土木工程地震灾害风险治理是我国未来防震减灾工作的重点,但其技术框架目前尚为空白。本文剖析了既有工程风险管理技术框架的缺欠,借鉴国际COSO风险管理理论和现代管理学风险治理的理念,提出了土木工程地震灾害风险治理的基本内涵和要点,建立了土木工程地震灾害风险治理技术框架。研究表明,虽然目前我国工程风险管理技术研究已取得很大进展,但理论框架方面存在着要素不全、逻辑欠缺、隶属关系不清、用词混淆以及释义不详等不足;国际商业COSO风险管理框架是目前国际上应用最为成熟的风险管理理论,可以作为构建本文和其它领域风险管理框架的重要参考依据。本文建立的土木工程地震灾害风险治理技术框架,以目标战略、性态分析和监测修订作为3个主控要素,由包括27个要素的3层架构组成,符合现代管理科学思维和逻辑,考虑因素齐全,隶属关系清晰,具有工程可操作性,并具备国际通用性特点。以性态分析作为风险的识别、评估、组合和响应的统一描述,与地震工程性态设计理念一致,也从根本上解决了现有工程风险管理技术框架逻辑混乱和要素隶属关系不清的问题。  相似文献

A new methodology has been designed to identify and rank the significant environmental aspects in sea ports. The main objective of the Strategic Overview of Significant Environmental Aspects (SOSEA) is to help port managers to identify significant environmental aspects and to reinforce the awareness about them in order to prioritise work in environmental management. Developed in close collaboration with port environmental managers and tested in a set of ports, it is a user-friendly tool that can be applied in approximately half a working day. It is based on ISO 14001 vocabulary and requirements and it can be considered as the base for the implementation of any Environmental Management System for port communities.  相似文献

A present major problem for ports is arranging adequate reception facilities for ship-generated waste, as the lack of such facilities is a problem to many shipowners. To preserve the environment in and around the ports it is necessary also to deal efficiently with the port-generated waste.

Although international conventions on the retention of waste on board ships for subsequent discharge to shore reception facilities have been ratified by most seafaring nations, a considerable part of the ship-generated waste still goes into the sea. Much of the waste generated in ports will also be dumped in quantities that at least affect the local marine environment. The regulations governing the handling of port-generated waste are often national and/or local legislation, whereas the handling of ship-generated waste is governed by the MARPOL Convention in most parts of the world.

The handling of waste consists of two main phases—collection and treatment. Waste has to be collected in every port and on board every ship, whereas generally only some wastes are treated and to a certain degree in ports and on board ships.

This paper considers the different kinds of waste generated in both ports and on board ships, where and how it is generated, how it could be collected and treated. The two sources are treated together to show how some ship-generated waste may be treated in port installations primarily constructed for the treatment of the port-generated waste, making integrated use of the available treatment facilities.

The different types of wastes can be divided into different categories. A world-wide accepted categorization of ship-generated waste has been established in the MARPOL 73/78 Convention. This will also be used for grouping the port-generated waste.  相似文献

Probabilistic assessment for seismic performance of port structures   总被引:2,自引:0,他引:2  
Past experience has shown that ports are often susceptible to severe damage during earthquakes. From field damage data of 1995 Kobe earthquake, it is observed that the seismic behavior of port structures shows significant variability. In this study, a 2D numerical model, representing PC1 berth located in Port Island, Kobe and damaged in the 1995 Kobe earthquake, has been developed and used to simulate seismic behavior. It has been found that the uncertainties in the friction angle and the shear modulus of reclaimed soil contribute most to the variability of the residual horizontal displacement (RHD) response of the quay wall of port structures. To investigate the propagation of uncertainties of soil–structure system to the quay wall, a tornado diagram and a first-order second-moment analysis are used. Uncertainty of ground motions has also been investigated. Based on the results, design considerations have been provided.  相似文献

