presented for the American urban landscape.  相似文献

水资源是制约区域发展特别是半干旱地区发展的决定性资源因素,合理配置有限水资源、实现水资源需求的"零增长"是促进半干旱地区可持续发展的关键。选取典型半干旱地区——内蒙古通辽市为案例地,利用系统动力学方法,研究其水资源的配置方式,找寻区域经济发展水资源需求"零增长"的时间节点,确定与之相对应的产业结构特点和发展趋势,为政府制定合理的经济社会发展政策提供理论参考。研究表明:通辽市社会经济发展将在2018年前后达到约束型的水资源"零增长";"三产引领发展模式"是有利于实现区域可持续发展的最优模式;"一产现代化发展模式"是符合通辽市社会经济基础的最可能模式。  相似文献

通过对世界国际性城市的研究梳理,提炼出城市功能驱使大城市地位转变的内在逻辑,构建了“战略功能-基础功能-城市地位”三者之间的作用模型。文章提出世界(国际性)城市功能可以分为战略功能与基础功能两类。其中,战略功能是驱使大城市地位转变的根本动力,在国家经济、区域布局中承担控制中心的角色。基础功能则是战略功能的重要外在表现,是维持和提高战略功能的重要保障,起到枢纽、节点的作用,能够提供高度现代化的基础设施与国际服务功能;同时也会间接影响战略功能的作用效果以及城市地位的转变。利用此逻辑框架,对杭州城市地位升级的实现路径进行了论证,识别出数字经济功能是杭州的战略功能,证实了数字经济的腾飞使得杭州发展迅速,城市地位提升,也回应了当下杭州进入“一线城市”的舆论呼声。  相似文献

The notion of the “urban experiment” has become increasingly prevalent and popular as a guiding concept and trope used by both scholars and policymakers, as well as by corporate actors with a stake in the future of the city. In this paper, we critically engage with this emerging focus on “urban experiments”, and with its articulation through the associated concepts of “living labs”, “future labs”, “urban labs” and the like. A critical engagement with the notion of urban experimentation is now not only useful, but a necessity: we introduce seven specific areas that need critical attention when considering urban experiments: these are focused on normativity, crisis discourses, the definition of “experimental subjects”, boundaries and boundedness, historical precedents, “dark” experiments and non-human experimental agency.  相似文献

Portland, Oregon, is renowned as a paradigmatic “sustainable city.” Yet, despite popular conceptions of the city as a progressive ecotopia and the accolades of planners seeking to emulate its innovations, Portland’s sustainability successes are inequitably distributed. Drawing on census data, popular media, newspaper archives, city planning documents, and secondary source histories, we attempt to elucidate the structural origins of Portland’s “uneven development,” exploring how and why the urban core of this paragon of sustainability has become more White and affluent while its outer eastside has become more diverse and poor. We explain how a “sustainability fix”—in this case, green investment in the city’s core—ultimately contributed to the demarcation of racialized poverty along 82nd Avenue, a major north–south arterial marking the boundary of East Portland. Our account of structural processes taking place at multiple scales contributes to a growing body of literature on eco-gentrification and displacement and inner-ring suburban change while empirically demonstrating how Portland’s advances in sustainability have come at the cost of East Portland’s devaluation. Our “30,000 foot” perspective reveals systemic patterns that might then guide more fine-grained analyses of particular political-socio-cultural processes, while providing cautionary insights into current efforts to extend the city’s sustainability initiatives using the same green development model.  相似文献

ABSTRACT. In the public‐space discourse Los Angeles is usually portrayed as more “anti‐city” than city. Its landscape is overrun by houses, “private‐public” squares and plazas, theme parks, shopping malls, and so on and lacks inclusive public places. Yet this discourse has essentially disdained to contemplate a major public space that contradicts its general thesis: the Los Angeles coast. The coast is meaningful public place in two specific senses. First, it symbolizes Los Angeles as a whole and therefore provides a basis for regional public identity. Second, Angelinos themselves take the coast seriously as a public place, and they have striven to make it inclusive in practice.  相似文献

