The global food system is coming under increasing strain in the face of urban population growth. The recent spike in global food prices (2007–08) provoked consumer protests, and raised questions about food sovereignty and how and where food will be produced. Concurrently, for the first time in history the majority of the global population is urban, with the bulk of urban growth occurring in smaller-tiered cities and urban peripheries, or ‘peri-urban’ areas of the developing world. This paper discusses the new emerging spaces that incorporate a mosaic of urban and rural worlds, and reviews the implications of these spaces for livelihoods and food security. We propose a modified livelihoods framework to evaluate the contexts in which food production persists within broader processes of landscape and livelihood transformation in peri-urban locations. Where and how food production persists are central questions for the future of food security in an urbanising world. Our proposed framework provides directions for future research and highlights the role of policy and planning in reconciling food production with urban growth. 相似文献

Over the past two decades, neoliberal reforms, soaring commodity prices and heightened global resource demands have led to significant growth in extractive industry investment across sub-Saharan Africa. A surge of investment has triggered a variety of responses in mineral-rich communities – from outright rejection, to protest over labour conditions, to acceptance in anticipation of gainful employment. Drawing on recent research carried out in Kono District in Sierra Leone, this article critically explores these contrasting responses to mining activities, by focussing on how youth perceive and respond to extractive industry expansion. In doing so, the paper broadens understanding of why youth perceptions of mining investment differ, and illuminates the various factors underlying a diverse range of responses to the expansion of extractive industries. The focus on youth and its heterogeneity as a social category has important policy implications and the paper makes a contribution to understanding the dynamics and diversity of youth livelihood strategies in resource rich developing countries. In making a distinction between autonomous spaces of community-led development 'from below' and corporate controlled spaces of development 'from above', the article reflects on how youth perceptions of extractive industry expansion may also be influencing the ways in which mining companies understand and fashion their business and social responsibility strategies. 相似文献

This paper presents findings from a study about the relationships between social change and settlement change in Samoa, where a form of landlessness is emerging in low income areas of the main town, Apia. It examines changing reciprocal kinship arrangements with respect to customary rural village plantation land and changes in both individual and household relationships with the church. Although these relationships are typically closely bound in Pacific island societies, recent field‐based research has revealed the expansion of landless urban settlements with households that are alienated from rural village‐based kin and, by extension, customary land. 相似文献

"The issue of return migration has been widely debated in African migration literature in view of strong rural-urban ties and urban growth based largely on in-migration. On the basis of fieldwork in Botswana, it is argued that there are important gender differences in terms of the commitment to rural and urban areas. It has been postulated in past studies that the decision to remain in towns depends in part upon urban tenure and it is argued that home owners are more likely than tenants to be permanent urban dwellers. AbstractThe built-up area of Addis Ababa and its surrounding towns is expanding into the peri-urban region leading to high losses of farmland, directly influencing the food production for the urban population. This paper investigates the patterns of settlement growth in the region surrounding Addis Ababa and their impact on peri-urban agriculture using an urban spatial scenario design model. The effects of two population density scenarios are explored within the framework of a proposed master plan. The model output was used to estimate areas of different suitability levels that would be lost to the modelled settlement expansion. The settlement area in 2038 would represent 29% of the case study’s total area in the low-density scenario but only 19% in the high-density scenario. Compared to the low-density scenario, the high-density scenario would only require a third of the agricultural land transformed into settlement areas. Settlement development would contribute to higher losses of land suitable for cultivating important export products, high nutritional value and import-substituting products. The scenario approach can support sustainable regional planning for settlement expansion that conserves valuable farmland in the peri-urban area and contributes to building capacity for strategic planning of the city regions of sub-Saharan Africa. 相似文献

Urban regeneration has intermittently been identified within Commonwealth policy circles as central to the functioning of Australian cities since the 1940s. This paper adds to existing knowledge by exploring the role of the Commonwealth Department of Urban and Regional Development (DURD) in the 1970s in facilitating a series of urban regeneration projects in Sydney. Drawing upon ministerial correspondence and minutes recently out of confidential embargo, the genesis of a holistic urban regeneration agenda is explored. The paper traces the approaches to Commonwealth intervention at a time marked by disillusionment with the comprehensive redevelopment paradigm. It explores the relationships and tensions apparent between and within different levels of government in establishing a Commonwealth presence, focusing on three inner city neighbourhoods: Waterloo, Glebe and Woolloomooloo. The significance of the interventions is considered to lie primarily in the pioneering of an all-of-government approach to urban governance. 相似文献

