Abstract

Peri-urban zones are an emerging issue in the analysis of urban areas as social-ecological systems. This work presents a process of developing support tools for local planning and decision-making, which were used to facilitate discussion between stakeholders about planning a future peri-urban park in the south of Prague, Czech Republic. Sociological methods were employed to describe and visualize the attitudes, communication patterns and value regimes of involved stakeholders. The research developed and tested an approach to map the distribution of stakeholder value regimes related to the study area and demonstrated its capability in facilitating communication between stakeholders. The output maps can serve as practical support tools and provide efficient means during the search for consensus on a form of shared governance in the future peri-urban park.  相似文献

Livestock production has been criticized for its effect on greenhouse gas emissions and policy makers are now supporting actions to reduce these impact. Voluntary adoption of these actions will be precluded by the farmer perception of the risks from a changing climate. We employ a latent class clustering approach to understand the heterogeneity within a sample of dairy farmers, based on 8 statements related to climate change risk.The majority of farmers are found to be 'confused moderates' who have no strong opinion towards the possible future impacts of climate change. Two further classes emerged, namely 'deniers' and 'risk perceivers'. We find that higher education levels have an influence on increasing risk perception, as does the intention to pass the farm onto another family member. Membership of agri-environmental schemes does not preclude awareness or acceptance of climate change risk, principally due to the lack of emphasis on greenhouse gas emissions within these schemes. In addition, use of social networks seems to be a significant factor in raising the profile of risk perception within farmer decision-making.We conclude that advisors and those engaging with the farming community must accommodate climate messages in their communication strategies. Furthermore, emphasis on the greenhouse gas benefits from adoption of agri-environmental schemes would seem to be an efficient vehicle for raising the risk profile of climate change and influence future uptake of Government and industry supported actions.  相似文献

This paper critically reviews and analyses participatory GIS (PGIS) and participatory mapping applications within participatory spatial planning for community-based natural resource management in developing countries. There is an often implicit assumption that PGIS use is effective, in that it meets content needs, satisfies underlying local stakeholder interests and therefore is a tool for better governance. The analytical framework looks at participatory spatial planning performance with respect to key dimensions of governance, especially the intensity of community participation and empowerment, equity within communities and between 'governed' and 'governing', respect for indigenous knowledge, rights, ownership, legitimacy, and effectiveness. Specific development focus is given by a case study using participatory mapping and PGIS in community forest legitimization, planning and management in Tinto, Cameroon. 'Good governance' criteria are applied ex-post to the implementation procedures, the geo-information outputs, and the longer-term outcomes of the PGIS processes. Impacts of incorporating PGIS were examined in terms of the types and degrees of participation in the process; access to, and the uses made of, the geographic information; whether the information outputs met stakeholders' requirements; and the overall changes in equity and empowerment in the community. It was found that PGIS/participatory mapping processes contributed – positively, though not comprehensively – to good governance, by improving dialogue, redistributing resource access and control rights – though not always equitably – legitimizing and using local knowledge, exposing local stakeholders to geospatial analysis, and creating some actor empowerment through training. PGIS promoted empowerment by supporting community members' participation in decision-making and actions, and by enabling land use planning decisions beyond community forestry itself.  相似文献

Areas affected by drought are increasing, and many lakes that provide potable water and recreation opportunities are located in drought-vulnerable areas. Understanding a population's attitudes toward conservation actions can improve communication initiatives, policy development, and education, which are all necessary for effective water resource management. However, little is known about stakeholders’ interactions with drought-influenced resources and the potential factors that form their water conservation attitudes. Using a mixed methods approach, we evaluated lake recreationists’ (n = 229) attitudes toward water conservation at a drought-impacted lake. We identified the relationships between two site-specific factors (place attachment and awareness of drought impacts), beliefs in climate change, concern for drought impacts, and water conservation attitudes. Results indicated concern for local drought impacts fully mediated the relationships between site-specific factors, beliefs in climate change, and attitudes toward water conservation behaviors. Implications for research, outreach, and water resource management are discussed.  相似文献

基于制度嵌入性理论,采用质性研究方法,采取主位的研究立场,揭示正式制度与非正式制度对农村社区参与旅游发展的约束与影响。研究发现:遗产地农村社区参与旅游发展是一个制度约束下的理性行动过程,同时嵌入在多层正式制度和非正式制度中;不同农村社区在参与旅游发展过程中,由于制度嵌入的差异,导致相异的行动决策和发展结果,社区内部非正式制度嵌入的差异是主要影响因素;当社区内部非正式制度脱嵌时,外部正式制度的有效嵌入是协调遗产地与社区发展的关键因素。研究认为,制度嵌入性范式可以深入地解释不同农村社区参与旅游发展的差异性,为中国农村社区参与旅游发展的增权行动、制度设计和监督管理提供有益参考。  相似文献

