Petroleum and mineral exploration and extraction, hydroelectric development, atmospheric transport of contaminants, timber harvesting and tourism are increasing worldwide, especially in the Arctic. This development may adversely affect populations of reindeer/caribou ( Rangifer tarandus ) which are the basis of subsistence economies for northern indigenous peoples. Our purpose is to present a survey of the literature that has investigated the response of reindeer/caribou to human activities. Individuals and groups of reindeer/caribou: 1) move away from point sources of disturbance; 2) increase activity and energy expenditure near disturbance; 3) delay crossing or fail to cross linear structures; 4) shift away from areas of extensive and intensive development; and 5) are killed by collisions with vehicles and by hunting along roads. Cows and calves during the calving season are the most easily disturbed group. Bulls in general and all reindeer/caribou during insect harassment are least likely to avoid development areas. Estimation of the proportion of a population that is exposed to disturbance and the implications of this exposure to annual energy budgets, survival and productivity of reindeer/caribou has received little attention. Future advances in understanding the implications of human disturbance to reindeer/caribou will require cumulative effects assessment at annual, population and regional scales. Although some level of cumulative effect is likely, clear separation of cumulative effects of development from natural variation in caribou habitat use and demography will be difficult. 相似文献

Non-climate variables shape vulnerability and adaptive capacity to climate change. Here, we describe how recent environmental and socio-economic developments have transformed reindeer herding and perceptions of weather on the Seward Peninsula, Alaska. The reindeer industry has shrunk considerably since the early 1990s, when the winter range of the Western Arctic Caribou Herd expanded, and over 17 000 reindeer mixed with migrating caribou and left the region. Socio-economic and environmental repercussions make the continuation of herding tenuous, and erode the ability of herders to cope with weather variability, among other perturbations. We present a case study of one herder's annual cycle, and juxtapose physical drivers of herding activities, including weather-station and herder observations of local weather variability, with socio-economic factors. There is an increased urgency to access and monitor reindeer with caribou present, but herding plans are constrained by lower economic returns and the need to spend more time in non-herding jobs. Although weather is a greater concern now for immediate herd access, standard weather data are largely irrelevant to the mechanics of herding, whereas variables pertaining to the timing of biotic events (e.g., synchrony of spring break-up and calving) and visibility are attributed to lost herding opportunities. Short-term responses to weather conditions stem from more long-term vulnerability associated with caribou presence, reduced herd size, difficulties affording snowmobile maintenance or crew assistance, and dwindling market opportunities. We emphasize the environmental and socio-economic interactions that affect vulnerability and adaptive capacity for modern herding. 相似文献

This paper contributes to the discussion concerning the way in which Soviet state policies have influenced the lives, social organization, economy and culture of a group of indigenous Komi reindeer herders of northern Russia: its main focus is to explain how these policies have changed the herders' patterns of migration and land use. Extensive anthropological fieldwork—to determine current and past herding practices—was carried out and archives were thoroughly investigated to document land use changes in relation to state reindeer herding policies. It was found that compared with those of several decades ago, the migration routes are now much shorter, as the herders have abandoned large areas of winter pastures located in the southernmost part of their herding territory. This "abandonment" phenomenon is endemic amongst reindeer herders generally, throughout the Komi Republic. Whereas the reasons for the abandonment of winter pastures are diverse, they can be attributed mostly to the state sedentarization policy, which has modified the family structures of herders, and the continuing decreases in state subsidies that have changed the balance between state and private ownership of reindeer. Both these factors have greatly contributed to the herders' dependence on visiting towns, where they now own flats, and on selling reindeer products, upon which they are increasingly reliant for financial security. 相似文献

