"美丽冰冻圈"融入区域发展的途径与模式   总被引:2,自引:0,他引:2

在探讨“美丽冰冻圈”内涵的基础上,从自然属性与社会经济两个层面、致利与致害两条线,分析了“美丽冰冻圈”与区域可持续发展的关系,“美丽冰冻圈”、区域社会经济发展、人类福祉构成冰冻圈—人类社会经济复合命运共同体。基于中国冰冻圈要素及其变化影响的区域差异性,选取祁连山—河西地区、青藏高原三江源地区、横断山大香格里拉地区,分别代表冰冻圈水资源影响区、冰冻圈灾害影响区、冰冻圈旅游经济区,围绕冰冻圈水资源服务与绿洲经济、雪灾害风险与畜牧业经济、冰雪旅游与区域经济等核心问题,从冰冻圈资源服务与灾害风险视角,详细阐述了冰冻圈融入不同区域发展的途径与模式。在干旱半干旱内陆地区,冰冻圈主要以水源涵养、水量供给与径流调节服务,融入绿洲社会经济发展,是一种冰冻圈水资源支撑型区域发展模式;在青藏高原高寒区,冰冻圈生态环境决定了畜牧业经济的脆弱性,冰冻圈灾害负向影响畜牧业经济,是一种冰冻圈生态支撑+灾害影响型区域发展模式;在冰冻圈旅游经济区,直接依托冰雪资源发展冰雪旅游业,是一种基于冰冻圈资源的旅游经济驱动型区域发展模式。  相似文献

冰冻圈是全球气候系统的主要圈层之一,既具有不可替代的气候效应,又维系着寒旱地区社会经济和自然生态系统良好运行,而中国是中低纬度地区冰川、积雪、冻土发育程度最高的国家。长期以来,针对冰冻圈“致害性”的研究众多,而聚焦冰冻圈服务的“致利性”研究则相对滞后,在此背景下着眼于人类福祉的冰冻圈服务识别与综合区划研究成为冰冻圈科学、人地系统可持续发展等的关键科学问题之一,也是目前迫切需要开展的研究方向。首先,确定以地域分异规律理论、人地关系地域系统理论、集合论和信息编码论等跨学科理论为研究基础;尔后,构建面向综合区划研究的冰冻圈服务分类体系,先以供需均衡模型为核心进行单项服务重要性空间识别,再以服务最大化模型为指导,通过区位熵算法判定冰冻圈主导服务的空间分布;最后,以三维魔方展开法为核心制定冰冻圈服务综合区划方案,将研究区划分多重空间层级、彼此独立完整、相互联系密切的冰冻圈服务单元。综上,形成综合自然供给和人文需求因素且适应地区特色的冰冻圈服务空间识别与综合区划技术体系和方法流程,为冰冻圈服务供给与社会经济发展需要架起一座桥梁,是满足国家重大战略需求和合理利用冰冻圈服务的必由之路。  相似文献

As one of the five components of Earth's climatic system, the cryosphere has been undergoing rapid shrinking due to global warming. Studies on the formation, evolution, distribution and dynamics of cryospheric components and their interactions with the human system are of increasing importance to society. In recent decades, the mass loss of glaciers, including the Greenland and Antarctic ice sheets, has accelerated. The extent of sea ice and snow cover has been shrinking, and permafrost has been degrading. The main sustainable development goals in cryospheric regions have been impacted. The shrinking of the cryosphere results in sea-level rise, which is currently affecting, or is soon expected to affect, 17 coastal megacities and some small island countries. In East Asia, South Asia and North America, climate anomalies are closely related to the extent of Arctic sea ice and snow cover in the Northern Hemisphere. Increasing freshwater melting from the ice sheets and sea ice may be one reason for the slowdown in Atlantic meridional overturning circulation in the Arctic and Southern Oceans. The foundations of ports and infrastructure in the circum-Arctic permafrost regions suffer from the consequences of permafrost degradation. In high plateaus and mountainous regions, the cryosphere's shrinking has led to fluctuations in river runoff, caused water shortages and increased flooding risks in certain areas. These changes in cryospheric components have shown significant heterogeneity at different temporal and spatial scales. Our results suggest that the quantitative evaluation of future changes in the cryosphere still needs to be improved by enhancing existing observations and model simulations. Theoretical and methodological innovations are required to strengthen social economies' resilience to the impact of cryospheric change.  相似文献

