The Reduction of Deforestation and Forest Degradation initiative (REDD+) was initially hailed widely as a smart and cost-effective way to mitigate climate change and has moved quickly compared to other strands of the United Nations Framework Convention on Climate Change (UNFCCC) negotiations. Much of the initiative’s original appeal – and a good deal of subsequent controversy around it – relates to framing the world’s tropical forests as carbon sinks and compensating developing countries that manage to reverse or avoid deforestation. REDD+ negotiations can thus be seen a site where the standard divisions between Annex 1 and non-Annex 1 (‘developed’ and ‘developing’) were being challenged and interrogated by the negotiating parties and the broader network of actors around the climate regime. This article suggests that such complex and changing global governance policy fields need to be analysed as ‘places’ in their own right, populated by actors engaged in field-specific power relations that may not reflect international hierarchies or power relations manifested in other international settings. Based in a unique set of interviews supplemented by primary data analysis, this article unpacks the power relations of REDD+ negotiations by examining how those involved seek to assume competence, designate and recognize leadership, and shape outcomes. In tracing the dynamics of claiming competence, the ‘competition’ between two disciplinary milieus around forests as an international policy object and also delegates’ shifting between reliance on expert knowledge and political ‘know-how’ in the negotiations themselves are identified. To understand the politics of recognition – that is to have a claim to competence or position acknowledged by others – the perceived qualities and resources of recognized leadership are examined and the absence of global superpowers amongst REDD+ leadership is problematized and discussed. Finally, in terms of wielding influence over outcomes, the fate of two quite similar ideas – one that has become incorporated into REDD+ methodology and another that is failing to be – further illustrate how the field is marked by internal power practices and that not all actors are equally well-positioned to achieve desired outcomes.  相似文献

Eco-certifications have become an important site of power struggles in commodity sectors such as forestry, fisheries, aquaculture, palm oil, and soy. In each, multiple eco-certification initiatives have been developed and resisted through interactions among non-governmental organizations, governments, and commercial actors. This paper contributes to understanding how power is embodied in certifications by exploring how territoriality manifests in the international struggle over defining what products are ‘sustainable’ and which producers will have access to markets that require ‘sustainable’ products. Focusing on the wild capture fisheries sector in which the non-governmental Marine Stewardship Council (MSC) administers the preeminent eco-certification initiative, we explore the emergence of new fisheries eco-certification initiatives in Japan, Iceland, Alaska, Canada, and the US that insist there is no transnational monopoly on judgments over fisheries sustainability. We argue that these new eco-certifications attempt to defend and embed territorial social and regulatory relations of production within the contested domain of transnational sustainability governance. The initiatives accommodate both the territorially embedded material interests, institutions, and discursive strategies of producers (and their state supporting agencies) and transnationally embedded governance norms for assessing and communicating sustainability. They also counter the globally applicable institutions of the MSC in favor of making space for state and non-state actors to contend with demands for sustainability in the global seafood market by combining place-specific attributes with transnational governance norms.  相似文献

Conservation policy and practice is increasingly turning towards market-based interventions to reconcile the growing conflicts between environmental conservation and rural livelihood needs. This short introductory paper to the special issue on “market-oriented conservation governance” critically investigates the growing commitment to markets as a means of meeting conservation objectives and livelihood security. We distinguish market oriented conservation from neoliberal conservation and argue for a grounded, empirically rich investigation into the passive and active promotion of markets in conservation landscapes – analysis which pays attention to how and why certain markets are promoted by ENGOs, governments and private sector, as well as how rural people negotiate livelihoods and markets when adjusting to conservation pressures. Such an approach takes seriously how the particularities of place, from local harvests to trans-local trade, shape market-oriented conservation in practice and expose the messiness of such ventures. The range of papers in this special issue show how neither neoliberal nor market-based interventions in conservation are uniform in character, impact and outcome, and that while identifying the patterns and logic behind these processes remains crucial, the basis for understanding how markets inform conservation, must be done by drawing on empirical data that speaks clearly to how actors variously engage the logic of market-driven conservation in terms of their histories and contemporary realities. We argue that doing so makes it possible to understand not only what is ‘new’ about contemporary market-oriented conservation but also its continuities with earlier forms of command and control conservation.  相似文献