Few studies have investigated current climate changes for high latitude regions, and the impact of such changes on reindeer and indigenous people. Previous work by other authors has identified snow and ice conditions in winter as being critical in determining the availability of forage for reindeer. Deep snow makes it difficult to access food. Lack of food weakens the herd and can reduce the allocation of nutrients to the development of the foetus in the female deer. Climate data for Lapland, northern Finland, and Karasjok, northern Norway, are examined, together with reindeer calf numbers for the period 1977 to 1994 for the Muotkatunturi region (68°N 25°30'E). Between 1883 and 1993, precipitation increased but temperatures showed no clear warming or cooling trend. However, since the late 1980s, temperatures have increased. A regression analysis on the climate and reindeer data found that the warmer the winter prior to the rut, the fewer the live calves recorded the following year (r = 0.529, p < 0.05). Also, the wetter the winter prior to the rut, the fewer the calves recorded (r = 0.427, p < 0.10). In contrast, the warmer the autumn prior to their birth, the greater the number of calves recorded (r = 0.474, p < 0.10). These results suggest that as climate changes and winters become warmer and wetter with increased snowfall, calf numbers will decline. These findings have important implications for the Saami people who are heavily dependent on the reindeer for their livelihood. 相似文献

Climate change and human activities are the two kinds of driving forces in desertification,and assessing their relative role in desertification is of great significance to deeply understanding the driving mechanisms and preventing desertification expansion.This paper has systematically reviewed the progress of the researches on assessing the relative role of climate change and human activities in desertification from qualitative,semi-quantitative and quantitative aspects respectively.The authors found that there were still some problems in the previous researches.For example,the subjectivity in assessment was obvious,the assessment cannot be easily repeated,and the assessment and its results were always based on administrative regions and less taken and expressed in a continuous space.According to the progress of previous researches and the works conducted by the authors recently,we put forward a quantitative approach by selecting NPP as a common indicator to measure the relative role of climate change and human activities in desertification and dividing the ecological process of "driving force effect-dynamic response of desertified land" into several scenarios.Meanwhile,validation and scale of assessment should be taken into account when quantitative assessment of the relative role of climate change and human activities in desertification are carried out. 相似文献

Historical and modern scientific contexts are provided for the 2006 Binghamton Geomorphology Symposium on the Human Role in Changing Fluvial Systems. The 2006 symposium provides a synthesis of research concerned with human impacts on fluvial systems — including hydrologic and geomorphic changes to watersheds — while also commemorating the 50th anniversary of the 1955 Man's Role in Changing the Face of the Earth Symposium [Thomas, Jr., W. L. (Ed.), 1956a. Man's Role in Changing the Face of the Earth. Univ. Chicago Press, Chicago. 1193 pp]. This paper examines the 1955 symposium from the perspective of human impacts on rivers, reviews current inquiry on anthropogenic interactions in fluvial systems, and anticipates future directions in this field.Although the 1955 symposium did not have an explicit geomorphic focus, it set the stage for many subsequent anthropogeomorphic studies. The 1955 conference provided guidance to geomorphologists by recommending and practicing interdisciplinary scholarship, through the use of diverse methodologies applied at extensive temporal and geographical scales, and through its insistence on an integrated understanding of human interactions with nature. Since 1956, research on human impacts to fluvial systems has been influenced by fundamental changes in why the research is done, what is studied, how river studies are conducted, and who does the research. Rationales for river research are now driven to a greater degree by institutional needs, environmental regulations, and aquatic restoration. New techniques include a host of dating, spatial imaging, and ground measurement methods that can be coupled with analytical functions and digital models. These new methods have led to a greater understanding of channel change, variations across multiple temporal and spatial scales, and integrated watershed perspectives; all changes that are reflected by the papers in this volume. These new methods also bring a set of technical demands for the training of geomorphologists. The 2006 Binghamton Geomorphology Symposium complements the 1956 symposium by providing a more specific and updated view of river systems coupled with human interactions. The symposium focuses on linkages between human land use, structures, and channel modification with geomorphology, hydrology, and ecology. The emergence of sustainability as a central policy guideline in environmental management should generate greater interest in geomorphic perspectives, especially as they pertain to human activities. The lack of theories of anthropogeomorphic change, however, presents a challenge for the next generation of geomorphologists in this rapidly growing subfield. 相似文献