基于春运人口流动大数据,选取对外联系度、优势流、城市位序-规模分析等方法对转型期中国城市网络特征进行分析。结果显示:城市网络层级结构中蕴藏着位序-规模规律,但与理想的帕累托分布有所区别,城市规模彼此差异相对较小;空间距离与城市等级在城市网络联系中发挥支配性作用,保证了城市网络的层级性与有序性;中国城市网络核心联系呈现“两横三纵”特征,该特征与铁路大动脉的空间分布高度吻合;东部地区城市网络联系更加密切,而西北、西南地区则相对稀疏,基本上以“胡焕庸线”为界,而“兰新线”是突破这一限制的潜在力量;中国东北地区未形成明显的区域性中心,城市联系形成带状网络;华北与华南地区的“灯下黑”现象值得警惕,缓解这一问题的可行办法是核心城市功能的对外疏散,加强核心城市与周边城市之间的联系;带状区域发展或许将成为未来中国区域经济发展的流行模式和中坚力量。总体上看,针对于揭示转型期中国城市网络结构特征,春运人口流动数据具有一定的研究价值,是城市与人口研究领域一个值得深入挖掘的重要数据源。  相似文献

以城市人口规模、城市间距离为指标,通过多元回归模型,定量分析辽宁中部城市群中城市规模与空间距离的关系,以及城市与“最近城市”的距离和“距离位序”之间是否存在类似“城市位序-规模律”的定量关系。研究发现:城市i的规模Pi与“最近城市”n的规模Pn、距离Di-n以及区域中心城市c的距离Di-c有关,与首位城市的规模和距离无关,其中PnDi-n为正向影响,Di-c为负向影响。就影响力而言,区域中心城市c的影响大于“最近城市”n,这一点区别于国内其他城市群。城市群中存在“城市距离-位序律”的定量关系。利用城市规模与距离的定量关系可以测算理论人口规模和影响范围,为辽宁中部城市群的人口预测和空间结构划分提供有益参考。  相似文献

This article presents an analysis of the relationship between urban governance restructuring, and global, national, and local action through a case study of the Toronto city‐region. The Toronto city‐region recently underwent a massive reorganization of its governance structures, functions, and jurisdictional boundaries. This restructuring raises questions about why these changes occurred at this particular juncture in the region's history. Why did the city that had always been known in the academic and political discourse as the “city that works” stop “working”? What global and national forces might have accounted for such a radical restructuring? And what did local action contribute? These questions are explored in both historical and contemporary contexts by drawing on insights from regulation theory, urban regime theory, and an analysis of Canada's changing fiscal federalism. This approach informs the role that institutions — regardless of their origin or territorial scope — play in sustaining a local accumulation system, and how this “local” accumulation grounds a national regulatory mode and regime of accumulation. The approach also explores the relationship between regime and regulation theories in the context of policy formation and institution building. The study concludes that the current policy set is incapable of resolving the region's crisis tendencies. Notwithstanding external forces, the current policy set is not inevitable. Globalization does not predetermine all spatial‐economic outcomes.  相似文献

采取实证研究的方法,选取邻近中心性、市内交通可达性、国内出行可达空间3个指标,探讨湛江市民基于铁路出行的便捷性。结果显示:(1)湛江站和湛江西站的邻近中心性表现出明显的"重心—边缘"模式。(2)湛江站的市内交通可达性高于湛江西站,且2个站点呈现不同的梯度空间分布格局。(3)省外出行可达空间在不同尺度上存在"区域趋同"与"城市分异"并存的现象,省内出行可达空间则出现了严重的"空间失衡"。  相似文献

借助空间计量模型,考察2005~2015年中国上市公司空间格局演化特征及其驱动因素,研究发现:① 中国上市公司主要集中分布在长三角、珠三角及京津冀地区,向高等级城市集聚明显。②空间重心迁移表明中国上市公司呈现“迅速-平稳”发展的阶段性特征;空间关联格局由沿海向内陆呈现出热点区-过渡区-冷点区的梯度推移态势。③三大密集型上市公司专业化空间演变形态各异,劳动密集型呈现“单核”向“双核”模式演化;资本密集型呈“破碎化点状”极化分布态势;技术密集型呈“多核心串珠状”扩散态势。④OLS回归模型显示城市区位及规模、全球化水平、投资状况、科教水平、信息化水平等因素共同驱动中国上市公司空间格局演变。  相似文献

以“揭示规律、验证规律”为研究逻辑起点,提出“城市规模-旅游成长-城市级别”数理空间分布模型及其时空演变模型,以长江三角洲地区城市体系为例,系统搜集1995~2014年系列基础数据,探讨城市规模与旅游成长的空间关系及其演变机理。结果表明:20 a来长三角地区城市规模、旅游成长、城市级别的数理空间分布呈三段“金字塔”式结构,城市级别越高,分布数量越少; 三元空间关系在演变中,1995~2009时期内的三阶段符合演变模型的A线关系趋向,2010~2014阶段呈“核”式分布,旅游对城市规模存在倒逼效应; 依据城市4个基本象限类分布,级别高的城市分布在类区,类区与类区间存在单向转换与演变关系;对驱动因子剖析,政府政策的倾斜、城市规模效应以及旅游的快速发展共同促成三元关系的演变格局。  相似文献