Western Australia's Ord River Irrigation Scheme has been controversial since its establishment more than twenty-five years ago. A substantial expansion of the scheme, known as Ord Stage Two, is currently underway as a joint project of the Western Australian and Northern Territory governments. In this study I examine and compare Stages One and Two in the context of the significant social and economic changes that have occurred during this period, focusing on attitudes to, and conceptualisations of, nature and the human place in it. Despite a context in which consideration of both Aboriginal and environmental issues is now integrated into the development process, three colonial themes persist in the rhetoric of Stage Two. These are the empty landscape, the invisible Aborigine, and the idealisation of agricultural land use. When expressed together these three help to naturalise the development process as both inevitable and strategically implemented. The contradictions inherent in this process enhance existing doubts about the social and ecological sustainability of continuing attempts to 'develop' Australia's north. 相似文献

In this article we argue that planning theory and practice should engage more with the normative political vision of Gilles Deleuze and Félix Guattari. They reject the transcendent authority of the State and arguably by extension, planning. As planners we should be concerned: need we reconceptualize, or abandon the planning project? We outline their vision, highlighting key concepts including lines of flight, revolution, the new land, and immanent organization, and use two cases from the United States and Mexico, the Food Commons and Center for Integral Farmer Development in the Mixteca, to show that planning in accordance with Deleuze and Guattari may indeed be possible. As the world’s largest developing country, the ability of China’s agricultural resource utilization to effectively support the current and future food security goals has been affected by a variety of factors (e.g., transformed supply channels, tightening international situation and frequent emergencies) in recent years and has attracted extensive attention from the academic community subject to multiple factors. This study uses literature review, statistical analysis, and spatial analysis methods to systematically explore China’s food security situation in the context of farmland resource constraints. It is found that the demand-side pressures such as demographic changes, social class differentiation, and dietary structure adjustments derived from economic growth and rapid urbanization have placed extremely high expectations on food supply. However, the quantitative restrictions, utilization ways, and health risks of farmland resources on the supply side constitute a huge hidden concern that affects the stability of food production. Although China’s farmland protection system is undergoing a transition from focusing on quantity management to sustainable use, the matching and coordinating demand pressure and supply capacity for food security is unbalanced. Therefore, facing uncertain future development scenarios, policymakers should focus on building a resilient space for China’s farmland protection to withstand the interference of major emergencies. The existing farmland protection space policy can be integrated by establishing a national farmland strategic reserve system (based on resilient space), and further development of targeted use control measures for zoning, grading, and classification will help realize sustainable China’s farmland resources use. 相似文献

Large-scale, sustainable urban development projects can transform surrounding neighborhoods. Without precautionary policies, environmental amenities produced by these projects, such as parks, trails, walkability, and higher-density development, tend to result in higher land and housing costs. This will make it harder for a low- and moderate-income households to live near the projects, and neighborhoods are likely to become increasingly affluent. The Atlanta Beltline will ultimately connect 45 Atlanta neighborhoods via a 22-mile loop of trails, parks, and eventually a streetcar, all of which follow abandoned railroad tracks. This paper examines the effect of the Beltline on housing values within one half mile. From 2011 to 2015, depending on the segment of the Beltline, values rose between 17.9 percent and 26.6 percent more for homes within a half-mile of the Beltline than elsewhere. The implications for housing affordability and neighborhood change of projects like the Beltline, and associated policy questions, are addressed. 相似文献

Abstract This article analyzes the impact of the much-heralded Youngstown 2010 Plan and the enacting of a program of “controlled” or “managed” shrinkage. It is argued that while the program of redevelopment has had an impact on Youngstown and its national image, it represents an exclusionary project that has centered on redeveloping downtown areas and neglected many city neighborhoods which continue to experience high levels of unemployment, vacancy, and crime. The analysis is situated in relation to the contemporary literature on “shrinking cities.” Youngstown's experience raises critical questions regarding the nature of the challenges facing shrinking cities, the constraints on actions available to them due to state and federal funding, and the coherence of the concept of “smart shrinkage.” 相似文献

In this article, I develop a critical analysis of the relationship between urban “revitalization” campaigns and the regulation of street children in Lima, Peru. Scholars writing mostly in the Global North have drawn attention to increasingly punitive policies regarding public space. While in many regards Lima’s urban policy is reflective of such larger trends, I consider whether the regulation of street children is as punitive as might be assumed. I am particularly concerned with the role that children’s rights play as another logic structuring urban regulation. I first show how a language of children’s rights has been manipulated to justify the removal of street children from public space, as is most evident through Peru’s Law to Protect Minors from Situations of Begging. However, there is also something more ambiguous occurring. In the second part of this article, I examine the uneven implementation of policy: street children themselves resist and rework policies “on the ground,” and children’s rights frameworks may offer possibilities for rupture of formal regulation. I suggest that these overlapping and competing dynamics sustain an uneven and contingent geography of urban regulation. 相似文献