The article is dedicated to the problems of survival and development among the aboriginal peoples of northern Russia in the context of current conditions. Data collected in the western art of the Taimyr Autonomous District allowed us to divide the non-sedentary population of this territory into three groups differentiated by overall way of life, land use and economic "calendar." These groups are: the nomadic reindeer herders of the tundra (about 250–300 people), the semi-nomadic fishermenherders of Yenisei delta (about 500), and the nomadic herders of the forest-tundra (300–350). The economy and ways of life of the three non-sedentary groups are are described. Communities whose traditional subsistence base is reindeers have entered a crucial period. In response to the pressure of the dominant society, these peoples have three ossible strategies: isolation, passive adaptation and active adaptation. Only the last strategy can preserve their culture, and create a "neoculture". Now, however, passive adaptation predominates. The mutual, bi-directional process of cultural integration needs to reinforce positive aspects of acculturation and promote active, rather than passive, adaptation. A necessary condition for this is the appearance among the Nenets of an intermediate social stratum which maintains close links to nomadic reindeer-husbandry and is simultaneously integrated into the dominant society. 相似文献

This article studies the participation of stakeholders in climate change decision-making in Alaska's National Parks. We place stakeholder participation within literatures on environmental and climate change decision-making. We conducted participant observation and interviews in two planning workshops to investigate the decision-making process, and our findings are three-fold. First, the inclusion of diverse stakeholders expanded climate change decision-making beyond National Park Service (NPS) institutional constraints. Second, workshops of the Climate Change Scenario Planning Project (CCSPP) enhanced institutional understandings of participants' attitudes towards climate change and climate change decision-making. Third, the geographical context of climate change influences the decision-making process. As the first regional approach to climate change decision-making within the NPS, the CCSPP serves as a model for future climate change planning in public land agencies. This study shows how the participation of stakeholders can contribute to robust decisions, may move climate change decision-making beyond institutional barriers, and can provide information about attitudes towards climate change decision-making. 相似文献

Responses to global change impacts require the specification of mitigation and adaptation options. Integrated regional impact studies provide some of the information needed for rational decision making. In order to carry out a comprehensive impact study, the involvement of stakeholders in the planning and execution of the study is seen as a necessary prerequisite for an acceptance of its conclusions by the broad public. One way to pursue such an involvement is through a scientist-stakeholder collaborative. Such a collaborative, for instance institutionalized through a joint scientist-stakeholder steering committee addressing issues related to mutual communication and the integration of individual study results, offers a number of additional advantages. The experience of local residents and the utilization of traditional knowledge may provide insight and expertise inaccessible to scientific investigations. Within the Barents Sea Impact Study, the involvement of stakeholders has been given significant weight early on. One of the main instruments employed in the stakeholder collaborative is the BASIS Information Office. However, given the diversity of backgrounds and interests of stakeholders from four different countries, scientist-stakeholder collaboration represents a significant challenge within BASIS. This paper considers the role of stakeholder participation in drawing together the three Rio Conventions, exploring how participatory activities to combat desertification in southern Romania can both support and hinder efforts to conserve biodiversity and mitigate the effects of climate change. It suggests that Romania's growing civil society sector has a potentially vital role to play in promoting synergy through participation, and that participatory processes act as an important mechanism for harnessing multiple benefits. The paper argues that participation needs to be further institutionalised within the Romanian context and in doing so, should emphasise empowerment, equity, trust and learning, integrating different knowledge bases to allow the development of sustainable and synergistic environmental solutions. 相似文献

Substantial variation in contraceptive prevalence rates (CPRs) and fertility rates (FRs) between community health workers (CHWs) has been documented since the inception of the Matlab family planning program in rural Bangladesh. The coefficients of variation of these indicators for Matlab CHWs were 7% and 26%, respectively, in 1995. To identify the reasons for these performance variations, geographical information system (GIS) approaches were applied to longitudinal and cross-sectional data on 80 CHWs for the period 1980-95. Each observation in the data-set included catchment area-specific characteristics, measures of CHW efficiency in service delivery, and CHW-specific characteristics for one specific year. A one-unit increase in the average age of target women in the catchment area increases the CPR by 9.2%. The CPR increases by 0.2% for each 1% increase in women's literacy and decreases by 0.1% for each 1% increase in the number of Muslim households in the catchment area. An increase of 1 sq. km in the size of the catchment area reduces the CPR by 3%. CHW performance increases with age up to 45 years and then decreases. Similarly, a 1-year increase in the average age of target women reduces the FR by 2%. A 10% increase in the size of the catchment area reduces program performance by increasing the FR by 1.4%. A single geographic barrier to movement increases the FR by 1%. This analysis indicates that CHW performance can be improved significantly by defining catchment areas through use of GIS techniques. Without knowledge of the spatial distribution of population and the physical barriers to movement, allocating a fixed number of clients per CHW may not be the most efficient approach. 相似文献