The behavior and fates of environmental pollutants within the cryosphere and the associated environmental impacts are of increasing concerns in the context of global warming.The Tibetan Plateau(TP),also known as the"Third Pole",represents one of the most important cryospheric regions in the world.Mercury(Hg)is recognized as a global pollutant.Here,we summarize the current knowledge of Hg concentration levels,pools and spatio-temporal distribution in cryospheric environments(e.g.,glacier,permafrost),and its transfer and potential cycle in the TP cryospheric region.Transboundary transport of anthropogenic Hg from the surrounding heavily-polluted regions,such as South and Southeast Asia,provides significant sources of atmospheric Hg depositions onto the TP cryosphere.We concluded that the melting of the cryosphere on the TP represents an increasing source of Hg and brings a risk to the TP environment.In addition,global warming acts as an important catalyst accelerating the release of legacy Hg from the melting cryosphere,adversely impacting ecosystems and biological health.Furthermore,we emphasize on the remaining gaps and proposed issues needed to be addressed in future work,including enhancing our knowledge on some key release pathways and the related environmental effects of Hg in the cryospheric region,integrated observation and consideration of Hg distribution,migration and cycle processes at a key region,and uses of Hg isotopic technical and Hg models to improve the understanding of Hg cycling in the TP cryospheric region.  相似文献

本文以中国冰冻圈服务综合区划、自然和人文地理区划等理论、方法为基础,综合中国冰冻圈主要组成要素(冰川、冻土、积雪)及其社会文化要素(民族、历史、聚落、旅游文化和行政区划),采用相似性与差异性、综合性与主导性、等级性与逻辑性和空间连续与行政边界相结合的方法,提出了“文化服务+文化产业+经济开发”导向的中国冰冻圈文化服务专题区划方案。根据空间聚类方法和专家判断,将其划分为青藏高原冰川—冻土—积雪文化区、西北冰川—积雪文化区、东北冻土—积雪文化区、北方积雪文化区和南方积雪文化区5个一级区划大区,依据文化与地域要素异质性原则,再细分为12个二级区划亚类和51个三级区划基本类型。专题区划方案与中国冰冻圈空间分布、中国自然地理综合区划、中国人文地理综合区划等的吻合度较高,体现了冰冻圈组成要素与冰冻圈区域文化要素的依存关系及区域空间异质性规律。本文深化了对中国冰冻圈文化服务及其空间异质性的认知,可为冰冻圈文化保护、传承、发扬,以及不同区域冰冻圈文化、旅游产业的开发及相关产业的运营、管理提供科学依据。  相似文献

以全球恐怖主义数据库(GTD)的研究数据为基础,运用地学空间统计分析方法和社会网络分析方法,对2000-2018年东南亚发生的恐怖主义事件进行时空演变特征分析及其参与组织的社会网络关联解析,得出以下结论:1)东南亚恐怖主义发展态势呈现显著的阶段性波动增长,在空间上表现为明显的集聚性,由2000-2013年的两极集聚中心转变为2014-2018年的三级集聚中心。2)东南亚恐怖主义组织众多,恐怖组织类型复杂,各恐怖组织及独狼型恐怖主义之间通过情报、资源及人员交流等方式进行联系,形成了一个巨大的跨地区恐怖组织网络;以伊斯兰祈祷团(JI)为代表的东南亚恐怖组织在上个世纪90年代利用域外组织的支持建立了一个横跨多国、分工明确的4M活动网络,并利用此活动网络进行资金筹集、人员培训、策划活动等。3)东南亚恐怖主义迅速发展有其深层次原因,既有地区内部社会文化、政治环境和经济发展的影响,又有区域外恐怖主义势力的干预。  相似文献