How do changes in the daily food and transportation environments affect grocery store accessibility?
A healthy food environment is an important component in helping people access and maintain healthy diets, which may reduce the prevalence of chronic disease. With few exceptions, studies on healthy food access in urban regions typically ignore how time of day impacts access to food. Similarly, most extant research ignores the complexities of accounting for the role of transportation in spatial access. Examining healthy food access is important, especially for populations whose day-to-day schedules do not align with a typical work schedule. This study profiles novel methods that can be used to examine the daily dynamics of food access in Toronto, Ontario, using grocery stores as a case study to examine the changing geographies of food access over a 24-h period, and the impact of a changing public transit schedule on food access. Walking and automobile travel times are also reported. Results indicate that access to grocery stores is severely diminished for large parts of the city in the late night and early morning, and that public transit travel times are higher and more variable in the early morning hours. Ultimately, this research demonstrates the need for further study on how residents with nonconventional schedules experience, and are affected by, the dynamic food and transportation environments. Future research should build upon the methods presented here to include a broader range of food retailers. 相似文献

In the contemporary American urban renaissance, formerly fringe efforts to produce place, conducted by longtime residents and “urban pioneers” alike, now shape mainstream urbanism. Gardening and bicycling are constitutive of contemporary excitement about the city, representing the reinvigoration of the urban neighborhood following the depredations of suburbanization. This paper draws on research in California cities to offer a sympathetic critique of these leading edges of progressive urbanism, arguing that advocates’ overwhelming focus on the local creates a scalar mismatch between the horizon of political action and the problems they hope to address. Even as supporters of gardening and cycling understand themselves as implicitly allied with struggles for the right to the city, their work to produce local space is often blind to, and even complicit in, racialized dynamics of accumulation and exclusion that organize metropolises. The result is a progressive urbanism largely disconnected from broader left struggles for spatial justice. 相似文献

ABSTRACTIn academic and policy discourse, the concept of urban resilience is proliferating. Social theorists, especially human geographers, have rightfully criticized that the underlying politics of resilience have been ignored and stress the importance of asking “resilience of what, to what, and for whom?” This paper calls for careful consideration of not just resilience for whom and what, but also where, when, and why. A three-phase process is introduced to enable these “five Ws” to be negotiated collectively and to engender critical reflection on the politics of urban resilience as plans, initiatives, and projects are conceived, discussed, and implemented. Deployed through the hypothetical case of green infrastructure in Los Angeles, the paper concludes by illustrating how resilience planning trade-offs and decisions affect outcomes over space and time, often with significant implications for equity. 相似文献

Urban centres in the Caribbean face a wide variety of infrastructural and planning challenges. One of the key strategies that has been adopted by national governments to address these challenges is the formation of urban development corporations. These are governmental agencies with powers to facilitate urban regeneration in specific areas. This paper examines the history, role and function of urban development corporations in Jamaica, Antigua and Barbuda, and Trinidad and Tobago. The Urban Development Corporation (UDC) was formed in Jamaica in 1968, the St John's Development Company (SJDC) in Antigua and Barbuda was created in 1986, and the Urban Development Corporation of Trinidad and Tobago (UDeCOTT) was established in 1994. These bodies share the characteristic of having far-reaching planning and development powers within specific areas. For example, the SJDC is able 'to acquire, manage, or dispose of lands and to lay out, construct, and maintain roads, buildings, public parks, piers, car parks, and other public amenities' within specified designated areas, whilst Jamaica's UDC is empowered 'to carry out and/or secure the laying out and development of "designated areas". These three urban development corporations can be seen to act as developers in the public interest, as agents of modernisation, and as responses to neoliberalisation. However, whilst they have succeeded in effecting large-scale transformations to the urban landscape, this has often been achieved through a top-down development process with exemption from planning regulations and little accountability to the residents of the cities. 相似文献

Urban expansion is one of the major causes of many ecological and environmental problems in urban areas and the surrounding regions. Understanding the process of urban expansion and its driving factors is crucial for urban growth planning and management to mitigate the adverse impacts of such growth. Previous studies have primarily been conducted from a static point of view by examining the process of urban expansion for only one or two time periods. Few studies have investigated the temporal dynamics of the effects of the driving factors in urban expansion. Using Beijing as a case study, this research aims to fill this gap. Urban expansion from 1972 to 2010 was detected from multi-temporal remote sensing images for four time periods. The effects of physical, socioeconomic, and neighborhood factors on urban expansion and their temporal dynamics were investigated using binary logistic regression. In addition, the relative importance of the three types of driving factors was examined using variance partitioning. The results showed that Beijing has undergone rapid and magnificent urban expansion in the past forty years. Physical, socioeconomic, and neighborhood factors have simultaneously affected this expansion. Socioeconomic factors were the most important driving force, except during the period of 1972–1984. In addition, the effects of these driving factors on urban expansion varied with time. The magnitude of the unique effects of physical factors and neighborhood factors declined while that of socioeconomic factors increased along with the urbanization process. The findings of this study can help us better understand the process of urban expansion and thus have important implications for urban planning and management in Beijing and similar cities. 相似文献