面向乡村振兴的规划需要真正的社区参与,已有研究多聚焦于规划技术改进,对村民参与主动性关注不足,更受制于村民较弱的参与能力。本文从赋权理论激发弱势群体权能的新视角出发,以江苏省句容市陈庄的社区参与乡村规划试验为例,结合社区心理学行为分析的“认知-情感-互动”逻辑,构建乡村规划赋权作用于社区参与行为的分析框架,并从模拟参与选择、活动参与度和组织化程度三方面测度社区参与行为及其变化。研究通过三年半共计84次跟踪调研的参与式观察、访谈和问卷调查,收集村民、规划团队、政府言行的全过程资料,分析得出:针对不同规划阶段社区参与的特定目的,规划采用差异化的赋权策略,对社区进行了很高程度的信息、教育和制度赋权。尽管规划中后期的实际参与率稍低于初期模拟的参与意愿,但赋权仍维持了较高的社区参与广度,且显著提升了社区参与深度,包括村民参与动机的转变以及个体学习、集体行动等参与能力的提高。赋权的作用,通过增加村民的信息与知识、增强村民的信心和责任,进而改变村民对规划、社区发展和自身的认知、情感以及互动能力这一传导路径得以实现。研究深化对乡村规划社区参与行为的认识,并对激发村民参与积极性与能力具有借鉴意义。  相似文献

This paper presents a site suitability model for growing coffee in the island of Jamaica and how it can be used to assist the development of the Jamaican coffee industry as it seeks to regain the presence it once had in the specialty coffee market. Home to the Jamaica Blue Mountain coffee – one of the world's most exotic and expensive coffees, the industry has struggled in face of increased competition in the specialty coffee market and increasing costs of production. This decline in competitive advantage has forced stakeholders to seek innovative means to remain viable. This suitability model integrated the perspectives of local coffee stakeholders using the analytic hierarchy process to determine the weights for the biophysical and infrastructure criteria used in the suitability analysis. The results indicated that the most suitable locations for growing coffee in the island were in the mountainous core of central and eastern Jamaica, especially in and around the Jamaica Blue Mountain coffee region and the hills of south-central Jamaica. The results also highlighted areas with limited coffee production potential across the island. This model lays the groundwork for potential applications of the model such as its use in policy making decisions and scenario planning as the industry contemplates the possible impacts of climate change on coffee growing regions across the island. This suitability model promises to be a stepping stone in the creation of novel applications of geospatial technology in agriculture within small islands.  相似文献

Loss of biological diversity is among the most pressing environmental problems facing modern societies. Whereas today much is known about peoples' opinions on climate change, there is still a lack of knowledge regarding how people asses the issue of biological diversity. The article represents a step towards a better understanding of public opinions on the issue of biodiversity, and hence also of the prerequisites and possibilities for a more or less vigorous or legitimate policy on this issue. The analyses show that social background matters for concern about biodiversity, but only to a certain extent: women are less negative towards biodiversity protection than men, the older segments of the population, at least in Norway, are less concerned with biodiversity, and education has only a marginal effect. Hence, to a large extent, political attitudes matter and indicate that concern for biodiversity seems to work by various types of available heuristics whereby a given case is linked to political understandings of other and similar and/or familiar issues. The inclusion of other political variables (local decision-making) and what the authors label ‘cultural variables’ (e.g. view of nature and trust in science) seem also to matter decisively for attitudes towards biodiversity.  相似文献

Criticisms of conventional knowledge production systems target their inability to address complex issues involving natural resources. In response, several researchers have adopted participatory research methodologies, incorporating more holistic problem-solving approaches that greatly value the knowledge and abilities of stakeholders. This case study explores forest science researchers' engagement strategies with stakeholders and how researchers can incorporate alternative approaches to knowledge production. We conducted semistructured interviews with forest science researchers, asking direct questions about how they define and work with stakeholders. Analysis revealed a great awareness among researchers for the need to cooperate with stakeholders and to incorporate their knowledge and abilities into the research process, as well as lamentations over structural, institutional, and resource limitations inhibiting the adoption of these practices. Our results reveal both how forest science researchers and institutes work with stakeholders and how they can better incorporate these stakeholder engagement methodologies into their research practices.  相似文献