The importance of mitigation of climate change due to greenhouse gas (GHG) emissions from various developmental and infrastructure projects has generated interest at global level to reduce environmental impacts. Life cycle assessment may be used as a tool to assess GHG emissions and subsequent environmental impacts resulting from electricity generation from thermal power plants. This study uses life cycle approach for assessing GHG emissions and their impacts due to natural gas combined cycle (NGCC) and imported coal thermal power plants using the IPCC 2001 and Eco-Indicator 99(H) methods in India for the first time. The total GHG emission from the NGCC thermal power plant was 584 g CO2 eq/kWh electricity generation, whereas in case of imported coal, it was 1,127 g CO2 eq/kWh electricity generation. This shows that imported coal has nearly ~2 times more impacts when compared to natural gas in terms of global warming potential and human health as disability-adjusted life years from climate change due to GHG emissions such as carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O).  相似文献

Anthropogenic greenhouse gas (GHG) emissions have substantially contributed to intensification of heavy precipitation and thus the risk of flood occurrence, and this anthropogenic climate change is now likely to continue for many centuries. Thus, precise quantification of human-induced GHG emissions is urgently required for modeling future global warming and precipitation changes, which is strongly linked to flood disasters. Recently, GHG evasion from hydroelectric reservoirs was estimated to be 48 Tg C as CO2 and 3 Tg C as CH4 annually, lower than earlier estimate (published in Nature Geoscience; 2011). Here, we analyzed the uncertainties of GHG emissions from hydroelectric reservoirs, that is, reservoir surface area, data paucity and carbon emission relating to ecological zone, and argued that GHG evasion from global hydroelectric reservoirs has been largely under-estimated. Why are genetic technologies necessary in the agri-food sector and why have they created such opposition in the rural domain? The paper attempts to place GM in its contested regulatory context, situated as part of three different and competing paradigms of agri-food and rural development: the agri-industrial, post-productivist and rural development models. Conceptually, it is argued that GM is currently positioned as a relatively new variant and component of the mutating and dominant agri-industrial paradigm. This sets the context and development of GM at a global level. The paper explores in its first part how the spread of GM relates to the maintenance of the unsustainable. Whilst this remains a driving force we see, in the second part, with reference to the unfolding nature of European regulation since 2000, the ways in which this agri-industrial imperative is shaped by particular State actions which blend this agri-industrial model with a wider set of consumer, private sector and environmental concerns. Overall, the EU has managed to translate a global agri-industrial imperative, despite significant external pressure, into a highly regulated ‘post-productionist’ framework in which both private and public interests are given responsibility for delivering consumer rights. This may, or may not allow room for rural sustainable development alternatives to take hold. At least it provides something of an opportunity.  相似文献

Because of the role that peripheral forest landscapes played in postwar nation-building, the Lao military has long played a significant, even if often hard-to-see, role in the administration of the country’s protected areas. This role is becoming increasingly apparent as transnational market-based forest governance efforts begin to threaten military administration of protected areas. As a consequence, the multi-dimensional nature of security – both defensive in the classic military sense, but also increasingly economic and complex – is coming to light through uses of what we describe as the security exception: the invocation of national security, in this case by military actors, to manage the reach and efficacy of emerging forest governance efforts. Projects to reduce climate-related emissions from deforestation and forest degradation (REDD+) have been especially prone to trigger the security exception due to their focus on forest measurement and change over time, and are examined here in two cases from protected areas in western and southern Laos. We suggest that even as conflicts over forest management may be interpreted through the lens of foreign domination and the loss of domestic sovereignty – indeed the security exception feeds on such interpretations – these conflicts are better understood as struggles within the Lao state and society over the how to manage and use forest resources in a context of economic uncertainty and persistent underdevelopment. In such a context, the role of conservation NGOs and Western donors as gatekeepers to ongoing transnational governance efforts is nonetheless highly significant.  相似文献