Abstract Practitioners and academics from many fields of study are currently facing numerous issues involving the diffusion of technologies from geographical information systems within their respective professions. This paper has two aims. The first is to report the partial results of a postal survey of selected municipal planning departments in the U.S.A. In measuring trends related to the adoption of computer and geographical information system technologies, the survey focuses on the availability of trained geographical information system and computer literate staff and on alternative means of training existing staff, as well as on the adequacy of collegiate education. The presentation of survey results is used to establish a framework for the principal discussion of this paper. The second part examines the relationship between planning and education in geographical information systems. Parallels within other disciplines and professions are derived. Curricula and training considerations within academic programmes and professional practice are suggested. 相似文献

The social gradient in health and mortality has been acknowledged for some time and, more recently, there is some evidence that the gap between the richer and poorer is widening in Britain. Other studies have also shown that health and mortality outcomes are worse in places that are experiencing population decline and better in places that are growing. This analysis examines, first, whether there is a mortality gap between the least and most deprived people in Scotland, second, whether this gap has widened since the 1980s and, third, whether the gap can be explained by patterns of population change. Our results demonstrate that the widening mortality gap in Scotland cannot be explained simply as an artefact of population change, even though it is widening most in those places that are experiencing population decline. This type of research is made possible by the reliable denominator population information provided in the 1981 and 2001 censuses. 相似文献

Critical analyses of public involvement in conservation projects in developing countries commonly point toward imbalances of power between project agencies and communities and the persistence of top-down patterns of decision-making. Taking an actor-oriented research approach, this paper probes beneath the surface patterns to analyse the complex socio-political mechanisms at work in the negotiating arena represented by public participation in project planning. The discussion is based on a case study of community involvement in the planning of protected areas in Belize. Detailed analysis of the power relations and tactical interactions between different actors in the negotiating arenas revealed that planner/community relations in the case study were dominated by a process identified as 'containment'. Containment refers to a strategic management of public involvement by the planning agencies, and it hinged on three fundamental social actions: avoidance of conflict; exclusion of dissent; and control over knowledge and procedure. Actions by local stakeholders that served to undermine containment constitute 'counter-containment'. The paper discusses these mechanisms in depth, before developing a comparative analytical framework of containment and counter-containment to help explain disparities in planning progress between different sites. 相似文献

Caribou and muskoxen are the only ungulate species occupying Arctic tundra environments. We analysed plant fragments found in fresh (< 4 hr old) samples of faecal material to determine the diets of Peary caribou ( Rangifer tarandus pearyi ) and muskoxen ( Ovibos moschatus ) on Banks Island, Canada. Willow was a major component of the diets of both animals, dominating the caribou diet during summer and representing substantial proportions of the muskoxen diet during at least seven months of the year. The diet of caribou was more diverse than that of muskoxen and was dominated by sedge, willow ( Salix arctica ), legume ( Astragalus spp., Oxytropis spp.) and Dryas integrifolia . The diet of muskoxen was dominated by sedge and willow. There was substantial overlap (up to 70%) in the diets of these herbivores with the similarity more pronounced in areas of high muskox density ( ca. 1.65 ani mals/km2 ). We discuss herbivore diets in relation to foraging behaviour and forage availability. 相似文献