基于2003—2018年长三角地区跨国、跨区以及区内企业异地投资数据,融合社会网络分析、面板向量自回归模型和地理加权回归模型等方法,探究长三角地区多尺度城市网络空间演化及其动态互馈效应。结果表明:① 全球、全国和区域尺度城市网络分别处于初步发展、稳步发展和完善发展阶段,各尺度网络均呈现出区域化倾向,以沪宁合杭甬发展廊道为支撑的网络空间结构正在形成。② 城市的全球与全国功能联系之间存在相互促进的关系;城市的区域功能联系提升能够促使其融入全球和全国尺度城市网络,反之,城市的全球与全国功能联系提升却未能促进其进一步融入长三角内部城市网络,融入全球尺度城市网络甚至对城市的区域功能联系产生显著的抑制作用。此外,多尺度城市网络互馈效应具有明显的空间异质性,并与区域经济发展格局相耦合。  相似文献

开展“一带一路”沿线国家的风险评估对“五通”目标的实现和“走出去”战略具有重要意义。基于政治、经济和社会三个维度18个指标构建评价体系,对“一带一路”沿线74个国家的综合风险进行评估和排序,运用空间自相关、冷热点分析等剖析了2001—2016年不同风险的时空演变特征,并提出风险防控建议。结果表明:① 2001—2016年,“一带一路”沿线国家综合风险整体呈下降趋势,政治风险变化幅度较小,经济风险经历了“下降-上升-再下降-再上升”的演变过程,社会风险总体呈下降趋势,综合风险波动剧烈的国家主要集中在西亚、欧洲和东南亚;② 2001—2016年,“一带一路”沿线国家政治、经济、社会风险均存在显著的集聚性和区域差异性,高危险和较危险等级国家主要分布在北非、中亚、西亚、南亚和东南亚;③ 政治、经济和社会3个风险子系统存在较显著的相关性,政治风险高的国家往往伴随着较高的经济和社会风险;④ 中国对“一带一路”部分国家的投资存在投资量大与风险等级高并存的“投资悖论”现象。未来应从政府和企业两个层面共同努力,建立动态评级和预警机制,做好风险防控,逐步打造“一带一路”利益共同体、责任共同体和命运共同体。  相似文献

经济全球化和区域一体化进程的不断推进,促使东亚在世界经济中的地位不断提升。高速铁路作为促进经济一体化和区域发展的重要手段和基础,其快速发展势必会对东亚地区的区域发展、空间结构、人口流动和一体化产生重大影响。在分析东亚高速铁路网络发展历程及服务水平的基础上,评价与对比了高速铁路建设对城市交通圈和可达性的影响,及一体化高速铁路潜在的空间效应,以期为东亚一体化高速铁路构建提供指导。结果表明:东亚高速铁路网络扩张整体上呈现出“核心—核心”到网络化的发展历程;高速铁路网络在中国东中部、日本和韩国等地区具有较高的人口和产业服务水平,但国土面积覆盖率相对较低;高速铁路的建设促使核心城市交通圈格局不断扩展与强化,可实现当日往返城市对数量明显增加,主要分布在中国长三角、珠三角,日本东京和韩国首尔周边;中国大陆、日本和韩国的加权平均旅行时间分别呈现出以郑州、东京和首尔为中心的“核心—边缘”结构,且圈层结构逐渐向高速铁路沿线延伸;高速铁路的建设促使城市人口服务水平和可达性的空间格局均呈现出明显的“廊道效应”。  相似文献

The interests of Russia, as a Eurasian state, must be geared not only toward the West, East and North but also toward the South. The transport capabilities of Trans-Sib (Trans-Siberian Railway) will be enhanced dramatically once it is connected with the Indian Ocean via a network of meridional railways. In particular, this would provide an entry for grain exports into countries of Central and South Asia. Some elements of the Indo-Siberian arterial railway are traceable even in the existing network of the former Soviet railways in Central Asia. It is suggested that the project be started from the Chui-Fergana Trans-Kyrgyz Railway.  相似文献