In this paper we explore hybridity in Australian natural resource governance, both ‘inside’ and ‘outside’ of neoliberalism. We develop an understanding of this governance regime as an assemblage of subjects, ethics, ends and techniques that constitute a hybrid of practices directed by three mentalities of government: neoliberalism, localism and ecocentrism. This three-way parentage engenders particularly complex internal dynamics - tensions and congruencies, grounds for contest and opportunities for collaboration - that shape and transform the regime. Our analysis clarifies the formative roles of the three logics and in so doing offers a new perspective of tripartite governance dynamics. We conclude by showing how the co-existing mentalities compete to establish NRM policy that is in accord with their respective ends and ethics, subjectify problems and other actors to fit with their own agendas, and attempt to secure primacy for those technologies congruent with their logics. At the same time, as mutually constitutive forces of the regime, they exhibit varying degrees of adaptivity as they co-opt or accommodate technologies favoured by their competitors.  相似文献

Adaptation to climate change is widely recognized as a multi-level governance challenge because expected impacts and respective measures cut across governmental levels, sectors and societal domains. The present paper analyses the role of regional adaptation partnerships in Canada and England in the multi-level governance of climate change adaptation. We describe and compare three partnerships per country with regard to their evolution, membership and governing structures, coordination across levels and societal domains, and their adaptation activities and outputs. Although both partnership schemes represent new collaborative approaches, their genesis and governance differ. While the Canadian collaboratives are a government-centred approach that originated and partly operated top-down through a national programme for the period 2009–2012, the English partnerships follow a more pluralistic stakeholder-centred approach that evolved bottom-up already in the early 2000s. Both schemes have in common that they mediate between governmental levels, foster networking between public and private actors, and eventually build adaptive capacities and inform adaptation policies. We conclude that regional adaptation partnerships represent a new governance approach that facilitates climate change adaptation, albeit with limits. Since state actors play(ed) key roles in both partnership schemes, they do not represent a new sphere of authority outside the state. Instead of blurring or destabilizing governmental levels they complement (and perhaps even stabilise) them with multi-level interactions.  相似文献

Human activities have become a major source of Earth’s climate change, which brings the rise of surface air temperature and subsurface ocean temperature. Therefore, promoting sustainable consumption and production patterns is imperative to minimize the use of natural resources and reduce emissions of pollutants. This study uses Economic Input–Output Life-Cycle Assessment method and structural decomposition model to identify the driving forces that influence the changes in carbon emissions from China’s residential consumption in the context of sustainable consumption. The findings of the study are as follows: (1) indirect carbon emissions from Chinese household consumption increase rapidly over time; (2) the largest carbon dioxide emitting sector turns from agriculture sector in 1992 into service sector in 2007; (3) the consumption level and the emission intensity are the main drivers that influence the change in indirect carbon emissions; and (4) the factor of consumption level presents positive effect on the emissions, while the emission intensity effect plays a negative role. Besides, the factors of urbanization, production structure, population size and consumption structure also promote the rapid increase in carbon emissions.  相似文献

This paper examines a philanthropy-led initiative which has as its objective to jump start the transition to a more sustainable and just food system in California. The first major project funded was a “vivid picture” of California’s food system twenty-five years in the future. The outcome of the project is a report that is glossed with the tropes of neoliberalism in all of its key organizing frameworks, analytics, cognitive maps, and idioms and argues for “opportunities-based approaches” as the engine of change. Yet, as described in the paper, this outcome was initially under-determined, and, in fact, the funders had originally intended to leverage their resources for large scale transformation. By examining four moments in the development of the Vivid Picture project, the grantee selection, the modeling exercise, the stakeholder meetings, and the qualitative interviews, this paper will show how existing techniques of neoliberal governance such as modeling, audit, best-practices, and stakeholder participation, as well as current norms of philanthropy, shaped what is thinkable and hence actable. It will also show how “stakeholders” played a constitutive role in producing the outcomes of the project, in part because their input reflected already-developed notions of the possible within the current climate of neoliberalism. In the end it will argue that the failure of the Vivid Picture to look beyond the neoliberal present is itself evidence of the proliferation of neoliberal governmentalities. Still, the entire process galvanized many of the movement actors who were left out of the funding process and, in that way, produced political openings.  相似文献