Engineering geomorphology is concerned with the assessment of surface processes, sediment dynamics, landform changes and geomorphological hazards, which are related to civil engineering and construction. As an important planning component, it contributes significantly to the solution of societal problems on a dynamic earth surface. Unlike in the UK and other countries where it has become an independent sector within geotechnical engineering, the discipline has found little attention up to now in mid-European applied geosciences. This ESEX commentary discusses the under-representation and proposes an advancement of professional engineering geomorphology within the German-speaking countries. The relation to neighbouring disciplines and the history of the field are illustrated from the academic and practical perspectives. A brief outline of potential fields of activity, recent professional practice and requirements for academic training are presented to provide aspiring practitioners with an idea of their future prospects as engineering geomorphologists. As part of their qualification, teamwork with geologists and engineers must be considered a key aspect, involving mutual knowledge of methods, techniques and interfaces for the propagation of uncertainty. The discussion demonstrates ways engineering geomorphology could be implemented as an established profession/academic discipline in mid-Europe as part of physical geography, geosciences and neighbouring engineering disciplines.  相似文献

A discrete point sampler has been developed that overcomes disadvantages inherent in several current small-volume samplers. It is designed to obtain ground water samples after a well has been purged with a pump. It consists of a sample chamber, two ports, and a stopcock for withdrawing sample aliquots. After lowering the sampler into a well, sampling is initiated by pulling on a line that sequentially removes the plugs in the lower and the upper level ports. The sample chamber fills from the bottom port and vents air from the top port. The device is suitable for sampling for volatile organic compounds in ground waters that are not subject to spontaneous bubble degassing. The upper port is sufficiently far above the lower port that none of the water that is sampled is exposed to the vented air. The sample chamber fills in such a way that the water that is taken from the chamber for analysis is not exposed to the headspace in the chamber.  相似文献

The 1998 project ECOPORT, “Towards A Sustainable Transport Network”, developed by the Valencia Port Authority (VPA), established the bases for implementing an Environmental Management System (EMS) in industrial harbours. The use of data and information shall always be required to develop an efficient EMS. The objective of the present research (INDAPORT) study is to propose a system of sustainable environmental management indicators to be used by any port authorities. All activities performed within a port area are analysed for any potential environmental impacts and risks.

An environmental analysis of port activities has been carried out with the objective of designing the indicators system. Twenty-one corresponding activities have been identified for large industrial ports. Subsequently, the same methodology developed to date will be later applied to other Spanish and European ports. The study has been developed by using an original system and a methodology, which simultaneously use stage diagrams and systemic models (material and energy flow charts). Multi-criteria analysis techniques were used to evaluate potential impacts (identification of factors and evaluation of impacts).  相似文献

The priorities for the protection of the seas have been discussed extensively. Many consider that the problem of marine pollution can only be solved on the basis of joint international actions. This is particularly true for the various countries bordering on the North Sea. The existence of a worldwide international GPS service (IGS) permanent network of dual-frequency receivers makes the computation of global ionospheric maps (GIMs) of total electron content (TEC) feasible. The GIMs computed by the IGS Associate Analysis Centers on a daily basis and by other kinds of forecast GIMs, which can be computed from, for instance, the international reference ionosphere (IRI) model, and the GPS broadcast models in the navigation message, can be applied to a broad diversity of fields, for instance as, navigation and time transfer.In this context, the performance of different kinds of models are presented in order to determine the accuracy of the different GIM. This is carried out by comparison with the TOPEX data that provides an independent and precise (at the level of few TECU) vertical TEC determination over the oceans and seas. Thus, the obtained accuracies, in terms of global relative error, ranging from 54% corresponding to the GPS broadcast model, to about 41% corresponding to IRI climatological model, and to less than 30% corresponding to GPS data driven models.  相似文献

Countries need to know what species are present within their waters to effectively manage the issue of non-indigenous marine species. Five survey methods are currently employed to detect introduced marine species: the Hewitt and Martin protocols (66% of effort; 73 ports, 12 countries); Rapid Assessment Surveys (7% of effort; 8 regions, 4 countries); the Bishop Museum protocols (7% of effort; 8 ports, 3 countries); the Chilean aquaculture surveys (1% of effort; numerous regions; 1 country); and Passive Sampling protocols (18% of effort; 20 ports, 2 countries). These methods use either quantitative, qualitative, or a mixture of the two sampling techniques and tend to target locations that are potential inoculation sites (i.e., such as ports, marinas and aquaculture facilities). To date, introduced marine species surveys have been implemented in 19 countries and have detected more than 1185 non-indigenous, 735 cryptogenic and 15,315 native species.  相似文献