论文利用2001—2015年国家(地区)间的知识产权贸易额,通过构建全球和“一带一路”技术贸易网络,从技术供给和技术销售层面刻画了“一带一路”技术贸易格局及其动态变化过程,研究发现:① 在“一带一路”内部技术贸易网络中,内部技术进口格局由独联体、中东欧地区主导向东亚地区主导转变,内部技术出口格局由西亚地区“一极主导”向东盟-西亚-东亚“三极主导”格局转变,“一带一路”在内部国家(地区)技术供给链中的地位非常低下,大量的技术需要从外部进口,但“一带一路”作为技术销售市场在内部国家(地区)技术销售链中的地位显著提升;② 在“一带一路”外部技术贸易网络中,外部技术进口格局由东盟向东亚更替,而外部技术出口格局始终由以新加坡为核心的东盟地区主导,“一带一路”在国际技术销售市场中的地位显著提升,但其在国际技术供给链中的地位十分低下;③ 从技术贸易类型上看,内流型国家(地区)占主导,大部分“一带一路”国家(地区)依赖内部技术贸易来实现技术互补,而高技术贸易额国家(地区)大多都为“两头在外”型,“一带一路”区域技术贸易网络尚未形成。  相似文献

The rapid development of high-speed rail(HSR) is influencing regional development, regional structure, commuting, and regional integration. East Asia is the region with the world's first and largest current operating and planned HSR network. In this paper, we examine the evolutionary mechanism and impacts on the transport circle and accessibility of HSR in East Asia. The results indicate that the HSR network first follows a "core-core" model and then forms a corridor in Japan, South Korea, and China Taiwan, but then forms a complete network in China Mainland. The current operating HSR lines are mostly distributed in regions with developed economies and dense populations, and more than half of the population and GDP in China can be served by HSR within 1 hour's travel time. The planned HSR network will expand to the western region of China and Japan and the southern region of South Korea. The development of the current operating and planned HSR network considerably enlarges the transport circle of core cities, especially cities along trunk HSR lines. This 1 h transport circle of core cities has formed continuous regions in the Yangtze River Delta, the Pearl River Delta, Tokyo, Seoul, and along trunk HSR lines. The HSR network will bring about substantial improvement in accessiblity, but also increase the inequality of nodal accessibility in China Mainland. Spatially, the spatial patterns of the weighted shortest travel time of cities in China Mainland, Japan, and South Korea all present the "core-peripheral structure", taking Zhengzhou, Tokyo, and Seoul, respectively, as core cities, and cities located along the trunk HSR lines gain large improvement in accessibility.  相似文献

建设国际科技创新中心是粤港澳大湾区新时代最有共识、最有优势、最富挑战的战略方向,亟需国际科技创新中心建设的理论探索。国内外经典创新系统理论更加专注于创新系统内部,注重单一空间的创新要素与创新活动组织问题,忽视了全球和区域之间要素的关联模式,缺乏在全球视野下宏观与微观结合的综合观察。由此,本文在总结国内外经典创新系统理论的基础上,构建了全球视野下的以“科技”和“人才”为核心,以“科技-产业-全球生产网络”和“人才-环境-世界城市网络”为链条的国际科技创新中心理论模式,认为国际科技创新中心是全球创新网络、全球生产网络和世界城市网络三重网络结构的核心节点,建设国际科技创新中心需要实现三重网络的协同效应。在这样的理论框架下,分析了粤港澳大湾区双核心与双链条的发展情况,并以此提出了粤港澳大湾区建设国际科技创新中心的路径和相关建议。  相似文献