Urban areas are the main sources of greenhouse gas (GHG) emissions. Previous studies have identified the effectiveness of better urban design on mitigating climate change and land-use patterns in cities as important factors in reducing GHG by local governments. However, studies documenting the link between land-use and GHG emissions are scant. Therefore, this study explores the driving forces of land-use change and GHG emission increments in urban areas and investigates their correlations. The study area, Xinzhuang, is a satellite city of Taipei that has rapidly urbanized in the past few decades. Twenty-one potential variables were selected to determine the driving forces of land-use change and GHG emission increments by binomial logistic regression based on the investigation data of national land use in 1996 and 2007. The correlation of land-use change and GHG increments was examined by Spearman rank-order analysis. Results of logistic regression analysis identified that population and its increasing density rate are main driving forces on both land-use change and GHG increments. The Spearman rank correlation matrix indicates that fluctuating urbanization level is significantly correlated with the increase of total GHG emissions, the emissions of residence, commerce, and transportation sectors in neighborhoods; and the emissions of residence and transportation sectors seem closely connected to current urbanization level. The findings suggest that relationships among land-use, urbanization, and GHG emissions in urban areas vary greatly according to residence and transportation characteristics. Land-based mitigation may provide the most viable mechanism for reducing GHG emissions through residence and transportation sectors.  相似文献

This paper examines the application of private governance through certification labels and industry initiatives in the tourism industry. These efforts are sold as a way to achieve decent working conditions for tourism workers who participate in global value chains in the global South. The question at hand is, are these mechanisms an effective way to support tourism labor? Specifically, this research documents two main findings. First, I evaluate the programs through a tourism global value chain approach and demonstrate how tour operators use language about sustainability and the certification of accommodation suppliers for brand product differentiation and marketing. My findings demonstrate that these programs do not support tourism workers. Second, even with certification and recommendations, the standards are limited and do not include measures to protect against precarious employment, gendered divisions of labor, and emotional labor demands. Thus, these initiatives do not fully protect tourism workers. Finally, I argue a new governance research approach focused on workers’ rights and empowerment provides insights into achieving a more equitable international tourism landscape. This has implications for a governance analysis focused on rights and ‘synergistic’ governance strategies.  相似文献

This essay examines neoliberal forms of resource governance and emerging struggles over control of sea space between coastal fishers, the para-statal oil industry and government authorities in the State of Tabasco, Mexico. The analysis focuses on the changing mechanisms of resource governance and networking related to contested claims over rights to offshore space. The study is based on material collected during ethnographic field research in Tabasco in 2011–2014. By linking a post-Foucauldian approach to governmentality with a Deleuzian perspective on networks, our research examines resource governance as a socio-political arena, constructed in negotiation between multiple governmental, private and civil society actors, including heterogeneous groups from local populations. The study demonstrates how hybrid techniques of resource governance lead to fishers’ socio-spatial displacement, marginalization in the fields of political representation and subjection to ideas of aquaculture entrepreneurship. The ensemble of private regulation and governmental control provides a venue for drawing fishers into clientelist practices of governing while it diffuses questions of responsibility. These modes of governance fragment the fishers’ efforts to mobilize politically, making them rely on less visible networks of contestation shaped by heterogeneous fishing groups, with varying access to resources and political representation. Recent transformations in environmental legislation and the fishers’ mobile tactics of networking may offer opportunities for them to reclaim their resource rights.  相似文献

Critiques of the neoliberal governance of agricultural systems have led to a number of political responses which attempt to address the socio-environmental consequences of the dominant regime. In this paper two case study regions (South Australia and England) have been chosen to represent variations in agricultural policy and to highlight subsequent outcomes on the sustainability of agriculture. Interviewed governance stakeholders highlighted issues in regard to the agricultural governance of each area, from social and environmental consequences of minimal policy intervention in South Australia, to issues created by greater economic support in England. As such, the distinct variations in agricultural regimes will continue to demand scholarly attention, in order for the value of diversity within the sector to be more widely understood. The study concludes that it is likely agricultural support will continue to decline in both case study regions. Importantly, however, innovative policy mechanisms that aim to reduce local risks and value local agricultural priorities, without requiring significant financial support, might be the most promising way forward in regard to agricultural system sustainability.  相似文献