创新是推动黄河流域高质量发展的重要途径之一。利用2006—2018年黄河流域79个地级以上城市的面板数据,首先构建指标体系对各城市技术创新及绿色发展水平进行分析,其次通过面板计量模型深入探究技术创新对城市绿色发展的作用机理。研究表明:① 2006—2018年,黄河流域城市技术创新与绿色发展水平均得到明显提升,但空间差异显著,总体呈“下游>中游>上游”阶梯式递减特征。② 黄河流域城市技术创新对绿色发展总体上没有显著影响,但在加入技术创新的二次项后,两者之间呈现显著的“U”型非线性关系,即技术创新先抑制后促进城市绿色发展,这也验证了技术的“回弹效应”假说;③ 技术创新对黄河流域城市绿色发展的影响可以通过直接效应和间接效应共同体现,但这两种效应正好相反,即一个城市技术创新能力的提升对该城市绿色发展存在显著的“U”型(先抑制后促进)关系,但对邻近城市的作用呈现倒“U”型相反的关系。根据研究结论,从技术创新对城市绿色发展的直接效应和间接效应2个方面提出了相应的政策建议。  相似文献

在梳理国内外城市规划评估体检实践与研究进展、总结北京城市体检评估机制的基础上,构建北京“四个中心”建设体检评估的框架,基于国际比较视角遴选指标定性定量分析相结合进行体检评估。体检评估结果表明:① 北京的全国政治中心服务保障能力显著提升,展现出大国首都形象;② 北京的全国文化中心地位进一步增强,但公共文化服务供给能力与世界知名城市存在差距,缺少具有国际影响力的文化品牌;③ 虽然国际交往环境及配套服务水平不断提升,但北京的国际组织规模影响力与大国首都地位不匹配,对国际游客的吸引力不强;④ 尽管北京已初步建成具有全球影响力的科技创新中心,创新对高质量发展支撑能力待增强。未来,北京应当坚持以首都发展为统领,大力加强“四个中心”功能建设、提高“四个服务”水平,提升在全球城市体系中的地位,扩大北京作为大国首都在世界的影响力。北京城市体检应重视城市定位体检、加强各参与方的交流合作、拓宽体检评价的国际视野、动态调整体检评价指标、探索高频时空数据分析技术的应用。  相似文献

物流企业是承担城市间物流配送任务的专业化经济组织,在全球城市网络研究方兴未艾的今天,基于物流企业关联的城市网络研究还相对较少。本文以全国百强物流企业的总部—分支机构为基础数据,采用网络分析方法对长三角地区城市网络的空间结构及其影响因素进行了分析。结果表明:基于生产/生活性物流功能的长三角地区空间关联格局呈现出“一体两翼”(上海为龙头,苏浙为两翼)的发展态势,并有逐渐向苏中和浙南等地区扩展的趋势;“一主两副”的空间结构正逐渐被打破,并呈现出“Z”字形向“一轴多极”的网络空间结构转变和中小城市跨区域的空间关联存在断层等新特征;在企业利益最大化与交通信息技术变革的作用下,长三角地区城市网络的形成主要受到GDP与城镇化率的影响。  相似文献

The center-periphery metaphor is an important element in a number of intellectual traditions in urban geography. From the late 1950s studies of the sociospatial structure of Rome, Italy, viewed the city in terms of a socially and politically powerful center producing an exploited and subjugated periphery of inferior housing and services inhabited by the city’s most recent immigrants. This paper examines the use of the center-periphery metaphor with respect to the controversy that has arisen among leading Italian urbanists over its continuing applicability and in terms of the most recent census data and empirical studies of Roman sociospatial structure. The central theme is whether center-periphery is a “fruitful” as opposed to a “misleading” metaphor in the Roman case.  相似文献

In recent years urban geographers have devoted considerable attention to the dynamics of policy mobility. After reviewing the progress achieved in this literature, in this article I offer two distinctive contributions. First, I draw on the “argumentative turn” in policy studies and related fields in order to develop an alternative conceptualization of urban policy mobility that pays greater attention to its discursive and argumentative aspects. I thus reassert the significance of democratic processes in the negotiation of urban policy. Second, I outline an alternative methodology for the study of urban policy mobility, focusing on the analysis of argumentation. I apply this methodology to historical instances of urban policy mobilities arising from a recent research project that aimed to historicize the phenomenon of the “model city,” defined as the local deployment of another city’s experience as an argumentative resource supporting particular policy claims.  相似文献
