Abstract

In 2007, the Texas legislature created a program to identify environmental flow standards statewide through the coordinated efforts of scientific and stakeholder groups and rulemaking by the Texas Commission on Environmental Quality. To aid in this task, a Hydrology-based Environmental Flow Regime (HEFR) method was developed that combines a suite of user-customizable hydrologic statistics with an implementation framework. Following the concepts of the Natural Flow Paradigm, the methodology includes the separation of a long-term hydrograph into key flow components (e.g. subsistence, base, high-flow pulse and overbank) defined by the Texas Instream Flow Program. Seasonal, annual and inter-annual flow component statistics were then coupled with biology, water quality and geomorphology overlays, where available, and with implementation rules applied to example large-scale water supply projects to support development of environmental flow standards for use in water rights permit conditions. The HEFR methodology and resulting flow recommendations are compared to two contemporary in-stream flow studies and adopted environmental flow standards. Subsistence flows were fairly similar. Baseflows were in a similar range, but fewer than three seasonal levels have sometimes been specified in in-stream flow studies. Episodic events are quite different in terms of magnitude, frequency, duration and applicable number.

This paper describes the current environmental situation in the Baltic countries particularly Lithuania using the data of fundamental research in the framework of Project ECOSLIT and local monitoring of some parameters: atmospheric and water pollution, distribution of radionuclides, monitoring of forest decline and human health conditions, its genetical and socioeconomic consequences. Attention is paid to the perception of ecosystems exposed to atmospheric pollution: stress reaction and adaptation to new physical and chemical environment, also a new approach to environmental management strategy is described.  相似文献

Increasing numbers of tourists are visiting the Antarctic. Totals from the past three seasons (1989–1990, 1990–1991, 1991–1992) were 2581, 4842, and 6495 respectively (Enzenbacher, 1992). Some environmental issues arising from Antarctic tourist activity include: wildlife tolerance, waste disposal, passenger education, tour operator management practices, personnel experience, frequency of visits and ship design. Current guidelines provide a practical approach to tourism, but do not address all issues arising from tourist activity. Antarctic Treaty Parties agreed to examine the question of a comprehensive regulation of tourist activities in the Antarctic Treaty Area and policies are under review. Some issues may prove difficult to resolve. Compliance with existing guidelines is to be encouraged, at least until more is known about the environmental effects of tourism. A management plan for tourism is needed along with more research on how tourism is conducted and the effects visits have on Antarctica's marine and terrestrial ecosystems. Cooperation between Treaty Parties and tour operators is important for the development of appropriate tourism regulations.  相似文献

Management systems should have control, be it financially, in relation to the human resources of a company, or in matters concerning quality, safety and the environment. Integrated management systems are required for the quality, safety and environmental areas. The converse to this is that problems are often the result of inadequate management programmes, standards and/or compliance with standards. Recent surveys have concluded that, firstly, in order to improve environmental performance, management issues need to be addressed and developed; and secondly, that the implementation of policies and measures is vital to improve environmental performance. In addition to environmental awareness among management and the need for environmental management, this paper focuses on the role of European legislation, international standardization, other international guidelines and important aspects of environmental management and auditing. Finally, it introduces a new environmental management and audit system—the international environmental rating system (IERS), which has been developed by Det Norske Veritas. IERS is a tool to guide implementation, maintenance and improvement of environmental management in industry and to measure the quality and effectiveness of environmental management. It consists of a structured management and audit protocol with good management practices and associated user guidelines.  相似文献