This paper considers the role of stakeholder participation in drawing together the three Rio Conventions, exploring how participatory activities to combat desertification in southern Romania can both support and hinder efforts to conserve biodiversity and mitigate the effects of climate change. It suggests that Romania's growing civil society sector has a potentially vital role to play in promoting synergy through participation, and that participatory processes act as an important mechanism for harnessing multiple benefits. The paper argues that participation needs to be further institutionalised within the Romanian context and in doing so, should emphasise empowerment, equity, trust and learning, integrating different knowledge bases to allow the development of sustainable and synergistic environmental solutions.  相似文献

This paper tracks the changing role of public participation in planning thought. In doing so, the paper shows that the role of public participation in planning is largely determined by the nature of the planning enterprise being undertaken. The definition of the planning problem, the kinds of knowledge used in planning practice, and the conceptualisation of the planning and decision-making context are the important determinants of the extent of participation offered to the public. The paper therefore contributes to thinking about how to evaluate public participation by showing that it can only be understood in terms of the decision-making context in which it is embedded. This paper explores whether fundamental differences exist between urban and rural vulnerability to climate-induced changes in the fire regime of interior Alaska. We further examine how communities and fire managers have responded to these changes and what additional adaptations could be put in place. We engage a variety of social science methods, including demographic analysis, semi-structured interviews, surveys, workshops and observations of public meetings. This work is part of an interdisciplinary study of feedback and interactions between climate, vegetation, fire and human components of the Boreal forest social–ecological system of interior Alaska. We have learned that although urban and rural communities in interior Alaska face similar increased exposure to wildfire as a result of climate change, important differences exist in their sensitivity to these biophysical, climate-induced changes. In particular, reliance on wild foods, delayed suppression response, financial resources and institutional connections vary between urban and rural communities. These differences depend largely on social, economic and institutional factors, and are not necessarily related to biophysical climate impacts per se. Fire management and suppression action motivated by political, economic or other pressures can serve as unintentional or indirect adaptation to climate change. However, this indirect response alone may not sufficiently reduce vulnerability to a changing fire regime. More deliberate and strategic responses may be required, given the magnitude of the expected climate change and the likelihood of an intensification of the fire regime in interior Alaska.  相似文献

Critical analyses of public involvement in conservation projects in developing countries commonly point toward imbalances of power between project agencies and communities and the persistence of top-down patterns of decision-making. Taking an actor-oriented research approach, this paper probes beneath the surface patterns to analyse the complex socio-political mechanisms at work in the negotiating arena represented by public participation in project planning. The discussion is based on a case study of community involvement in the planning of protected areas in Belize. Detailed analysis of the power relations and tactical interactions between different actors in the negotiating arenas revealed that planner/community relations in the case study were dominated by a process identified as 'containment'. Containment refers to a strategic management of public involvement by the planning agencies, and it hinged on three fundamental social actions: avoidance of conflict; exclusion of dissent; and control over knowledge and procedure. Actions by local stakeholders that served to undermine containment constitute 'counter-containment'. The paper discusses these mechanisms in depth, before developing a comparative analytical framework of containment and counter-containment to help explain disparities in planning progress between different sites.  相似文献

The Pacific island nation-state of Tuvalu featured significantly at the Copenhagen Conference of Parties (COP) 15 climate change negotiations, where the vulnerability of Tuvalu to sea level rise and emotional outpourings of the Tuvaluan delegation contributed to the nation's prominence. In this paper we discuss the likely impacts for Tuvalu of a 1.5°C versus 2°C global warming target and explore sadness and discomfort surrounding discussion of these targets during COP 15. We highlight tensions between science and emotion, arguing that affective encounters can be significant in climate change decision-making. Weeping by a member of the Tuvalu delegation evoked discomfort in the conference plenary. This discomfort briefly unsettled the apparently stable boundaries of convention and protocol that seek to separate emotion from science and politics. We argue that possibilities for change arise when emotions enter climate change negotiations, even though (or perhaps because) these are arenas that privilege rational exchange. Our conclusion urges that more attention be paid to how climate science and emotion are intertwined in climate change politics.  相似文献

This paper broadly assesses some reasons why co‐management of inland fisheries by resource users and state agencies in Cambodia remains difficult to realize. Our survey of the resources, human capacity and associated de facto mechanisms for achieving community fisheries (CFi) objectives among fishing communities of Krakor District, located along Tonle Sap Lake, found these mobilizations at a crossroads in terms of empowered institutional and legal frameworks. Although the commune is a local administrative authority in the context of Cambodia's evolving decentralization and deconcentration (D&D) reform process, decision making and accountability in natural resource management have yet to be transferred to, or opened to participation from, local and subcommune level stakeholders and agencies. Furthermore, the institutional links between the commune council and CFi are ambiguous. This lack of linkages between central government, state agencies and CFi has left fisherfolk struggling to survive against more powerful competing interests. The preliminary findings presented here suggest that the achievement of sustainable CFi management in the Tonle Sap Lake remains problematic without local level decision making powers, sustained funding of CFi and related local government, and partnership between key shareholders in rural development programmes that recognize and encompass women's roles in natural resource management.  相似文献