论文对比分析了1980—2016年基于站点插值降水数据CMA(China Meteorological Administration)和APHRODITE(Asian Precipitation-Highly-Resolved Observational Data Integration Towards Evaluation)、卫星遥感降水数据PERSIANN-CDR(Precipitation Estimation from Remotely Sensed Information using Artificial Neural Network-Climate Data Record)和GPM(Global Precipitation Measurement)、大气再分析数据GLDAS(Global Land Data Assimilation System)以及区域气候模式输出数据HAR(High Asia Refined analysis)在雅鲁藏布江7个子流域的降水时空描述,利用国家气象站点数据对各套降水数据进行单点验证,并以这6套降水数据驱动VIC(Variable Infiltration Capacity)大尺度陆面水文模型反向评估了各套降水产品在雅鲁藏布江各子流域径流模拟中的应用潜力。结果表明:① PERSIANN-CDR和GLDAS年均降水量最高(770~790 mm),其次是HAR和GPM(650~660 mm),CMA和APHRODITE年均降水量最低(460~500 mm)。除GPM外,其他降水产品在各子流域都能表现季风流域的降水特征,约70%~90%的年降水量集中在6—9月份。② 除PERSIANN-CDR和GLDAS外,其他降水产品皆捕捉到流域降水自东南向西北递减的空间分布特征。其中,HAR数据空间分辨率最高,表现出更详细的流域内部降水空间分布特征。③ 与对应网格内的国家气象站降水数据对比显示,APHRODITE、GPM和HAR降水整体低估(低估10%~30%),且严重低估的站点主要集中在下游(低估40%~120%)。PERSIANN-CDR和GLDAS整体表现为高估上游流域站点降水(高估28%~60%),但低估下游流域站点降水(低估11%~21%)。④ 在流域径流模拟上,当前的6套降水产品在精度或时段上仍无法满足水文模型模拟的需求。⑤ 通过水文模型反向评估,6套降水产品中区域气候模式输出的HAR在流域平均降水量和季节分配上更合理。  相似文献

For over 30 years, IHP (International Hydrological Programme) has been actively operating as a UNESCO’s (United Nations Educational, Scientific and Cultural Organization) international scientific cooperative programme in water research, water resources management, education and capacity-building, and the only broadly-based science programme of the UN (United Nations) system in this region. By a number of initiatives and networks, the IHP has progressively carried out activities on the quantity and quality of global/regional water resources, transboundary water resources management, mitigation of water related hazards, and water education. While addressing comprehensive areas over water challenges, greater emphasis has been placed on the role of water resources management for sustainable development and with respect to the expected changes in climate and environmental conditions. WWAP (World Water Assessment Programme) and its major product WWDR (World Water Development Report) in East Asia are under the framework of IHP which supports field oriented activities on monitoring freshwater, developing case studies, enhancing national assessment capacity, and facilitating decision making processes. In light of transboundary waters in IHP, RSC (Regional Steering Committee) plays a focal role for facilitating regional cooperation in the Southeast and East Asia and Pacific States. Furthermore, ISI (International Sediment Initiative) and IFI (International Flood Initiative) have significant roles, respectively, for the management of erosion and sedimentation in line with river system or reservoir management, and for the flood management focusing on capacity building of each country in East Asia. There are other major areas of concern under UNESCO’s IHP programme in East Asia, specifically in aspects including, mitigating water conflicts on transboundary aquifers through ISARM (International Shared Aquifer Resources Management), water management of arid areas through Water and Development Information for Arid Lands- A Global Network (Asian G-WADI), and sustainable management of groundwater by UNESCO Water Chair, as well as water education through the programme of Sustainable Water Integrated Management- Educational Component.  相似文献

旅游协作是旅游系统本身的要素关联,是其客观属性和发展的必然。主题旅游协作是以某一个主题为"红线",将相关旅游要素组织起来形成一个旅游协作组织形式。目前关于旅游协作研究中很少涉及主题旅游协作。文中以"霞客行"旅游网络计划为例,讨论了名人故居旅游地开发中,重视物质性遗产开发,忽略非物质性品牌利用所导致的"大品牌,小产品"的问题,提出了利用虚实结合手法,通过主题品牌运作,构建综合性主题旅游协作网络的构想。旨在通过一个产品网络、一个市场网络、一个学术网络和一个虚拟网络的运作来充分发挥徐霞客品牌的纽带作用,以此推动相关主题旅游地协作单位之间的产品共享和市场共享,从而实现协作体系的效益最大化。  相似文献