随着国民经济的快速发展,我国地震监测台网的发展也日新月异,设备性能、技术系统、台网密度正逐步接近发达国家的水平,同时积累了大量的观测数据。如何利用这些监测资源,更好地为经济建设和社会公共安全服务,是值得研究的重要问题。本文认为提取有用的地震前兆信息、提升地震速报能力、扩展烈度速报功能是地震监测台网为地震预报和地震应急服务的重点;整合台网资源,构筑统一标准、多用途的地震监测网络是建设公共安全服务技术平台的前提;工程、海洋、气象、环保等是地震监测资源的主要服务领域。因此,开发监测资源,加强自主创新,构筑技术平台,拓展服务领域是未来地震监测台网为社会和公共安全服务的重要发展方向。  相似文献

A methodology has been designed to assess the performance of the environmental management in sea ports. The Self Diagnosis Method, developed by two research teams and about sixty sea ports, allows the comparison of the current environmental situation with that corresponding to previous years and the assessment of the opportunities for improvement. The main objective is to review the management activities and procedures that affect the environment and the way the port authority handles significant environmental aspects. It has been designed as a "first level" tool: it can be applied in approximately six hours by a non-expert user. It is based on the ISO 14001 vocabulary, requirements and structure, and it can be considered as a first step in the voluntary implementation of an environmental management system for port communities.  相似文献

随着地磁场模型的日趋完善和滤波技术的不断成熟,地磁匹配方法在近几年得到迅速发展,它一般用于近地卫星,还未用于海洋环境.针对这一问题,本文结合地磁场特点和海洋地磁测量的现状,分析了水下地磁匹配的可行性.分别从匹配的地磁模型和测量值中存在干扰磁场两方面,指出了制约该技术发展的几个因素.在此基础上,提出了地磁用于水下载体定位的两条技术途径,一是用小波变换滤去地磁异常,与大尺度地磁模型匹配定位;另外,也提出了利用地磁异常,结合同时定位与构图(SLAM)算法实现自主导航.  相似文献

Modern trends, increases in ship size, improved cargo handling capability, sea level rise and erosion threats to low-lying land, undesirable attributes of certain traditional mud dredging and disposal practices, coupled with pressure from environmental legislation, are all driving a need to manage coastal waters and fine sediment in a more sophisticated manner. Wide-ranging review of world ??best practice?? has highlighted five fully evolved northwest European generic sediment management systems (SMS) to address these challenges. These are being applied to universally recurring types of port facilities: impounded docks, lock entrances, semi-enclosed basins, channels and fairways. They are applicable to large and small, existing and new facilities in rivers, estuaries, open sea coasts, even in some cases to lakes. They can be passive or active. The functioning of each of these five is explained with comment on economic benefit. What emerges strongly is that the applied academic disciplines of physical and chemical oceanography, plus marine microbiology, are being drawn together to supplement or replace traditional maritime engineering. Following on from a Permanent International Association of Navigation Congresses review, these technologies are spreading beyond the northwest European conception area, as well as beginning to be adopted by international dredging companies. The complexity, scale of potential benefit, numbers of poorly understood issues highlighted and embryonic way these are beginning to spread all suggest that this is potentially an important area for future scientific endeavour.  相似文献

Ballast water exchange practices were monitored on 28 incoming container vessels at the Port of Montreal. Measurements on 15 vessels indicated 13 of 32 tanks had salinities of <30 per thousand. The 16 transits with a North Atlantic route visited 31 of 37 ports located on freshwater or near freshwater outflows. Ballast carried by this vessel type represents an important means for the introduction of species on a global scale because of its transit routes, dockside discharge and moving ballast between tanks. Container vessels represent about 15% of the world fleet, but account for 32% of all visits to global ports, and 46% of visits to the 25 largest ports. The 10 ports that handled the largest volumes of international cargo also included 8 that handled the most cargo containers. Large ports can receive over 100,000 visits by all vessel types annually, and serve as hubs for over 500 ports in 100 countries. Secondary transport of exotic species is also a concern because of frequent visits by regional vessels.  相似文献