Political ideology and religion are considered important influences on attitudes about climate change, as many people rely on ideological and religious cues to help shape attitudes about this highly complex, uncertain, and politicized issue. While many scholars have studied the impacts of political orientation and religious affiliation independently, few have studied whether and how they interact in shaping concern about climate change. This article uses a large sample study to examine the impact of religious tradition on two indicators of concern about climate change within categories of political ideology. This study shows that religious affiliation moderates the impact of ideology, and that these interaction effects vary across religious traditions. Perhaps most significantly, this study reveals that religious affiliation is most influential on political liberals but has very little impact on conservatives. This holds significant implications for the way we understand the relationship between religion and environmental attitudes.  相似文献

This paper considers the potential impact of future climate change on the nature and extent of land degradation in South Africa. The basis of the assessment is the comprehensive review published by the Department of Environmental Affairs and Tourism (DEA&T) as a contribution to the South African effort in respect of the United Nations Convention to Combat Desertification. The DEA&T report is founded on information collated from 34 workshops, one in each of the agricultural regions of South Africa, involving some 453 participants consisting mainly of agricultural extension officers and soil conservation technicians. This analysis reveals that land degradation is underpinned by poverty and its structural roots in colonial and apartheid political planning. Nevertheless, future climate change represents a key challenge to the developing economies of countries like South Africa. Regionally downscaled models predicting the nature and degree of rainfall changes in the future are used to assess the possible impact of future change on the South African land degradation situation. It is concluded that the most severely degraded areas of the country, including large areas of the former 'homeland' states, are likely to become even more susceptible under predicted climate change scenarios.  相似文献

Rivers and dams are increasingly contested venues where knowledge pluralism is critical for effective governance. To navigate change, decision-makers can adopt culturally-sensitive interventions to address the needs of diverse stakeholders and rights holders. Calls for Indigenous flows have become important as dam operators seek to renew their legal and social licenses to operate. Knowledge pluralism is needed to enhance decision-making about flows that better address complexity and change to Indigenous livelihoods and cultural practices. However, leveraging diverse knowledge types to inform these interventions is not simply a matter of changing management practice. Power relations can constrain knowledge pluralism. We contribute an empirical example that links power in a decision-making process about a dam in Saskatchewan, Canada, to the losses experienced by downstream Indigenous communities. This paper operationalizes power to illustrate its methodological utility and documents the interconnected losses, experienced by resources users, resultant from the marginalization of Indigenous knowledge.  相似文献

ABSTRACT

It is commonly assumed that personal experiences of a changing climate will influence people’s attitudes to the extent that they will be more likely to acknowledge anthropogenic climate change as a real threat and therefore be more willing to accept both mitigation and adaptation efforts. In the article, the authors examine how survey participants’ personal experiences of extreme events and climate-related changes in the natural environment influenced their perceptions of climate change. Using data from a nationally representative survey conducted in Norway in 2015 and the results of logistic regressions, the authors find that individual observations of changes in nature were linked to higher levels of concern with regard to climate change, as well as to attitudes that were more positive towards personal mitigation and adaption efforts. Somewhat counter-intuitively, they also find that participants who had personally experienced a natural hazard event were less concerned about climate change compared with participants without such experiences. The authors conclude that personal experience of the consequences of climate change may in some cases have a limited effect on enhancing people’s concerns about climate change.  相似文献

Global climate change has evolved from a scientific problem into an economic and political problem oI worlOwloe rater- est. National perspectives play a crucial role in addressing climate change. Mutual understanding of perspectives is nec- essary to result in rational policies and a consensus among stakeholders with divergent interests. Conceptual frameworks for understanding the problem of climate change in China, the largest developing country and the largest greenhouse gas emitter, are of great significance to national and international efforts to address the problems of climate change. Chinese perceptions of climate change as a sustainable development problem have recently been in tension with an emerging Western perspective that frames climate change as a security issue. This paper explores Chinese perceptions of climate change as expressed in recent governmental policy statements, public opinion surveys, and academic scholarship with a focus on publications in Chinese-language journals, often unfamiliar in the West. It looks at the relationship between Chinese research and policy and finds that the Chinese policy frame of climate change as a sustainable development problem draws from the body of domestic research and is reflective of the perspectives and multidisciplinary approach of Chinese researchers in areas of climate change.  相似文献