The capacity to adapt to challenges such as climate change can be seen as largely determined by socioeconomic context or social vulnerability. This article examines the adaptive capacity of local actors in response to globalization and climate change, asking: how much of the desirable adaptation can be undertaken at a local level, and how much is determined by actors at other levels, for instance, when resource conflicts occur? Drawing on case studies of fishing in northern Norway and north-west Russia, the paper shows that adaptive capacity beyond the immediate economic adaptations available to local actors is, to a considerable extent, politically determined within larger governance networks. 相似文献

Climate change(CC)and human activities(HA)are the main reasons for the res-toration/degradation of the Qinghai-Tibet Plateau(QTP)grassland.Many related studies have been conducted thus far,but the impact mechanism of CC coupled with HA on QTP remains unclear.We summarized the two main coupling factors in recent years(specifically,in the past five years)and obtained the following conclusions.(1)CC and HA have positive and negative effects on the QTP grassland ecosystem.CC primarily affects grassland ecol-ogy through temperature,humidification,and extreme climate,and HA mainly affects eco-systems through primary,secondary,and tertiary industries and restoration measures.(2)CC coupled with HA affects soil,plants,animals,and fungi/microbes.CC makes the snow line rise by increasing the temperature,which expands the zone for HA.CC also restricts HA through hydrological changes,extreme climate,and outbreak of pikas and pests.Simulta-neously,measures are implemented through HA to control and adapt to CC.Hence,the grassland ecosystem is comprehensively influenced by CC and HA.(3)The grassland eco-system dynamically adapts to the disturbance caused by CC and HA by changing its physi-ological characteristics,distribution range,diet structure,community structure,and physical state.Simultaneously,it responds to environmental changes through desertification,poi-sonous weeds,rodent outbreak,release of harmful gases,and other means.This work can be used as a reference for the sustainable development of the QTP grassland. 相似文献

Eolian processes and landforms are sensitive to changes in atmospheric parameters and surface conditions that affect sediment supply and mobility. The response of eolian geomorphic systems to minor climate change can be examined through process-response models based on a combination of relations between short-term changes in climatic variables and eolian activity and the geologic and geomorphic record of Holocene eolian activity.At both time scales, eolian activity in southern Californian deserts is strongly controlled by variations in precipitation. Wind energy is not a limiting factor in this region. Formation of eolian deposits is a product of climatic changes that increase sediment supply from fluvial and lacustrine sources and may, therefore, be closely tied to periods of channel cutting and geomorphic instability. During intervening periods, eolian deposits migrate away from sediment source areas and are reworked, modified, and degraded. Remobilization of existing dormant dunes is a product of reduced vegetation cover and soil moisture in periods of drier climates. The major control on these processes is decadal to annual changes in rainfall that determine vegetation cover and soil moisture content. 相似文献

To improve the efficiency of planning and designing silt dam systems, this article employs theories and technologies of collaboration and distributed virtual geographic environments (VGEs) to construct a collaborative virtual geographic environment (CVGE) system. The CVGE system provides geographically distributed users with a shared virtual space and a collaborative platform to implement collaborative planning. Many difficulties have been found in integrating data resources and model procedures for the planning of silt dam systems because of their diversity in heterogeneous environments. Unlike most of the current distributed system applications, the proposed CVGE system not only supports multi-platform and multi-program-language interoperability in the dynamically changing network environment, but also shares programs, data and software in the collaborative environment. Based on creating a shared 3D space by virtual reality technology, agent and grid technologies were tightly coupled to develop the CVGE system. A grid-based multi-agent system service framework was designed to implement this new paradigm for the CVGE system, which efficiently integrates and shares geographically distributed resources as well as having the ability to build modelling procedures on different platforms. At the same time, mobile agent computing services were implemented to reduce the network load, process parallel tasks, enhance communication efficiency and adapt dynamically to the changing network environment. Using Java, JMF (Java Media Framework API), Globus Toolkits (GT) core, Voyager, C++, and the OpenGL development package, a prototype system was developed to support silt dam systems planning in the case study area, the Jiu-Yuan-Gou watershed of the Loess Plateau, China. Compared with the traditional workflow, the CVGE system can reduce the workload by between one third and a half. 相似文献