亚洲金融危机后,东南亚的汽车生产迅速恢复并快速增加,其增长率大大高于世界平均水平。在布局上东南亚汽车生产具有如下特点:①生产高度集中于少数国家,而且集中趋势不断增强;②轿车与商用车平分秋色,但各国有所不同;③生产网络由日本跨国公司主导。形成上述格局的主要原因是由于东南亚各国汽车市场的增长,内部一体化加强,以及当地的政策保护和鼓励等。  相似文献

Although climate change is expected to increase vulnerabilities, marginalization, and sufferings of many in the Global South, impacts will be unevenly felt across social strata. Intersectionalities of social difference, especially along gender and class lines, differentiate the ways in which impacts of climate change are experienced and responded to. Feminist political ecology and feminist geography insights can explain how different groups of people understand, respond to, and cope with variability and uncertainties in nuanced and critical ways, thereby elucidating the gendered implications of climate change. With a regional focus on South Asia, the article underscores the key issues that can be applied geographically elsewhere. Gendered implications of climate change in South Asia are particularly poignant as patriarchal norms, inequities, and inequalities often place women and men in differentiated positions in their abilities to respond to and cope with dramatic changes in socioecological relations but also foreground the complex ways in which social power relations operate in communal responses to adaptation strategies. This is particularly evident in water-related productive and reproductive tasks in agrarian societies that constitute the majority of South Asia. As climate change is expected to exacerbate both ecological degradation (e.g., water shortages) and water-related natural hazards (e.g., floods, cyclones), thereby transforming gender–water geographies, it becomes imperative to undertake careful multiscalar and critical analyses to better inform policymaking. This article elucidates the complex ways that climate change will affect gender and social relations, thereby highlighting the ways that existing policy narratives and adaptation programs might be better informed by geographical insights. To this end, the article encourages feminist and critical geographers to more forcefully and fruitfully engage with global debates on climate change.  相似文献

以中国大陆居民赴“一带一路”沿线国家旅游安全感知事件为例,搜集2013—2018年我国大陆居民赴“一带一路”沿线国家旅游游记,从网络关系视角出发,分析并刻画其旅游安全感知事件的时空网络结构特征。研究发现:(1)中国公民赴“一带一路”沿线国家旅游安全感知事件分布存在集聚特征,在年尺度上表现出固化性;(2)从区域和国家层面分析得出旅游安全感知事件呈现出稳中渐变特征,如区域层面来说,西亚是旅游安全感知事件重灾区,而中亚是旅游安全感知事件的相对沉寂区;(3)各类旅游安全感知事件的空间分布同质性与异质性并存。  相似文献

地理学视角的物流网络研究已成为物流科学领域的热点方向。从地理学的空间视角出发,在明确城乡物流网络理论来源和相关概念的基础上,对城乡物流网络的内涵、构成及研究框架进行梳理。基于研究,首先给出了城乡物流网络的定义,认为城乡物流网络的本质是旧的城市物流网络和乡村物流网络在空间上的延伸、衔接和提效。其次,从空间视角将城乡物流网络分解为节点、连线和域面3要素,指出网络各要素均出现了功能强化和更新,如节点的管理、衔接和经济社会功能强化;连线的联结功能和平衡功能出现,域面的协同组织、动态调整功能突出。最后,遵循地理学“格局-过程-机理-决策”的科学逻辑,提出“数据采集与融合、要素映射与解析、时空比较与分析、机理探究与优化”4个模块的城乡物流网络分析框架,为深刻揭示城乡物流网络结构及其演化机理提供基础。进一步指出未来应探讨城乡物流节点、连线、域面及网络的地区类型、区域适宜性及要素间相互作用机制,提炼适应不同区域、能有效提升要素流通效应的多尺度空间组织模式,加强对城乡要素流通系统的科学认知,科学支撑城乡地域融合发展实践。  相似文献
